abc 7 news starts right now with live breaking news. >> good evening. i'm eric thomas. that breaking news is out of san jose where there's been a deadly hit and run accident on a major roadway. let's get to abc 7 news reporter lisa amin gulezian. >> reporter: hi, eric. this is the closest police will let us get to the scene. the crash happened around 9:30. we're about three blocks from hicks road. the scene is a massive scene. two cars that were involved. joining me is mateo san cles. he was here right after it happened. tell me what you saw. >> when i pulled up to the scene, me and my friends started running towards it. we saw two cars. and one was pretty badly hit and the other one had his hood smashed in.

the driver of that car had stepped out of the vehicle and was responsive. and the other two were still in their vehicle not responding. and someone there called the cops and shortly after i arrived, the cops showed up. >> did it look like it was a head-on collision? >> yeah, one was going really fast probably. >> what do you think happened as far as cars going in which direction? >> i think that the car that was severely hit was speeding down the street and the other was coming up the hill and it was kind of a blind spot. you see that car spin out or turn towards them. so he probably like didn't have time to react and hit that car. >> you think it was a head-on collision? >> yes. >> as far as the number of people, you think there were two that were nonresponsive? police have confirmed one person is dead but you did see one person come out of the car. >> that was the prius that came up to the blind spot of the hill. >> reporter: you've lived here

for quite some time. >> yeah. >> reporter: thank you for joining us, mateo sanchez. this is an active police scene and the road is going to be closed for quite some time. they are shut down to traffic in both directions so you should definitely avoid it. live in san jose, lisa amine gulezian. we're also following another breaking story tonight. this one is in michigan. at least six people are dead and three others injured in what police describe as a series of random shootings around kalamazoo. police have arrested a possible suspect. the shooting happened over the past few hours in a parking lot at a cracker barrel restaurant and a ford dealership. authorities say the shootings appear to be random murders. we'll bring you any developments through this newscast and

trailing here in south carolina. democrats cast their ballots here next saturday. in columbia, south carolina, megan hughes, abc 7 news. people who watch their homes burn in a big fire in the mission district last year say they may never get to return. city inspectors have ordered the apartments at mission and 22nd streets to be demolished as early as next week after those intense flames ripped through the building. inspectors say it's unstable and an earthquake could collapse the building on to the street. even if a new building goes up, rent control laws would no longer apply. >> 3,000. that's crazy. even in the mission. >> i think it's unconscionable that this landlord has allowed things to get to the point where they are. >> the supervisor campos calls the demolition order unjust and is searching for a last-minute solution. the owner of the building could nobt reached for comment. that is the sound of an

explosion in vallejo tonight. the bomb squad safely detonated a pipe bomb. someone left it at capital streets near the solano county courthouse. the device was safely disposed of. no one was hurt. fire torched a truck hauling two horses and two bulls in napa today. flames did not reach the trailer and the animals made it out safely. the driver was not hurt either. erosion is taking its toll in san francisco. abc 7 news at the south end of ocean beach today. you can see what's happening near one of the parking lots. crews piled sandbags to help slow the erosion. six agencies all with a say in how the erosion should be managed have agreed on a $40 million project to close the great highway south of slope boulevard and create a coastal trail in its place in 2021. here's something we haven't seen in months. recreational fishermen catching

dungeness crab in the bay area. abc 7 news was there where we saw lots of big catches today. testing shows it's now safe to fish for sport south of port reyes after crabs tested positive for a toxin deadly to people. it is good news for hungry fishermen. >> eat them right now. >> -- >> it's been a while before we've been able to fish for anything. everybody wants to go fishing. >> commercial season is still closed, and it's going to be until at least the end of next week before state testing comes back to determine if commercial fishing is safe. chinatown filled with the sounds of celebration. thousands packed into the city for the pageantry of the chinese new year parade. sergio quintana live with more

on the sights and sounds. >> reporter: part of the fun of the chinese nuyear parade is the audience participation and a bunch of kids playing with these little sidewalk snappers. well, today's sidewalk at today's parade is a culmination of two weeks worth of celebration. 2016 is the year of the monkey. and for this chinese new year parade, they were everywhere. a monkey king sparred with the sabre rattler in the street. massive monkeys were fixtures on floats. miniature monkeys wave at the crowd and a few were even in the crowd. >> how are you? >> good. >> are you having fun? >> reporter: 4-year-old jeremy chin was having a good time watching the parade but his mother seems to really be having fun. >> you are so excited. >> this is our first time bringing the kids and we're having over the top fun. we love this city. we love living here. >> reporter: the san francisco

san francisco police chief greg surlan in charge of officers into the chilly waters off the city's aquatic park. part of the san francisco polar plunge and 5k dash and splash to benefit special olympics in northern california. last year's event pulled in $235,000 for charity. and that looks chilly from here. meteorologist drew tuma has a look at the weather. >> if you don't like chilly temperatures you'll like the forecast for the week ahead. we're tracking a warming trend. we're dealing with mainly clear skies. and our storm midweek last week really helped to bump up our numbers in terms of monthly rainfall. we still have a lot of ground to make up. oakland airport just 12% of their monthly rainfall. and the week ahead, it's not about rainfall chances. it's about warming temperatures and potential records on the way. we'll take you outside.

victory. jeb bush dropped out of the race. a san jose cat is slowly recovering from being beaten and tortured for hours. his vet thinks banks may have been beaten with a baseball bat. neighbors fear the person responsible is living among them. the cat's owner says she may get police involved. the number of run down boats off sausalito is increasing. police now report crime has jumped. authorities are under new pressure to remove these boats called anchor outs. dan noyes has the result of the voterigation. >> reporter: a met this man a morning after a wind storm blew his boat across the bay. >> i just found out i'm [ bleep ] homeless and -- >> clark didn't feel like talking at first. they had to pump out the water

and move clark's belongings to help right itself. clark told me he slept through the storm. >> i didn't feel any impact. didn't feel it hit the ground. i was here from sausalito. >> reporter: clark's boat is among more than 200 anchor outs off sausalito. many in bad shape. sky 7 caught two sinking last month. after almost every storm, i spot something. a sailboat, motor boat, or massive pile of junk washed uch on the tiburon shoreline. >> you can walk around the perimeter of this whole area and find more garbage. it's not coming in from china or japan. it's coming from right over there. >> reporter: jim robertson says 15 boats have landed on his property in as many years. this anchor out did $20,000 damage to his dock. the anchor out problem cost one man his life. when this old tug boat broke loose during a storm, a salvage company responded. >> somebody overboard.

>> reporter: employee todd estrel is fell into the water and died from exposure. that was eight years ago. not much has changed. >> this guy dies. eight years later we've still done nothing. >> we can't say nothing. >> we've cleaned up some boats. >> i think that, honestly, there's been a lot of question about the best way forward. >> tiburon mayor heads the richardson bay regional agency formed in 1985 to address the anchor outs. since then we've done repeated stories. authorities always pledging to crack down. >> amazon lady likes to get naked and play her guitar out here. but her days of freedom are running out. >> reporter: yet the number of boats keeps increasing. >> why aren't any of these agencies stepping up to address the issue. >> reporter: san francisco bay keeper staff scientist is worried about the environmental impact of the anchor outs. >> the trash and human waste.

the vessels that are old and derelict of probably leaking fuel and oil. >> reporter: they also cause crop circles you can see from google maps. heavy anchor chains drag the bottom with the tides, killing the eel grass, an important breeding ground for herring. >> you also have the sea lions coming in for the herring. >> reporter: bill price is the richardson bay harbor administrator. it's his job to get rid of derelict boats that sink or wash ashore. up to 70 a year. >> if you could snap your fingers, what would your solution be? >> i'd throw moorings down. places to tie up offshore would limit the number of boats but sausalito refuses to pay its $31,000 share for a study in the mooring issue. so this scene continues to play out.

when low tide came, clark saw how he dragged anchor across the bay. how a rock tore a hole in his boat. >> i'm trying to plug that hole best i can from the outside. >> with what? >> a shirt. >> just a shirt? >> anything to slow down the water. >> i came back the next morning surprised to see clark and a friend free the boat and pull it back to his spot off sausalito. dan noyes, abc 7 news. holy [ bleep ]. that whole rock is moving. holy -- holy lord. >> it was a terrifying scene. an idaho transportation department employee began running after taping a huge land slide in elk city. 250 people are stuck in the town after the landslide. it completely covered the highway with 14 tons of rock and debris. elk city is two hours away from the nearest bigger town. fiji is hunkering down as a

ferocious cyclone is tearing through the pacific island chain. the category 5 storm was estimated to pack winds of up to 177 miles an hour. thankfully it appears the brunt of the storm passed over fiji's capital city. thousands of people gathered to say good-bye to supreme court justice antonin scalia today. ♪ his funeral was held at the basilica in washington, d.c., this morning. vice president joe biden, members of congress and all eight sitting justices of the supreme court attended. scalia died last weekend of natural causes. his son paul, a catholic priest, led the service. he remembered his father as a man who loved god, his country and family equally. >> dad understood the deeper he went in his catholic faith, the better a citizen and public servant he became. >> president obama did not attend today's service but did pay his respects as scalia lay
