>> live from the kgo broadcast center, this is abc 7 news. >> now at 11:00, a sexual predator with no place to go. tonight, he's roaming around in east bay city, and neighbors aren't sure where he'll end up next. good evening. robert bates is hopping from hotel so hotel in concord because authorities have been unable to find him a permanent hole. robert bates has been convicted of multiple felonies dating back to the 1980s. and tonight he's a free man assigned to live in concord by a judge. >> this is a sexually violent predator who's violently had sexual intercourse with children. >> concord police want everyone to know the face of robert

bates. he's just been released from custody and for now ehe's being allowed to live in the city as a transient. >> right now he does not have a permanent residence. that means every four to five days he's going to be cycling at a motel. >> sources pointed us to a room on valley motel but bates didn't answer when we knocked on the door. a parishioner next door said it definitely makes her nervous. >> being a repeat offender, being let out again, i'm not sure it might not happen again. >> police say bates is being monitored around the clock. >> he always has somebody with him and he has an ankle monitor on him. >> it's not necessarily enough for parents we talked with at a nearby elementary school. >> my kids definitely don't walk on their own but there are definitely some kids who do. it's very scary. >> because he's classified as transient, bates has to register with the police department every 30 days.

concord police are working with the city to see if they can legally have him moved elsewhere. in concord, katie marzulo, abc 7 news. >> new at 11:00, gilroy police say this man is under arrest for molesting children. officers took 46-year-old antonio garcia into custy today. officers say during the course of their investigation, they learned there were more possible victims, but they aren't saying how many. garcia is facing multiple charges for lewd acts and sexual assault of a child. >> new video tonight shows intense flames racing through the attic of a rodeo home. we were over the burning home on viewpoint boulevard near california street at dinner time tonight. the fire was started by an unattended candle apparently. it took about half an hour to get the flames under control. there is too much damage for the family to stay there, over $200,000 worth. the homeowner suffered minor burns but will be okay. >> sky 7 hd was also over san

pablo where an amtrak train hit and killed someone. 47 passengers were on the train headed to sacramento. then none of the passengers or crew was hurt. police are trying to figure out why this person was on the tracks. '. >> all right, the next few hours, prosecutors in belgium will decide whether to charge six people who have been detained in a series of raids linked to the bombings in brussels. the raids happened in three different areas in brussels, including here in this neighborhood. authorities also seized bomb making materials believed to have been used in the blast at the airport and subway tuesday. listen to one of 9 people caught in the attack describe it. >> i was just going that way, i was going that way. and i was just in shock. i couldn't believe anything. >> and we know tonight that the two brothers suspected in the bombings were listed in a u.s. terror database. authorities are also looking for one of the surviving airport bombers, as well as a man

melanie. . >> reporter: a quality test will determine crab prices and this late in the season, some fishermen say they're waiting to see if it's even worth going out. >> most of the boats at fisherman's wharf are stacked with crab pots. >> really? are we going? in almost april? >> with crab season delayed four months because of a dangerous nerve toxin, fishermen are down on their luck. >> this is where we make our money. i might be looking iffer a job. >> while the crab may now pass the toxic test, their quality is still in question. >> if we don't get a good quality test, all the spears coming back off the boats, all for nothing. >> some boats like this one are empty. fishermen say they're waiting for the results of the quality tests to determine if it's even worth going out.

rough weather is another concern. >> you're just risking your life and you don't know if you have a market coming back. >> it's been a lot sloer than usual. they're coming in flash frozen from washington or oregon. >> reporter: others remain hesitant. >> fear. don't want to buy a crab that might get them sick. >> these fishermen say they don't know what's going to happen because a season like this has never happened before. in san francisco, melanie woodrow, abc 7 news. new at 11:00, a popular and long-time a.p. teacher at burlinggame high school just lost his bid to stop his transfer to another school. kevin nelson appealed the transfer at a district meeting tonight. he hasser worked at vhs for 27 years. this year, the district announced its plan to transfer him to a nearby aragon high school where he will not be teaching advanced placement classes.

thousands signed an online petition to try to block his transfer. many think nelson is being railroaded. >> i haven't changed what i'm doing for the number of years i've fwn doing this. i'm not sure why i'm being singled out. >> san mateo union district superintendent released this statement saying in part, i continue to be convinced that this is the right decision. myself and the smuhsd team wouldn't be doing this if we were not convinced about its value. now, the district kwould not explain for nelson's transfer because it involves a personnel matter. >> well, this summer marks 40 years since prosecutors called the crime of the the century. >> hard to believe. mas gunmen buried a school bus of children and buried them alive in a fabd quarry. >> how the victims are now fighting back. >> this case gripped the nation and affects the victims to this day. coming up, i'll explain the new

the kidnapped victims in the lawsuit for intentional and reckless infliction of emotional distress, assault, battery. he explains california law allows the victims to sue up to ten years after the kidnappers are paroled. >> if they get out, then they ought to be held accountable and they ought to pay. they ought to be able to stand in front of these children, these victims and answer for what they did to them. >> the case is now in mediation. no dollar figure discussed at this point. the kidnappers come from wealthy peninsula families. the schoenfeld's father was a long time podiatrist and woods father owned that quarry where they buried the school kids and the bus driver. the kidnappers' attorney declined to be interviewed about the lawsuit and their only public comment was this sbrier 20 years ago. >> i'm very sorry, deeply sorry for what i've done. >> i was immature, i was a follower. i made an extremely stupid decision here.

tonight, foggy areas in the morning. sunny and breezy tomorrow afternoon. we're going to get a brief warm-up on saturday, but a cooler pattern is setting up for easter sunday. you look at the trend for san jose and it gives you a preview of what's to come. the next couple of days, expect temperatures to remain above normal inland. but by the time we hit early next week, you'll notice the slide dropping below where you need to be for this time of year. it's going to be cooler, but unfortunately the rain chances in the forecast diminished. fog is going to be around in patches. that might slow down your commute. 72 in antioch. 71 in napa and santa rosa. 63 in san francisco, 60 in half moon bay. this is where you'll notice the breeze and you will also notice that it is going to be a little bit cooler.
