not. >> not everyone is getting wet weather. the most pressing issue is flooding occurring in parts of marin and sonoma and northern napa county around until 11:30 today. we have standing to excess run off of water causing bonding on the roads and poor drainage areas that floods when it rains. that is it. at 6:00 on sunday the flooding potential into the bay shore, stops in the south bay, does not go into inland east because but it includes the peninsula chest. our strongest storm right now is heading to rohnert park in theness 15 minutes in dillon beach where the showers have been rolling over. they are trying to make headway to the south. the next couple of hours the rain, that line will move to the san mateo bridge this afternoon. it will then move back north during the evening and overnight hours. the second storm will move in tomorrow morning. more on that ahead. all the storm is pounding the

forth bay. the result? damaging for k-mart store, an awning has collapsed. the building inspectors are on scene along with amy hollyfield. no injuries, right, amy hollyfield? >> good morning, kristen, no one was hurt. look at damage: it happened in the back way area in front of the store. it came down and it was very loud. there was too much water. too much for the roof to handle. the rain delivered as expected. a heavy relentless soaking in the north bay. it created a slow and soggy commute. it was too for this roof at the santa rosa come mart to handle and it collapsed at 7:30. surprising firefighters when they arrived on the scene. >> we don't see structures fail like this very often. this is an older building. they have hidden leaks and dry rot and other things weakening

long before structures can fail. >> it is still raining this morning. firefighters say it has been a busy morning. they have had a lot of calls. they are expecting tomorrow to be worse. >> thank you. officials are reporting positive news in the wake of the storm. so far this is no get were damage in the burn areas from last summer's valley and rocky and judgment jam wildfires. officials credit that to public works crews who prepare the area ahead of time by clearing brush and debris from the streams and corrects as well as sandbagging high-risk mudslide areas. a search is under way in moan dry county where crews believe a 17-year-old boy was swept away by strong surf. the deputies received a 9-1-1 call yesterday reporting the boy fell off the coast along highway one near rocky point restaurant if an area between carmel by the sea and big sur. before he fell he was rock climbing with a young friend not hurt. the rescueers searched

throughout the night with no luck. this morning a c.h.p. dive team and helicopter joined the effort. >> san jose pestle hold a news conference to talk about major staffing changes. they are desperate for more officers. without new recruits, current cops are firsted to work more. janet has more with the plan. >> the meeting just started on the third floor at the police station. there are a lot of people attending including the police chief, the mayor, the city council member, we have a news crew inside, as well. right new they are discussing plans to have officers work mandatory overtime to address critical staffing levels. the department continues to face operational challenges including responding to 9-1-1 calls. to meet the minimum staffing levels, the department said they need 252, 10--hour shifts a folk. currently officers volunteer to work overtime but it is not enough. we spoke to an officer with said she just listened the news

morning and she said fatigue is a major issue at the department. officers say they expected this to happen any day new. we spoke with the san jose police officers association and they said this is no easy fix but they support the decision. >> staffing crisis affects officers' decisions for staying or leaving in san jose. we know working the amount of evertomorrow they are now working is not attain ability, we will work with the chief police to figure out methods to deal with this critically low staffing including monday step overtime. which we have agreed to. >> we are told that the officers work four, 10-hour shifts a positive aspect could mean a more predictable schedule. in a city of a 34, there are 839 officers. we will have more on the news conference later this afternoon and this evening on ace and you

can get ahead to our wednesday at abc7 news come for more information. reporting live in san jose for abc7 news. >> new this morning, sky 7 shows us where a car hit a bicyclist in antioch. it happened in east 13th street before five o'clock this morning. a helicopter rubbed the 50-year-old motorcyclist to the hospital. there is no word open his condition. antioch police say the driver is cooperating with the investigation. the officers do not believe drugses -- drugs or alcohol played a role. >> bart directors will vote on whether fine passengers who take more than one seat on the train. >> kristen, seat hogging is a huge problem that some bart officials want to make it illegal. the board meeting is going on and there are no decisions yet. they will vote on it twice to

make it happen. with ridership way up and fewer places to sit people who ride the train agree that something has to happen. [ inaudible ] seat hogs, it could cost you $100 to ride bart if you don't share. the issue is riders would use the seat next to them for a backpack or luggage. some spread their legs even sprawl out and take up the whole row. it is a problem during high volume hours. >> it is annoying and ride. but it is let. this is an ordinance that was prepared to make it airline legal to take more than one seat. >> it is a good idea but the problem obviously is going to be enforcement. >> bart police only enforce the rule on packed trains when a rider is preventing someone else from sitting down. another concern is that the homeless could be targeted. >> i have eastbound an occasional homeless person could be sleeping across and you leave them alone pretty much everyone
