broadcast center this is abc7 news. now at 11:00, live doppler 7hd is tracking the storm slamming the bay area bringing us heavy rain and an even stronger storm is a few hours away from arriving. i am larry beil in for dan ashley. >> and i'm ama daetz. let's look at the 101 through san rafael. notice the wet roadway out there. steady showers have been falling all evening, so expect slick roads if you're heading out tonight. >> we'll look at sfo. more than a hundred flights were canceled today because of the rain, mostly short haul flights on the west coast. other passengers are facing 60 to 90-minute delays. >> there were delays on the rails. ace held trains at the fremont otation so they could check the track. the precaution was taken after a mudslide knocked down a tree leading to a derailment. >> we have live team coverage and we start with sandhya patel and live doppler 7hd. sandhya? >> reporter: let's look at live doppler 7hd and the

heaviest rain has passed with this storm. this storm soaked the bay area as it stalled over the north bay and that's where it soaked part of the bay. now we look at where the rain is falling right now. it is light to moderate in intensity. it is right around lucas valley and lucas valley road and ig -- ignacio boulevard. the north bay is seeing the assisteddest of the rain. a flash flood warning is up for parts of sonoma county until 12:15 and 11:45. the streams and creeks may continue to see flooding. we take a look at the rest of the region and the rain has eased up from san francisco to the peninsula and the east bay. the current storm is a three and it is a strong storm on the storm impact scale. one to five we rate the storms. and the one coming in tomorrow is a three. so one is light and five is severe. we have a strong storm for your friday and an additional one to two inches of rain expected. flooding and debris flows continue. a flash flood watch until sunday. parts of the san francisco bay

shoreline and also the peninsula coast. you look at the current storm and you look at the next storm and not much of a break between the two storms. that next storm will create a wet morning commute. it is also a three on the storm impact scale, but there is a big difference. there will be wind with it and this one will not stall. back with the rainfall totals and the hour by hour time line coming up. lawyer reand ama? >> sandhya, see you in a few minutes. katie continues our team coverage. >> she is live with the danger the storm is causing and the precautions people are taking in row -- roanoke park. >> we are definitely feeling the pelting. there is a closure here down to stoney point road. all lanes are flooded as you will see in a moment and it is one of several trouble spots in this region of the north bay the floodwater has made it too dangerous to drive down roanoke park expressway. people are begging drivers to avoid road closures like this one. >> we always see where

somebody decides to drive through a flooded area and ends up getting stuck. >> reporter: in petaluma, the car dealerships along industrial avenue have learned the hard way that during a storm like this they have to move their cars to higher ground. >> when it floods here it floods quick. obviously having a bunch of new and used car inventory getting flooded is not good for anybody. >> reporter: the creeks are running high in petaluma and neighboring pen grove forcing fire departments to keep a close eye on the rain gauges. >> when it floods or goes out of the bank we have about two hours before that water hits stoney point road. >> reporter: in roanoke park, part of a palm tree came down on a power line knocking out power to nearly 2,000 people. >> all of a sudden there was a giant flash of blue light in our house. we live in a small studio in the back of the property. i came outside and found the fire department and i asked them what we should do, and they said evacuate the premises immediately. >> reporter: jaime and her kid were allowed to return after an hour while pg&e crew worked

to get the lights back on. abc7 news. rain and flooding is forcing four schools to close. they are gernville, harmony creek in occidental. let's go to melanie woodrow. >> she is in mill valley with the worry over mudslide forcing first responders to take action. >> that mudslide was averted earlier tonight. the rain has been fairly consistent here in mill valley. and with more expected over the next few days, the first responders are ready. >> orange cones served as a temporary warning in mill valley. >> we have a couple yards of debris on the roadway. they will take care of tonight. >> with the potential mudslide looming they arrived with a backhoe and dump truck. >> once we get more rain, there tends to be more and more sluffing of debris on the

streets. >> employees worked to break up the mud and the dirt. mill valley isn't taking any chances going into the weekend. >> just as a precaution, we went ahead and what we call warmed up the eoc. >> with traffic, radar and the creek gauge up on the big screen, this room is equiped for dpw, law enforcement and firefighters to coordinate operations. as the rain came down outside, jessica said she had no choice. >> i am actually moving tonight. luckily i don't have to move the mattress. >> meantime businesses with old mill creek at their doorstep as a wet weather barometer prepared for what is to come. melanie woodrow, abc7 news. >> two people were rescued by firefighters along highway one in bodega bay earlier today. they drove straight into standing water. bad idea. their car stalled and firefighters managed to guide the pair to safety. the highway was promptly closed right after the rescue.

work crews are trying to clean up the gigantic mudslide. pounding rain inundated the hillside. the county says a large ceder tree sitting at the top of the hill is unstable and could also come down. tonight's storm caused system wide delays of about 10 minutes for bart riders during the evening commute hour. the agency operated at lower speeds because of the stormy conditions on the rails. bart typically reduces speeds in bad weather. join the morning news crew from 4:30 until 7:00 a.m. our meteorologist will be tracking the storm and the impact on your morning commute. a tense standoff in san jose is over and a man is in custody after he took his 3-year-old daughter hostage. it started as a domestic dispute and turned into a s.w.a.t standoff. they negotiated for the safe release. the father identified as thomas chalmers

surrendered after 4:00. a huge police response today have critics wondering of police coverage in other parts of the city. lisa amin gulezian joins us live from the san jose police department to explain. lisa? >> reporter: it is no surprise that the city's police department is understaffed, but to try to get a handle on things it could mean placing more of the burden on the officers. and possibly even doing away with the department's police academy. >> this hostage situation was the highest priority today. >> it is a big response. >> that's what comes of the hostage association. we we were completely wiped out of the resources and a second incident would likely to cause help. >> they are struggling with low morale and low staffing levels. there are 839 street ready officers for a city of over

one million. there are also nearly 200 vacancies. the police chief warned changes are coming. >> we will begin with 152, 10-hour shifts per week that will need to be filled by officers on an over time basis. >> until now working over time for the most part was voluntary. officers will rotate into patrol shifts on their day off. that option worries activists. >> i am concerned and people are concerned enough is enough of the it is time to do what we need to do. >> the city leaders hoped the vacancies would be filled by the san jose police academy grads which used to mean about 90 people per year. but this upcoming class has just seven cadets. now the chief is considering disbanding the academy and instead using the instructors out on the streets. in san jose, lisa amin gulezian, abc7 news. >> abc7 news at 11:00 continues. coming up,

>> a raging fire gutted a commercial building in the boil heights area of los angeles tonight. that's not far from downtown l.a. the fire quickly grew out of control. this was around 8:00. parts of the building began to collapse and firefighters then transitioned to fighting the fire more defensively. the crews were able to contain the blaze within the past hour. the four remaining gop candidates for president took the stage for their latest debate.

instead of a slug fest with name calling and references to body parts there was a much more civilized tone. >> republican front runner donald trump took the stage with a double-digit lead in florida. he was asked to explain his statement, quote, i think easy muslims -- i think muslims hate us. >> did you mean all of them? >> i mean a lot of them. it is a large group of people. islam, large portions want to use harsh means. >> the candidates took on issues including how to handle violence in the middle east. >> there is no peace deal possible with the palestinians at this moment. >> i will rip to shred the iranian nuclear deal. >> bright bart reporter accused him of roughing her up. >> obviously nobody wants to be touched and violated like that. >> and trump was asked about violence between supporters and protesters between his

rallies. >> we have some protesters who are bad dudes. they have done bad things. they are swinging. they are really dangerous. >> trailing badly, florida senator marco rubio is making a last stand. ted cruz says he is the only viable alternative to trump. governor john kasich hopes to stay in the race by winning his home state of ohio. this was the last debate before the so-called super tuesday three next week which promises to be a turning point in the campaign. >> they have a full weekend of campaign events in several states. besides ohio and florida there are contests in illinois, missouri and north carolina on tuesday. abc news, washington. the public today had its final chance to say goodbye to nancy reagan. hundreds stopped by the reagan library in simi valley before her private funeral tomorrow. mrs. reagan planned every last detail of the upcoming service very much like she lived her 94 years of life.

heading into morinda. the rainfall totals, well you know where the pineapple express was aimed clearly in the north bay where they picked up almost three inches of rain at mount saint huh -- mount saint helena. mill valley and oakland just under half an inch. redwood city, 6700. you got about .08 in livermore. look at the temperatures right now. they are mild. 50s and 60s. here is a live look from the exploratorium camera. and right now we are getting a break from the rain drops here. heavy rain and gusty winds return in the morning. a break on friday night through saturday morning and two more storms are coming this weekend. tomorrow's storm is a three. it is a strong storm on our storm impact scale. an additional one to two inches are expected for the wettest north bay communities. flooding and debris flows.

it will include the wet and windy conditions. not everywhere at 5:00 a.m. notice there are parts not getting wet. it is breezy to windy. pockets of moderate rain in yellow. as we head toward 7:00 a.m., it shifts northward and it is still wet across parts of the commute. you need the wipers at 8:00 a.m. heading into 9:00 a.m. is when we will pick up more activity and it does become heavier between 10:00 and 11:00. the oranges and reds there might even see an isolated thunderstorm. don't be surprised if you do with the downpours. noontime we are going to scattered showers. you will notice once again a sharp difference between north and south bay. south bay you are looking at a third of an inch. this time around you will get some rain in san jose. in the north bay you will see anywhere from about 1 to two inches of rain. everyone else in between. russian river and napa river. the napa river, flood stage at

16 feet. it is expected to rise above flood stage. now we are also keeping an eye on the russian river. the flood stage is 32 feet and early saturday morning at 3:00 a.m. we are looking at it to rise to 34 feet. if you live in that area you'll want to watch out, or if you are visiting the area. winter storm watch for the sierra saturday afternoon to monday morning above 5,000 and more than four feet possible at the highest peaks. carry chains if you are going up. ♪ levels are starting off high. the resorts will pick up up to a foot of snow. tomorrow morning breezy to windy. temperatures in the 50s and we have the rain developing. scattered showers for friday. most areas are in the 50s. accu-weather of the is three on the storm impact scale for friday. the system on saturday afternoon is a one. the one coming in on sunday afternoon into monday is also a one. weaker systems, breezy for both. don't forget daylight saving time, set your clocks forward. and we do go to a dry and
