make special exceptions for children with special needs. >> the oakland diocese won't address the situation but told us when it comes to people with disabilities, quote, it's not discrimination what. we're trying to do is understand that person's particular situation. and provide them with resources so they can receive the sacrament. so his family doesn't know if he'll be able to take part in the service at his local parish on may 7th. the san francisco police officer faces criminal charges tonight following an internal affairs probe that began when officer jason lye was accused of sexual assault off duty. the district attorney found insufficient evidence to prosecute but did charge him with six misdemeanor counts related to accessing confidential information and motor vehicle records. he is on unpaid administrative

leave. the hercules civic center complex was cleared out after someone walked in with what appeared to be a bomb. he said it was a fake bomb. officers weren't sure so they asked everyone in the area to shelter in place. and the bomb squad determined it was not an explosive. in san francisco, two missing toddlers are safe now, 16 hours after being reported missing. a woman brought the two to san francis memorial hospital this afternoon. the sisters appear in good health. you can see the girls in this image taken from a surveillance camera inside of a carl's junior on market street on monday. the girls' mother left them with

this woman. >> miss jones left the children with the acquaintance after making arrangements to meet her at the carl's junior. miss jones was unable to meet that deadline. but apparently had made phone contact with her acquaintance and arrangements made to meet her the following day. police have arrested the girls' mother after questioning her. she's accused of child endangerment tonight. there are allegations regarding the vallejo police department's handling of denise huskins kidnapping. she turned up in huntington beach hours before ransom was due. matthew muller was arrested and charged with kidnapping. tonight a new civil rights claim criticizes the police department's response to the report that she was raped twice.

abc7 news is live outside of the police department. >> reporter: it's alleged that vallejo police department mishandled her sexual assault exam. no one here would respond today. kidnapping is not the only crime police accused her of making up, matthew muller was arrested and charged with a kidnapping. now, denise's attorney says the value lay low pd police officer association told her mother that her daughter made up being raped, twice. >> detective muster suggested stating that that is what sometimes people do who are

tell them what happened in five years. the police department chief apologized to denise in a letter. there is no mention of the sexual assault. in vallejo, abc7 news. new at 6:00 the fbi has joined the manhunt for the so called bearded bandit. you can see why he's earned that nickname. investigators believe he's robbed 11 banks across the bay area. the crime spree began last month. the man has worn sunglasses and hats. a search is on for a pair of car jackers in walnut creek outside of an apartment complex. the men demanded a womans' car key saying she had a knife. she was hit and pepper sprayed. the thieves got away in a gray

car. after a four month investigation san francisco police say it was likely driver error that led to the tour bus collision that injured 20 people at union square. that is where abc7 news reporter vic lee is live with the developments. vic? >> well, this is union square, the bus was zooming down the street very, very fast. but investigators could find no skid marks, no friction marks that might indicate the driver was braking hard. investigators said the double decker had no mechanical problems. >> it was a chaotic scene. >> easiest way if a conclusion. >> hitting a bicyclist, cars, construction barricades and other objects before crashing into scaffolding at post and
