>> we are a traumatized community. that whole experience still lives here. and each time we hear about another sex offender, it brings it to light again. >> reporter: petaluma police still don't know whether public opinion had any influence on the california department of corrections changing the release location. meantime, jonathan hoeppner's mother wants to reassure the public that her developmentally disabled son is no one to worry about. she said that he's a victim of half truths. "he's never spent a day in state prison and yet the justice system labeled him a state felon and continues to punish him for his mental disability." that's what she wrote to us. again, as we come back live here, we do not know where jonathan hoeppner will be released. we do know it won't be here. what he was convicted of was a

misdemeanor. he spent 18 months in county jail. live in petaluma, wayne freedman, "abc7 news." a judge sentenced a 42-year-old san francisco man to 202 years to life in prison for molesting two girls who were 4 years old at the time. documents say he's related to the girls. the district attorney says the 11-year-old girl told her story leading to the convictions. a 3-year-old girl in the east bay went to the emergency room after an american bull dog bit her on the face. it happened in this home on jones avenue this morning. family members say she was alone in a room with the dog. it is not clear if the dog was provoked or aggressive with the child. the dog is now under a ten-day quaranti quarantine. >> we'll check the animal to see if it has rabies, do some basic

evaluation, is it aggressive? >> the girl has two one-inch gashes on her face. she's going to recover. the dog is owned by another family member visiting from sacramento. a man was shot several times today in front of a san francisco home. the shooting happened on teddy avenue in visitation valley around 2:00 a.m. police say the victim went to the hospital with life threatening injuries. no arrests have been made. according to the san francisco chronicle, stannislav petrov would visit there often. he's the man seen in surveillance video being beaten by deputies back in november in clinton park. petrov's attorney has filed a claim against the county. tonight, the state legislature is looking at the final proposal to shut down all of the remaining institutions for the high risk developmentally disabled in

california. that plan now is to provide care in smaller community based homes. vic lee is live where one of those facilities will be closed. vic? >> reporter: the legislature will hold its hearings, debate the proposal, ultimately it will go to the governor. but the state expects to save hundreds of millions of dollars a year by closing the institutions and sonoma developmental center is one of them. of course, the families of residents there have lots of questions, important ones. sonoma developmental center, nestled in the rural town of eldridge sonoma county. the sprawling facility is one of three large state-run institutions that care for patients with severe developmental disabilities. >> it's a legacy of caring and a place of really last resort for a lot of folks who have not been successful in community settings. >> reporter: kathleen miller is

not only talking about many of the 350 residents here, but about her autistic son dan. >> he's been kicked out of every community and board and care facility that he's lived in. he didn't like it when he was in those facilities. >> reporter: miller fears her son may be forced to live in one again. the state is shutting down sonoma at the end of two years, and closing the other two facilities. one in the central valley, the other in orange county, by 2021. the advocacy group disabilities right california supports the idea, say thing is not just about saving money. >> we've seen from 40 years of professional literature when people move from developmental centers to the community, they are better off. >> reporter: miller, who heads a group representing family members of residents, disagrees. >> the brown administration is basically i think they want to save money. >> reporter: the average cost of care for these patients, according to the legislative analyst office is $500,000 a

year per person. plus, closing sonoma, for example, would open up 900 acres of prime real estate in the wine country. vic lee, "abc7 news." police say a homeless man was killed when a freight train hit him this morning. police say they have conflicting witness reports, saying the victim was either chasing a dog or running in front of the train. the tracks were closed near sunset avenue as police investigated. and sky 7 hd was also overhead in berkeley after a man standing in front of a bus fell. he was at the bus stop and he fell. he suffered a medical condition around 10:00 this morning. transit says the man fell against the side of the bus and slid between the curb and the bus. the bus did not run him over. the man was taken to the hospital. the winner of oakland raiders' legendary quarterback

ken stabler is joining a lawsuit against the nfl. she said her husband was left out of the league's concussion settlement. the suit says he suffered from chronic brain damage. tracy scroggins filed the original suit on behalf of self-players. the santa rosa school district has been planned with a lawsuit. a family accuses the district of fail protect her daughter. she said she was taunted by a male classmate. the girl claimed she complained to school officials. the boy was arrested after the second incident. the san francisco public defender's office has demanded information connected to the latest police texting scandal to see if any cases were come pro-mapro --

compromised. the texts were sent while the city investigated another texting scandal involving 14 other officers. the public defender issued a statement today saying, we request any evidence of texts that may violate department policy or may otherwise be relevant in assessing their credibility, honesty, and biases of the police department or officers involved be provided immediately. he wants to see much more than the texts in question, he also wants expensive background information on the officers. san francisco's transportation agency has injected itself in a labor dispute. a new permit to allow bowers intelligent transportation to continue using muni bus stops has been denied.

david louie is live in santa clara with the story. >> reporter: 80 out of the 400 drivers here operate employee shuttles. m.t.a. has put up a roadblock that could leave passengers without transportation and could put drivers out of jobs. bowers operates shuttle a permit it needs to use muni bus stops has been denied. >> we have received complaints about this company using muni zones when they're not supposed to. and not having permits and other complaints from residential areas. >> reporter: bowers can crying foul, blaming an attempt by some of the drivers to organize with the teamsters. >> we move over 6 million people

will have a week-long discussion about gay, transgender and queer. >> i think it's just a good way to inform the kids of certain, you know, current issues. >> reporter: kids between the ages of 11 and 13 will be shown videos like this one, about a transgender who was crowned homecoming queen. >> i feel so much happier with myself. >> reporter: there will be multiple discussions on friday with a day of silence to spread awareness. but not every parent welcomes this. >> not age appropriate at all, we felt. we felt it was a subject matter that should be better addressed by parents at home. >> reporter: others like the concept, but suggest that other issues on discrimination be included in the discussion. >> so we want to have four other groups given tolerance. >> reporter: the principal has agreed to make minor changes. >> as part of the conversation, the videos aren't going to be shown in full anymore. the principal has decided to take certain portions of them

out and he'll only show portions of them. >> reporter: for example, at the end of this video, there is a fund me page to help pay for the transition procedure. that has been taken out. others say it's not enough and will consider having their kids opt out. east bay police made a big marijuana bust. pittsburgh police are sharing photos of the haul. they seized more than 400 plants. authorities say all of this has an estimated street value of more than $375,000. san francisco's mayor heard some inspirational stories today. >> this was the biggest blessing. when i walked in, my shoulders relaxed. >> reporter: this encounter happened while mayor ed lee visited the navigation center in the mission district.

it opened a year ago to get the homeless into traditional housing. >> it's a wonderful feeling to get up and just look up and say, wow, you know? it's also a great feeling when it starts pouring off to know i can come here. >> reporter: the city is getting ready to open a second navigation center in the civic center. that will offer 200 permanent housing units. several bay area cities will have different tax rates. half moon bay will see a drop from 9.5% to 9%. but sales tax will go up in south san francisco by half a percent to 9.5%. the changes are a result of voter approved initiatives. we just learned that president obama is coming to the bay area. he will be in san francisco a

week from today for at least two fund-raisers. meantime, candidate ted cruz will speak at the california republican convention later this month. cruz has set up a strong support team in the state, having started organizing volunteers last summer. donald trump and john kasich have also been asked to speak at the convention. 172 republican delegates are up for grabs at the state's primary on june 7. and meantime, an l.a. times poll found trump leads cruz among voters in california. but the vote should be closer. a sacramento firefighter went above and beyond the call of duty to save a beard. an employee found this baby humming bird and called the fire department after realizing there was no nest nearby. the firefighter took great pains to nurse the little bird back to
