smiley jarrard of concord. family members told us over the weekend the 8-year-old was shot in the neck. he is at children's hospital oakland expected to recover though we understand at last word that doctors could not remove the bullet. now, this all happened just after lunchtime. here's what one witness told us here in fairfield. >> 12:45 to 1:00 we were leaving my mom's home to do errands and saw the police pulling in, lots of different vehicles. >> fraptic frantic. doing this. did our errands. when we were at the bank we heard a single gunshot. >> reporter: we had a couple witnesses tell us they heard a single loud gunshot. police are still here investigating the scene. there is the car that appears to be the object of most of their work. it has been put up in the parking lot.

unlocked the phone without compromising any information. the doj asked a judge to vacate the request that would force apple to help. in an exculusive interview with abc news last month, cook explained why apple took such a tough stance. >> the only way to get information would be to write a piece of software that we view as sort of the software equivalent of captioner. we know that doing this could expose people to incredible vulnerabilities. this is not something that we would create. this is would be bad for america. >> as of this moment, apple has not responded to today's development. breaking news. a grassfire scorched a large field block from facebook's headquarters. sky 7 hd is live above the field at university avenue and bayfront expressway. take a look. right now crews are fighting back the flames. we apologize. the picture froze there on us.

the fire has burned at least two acres. firefighters said it had the potential to double in size. windy conditions really were making it difficult to control. for more, we're joined on the phone by harold of the menlo park fire department. thank you so much for joining us. what can you tell us about the latest on this fire? >> well, the fire is contained to a vegetation area that's located as you mentioned right at the bottom end of east palo alto. it's literally almost along the bayfront there. but we're happy to report that there's no structures that have been burned. there's a commercial zone right there that menlo business park, and then across university avenue, even though the fire did burn across two lanes in the center median, it did no cross over into the residential neighborhood so we're lucky it didn't cross over to that organization of east palo alto. right now we still have university blocked from bay road to bayfront, but willow and

marsh road, if you're traveling through the area, that's the way you need to go if you want to go to the bridge. it's going to be slow, but we're going to be here for a little while longer to try and stop this fire. >> okay. road closure there. any type of evacuations at all, anything like that? >> no, it didn't need to come to that. at one point we were afraid wind gusts up to 20, 25 miles a hour, it was moving fairly fast on us. it did almost jump into the residential neighborhoods. fortunately it did not do that. right now what we're looking at is the speed of the fire. we know we have homeless en c p encampments in here. that's suspect, it might have been the cause of this fire. >> okay. no injuries, correct? >> no injuries right now. of any fire personnel that i'm aware of. we're going to be here another hour, if not two, to do the mopup. the vegetation, it's kind of a

of palo alto. at the bottom end >> thank you for joining us, updating us, menlo park fire district. >> wind the problem there. still unusual because we had so much rain for grass to burn like this. we had wind, sun, rain and hail all happening right now. >> a wide variety of weather conditions really sweeping through the bay area. how about some hail in the north bay? this fell a short time ago in roanoke park. >> yeah. take a look at this. a monsoon of sorts pelted parts of martinez with hail, heavy rain and wind. the hail here was intense for ten minutes or so. abc 7 news meteorologist drew tuma is tracking it for us. a bit strange. >> this wind we're experiencing is forcing a couple isolated showers to develop. right now if you take a live look outside from our rooftop camera at abc 7 studios, you're looking to the south and west. see a couple storm clouds have popped up. live doppler 7 hd, those showers

more than $200 million southwest of panama march 3rd. the crew arresting four suspected drug smugglers from a self-propelled semisubmersible. officials say the drugs were most likely headed to mexico to be repackaged and sent to the u.s. >> the dog challenge in the united states is a problem that has many elements to it and while we are working on the supply side of that problem, there's an equal amount of work that needs to be done that is ongoing on the demand side of the drug problem. >> this is a rare underwater look at that spsf. the vessels are made specifically for drug smuggling since they're mostly under water and hard to detect. 26,000 faculty members at csu campuses statewide received a strong endorsement today. justifying demand for a 5% pay raise. it comes from a fact finder appointed by a state mediator and a walkout is threatened. abc 7 news reporter david louie

is live with reaction. david, what happens next? >> reporter: well, dan, this recommendation is not binding but it does seem to bolster the position by csu faculty that they deserve that 5% raise. however, cal state administrators say they don't have the money. over 94% of the faculty statewide approved a strike vote last fall and just two weeks ahead of a planned walkout a fac fact-finding report backs the pay raise demanded. the fact finder are recommends a 5% salary increase matching the union's demand plus 2.65% salary increase for just over 40% of the faculty. the report also urges both sides to work together to appeal to sacramento for our cal state budget increase. csu's last offer was for 2%. scott teaches journalism at san jose state. >> in hard times, we've had some hard times lately, we don't get any raises at all. so in good times, they offer 2%. that just isn't going to cut it.

it's time for them to start reinvesting in the faculty. >> reporter: the strike is set to start april 13th and impact classes for five days at all 23 campuses. san jose state, alone, has 1,700 faculty and lecture urs. a represent from the cal state chancellor's office says there are no funds to cover the recommended $110 million pay increase. that amount is over three times higher than the current $33 million offer which is a 2% raise. the csu system is already 3/4 through its budget year. agreeing to the 5% raise would put it in a budget deficit. san jose state is on spring break this week. no one from administration was available to speak. in-room president susan martin has e-mailed students telling them the university respects the right of the faculty to strike on an individual basis and respects the free speech rights of students, staff and faculty. in san jose, david louie, abc 7 news. still ahead on this monday evening, supplementing social security.

eagerly awaiting the results of a quality test. that test will determine how meaty the crab are and therefore their price per pound. abc 7 news reporter melanie woodrow is live at the hyde street fishing pier. what are the crab fishermen who went out this weekend telling you? >> reporter: well, they're saying the crab looked good. they're pretty optimistic. tomorrow morning around 10:00, they will meet in a closed-door meeting and hear what the buyers are offering price wise. they have couple of option there is. they can either accept the price or counter, but again, the fishermen who went out this weekend say the crab look good. call it a coincidence or just plain luck. bountiful was the name of the boat chosen to fish 850 pounds of crab for a quality test. crab fishermen could use a bounty after a four month late start to the season. >> this year's different for everybody. this crab season almost financial sting a bunch of fishermen. >> reporter: a dangerous neurotoxin in the crab was to blame. even after samples were below alert levels.

public health agencies recommended people not eat the internal organs of th crab known as butster or guts. the new concern whether the price per pound this late in the season will be right. >> yeah, we seat oneat some cra looked good, full. >> reporter: a quality test at ft. bragg where will determine the price. >> make sure the crab aren't soft, make sure they're full of meat. >> reporter: crab fishermen are hoping for at least $3.50 per pound. >> would like $4 but guys are raring to go right now are. >> reporter: most hope to be out on the water before the end of the week. >> gentleman's agreement. everybody is tied up. hopefully everybody will go together. >> reporter: that first run a lot of guys will likely be up 36 hours straight. hoping to bring back a bounty to make up for lost time. they're optimistic a spike seen last june means it's not too late. in san francisco, melanie woodrow, abc 7 news. debate is under way in the legislature on a plan for california to look into

launching a state-run retirement program. >> yes. 7 on your side's michael finney is here. this is being compared to the affordable care act, obamacare. >> yeah, this is really interesting. estimated 49% of california workers don't have access to an employer-sponsored retirement plan. supporters say a state retirement plan could help close that gap. up to 7.5 million workers would be eligible. workers would automatically be enrolled unless they opt out. the man would cost $134 million upfront to get the thing going. the goal is to have a bill on the governor's desk by this summer. 207,000 airline passengers reported their bags lost last year. an experiment act to expanded by alaska airlines could put a huge dent into those numbers. by the end of the year the airline plans to expand to 500 p the number of passengers using electronic bag tags. this is video from alaska airlines. the tags use bluetooth to sync your bags to your flight

schedule. the experiment began with just 60 airline employees, 50 passengers. passengers who participate from now on will be asked before each trip whether they want their electronic tags activated. consumers are so far giving the thumbs up to posting their own live video. the popular app periscope has grown to 200 million live streaming videos in just one year. the app allows you to point your videocamera and post your live video directly to twitter. facebook and google are getting into the game. facebook allows users to stream live video onto their news feeds. google is reportedly considering doing the same with youtube. have you watched these very much? >> a little bit. it's fascinating. >> some weird stuff on there, brother. >> i like the electronic tags. >> that's a great idea. >> all right. thank you, michael. >> sure. well if baseball, and you like baseball history and the game and especially the oakland a's, a book that's a must read

back in september the same poll had the former secretary of state leading by 16 points. one analyst says the leads held by clinton and donald trump on the republican side aren't impressive considering their leads in the national delegate count. >> at this stage of the game, you'd think if they were really on the way to victory, they would have a stronger -- there's obviously a lot of sentiment in the democratic party for bernie sanders. >> both clinton and sanders have generally positive favorability ratings among californians. 52% and 57% respectively. the poll shows 51% of sanders' supporters expect clinton to win the white house in november. 12% say donald trump will win. let's go back and talk about the bit of strange weather around the bay area today. including hail. >> that's right. meteorologist drew tuma joins us with the accuweather forecast. hi, drew. >> hi, dan, ama. it's a buffet of weather today. had it all. had wind, had sun, now rain. and some hail reported. live doppler 7 hd is tracking it all for us right now.

some spots are clear while other spots you can see are dealing with a little bit of wet weather. i want to get a little l bit tighter on live doppler 7 hd to street level. a line of light to moderate showers developed and sinked, moved to the south, rather, milpitas right now, about to move into palo alto and sunnyvale. i want to time this out. nine minutes this light rains moves into mountain view. 22 minutes in cupertino. 39 minutes moving into saratoga. future weather as we go through the evening hours, it is hinting that another line may come out of the sacramento valley and move into the south bay once again between 8:00 and 9:00 tonight. that would impact sunnyvale, san jose, the same areas once again that are seeing the rain right now. as we widen out the picture, and move you through the rest of the evening, our atmosphere really calms down and we turn to clear skies and chilly conditions overnight tonight. the reason why for all this activity, it's a storm that's

flight in kazakhstan yesterday. the pilot aborted one landing after discovering the problem. that extra time allowed airport officials to cover the landing strip with a special foam. that's to prevent just in case. the plane's nose dipped onto the ground and careened across the runway. the pilot brought it to a safe stop. no one was hurt. in northeastern russia, hundreds of fishermen had to run to safety after a huge ice flow broke apart beneath their feet. look at that. the ice crack widened slowly at first and snapped as the flow drifted away from land. people ran, jumped or used ski mobiles to escape. well it's been a frustrating day for truckers trying to get into the largest terminal at the port of oakland. labor dispute between the terminal operator and long shoreman's union shut down the marine terminal for the entire day. the closure left truckers with nowhere to unload their cargo. >> some are parked on the treat trying to figure out where they're going to land their container because all the parking lots are full. some parked their trucks and
