live, from the kgo tv broadcast center, this is "abc7 news." good afternoon. thank you for joining us. i'm ama daetz. >> and i'm larry beil. we begin with the arrest of a man accused with a serious hit and run. dan morris, accused of running over a 6-year-old boy in a stolen car last week in castro valley. laura anthony has been following the story and joins us live with the new details. laura? >> reporter: the chp just held a press conference. they told us this arrest was the culmination of a lot of help from the public, that is tips in the days since this little boy was struck just steps from his home in castro valley. we are not identifying the boy at the request of his family, but he and his older brother were talking with their

grandmother the morning of march 7 when a ford fusion jumped the curb and struck the boy, pinning the younger one against a pole. the driver, 29-year-old daniel morris, jumped from the car and ran away. a large manhunt that day did not locate him, but this morning, officers arrested morris. he's now in jail and while the public was a huge help, the chp says morris' friends and associates were not. >> friends or associates of mr. morris, who possibly had information that they may have withheld, that could be a future avenue that investigators will take as far as potential charges down the road. >> reporter: besides felony hit and run with great bodily injured, he'll be charged with car theft. the fusion was one of five cars

stolen from this ford dealership just hours before the crash. it's a crime caught on surveillance video. chp still is looking for the other suspects in those car thefts. today, we talked with the grandfather of this little boy who remains in the hospital after losing part of his left leg. we'll hear from the grandfather tonight at 5:00. laura anthony, "abc7 news." the men accused of killing a richmond police officer inside his home pledded not guilty by reason of insanity today. robert vega is accused of murdering officer gus vegas, a 15-year veteran of the force and the grandfather of vega's son. you might be one of the thousands of commuters facing delays on b.a.r.t. today. equipment problems have forced

b.a.r.t. to stop strains. >> i was taking b.a.r.t. today because i was going to a funeral, and i didn't want to drive. i thought b.a.r.t. would be a good way. wow, bad experience. i missed the funeral. >> and we're taking a live look now at the concord b.a.r.t. station there from sky 7 hd. b.a.r.t. is running shuttle buses between north concord and pittsburgh, bay point. and you can see one of the buses there and the people getting on. now to the tragic death of a 2-year-old in santa clara county. the child died in her father's car who reportedly was living in a home for recovering addicts. >> janet o joins us live with what happened. janet? >> reporter: ama, it's a complicated case. the 2-year-old died while being cared for by her father who

recently got out of jail and was struggling with drug problems. the mercury news said that child and her father lived here on glenn bury way at a home for recovering adigs. police got a call about an unresponsive 2-year-old on february 8. no one was arrested and the death is currently not being investigated as a homicide. however, the county is reviewing the case, waiting on the medical examine's report. an autopsy has been performed, but the results could take up to six months. >> i think the most important thing that we can do is make sure we carefully and thoroughly investigate what happened so that we understand what the implications of it were, where we could have done a better job. it's our responsibility to do that. >> reporter: a social services manager tells me the priority is to reunite children with the parents. regardless, no child would be placed with an adult or in a home if that's considered

unsafe. since may of 2010, there have been no deaths in santa clara county foster care services due to abuse. in san jose, janet o, "abc7 news." a man and woman are in critical condition after being shot while sitting in their car overnight in south berkeley. they were near the ashley b.a.r.t. station. neighbors say they heard gunshots around 1:00 in the morning. tony hill spotted a victim and called police. >> i heard about four or five gunshots, sounded like gunshots. so i looked out my front door and i saw a guy limping up the street. >> so far police have not released a description of the shooter. the incident may be related to a shooting yesterday that injured one person. president obama announced his pick for the supreme court today. 63-year-old appellate court judge merrick garland could be one of the oldest justices ever

confirmed. that's if he can get confirmed. >> today, i am nominating chief judge merrick garland to join the supreme court. >> reporter: as promised, the president announces his supreme court pick, an emotional moment for 63-year-old federal appellate judge merrick garland. his family nearby as he accepts the honor. >> it's also the greatest gift i've ever received, except, and there's another caveat, the birth of our daughters jessie and becky. >> reporter: president obama pointed out he has a long history of bipartisan support and called on the senate to have a hearing and a vote. >> to go down that path would be wrong. it would be a betrayal of our best traditions. >> reporter: but republican leaders are standing firm in opposition, insisting voters should decide the idealogical balance of the court when they elect the next president.

board will meet in may to discuss whether to lift or change the mandatory 25% cut in water use. in vacaville, check out what this dam and spillway looks like now. take a look at how dry it was in january. there's really no water at all. the city posted these pictures on its facebook page. a tree trimmer who was trying to clear trees in cupertino went to the hospital today. firefighters had to rescue him from the tree and they posted this video on twitter. sky 7 hd was over the scene of a haz/mat seat this afternoon in dublin. about ten gallons of motor oil spilled on the ramp off north bound 680. fire, chp and dublin police responded. i don't have money to give them. >> air ambulances can save lives, but the bills patients are receiving can destroy them.

400,000 americans were rushed to the hospital by helicopter just last year. in many cases, those emergency trips save lives. but in the abc news investigation, found they can leave families with sky high bills. brian ross has the details. >> reporter: emergency workers call it the golden hour. the crucial 60 minutes to get medical care for a patient facing death. >> they're just angels in the sky, truly. >> reporter: that need has spawned a nationwide fleet of helicopter ambulances available around the clock. on an abc news investigation conducted with our stations across the country, has found with some companies they have left many of the people they save facing lawsuits, debt

collectors, financial turmoil. >> i don't have the money to give them. >> reporter: with bills as high as $40,000 for a short flight whose costs are not disclosed firsthand. and often hand insurance companies refuse to cover what they consider excessive costs. the biggest of the helicopter ambulance companies operates in 48 states, posting a profit last year of more than $100 million. the company says it's expensive to have state of the art helicopters and crews available 24-7. but vice president paul webster concedes air methods charges far more than the costs to make up he says for the low government reimbursements for the poor and elderly. >> if everybody paid their fair share, you know what the charge would be? $12,000. that's the reality. >> reporter: the bill to airlift

warren and brenda larson came to $47,000 for a 79-mile trip and insurance covered about a third of that. and as is standard, the consent form he signed before the flight made no mention of the cost. why don't you put the price here so people know what they're signing on forsome >> it's a question i can't answer. >> reporter: and some wonder if helicopters are always necessary. jean's teenage daughter was airlifted after complications from a consellectomy. but it took almost an hour for the helicopter to arrive and lift off, and she was able to drive the 37 miles to another hospital in almost the same amount of time. >> i left a few minutes before they took off and arrived five minutes after they did. >> reporter: a ground ambulance would have cost $1,500. but the bill for the helicopter was $35,000. even after insurance and discounts, she still owes

$17,000. >> it takes advantage of people when they are at their most vulnerable. >> learn more about the high dollar industry of medevac flight companies tonight on "nightline." many people came together trying to save a man who has committed his life to protecting others. officer keith meter suffers from a rare bloody cea disease. he didn't know he had it. today, other officers organized a drive in martinez and another in dublin. a simple test could save the life of somebody like this officer. >> i couldn't be more thankful for all the help that they have given me and the awareness that they're providing. >> this is just another way for us to further that mission and help save a life somewhere. >> you can find out more about other bone marrow drives to help

the officer on our website abc7news.com. employees from abc 7 were among the dozens who gave blood today aboard this blood mobile. they distribute 145,000 pints of blood a year. each pint can save up to three lives. san francisco is getting ready to remove more than half a dozen trees in the city. >> the move to prevent future storm damage is causing debate this afternoon. kristen sze has the details. >> reporter: you know how many trees toppled the past month in san francisco? 150. the majority of them ficuses. "abc7 news" shot video of these trees freshly tagged. the city says they pose a hazard. we saw several of them come down last week. this one at city college of san francisco damaged four parked cars. and this one in the mission

district took down muni lines. >> the limbs have sopped up all the water and become very heavy and with winds come down. and these trees are more prone to limb failure. we don't plant these trees anymore in san francisco. >> reporter: the friends of the urban forest works with the city to replant after a tree is removed. for now, the idea of replacing healthy trees doesn't sit so well with all of the people in san francisco. norah tweeted, not good. very sad to see them go. too many changes for one neighborhood. and chris tweeted, hopefully they are not just removing but replacing. the fact is yes, in fact they are, chris. back to you. >> thank you, kristen. if you're looking to be around happy people, catch a flight to denmark.

police have found a van that was stolen from a family. hear from them in a live report on "abc7 news" at 5:00. two san francisco men have been sentenced to decades in prison for the 2009 murder of a tourist in san francisco. the victim's father, who works in afghanistan, flew in for the sentencing. he talked to eric thomas, who is live with the latest. >> reporter: it's taken a year and a half to bring this case to resolution. a tourist murdered for $50 and a cell phone by men police call gang members and the victim's father flying halfway around the world to make sure justice was done. the man on the left got 44 years to life for his role in the killing of michael bailey. the woman on the right was acquitted earlier. another defendant william jones got 57 years to life as the

shooter. >> this is a senseless act. >> reporter: it was october 4, 2009. michael bailey, a senior electrical engineering student from louisiana, and some trefris were visiting san francisco where they were robbed of $50 and a cell phone. >> if you're going to take somebody's money, take it. you don't have to shoot the person. >> reporter: the victim's father is a 24-year military veteran who works in afghanistan. he came back home for the trial. >> those three boys can't know who their dad is, but what can i do about it? it's life. >> reporter: relatives of the defendants did not want to talk to us, but the lawyer for william jones says he hopes his client can be rehabilitated. >> there's hope for change.

>> saz colorado man is crying foul because he got a traffic ticket for something he posted on facebook. he uploaded this video of himself cutting through an apartment complex. about a week later, a police officer stopped by his house and handed him a ticket for reckless driving and running a stop sign.

a warning out today about identity theft and how thooefks rob your bank account with a simple phone call. rebecca jarvis has the details. >> thanks for calling. sure, would you state your phone number? >> reporter: you're listening to a modern day bank robbery. that caller, authorities say, is really a thief, using stolen bank account information. ordering checks so he can get money from a stranger's account. and prosecutors say he got that stolen info from a bank teller. >> what transactions did you want to go over, sir? >> reporter: it's not just one account. he calls to access several. >> you have $14,327. >> bank tellers have access to confidential data.

>> reporter: cyrus vance says bad tellers are often part of larger identity theft rings. >> they're selling that to individuals on the outside who will then take that information, turn it into credit cards or checks. >> reporter: and he says he's seen an alarming increase in these crimes. should people around the country be worried? >> we should all be worried. that doesn't mean we should panic. >> reporter: this woman did not want us to show her case, because she continued to have her identity stolen after she became a victim. >> nobody knew this was happening. >> reporter: she says thousands of dollars from her account stolen just weeks before the biggest day of her life. she says she had no idea a bank teller had stolen her identity along with 28 other customers until she received this letter from her bank. they told her, a former employee may have accessed your account information without authorization and gave it to someone outside of chase.

chase tells "gma" as soon as we discovered this, we called the authorities, fired the emmoyee and reimbursed the customers. we're sorry and angry this happened. but vance says not all banks fight and report these crimes. do you think the banks need to be doing more? >> some banks do. if it's not reported to law enforcement, it's just an invitation for that criminal to keep the money and go on to the next bank. >> reporter: rebecca jarvis, abc news, new york. im's time now to ask finney. michael finney is answering questions sent to him on facebook, twitter and e-mail. >> first question, stephanie from san francisco had a question about leasing rights in the city. she said, i moved in with by boyfriend one month after he signed the lease. i asked to be put on the lease and was told i couldn't be. what's the law? >> it's the common practice everywhere. they already have one guy locked in for the money. so if you take off, they only

have to track down one guy. if you get on it, now they have to track down two guys. almost all the laws that affect tenants here in san francisco, which are a pretty good deal, still apply to you because you are living there. if your boyfriend gets up and splits, you'll probably go too. very unlikely he'll be able to hang around. if my flight gets rebooked, is there any way i can get my money back? >> you get a ton of compensation. here's the main difference. if they say, do we have any volunteers? now the negotiations begin, and all the rules go out the window. if it's involuntary, this is when you get some real money. that is 200% of the price of your ticket. so double the price of your

ticket, if they don't get you there within two to four hours, it goes to 400% above the price of your ticket. if it's within an hour, you don't get anything at all. if you volunteer to be bumped and you negotiation, that's what they're aiming for. but they're aiming for nothing. >> helen asks, i'm just wondering when is the best time to buy tickets, morning, afternoon, evening, monday through saturday? >> this is changing all the time. everybody who has a travel website is now doing a study of all their data. here's what appears to be the information you need right now. tuesday and wednesday, noon hour time are generally the best days. six weeks out. some say 54 days. pretty close. that's the sweet spot and travel on saturday and sunday. the reason you want to travel on holidays, that's when the business travelers aren't traveling.

occurred, we have someone in custody. >> the highway patrol makes an arrest for this crash in the east bay. a hit and run that severely injured a little boy. >> the man who police say ran over that 6-year-old boy with a stolen car is in jail. daniel morris was picked up in hayward. tonight, we're hearing from the boy's grandfather. laura anthony has more. >> reporter: we're not saying the man of that little boy at the request of the family. the chp just briefed us on morris' arrest at their head quarters a short time ago. the grandfather of this 6-year-old told us he is relieved about that arrest but it's little consolation given what that little boy is going through. >> i hope he stays in jail a long time. he literally ruined my

grandson's life. >> reporter: rod rodriguez is the grandfather of the 6-year-old boy police say was injured by this man, 29-year-old daniel morris on march 7. according to the chp, morris was at the feel of this stolen ford fusion, when it struck the boy and his older brother that were on the sidewalks just steps from their home. >> they were walking to school and he said look at this earth worm. >> reporter: the car pinned the younger boy against a pole. >> she asked for help from the driver who was driving the car. he came out, looked at him, got something from the car and ran off. >> reporter: nine days later, daniel morris was arrested in the parking lot of this hayward motel. >> the subject was arrested, mr. daniel morris. and he's the primar
