live from the kgo tv broadcast center, this is abc 7 news. we're watching a growing memorial in brussels this morning as belgians and others pay tibute to the victims of yesterday's deadly terror attacks. the message of solidarity emerging worldwide, i am brussels. thanks for joining us this evening. i'm reggie aqui. >> i'm ginger zee. still on the run, president obama's making a new promise with regard to going after isis. tiffany wilson is live in the newsroom with the latest developments. >> this morning president obama said his top priority is

defeating isis and the world must unite against terrorism. it's a sentiment repeated in brussels where thousands gather for a moment of silence and offer messages of hope today. this morning a belgian prosecutor identified two of the attackers. the man in the middle is bra him bakraoui. the man in the light jacket dropped his bomb and took off. that bomb did not explode and the man is still on the loose. the alleged suicide bomber on the left hasn't been identified. ibrahim's brother khalid also died. a suicide note from one of the brothers saying he didn't want to end up in prison like salah abdeslam. that's the first indication that his arrest friday helped trigger these attacks. >> authorities were close to tracking them down. they may have moved up the

timetable. >> during an overnight raid police took anoth unidentified man into custody for questioning. at this time belgian authorities say 31 people were killed and 260 others injured. a peruvian mother of twins is the first confirmed fatality. secretary of state john kerry will travel to brussels on friday to offer condolences. live in the newsroom, tiffany wilson, abc 7 news. a french airport is now back open after it was evacuated this morning. travels were briefly stopped at the toulouse airport because of a scare over a package. no word on what was in that package. back home here in the u.s., everything is back to normal at atlanta's airport after a suspicious package there prompted an evacuation. you can see passengers scrambling to get out of the domestic termen at at harts fd, jackson airport. bomb sniffing dogs had a

positive hit while checking an unattended bag. this is the first full day of travel after the u.s. state department warned americans to be extra cautious while they're traveling anywhere in europe. you'll likely notice some differences even if you're only flying domestically. matt keller has been looking at security changes at sfo. matt? >> reporter: reggie, i checked in with the sfo spokesman. he told me the extra patrols and security here at the airport are still in place. 130,000 passengers will fly in and out today. check out this video that we shot in just the past hour here. we saw police patrols outside and homeland security agents and officers inside. they're focusing more on soft tickets outside of the security checkpoints. passengers to europe are also trying to digest the latest warning from the u.s. state department. it issued an alert saying terrorists plan near-term attacks targeting sporting

sites, restaurants and transportation. we spoke this morning with a woman from germany about what her friends and family in europe are dealing with right now. >> everyone i know is safe, but it's traumatic, of course. the second time now within a year we have attacks in paris, now and a minor attack in germany. >> reporter: the brussels airport was closed again today and already half of the flights are canceled for tomorrow. because of that, several airlines including american, delta, united, air canada and several european carriers are waiving rebooking fees for passengers. travelers whose flights were canceled are entitled to a full refund if they don't want to rebook. the state department's travel alert expires june 20th. matt keller, abc 7 news. right now, hillary clinton is in the bay area talking about recent attacks. this morning the democratic presidential front-runner is going to be speaking at stanford

them some shelter. it's called the civic center hotel. it's located at 12th and market and will offer a place to stay for 93 people. and it will be a navigation center. that's the city's second one. that means it is more than a shelter. it offers services. the mayor says he realizes many people saw this three weeks ago. city crews tearing down a large homeless encampment on and around division street. he called that camp unsafe and unsanitary. with today's announcement he wants residents to know the city has not forgotten those people. >> what happened on division street and some of these large encampments, that we want to provide the public that we will have long-term answers, that we're not just tearing down these encampments so they can pop up someplace else. we're actually handling the lives of these people in a responsible way, getting them into long-term shelters through these transitional navigation centers. >> reporter: the mayor made the announcement before project homeless connect volunteers this

morning. the hotel the city is taking over belongs to the plumbers union. the union has plans to develop the hotel but while they work on those plans and permits, they have agreed to let the city run it for two or three years. the mayor also announced 200 permanent housing units, also located in various hotels. and he put out a plea to all homeowners out there or property owner, if you've got a vacant piece of land or a vacant building, contact the city. they say they can use that space. they say this is going to take -- this is going to be a city wide effort. live in san francisco, amy hollyfield, abc 7 news. new this morning we're learning more about the possible third party that fbi agents might try to use to unlock a terrorist's iphone without apple's help. apple opposes a court order to create software to open farook

syad's cell phone. 14 people died when farook and his wife attacked in san bernardino. a tour bus crash in union square that hurt 20 people. abc 7 has learned san francisco police have ruled out brake failure as the cause of that november crash. investigators believe the bus driver might have thought he stepped on the brake while he hit the accelerator while heading eastbound on post street. >> the bicyclists and barricades, it's somewhere that he starts to accelerate rapidly. at some point down the road, he reaches speeds upwards of 45 miles per hour. >> police have issued the driver a traffic citation for speeding. they also say he was involved in a previous crash. they didn't disclose any details about that collision. b.a.r.t. is on track to issue bonuses to nearly 3500 workers. b.a.r.t. agreed to issue $1,000

bonuses. that's part of contract talks to end a strike in 2013. but this round of bonuses is coming up as b.a.r.t. struggles with mek achal problems. not great timing, but some think paying employees and paying for repairs should be separate. >> i think those two things are unrelated and they should get the raise. >> the problems with b.a.r.t., they need to fix that first because commuting back and forth from bay point where the problem is, that is a trouble. >> the bonuses kick in if ridership is up, which it is, and if the hike continues through june. it will cost b.a.r.t. more than $3 million. if you are taking b.a.r.t. in the east bay today, b.a.r.t. is still running limited training between the north concord, martinez and pittsburg/bay point stations. you are going to have to switch trains at north concord if you want to continue toward oakland and san francisco. b.a.r.t. is still trying to figure out what caused an electrical surge last week that put dozens of cars out of

you're looking at new video just in from napa county. you can see a deflated hot air balloon. that balloon made an unexpected landing east of napa along henry road this morning. the highway patrol tells us nobody was hurt. still unclear why the pilot decided to make that unscheduled landing. politics now. ted cruz has picked up an important endorsement in his campaign for the republican presidential nomination. jeb bush, who ended his own personal campaign last month, as donald trump continued to dominate. bush is calling the senator from texas the only true conservative

in the race and the gop's only chance to beat hillary clinton in november. cruz needs a boost in that campaign to catch donald trump in terms of the number of delegates. you can see why. just do the math. trump has 739, cruz in second with 465, john kasich distant third with 143. to win the nomination, a candidate would need more than 1200 delegates. the democratic side, hillary clinton leads with 1681 delegates, bernie sanders has 937. now, hillary clinton is really within shouting distance now of getting the number she needs in order to be victorious at the convention. it's definitely starting to feel like spring, right, with warm temperatures and plenty of sun. >> i brought my sunglasses, actually. you're welcome to borrow these any time. >> lovely. you might need them, right? >> good morning, everybody. here's a look where you want to have those sunglasses, sunscreen and the short sleeves for a while. i do have a slight chance of

shelter. and making people aware that, you know, you can adopt from a shelter and get some really great dogs. >> is there anything special you're looking for today or any other type of awareness that you want people to know? >> sure, just adoption in general, adoption of all dogs, all cats. they all need their forever homes. >> yes, i imagine you have other animals besides puppies, but we're focused on puppies today. do you have anything special coming up in the next couple of weeks? put you on the spot. >> i know. next couple of weeks we have, let's see, april, we have a volunteer appreciation week that we are going to be honoring all of our supergreat volunteers that we have. >> tell us about those. how many volunteers do you have? >> sure, we have 300 active volunteers between our two facilities in oakland and in dublin. and we couldn't do what we do without them. so we're really appreciative of them. >> we're very appreciative of having you here today. and these lovely animals.
