the kaiser hospital in vallejo where sandra vegas is being treated for her injuries. >> reporter: sources say in a moment of gripping fear, officer vegas' wife jumped from the second floor window. friends say at one point there were as many as 60 people inside the hospital praying for this family. >> i'm just still in shock. >> reporter: shock and disbelief for dozens of law enforcement officers and anyone who knows the vegas family. richmond police officer gus vegas shot and killed overnight. not in the line of duty but in a domestic dispute. his daughter's boyfriend and father of their 6-year-old, robert vega, now in police custody. both are napa valley basic academy graduates. >> when something happens to one of us, it happens to all of us. >> reporter: richmond's police officer association's president says officer vegas was a skilled

including this one any time, just download our "abc7 news" app, enable push alerts for notifications. in the middle of the grief and chaos involving the officer's death, richmond police were at the hill top mall where two groups of people were fights. one group shot at the other, but no one was hurt. >> he was very -- he had to duck town. >> that man's car was hit by a bullet, as well. but he was inside the mall at the time. no one has been arrested. police have a vague description of two men accused in the shooting. >> "abc7 news" obtained the autopsy results from the san francisco police shooting death of mario woods. woods had 20 gunshot wounds and another possible, probable graze would to the face. the 26-year-old was hit in his

head, arms, shoulders, legs, and several times in the back. the medical examiner's office found he had meth, marijuana and two prescription drugs in his system. >> the question is, how could you shoot someone that many times in the back when that person wasn't fronting you and you could not possibly have seen anything they have done? >> the u.s. justice department is investigating the actions in the shooting. the december 2 shooting has touched off protests and outrage in the community. in a statement late today, the police department says they are committed to a thorough review of the shooting and the report will be an important component of all three ongoing independent investigations. in the north bay, an after school aide is accused of forcing at least three young children into sex acts. christopher harman was working at the school in santa rosa last december when he was first arrested in a case involving a

4-year-old victim. since then, police say two more victims have come forward. the charges include rape of an intoxicated victim. he had been out on bail after the original arrest but he's back in jail. police say none of the incidents happened while he was out on bail. the oakland raiders will still be the oakland raiders next year. still, there's no guaranty the team will be there beyond 2016. vic lee is live at the coliseum with the latest on the negotiations. >> reporter: first of all, this is a good faith agreement. everyone has to sign off formally, but it seems to be a done deal. as mark davis says, at least for this season, there is certainty and some flexibility for the next two seasons. >> today is like giving birth to a baby. what i mean by that, it's a new beginning. >> reporter: the raiders and the

joint powers authority agreed in principle on the deal. a one-year lease at the coliseum with two one-year options. rent goes up $3.5 million the first year, with incremental increases the second and third years. despite the entries, mark davis says season ticket prices would not go up. >> so in oakland, there will be a $225 ticket, season ticket for nine games in the third deck, one of the greatest values in sports. >> reporter: both parties promised to look for a way to stay permanently in oakland. so for now, the raiders will stay here. the speculation is whether they'll move later. >> my heart is here in oakland. if we can get something done, that's what i'm trying to do. >> reporter: nfl commissioner roger goodell says the league will provide $100 million to help build a new stadium in oakland. but the city will have to come up with the rest of the money. one option is to build two new stadiums on the coliseum property. one for the a's, and the other

for the raiders. but davis says the a's better hurry. >> they need to commit asap so we can go ahead and design and take down the coliseum, provide all the infrastructure that's necessary to build two brand new stadiums in oakland. >> reporter: san diego, san antonio, and las vegas have been mentioned as possible new homes for the raiders. vic lee, "abc7 news." an american airlines flight that started in san jose made an emergency landing in los angeles after a report of smoke in the cabin this morning. the flight that was supposed to go to phoenix landed safely at lax at around 11:00 this morning. pilots on the airbus jump deployed the oxygen masks manually. two passengers were taken to the hospital. several others were evaluated at the airport. the pilots reported a possible hydraulic problem that led to the smoke. president obama's brief visit to the bay area is over. he met with supporters at

moffitt field this afternoon. he even took some time to pose for pictures with a couple of the little ones. from there, he was up the stairs to air force one and off to los angeles. the president made appearances at two peninsula fund-raisers today. >> and even though his presidency has only 11 months to go, mr. obama still draws donors and fans along the motorcade route. david louie tweeted out this picture of the president. david? >> reporter: there's no question that the democratic national committee billed this as one of mr. obama's last visits here in his presidency. the streets here are easy to block off. but that was not the case at his first stop in palo alto. it was supposed to be a secret. but word spread quickly.

breaking news now. the department of public health says the most recent tests show levels of acid in crabs are practically nonexistent. crab season was closed in december because of unsafe levels of acid in crab. no word yet from fishermen if they can salvage this season. the waves this afternoon, this is where the mavericks surfing competition will be held tomorrow morning. wayne freedman is there live. wayne? >> reporter: we can expect big waves. they're saying 20 to 40 foot tall waves. they've been tracking these waves all the way out to hawaii. they're coming in on time. if you look out here at the ocean, just in the last 90

minutes, the surf has begun picking up. these are walls of water. tomorrow, they'll be moving 20 to 30 miles an hour. they're the toughest, biggest waves in the world to surf and they're finally coming in and it will be an end to the relative calm. near pillar point, this was a day without a lot of surfing or surfers. >> he was just sitting there, didn't surf at all. >> reporter: so where were the surfers? at a hotel this morning talking about surfing tomorrow. >> it's a huge deal. >> reporter: that's a reference to the big wave surf contest, a combination of short notice and long anticipation for 23 athletes given 48 hours to arrive from all four corners of this otherwise round world. lucky for zach, he's local. >> you just paddle out hoping to get one. >> reporter: jeff clark first surfed the break here in 1975. he spent the day applying

unit. community members want the commission to pay to replace the mural and dedicate it to the arts weart s center. a whopping 400 balconies and stairways in the city need to be repaired or replaced. that's nearly one in five. the inspection followed a collapse that killed six people in june. most of the victims were students from ireland. a san francisco attorney who killed a chinese tourist in a hit and run in 2012 must serve one year in county jail after violating his probation. he tested positive for trace amounts of cocaine after a trip to dubai with his wife. a judge reduced his jail time to just 30 days after smith said his wife was having a

complicated pregnancy. smith sped away after hitting the 57-year-old in dublin in may of 2012. investigators sound smith by tracing car parts found at the accident scene to his mercedes. an 80-year-old woman will not face any criminal charges for crashing her car into a livermore gym last year, killing a woman inside. the district attorney's office is declining to press charges. but the family of the victim, 49-year-old cathy baker, is now suing the driver and the gym. the lawsuit accuses both of negligence in the crash. the driver says she accidently hit the gas instead of the brake while parking her mercedes suv outside the gym. a firefighter to the rescue. this is helmet cam video of a scared dog being pulled out of a home engulfed in flames. firefighters pulled her out and

reunited her with her owner, who had managed to escape earlier. uber wants to pay $28.5 million to settle two class action lawsuits over the ridesharing company's so-called safety fee. the company wants to set it will lawsuit that claims uber never should have called its service fee a safe ride fee. that's basically false marketing of their safely record. they will now change the name of that fee to booking fee. if you took an uber ride in the u.s. in the last three years, you'll get an 82 cent refund. a california lawmaker was heated about vaping on planes, he tried to make his point today by smoking his own vape pen saying there's no combustion. those in favor of the ban say

basically filtering the sun. we're going to see more of that the next couple of days with the temperatures coming down a few degrees. let's check out live doppler 7 hd. right now it's just clouds passing through the bay area. i want to give you an update on el nino. sea surface temperatures near the equator, believe it or not, el nino is weakening. and in case you're wondering what kind of an impact will it have on our rainfall, it's still unknown. what we do know is it's weakening and we do have a storm coming on. our storm impact scale, one is light, five is severe. but we have to wait before we see that chance of rain. it will be about a week away wednesday afternoon and evening and will be out of here by evening. a possibility of rain, but until we get to that rainy period, we are expecting some nice weather like this. is this gorgeous or what?
