>> reporter: the alameda county coroner completed an autopsy but cannot release the cause of death because of the ongoing investigation. aguilar was last seen at this house on silva avenue at 1:00 a.m. valentine's day morning. neighbors tell us they called police nine times because of a rowdy house party there. they tell me off camera they remembered seeing aguilar at the party with her boyfriend. several phone conversations with aguilar's mother in mexico, she told us she was suspicious of aguilar's boyfriend. the hayward police chief said he was arrested but for a different charge. >> the boyfriend was arrested for domestic violence and he is one of the persons that was questioned and that's all i can provide to you at this time. >> reporter: police say he was taken into custody the day aguilar was reported missing and they said the alleged domestic violence was against aguilar, but they would not say he is a person of interest in this case. in hayward, sergio quintana, abc 7 news. a mixed verdict against tlae

former san jose university students. the three were found guilty of misdemeanor battery against donald williams but escaped conviction on hate crime allegation. prosecutors say logan beaschler, joseph bomgardner and colin warren used racial slurred and put a bike lock around his neck when they shared a dorm in 2013. the judge declared a mistrial for the other two defendants after the jury deadlocked on the hate crime charge. >> but we believe the evidence very strongly supported that these acts were motivated in whole and in part by bigotry. >> the former students will be sentenced march 14th. an attorney for bumgardner refused comments until a civil lawsuit filed by the victim is settled. the naacp plans to go to court tomorrow to challenge an

arbitrator's decision allowing a fired san jose police officer to go back on the job just daying after an independepenependent a reinstated officer phillip white, tweets that supported the black lives matter movement in 2014 were not cause for his dismissal. naacp officials say they are taking action because city leaders are not, however, city officials say the ruling is binding and can only be overturned with evidence of corruption or collusionly the arbitrator. san francisco police are on the verge of a major cultural shift regarding the use of force. this coming after community protests over the mario woods shooting that went viral. today may wror ed lee and polic chief greg suhr said hachanges have been implemented. >> reporter: these are the biggest proposed changes within the department in the last 35 years. and while many stand behind them, others say change takes time.

rebuilding the public's trust is the centerpiece of the city's comprehensive reform package. it's about changing the way police confront someone with a weapon other than a gun. >> we are fundamentally reengineering the way police officers use force. >> reporter: it was the public who insisted police take a different approach following the mario woods shooting. woods confronted police with a knife. >> at a meeting with the community, they want an explanation every time an officer points their firearm and they're going to get it. >> reporter: other changes include bringing in a supervisor to the scene when a weapon is involved. all patrol cars are now equipped with helmets and long batons and the supply of bean bags has doubled. >> every decision we will train that officer to make it around preserving the sanctity of life. police chief support the use of tasers but said little about the topic which has become very controversial and political. >> it is one tool. it can be valuable in certain circumstances. >> reporter: many of the new procedures were taken from

near campus. a former teacher in lafayette accused of having and distributing child pornography is scheduled to be in court for the first time tomorrow morning. he works as a substitute teacher at two private schools in contra costa county. when police tried to arrest him, he threw a laptop computer out of his second floor bedroom into the backyard. investigators recovered it and say there is evidence of child porn on the hard drive. do you know this man? mountain view police need your help identifying a man who's reportedly harasses women along stevens creek trail. two women reported incidents two police last monday. one said the man ran after her when she ignored his attempts to start a conversation. 30 minutes later a man matching the same description tried to grab another woman's cell phone. police in pleasanton believe two robberies in the parking lot of the stone ridge mall may be linked. just minutes ago they released this sketch of one of the three men accused. the most recent was sunday afternoon when police say three men with a gun grabbed a woman's

purse and kicked her in the back. on saturday night three men robbed a 17-year-old girl wrestling her to the ground and punching her in the face. both victims suffered minor injuries. the suspects sped away in a cream or silver colored sufficient. cement crumbling from inside the tunnel on the bay bridge. one car has been hit by falling concrete. the problem is much more widespread than they believe. laura anthony is live on treasure island with the story. laura, this is not good. >> reporter: no, dan. that first big chunk of concrete narrowly missed a woman several weeks ago. since then, more loose concrete has been removed and cal trans says the tunnel is safe but some motorists we talked to not so sure. it wasn't an isolated incident after all. that concrete that fell from the yorba buena tunnel last month. cal trans says it's part of a

larger tunnel in the 80-year-old structure. >> 13 spots we have addressed. >> reporter: in fact, cal trans' tests reveal a pattern of failure due to corrosion caused by rain water. it's the same east bound tunnel where a chunk of concrete gave way in january damaging a car while narrowly missing the driver. >> >> there is a little bit of light corrosion on the rebars and we're now going to meet with fhwa to talk about the steps going forward. >> reporter: that is the federal highway administration. in the meantime, the crumbling sections have been removed. but some drivers respect totally at ease. >> it does make me nervous. every time i cross the bridge, it makes me nervous. you know, i don't have a lot of faith in cal trans right now. >> reporter: the yorba buena tunnel was built in the 1930s. the last major rehabilitation was done more than 50 years ago in the early '60s. >> we see this not only on the stay highway system like the bay bridge, we see it on our local streets and roads, see it in our

being homeless. abc 7 news reporter vic lee is live in san mateo with the story. vic? >> reporter: we are at st. bar thol mu's church in san mateo, congresswoman jackie spear will hold a town hall meeting tonight to discuss skyrocketi ining renn the peninsula. among topics sure to be discussed, the plight of 97-year-old marie hatch. marie hatch is a 97-year-old. this has been her home for six decades. hatch pays only $900 rent for this cottage in the heart of upscale burlingame. her good friend who owned the house promised her she'd never have to move. ever. >> she said, marie, she says this is your home, you can live here as long as you want to. she is a tough old one, but when she said something, she demanded it. >> reporter: 60 years later hatch and her roommate whoes 85 have been told to move out by

april. what happened? their landlord, vivian cruz, died a long time ago. >> over time the promise has been reiterated by several generations and for some reason now they want to renounce that. >> reporter: lawyers for hatch say it's still very muddy. they're lacking for court documents. a paper trail. a written promise of any kind. the person evicting them is the husband of the granddaughter who also died. so he's now administering her property which includes this home listed on the zillow website for $1.2 million. meantime in pricey san mateo county, there's no place the two women can go. congresswoman jack can k jackie spear calls this an outrage. >> in the end, we need to recognize that displacement, especially senior citizens and the disabled is not something as a society that we want to embrace. >> i don't know. i don't have the slightest idea where i'm going to go.

testing this and students do graduate earlier. the federal government is laying down the law on hoverboards. safety officials are now saying no hoverboard is certified as safe. telling manufacturers and retailers they need to meet standards or face a recall. self-balancing scooters have been implicated in fires resulting in $2 million in property damage. letter from the consumer product safety commission said hoverboards that didn't meet the safety standards would be subject to detention and/or seizure. the average prices of a gallon of gas have fallen 5 cents in the past two weeks to its lowest level in more than seven years. the average price nationwide is now $1.76. excuse me, $1.77 for regular. that's the lowest price since december of 2008 when gas was roughly $1.66 a gallon. the latest price decline is 56

cents lower than it was a year ago. now, the average price in san francisco quite a bit more, $2.48 a gallon of regular, but you can find it in you look around as cheap as $2.13. >> worth looking around. >> more people buying bigger cars again. >> you're right. >> thanks a lot, michael. all right. escaped oil from a ship that sank 63 years old is once again harming marine wildlife off our coastline. volunteers at the international bird rescue center in fairfield cared for nine oiled birds since december. the birds were rescued along beaches in monterey and santa cruz counties. the oil is believed to be from the s.s. jacob, a cargo ship that sunk off the islands in 1953. it was hit by a freighter in heavy fog. all 36 crewmen aboard were rescued. oil from the ship has been linked to spills and bird deaths dating back to 1992. a young sea lion was rescued along highway 1 near moss landing. the marine mammal center says it

sad to tell you that a 16-year-old boy on board this helicopter that crashed last week at pearl harbor in hawaii has died. his three family members were also on board the chopper tour along with the pilot. all passengers had to be rescued from the water. the boy was trapped under water and had to be cut free from his seat. the family was visiting hawaii from canada. two family members are still in the hospital. you're looking at the nerve-racking moment a plane was forced to land sideways as it approached a british runway. when the wind was blowing nearly 30 miles an hour. it happened yesterday at the lees bradford airport. good thing everybody was fine. a lot of white knuckles as you might imagine. >> can you imagine being on that plane? wow. if you're having a bad day it may not be the best time for
