>> it's sunday, february 21st. good morning. thanks for joining us, i'm chris nguyen. carolyn tyler has the day off. let's look at the forecast. here's meteorologist lisa argen with the accuweather updates. hi, lisa. >> hi, chris. good morning to you. we have one area that's pretty foggy this morning. it's up by petaluma. just over a mile visibility here but otherwise it's a chill will and mainly clear start. high pressure building into the west coast, allowing for, you guess it had, more clear, dry and warm days ahead. so a quick look outside from our roof camera. up see the bay lights there. pretty still and calm with temperatures in the low 40s from oakland. mountain view at 45. morgan hill 43. we are looking at nothing but sunshine today. yesterday we had the high clouds. when the sun comes up at 6:52, we get a chance to bring on the warmth. in fact we are looking at numbers well into the 60s today. anywhere from 3 to 6 trees above where we were yesterday.

and we've got a look at the final week of february. developing news out of michigan. a suspect has been identified in a shooting spree in kalamazoo that left at least six people dead and two others injured. police arrested the suspect jason brian dolphin, a 45-year-old white man from kalamazoo. the shooting started at 6:00 last night and there were multiple crime scenes, including a townhome, a cracker barrel restaurant parking lot, and a ford dealership. among the injured is a 14-year-old girl who remains in serious condition. the three shootings were all connected. better were not connected. he chose them at random. they expected him to face murder charges, and an arraignment could come tomorrow. back at home, more developing news out of san jose. police are investigating a crash that killed two people last night around 9:30 at hicks road and camden avenue.

two cars involved in the accident, police say, had major damage when officers arrived. a woman died at the scene and a man was taken to the hospital where he later died. one witness who lives in the area tells us what he thinks may have happened. >> the one coming southbound was coming up a hill and that hill has a blind spot for some cars, especially at this time of the night when not many people are on the road. once you get over that spot, that car probably didn't have enough time to react and since that car was coming so fast, they just hit each other. >> this is san jose's eighth traffic fatality of the year and the eighth and ninth victims of 2016. >> an emergency meeting will be held tomorrow for displaced residents whose apartment burned in the mission district last year. city officials have ordered the apartment to be depolished as soon as this week after intense flames ripped through the building, and they say it's unstable and an earthquake could collapse the building on to the street. even if they did stay, rent controls would no longer apply.

>> many thousand dollars, that's crazy, even in the mission. >> i think it's unconscionable that the landlord has allowed things to get to the point where they are. >> supervisor david compose said he calls it unjust and he's searching for a last-minute solution. the owner could not be reached for comment. [explosion sounds] that was the sound of an explosion in vallejo as the bomb squad safely detonated a pipe bomb. someone left it near the solano county courthouse yesterday afternoon and near a law office. the device was safely disposed of and nobody was hurt. >> a fire destroyed this building in napa yesterday.

yesterday flames didn't reach a trailer and the animals made it out safely. driver was not hurt. fresh off her win in the nevada caucuses, hillary clinton will be back in the bay area today for three events. a conversation with hillary clinton starts at 1:00 this afternoon in piedmont. then in atherton she will speak with young leaders and she will speak in menlo park at another fundraiser. if you would like attend, tickets will cost you $500. also happening today the progressive democrats of san francisco will host a fundraiser for the bernie sander campaign. it's designed to show a contrast in campaigning while hillary clinton is also in the bay area. the sanders event starts at 3:30 this afternoon at market street in san francisco. a major change in plans to build california's high-speed rail line. as we first reported, the first leg will go from bakersfield north to gilroy and san jose. original plan was to build it from bakersfield south to burbank. the few plan also back the start

of service from 2022 to 2025. a rail spokesperson said these changes brought the cost of building the line from $68 billion to $62 billion. much of that cost is expected to come from private investments. but some lawmakers are concerned costs haven't been lowered enough. >> this is really a map issue. we know we have in round numbers $20 billion. we can build the north with that. >> went from roughly $40 billion to $98 billion, then they detuned it and brought it down to basically a $70 billion project. still a lot of money but we are already getting cost overruns. >> once finished, it will stretch from san francisco to los angeles. erosion is taking its toll in san francisco. abc news was at the south end of ocean beach yesterday. you can see what's happening to one of the parking lots. crews had to pile sandbags to slow down the erosion. six agencies have agreed on a $340 million project to close the great highway south of the boulevard.

the goal is to create a coastal trail in its place in 2021. here's something we haven't seen in months. recreational fishermen catching dungeness crab in the bay area. we saw lots of big catches. catching shows it's now safe to fish for sport south of there after crabs tested positive for toxins earlier in the season. >> i think the meet is fine. as long as you just get the knife cleaned before you cut. >> it's been a while before we've been able to fish for anything so everyone wants to go fishing. >> the commercial season is still closed. it will be at least until the end of next week before is state tests comes back to determine if fishing is safe. [applause] the streets of chinatown

were filled with the sounds of celebration last night. thousands packed in for the chinese new year's parade. we have some of the highlights. >> 2016 is the year of the monkey, and for this chinese new year parade, they were everywhere. a monkey came with a saber rattler in the streets. mass he have monkeys were fixtures on floats. miniature monkeys waved to the crowds and a few monkeys were even in the crowd. >> hi, how are you? >> good. >> good? are you having fun? >> that four-year-old was having fun watching the parade but his mom was really having fun. >> this is the first time we've come here and we are having over the top fun. we lover this city! i can't tell you how much we love living here. >> the san francisco chinese new year parade is the largest and only event of its kind outside of asia. it featured hundreds of fans and people marching along the parade route.

there is so much to see, some spectators try their best to soak it all in. we saw one was snapping pictures with his ipad and i-phone. >> what have you seen so far that impresses you the most. >> firecrackers, line dancers and fire blowers. >> and this nine-year-old was having so much fun with the bubbles she didn't want to talk much the guy with the microphone. >> are you having one with the bubblegum? >> it signals the entrance of the gigantic drag on. a 270-foot dancing puppet that always steals the show. >> the 27th chinatown street fair continues today with more dance, drumming on washington street below grand avenue. the event runs from 9:00 a.m. to 5:00 p.m.

someone lured a pet cat away from his san jose home and then beat and tortured him for hours. abc7 news reporter tells us the disturbing details with a story you will see only on abc7 news. and a warning. some of of the images may be difficult to watch. >> this is his feeding tube here. >> banks can barely move these days. two weeks ago someone grabbed him from his alma neighborhood and tortured him. the two-year-old has a broken jaw wired together, a feeding tube, a punctured tail, a comb, -- a cone, and a massive hematoma in his chest. the vet thinks he was hit with a

baseball bat. s >> i don't know how someone could do that to an animal. >> banks is an indoor-outdoor cat, so it wasn't a surprise when he didn't come home the night of the attack. but 24 hours later he eventually returned, but he could barely walk. >> i'm grateful and thankful he was able to come home, yes. but i can't imagine the hours spent in so much pain. >> banks has to be tube fed daily. his owner started a go fund me account to help with the vet bills. it took just four days to raise the money. elizabeth donated $100. she's horrified by what happened. >> if they are torturing animals, that doesn't lead to anything good. >> some in the neighborhood is afraid the suspect is living among them. >> you never know when somebody comes to a store and they are trying do that. it's kind of scary. >> it can be anybody.

pretty dark yet from this vantage point with upper 30s for santa rosa and napa. 38 in fairfield and just 37 in livermore. 41 in concord. holding on to the low 40s temperature. but, boy, you are feeling the difference in livermore at 9 degrees cooler this morning. san jose, 6 degrees cooler. so it has been pretty chilly in the morning but with the dryer air mass we cool off quickly and then we warm up pretty quickly, as well. mt. tam looking pretty nice out there. patchy fog maybe along the coast. the protected valleys of the north bay. and then plenty of sunshine. we are erasing the high clouds and we are flirting with records much of the work week. the cloud cover will perhaps bringing a few showers. partly cloudy in chico. 61 yosemite. 70 los angeles. partly cloudy for you. and looking at some fog in the san joaquin valley. really quiet from north to south. unfortunately showing you where we are trailing behind, which is

everywhere for the month. and upcoming for the last full week of february, and rainfall does not look like it's going to happen. so with only 12% of normal and a third of an inch at oakland, yeah, pretty bad for february. 32% of normal san francisco. nearly an inch and a little rain last week but it wasn't much. two inches up in ukiah. february was not impressive in terms of rainfall. march, yes, we can hope for that. but in the short term, no, we aren't going to get any. we are looking at temperatures rising well above averages for the week ahead. today a little bit above average in san jose. these are the san jose projected high temperatures all week long, with mid-70s near records possible and then we drop off next weekend at 69. not looking wet yet. 67 in livermore and san jose. 54 richmond, san rafael tell. 58 in cloverdale and fairfield. the accuweather seven-day forecast, a milder today, and a

this morning. not much. otherwise seasonable and sunny today. flirting with records today. the numbers coming up tomorrow from 2 to 5 degrees. it brings you slightly above normal. you notice electric north to south it's sunny and dry. 50s and 60s from lake tahoe to the suggest everyone sierra. 62 monterey. the winds pretty light. we will be looking at a little rain around mount shasta. nothing to write home about. 70s los angeles. numbers there climbing, as well. so in review, february has been awfully dry with anywhere from 12% of normal in terms of rainfall in oakland to about 30% at the airport. and we've got 14 to 19%, only a third of an inch. rain in san jose. speaking of san jose, high of 67 today. that's above average by just about two degrees. then we go up from there with near records much of the work week. we cool off by the end of the week. but does it mean rain? doesn't look like it.
