live, from the kgo tv broadcast center. this is "abc7 news." >> good afternoon, everybody. thanks for joining us. i'm larry beil. >> and i'm ama daetz. there's disappointment today for family in the u.s. and ireland after the district attorney decided against filing charges in last year's deadly balcony collapse. six students from ireland were killed, seven injured. we're joined live with the developing story. >> reporter: you'll notice there are no longer any balconies on this complex. that's because they were all removed out of safety concerns after last summer's incident. and there is still an ongoing investigation of the contractors who originally built this complex by the state licensing board. but this criminal investigation by the district attorney's office was pretty important to

the families who lost loved ones and who were injured. the decision not to pursue criminal charges in this case is not what the family of victim ashley donnahoe wanted to hear. they believe that the criminal justice system would act as a deterrent for other corporations and builders to engage in similar grossly negligent behavior. there was a range of reactions from residents. >> we should not have young people's lives destroyed because of incompetence. that's wrong. >> how do we check all the other buildings around here? >> reporter: the mayor commended the district attorney's office for putting together the investigation but understands proving a criminal case may not have been possible. >> it's a very difficult thing to prove. you have to prove intent. >> reporter: last year, "abc7

news" revealed details of 13 civil lawsuits filed against the contractor on this job, the property owner and property management company. the lawsuits allege the builders may have cut corners to save money. now that the criminal case has been closed with no charges, some of the information collected by the d.a.'s office could used by those plaintiffs. there are new developments this afternoon at the santa clara county deputy's union. the union is now pointing at a private meeting with the sheriff that he had with a retired judge that's looking into problems a t the county jail. they accuse the sheriff of share information from a personnel investigation and warning if the commission calls for a change in leadership it would hurt her re-election battle. >> all of the problems in the jails, that the sheriff wants to take the time to meet with judge

kordell appears to be a clear attempt at influencing the commission. >> the sheriff used her own money to pay for surveillance cameras for the jail. a day later the cameras captured video of a jailhouse fight. the nation's highest -- because of the vacancy by antonin scalia, the court split over the decision. the tie vote left standing a lower court ruling in favor of the unions. turning now to the weather. oh, those clouds look neat. >> that almost looks like a painting. spencer christian, live and in color, joining us now with your accuweather update. >> yes, and we have some color weather. not so quite as active as

gate. we see mid 60s in santa rosa, livermore and concord. more of the warming trend coming your way, coming up. skiers and snowboarder al el be able to enjoy the season a bit longer. this is how it looked near reno. the new snow came on the same day mount rose announced they will stay open until may 8. we'll get a better idea of how much snow is in the sierra tomorrow. this video shows last year's snow survey april 1. last month was significantly bet we are the snow pack at about 83% of average and we received a lot more since then. san francisco's department of emergency management is investigating what went wrong with today's tsunami warning

test. the siren was supposed to sound at noon and trigger an e-mail stating what to do during a tsunami to those who signed up. instead of a short blast, the siren sounded for five minutes. the agency tweeted we are aware there has been a malfunction of the sirens. we are investigating. this is why the system is tested every tuesday. a special honor for the first responders who came to the rescue after a commuter trail derailed in the east bay. hundreds were on board. everybody survived. laura anthony has the story. >> jeffrey carter --- >> reporter: one by one, the first responders came forward to accept their rewards. >> i can tell you it broke my heart that night to see that. >> i need additional ambulances to this location. >> reporter: it was march 8 when a mudslide forced the train off

the rails and into a swollen creek in niles canyon. jeremy hammond was among the first to arrive. >> my thought is we were going to be dealing with some real tragedies. but fortunately it didn't work out that way. >> it was kind of a mess this there. it was muddy and seats and windows were broken. once you got to the front of the train, part of it was under water. >> reporter: though most agencies don't train for this scenario, the real life experience they gained that night will go a long way in the future. >> the biggest thing is trust in your training and learning how to apply to the next situation. and then continue to move forward and get better on the next opportunity. >> reporter: of course, this was an opportunity. a near tragedy that no one expected. laura anthony, "abc7 news."

the san francisco fire department is celebrating its 150th anniversary with a new logo. "abc7 news" was at station 35 as the chief unveiled the design. it is a phoenix rising from flames and a big 150. students from academy art university came up with the design. that logo will be displayed all over the city for the department's an verniversaranni. this new program puts homeless and people at risk of becoming homeless to work on street cleaning. in exchange, they have a myriad of opportunities. >> doing all types of things. right now they're helping me get my license. i'm excited about that. >> organizers say this challenges team members to take an active role and embowers them

to create long-term solutions for peers. the delay is over. "abc7 news" was at pier 45 as fishermen headed out to catch crab. fishermen waited until they set a price with distributors. they'll get $2.90 per pound for their catch. >> we set the price and everybody threw the bait on the boat and roared out of here to set the traps. >> the price is ten cents less than last year. the first crab will go on sale thursday night or friday morning. expect to pay $15 to $20 a pound. home prices continue to skyrocket, especially in the bay area. we'll tell you how much they've dwone up and what you can expect to see in the future. a travel boom. the big increase for tourism in the bay area. and the airline is pulling the plug on travel to brussels.

this is "abc7 news." home prices are still skyrockets. rising 5.7% from last year. >> san francisco, denver, portland and seattle registered double digit price increases. david louie joins us live with a look at the rising bay area prices. david?

>> reporter: if you've gone house hunting lately, you know home prices can vary city by city, even by neighborhood. that puts a lot of pressure on buyers and sellers as a result of demand far exceeding the supply. even appreciation can vary by area. let's use this century old house in san jose as an example. it has three bedrooms and two bathrooms. it has been updated and upgraded with energy saving features. while bay area home prices have gone up 10.5% in january, compared to a year ago, that can be a conservative figure. this house is for sale for $889,000. it sold four years ago for $530,000, an increase in value of $350,000, not accounting for the possibility of multiple offers above the asking price as buyers compete. craig gorman, past president of the association of realtors, says the sellers will need to

sell high. >> that're moving up the ladder, they need all the money they can get out of this home to afford the next home. >> reporter: that makes it difficult for buyers that need a larger home to start a family. >> it's very expensive. >> reporter: it could be $1.5 million and way up. >> yeah, yeah. so hope we can get there. >> reporter: richard wong is president of the california association of mortgage professionals. >> you're looking at income as credit. so any weak spot in any of those pillars could derail a loan. >> reporter: even tech millionaires have difficulties getting loans. they might have a hefty down payment but not the monthly income to get a $1.5 million loan. david louie, "abc7 news." evictions are up for the sixth year alone in san francisco, the biggest increase

was for habitual late payment. the ellis act allows landlords to evict tenants to exit the rental business. $9.3 billion, the amount of tourism revenue and spending in san francisco last year. the travel association released its 2015 economic impact figures today at the visitor industry outlook and marketing conference. a record 24.6 million people visited last year. >> tourism is the number one economic driver. has over 91,000 jobs associated with hospitality and the hotels and i think our city continues to be attractive and doing the kinds of infrastructure work to plan for the future. >> the travel association says the conference is a way to figure out how to grow all those numbers to benefit all people in san francisco. fans attending the bay

south of the golden gate and burning away for the most part by afternoon, especially in the north bay. in santa rosa, we'll see a dramatic rise in temperatures from a morning low of 39 into the 50s by 10:00 a.m. and up to 69 degrees by 4:00 p.m., a 30-degree rise to the afternoon high in santa rosa. tonight, look for partly cloudy skies up north, a few extra clouds down south. lows will range from upper thirties to low forts in the inland valleys at the east bay and the south bay, to mainly upper 40s right around the bay and on the coast. tomorrow, highs in the south bay, climbing into the upper 60s. right around 60 degrees on the coast. 62 degrees downtown san francisco will be the high. 68 in napa. east bay high of 68. 67 in castro valley.

live from the kgo tv broadcast center, this is "abc7 news." no one will face criminal charges over the berkeley balcony collapse that killed six in june. prosecutors said their investigation found water leaked into the balcony causing the wood to rot. there's not enough evidence to support manslaughter charges. m

attorneys for a man allegedly beaten by as many as 11 county officers cited this gold chain medallion. reporter melanie woodrow tweeted deputies accused of giving it to a couple in hopes they would remain silent. world news tweeted some good news after an air force jet crash in afghanistan. the pilot safety ejected. investigators haven't said what caused the crash. new video showed the man accused of hijacking an egyptian plane just before he boarded. the flight was carrying 55 passengers and seven crew members. it has safely landed in cyprus. >> reporter: the man seen here, casually walking through the metal detector, then patted down before picking up his bag and walking away from airport security, according to

terrorism, security officials find this alarming, noting 224 people were killed after taking off from a resort town in egypt when a bomb blew up their plane. investigators vow to conduct a thorough investigation. new fallout from the brussels terror attack one week ago today. the man who runs brussels airport says it will be months before that airport is fully reopened. the ceo had hoped to reopen it at 20% capacity by tomorrow. american airlines announced that it is canceling all flights to and from brussels until april 7. 32 people died in the bombings at the airport. private security firms hired an additional 3,000 people to ensure protection at the upcoming european champion

soccer tournament. authorities decided to go ahead with euro 2016 in june as planned. officials are expecting more than 2.5 million people to attend those matches in ten cities. new reports say north korea fired a short-range projectile from an area near the eastern coast. an official with the joint chiefs of staff says it's unclear whether the projectile landed in the sea or fell short. north korea's weapons test are seen as a response to an annual military exercise the u.s. and south korea are conducting. on to politics. a florida police department said they arrested donald trump's campaign manager for battery. but the trump campaign is disputing that. >> reporter: donald trump's campaign manager is not taking a break from the trail after being charged with battery.

citizens. today, the state's attorney general announced he will not defend the law in court. his announcement comes a day after gay rights advocates sought to overturn it. the last was past last week in response to an ordinance that allowed transgender people to use the bathroom in line with their identity. the u.s. capitol is opening after yesterday's shooting. officers shot and wounded 66-year-old larry dawson of tennessee when he drew a weapon at a security checkpoint at the visitor's center. it's being confirmed that weapon was a pellet gun. >> guns were going off and they were pushing us out. >> police everywhere with guns drawn. people running and screaming and people just dropping to the ground. >> dawson had been ordered to stay away in october after yelling he was a prophet of god in a house session. he's been charged with assault

a judge has ruled a defamation case against bill cosby can go forward. janice dickenson sued after his legal team denied allegations he drugged and raped in 1982. the ruling comes just one day after she announced she's in the early stages of breast cancer. an erupting volcano in alaska seems to be calming down. the intensity of the eruption has declined significantly. it erupted sunday and by monday morning, an ash cloud stretched northeast more than 400 miles, forcing airlines to cancel 41 slights. >> this is one of the most

a battle over cigarette sales has small store owners fuming and children advocates smiling. the board of supervisors voted on measures making it more difficult to buy and sell cigarettes. wayne freedman is live near santa rosa. wayne? >> reporter: good afternoon, larry. this has been a year in the making. it will have strong impact in places like this. there was a strong show of support today by both sides. standing room only at the board of supervisors. we haven't seen that in a while or an issue as incendiary. >> policies that make products
