live from the kgo tv broadcast center, this is "abc7 news." >> a big vote in wisconsin today where presidential front-runners donald trump and hillary clinton are facing a tough race, both of them lagging behind in the polls in that state right now. good afternoon, everybody. i'm larry beil. >> and i'm kristen sze. ama daetz is off today. ted cruz and bernie sanders were both hoping for a big win in an effort to close the gap and get one step closer to the white house. >> stephanie ramos joins us live from wisconsin where a surprise could be brewing in this primary contest. stephanie? >> reporter: the presidential candidates have been crisscrossing the state of wisconsin, trying to get as much support as they can, while gop insiders say if donald trump does not win wisconsin tonight, lit be -- he will have a much more difficult time trying to clinch the party's nomination.

voters in wisconsin at the polls today, casting their ballots in this hotly contested primary. >> it's going to be interesting tonight. >> reporter: donald trump coming off possibly his roughest week, is not giving up on the badger state, making a pitch to voters. >> the people of wisconsin are amazing. they want their jobs to stay here. they don't want other countries taking their jobs. >> reporter: president obama addressing the plan trump touted from the start that mexico will pay to build the wall. the president calling it impractical. >> i have to emphasize it's not just mr. trump's proposals. you're also hearing concerns about mr. cruz's proposals, which in some ways are just as draconian. >> reporter: if trump wins wisconsin, he has a chance of winning the majority of delegates. if he loses and ted cruz wins, it's likely to be a contested gop convention. on the democratic side, bernie sanders is ahead in wisconsin polls against hillary clinton. and he's feeling confident. >> going all the way to the

white house. >> reporter: you would think staffers would be busy inside but they're not. it's etchty. they're at the polls trying to get this crucial win for sanders. >> it's very important, so it could make or break somebody. >> reporter: hillary clinton is nowhere near wisconsin, instead making an appearance on "the view" hoping to solidify a strong showing in new york. here in wisconsin, 1.75 million people are expected to turn out and vote. sense wisconsin has some of the toughest voter i.d. laws, a lot of people have been waiting in line for hours trying to get in. regardless, thousands are out casting ballots here in wisconsin. >> stef, it looks like they've been waiting in the cold as well. but trump released details how he expects to pay the $5 billion to $10 billion to build the wall today. what is the plan?

>> reporter: that's right. donald trump did release details on that plan that he's been touting from the start of his run for president. and donald trump says he would basically cut off the funds, cut off the money that immigrants send home to the country via money transfers. donald trump has said he will drop that threat if mexico pays $5 billion to $10 billion, all in one, a one-time payment. >> stephanie ramos, live in wisconsin, thank you. back here happening now in san francisco, the city will become the first in the nation to offer full six-week paid participantal leave. >> a portion of the cost is picked up by the state, but businesses will have to make up the difference. lyanne melendez is live from city hall. >> reporter: san francisco is hoping other cities in the nation follow their lead, but of course, this is not good news for businesses who say they already pay a high minimum wage, so this is one added experience. they say they can't really

afford it. kim turner is an attorney and mother. she wishes everyone in san francisco could get the same pay for leave she received from her employer. >> it's already really hard without children to live in san francisco. and so if you have that extra pay, you can have a family and go back to work. >> reporter: in 2004, california became the first to pay new moms and dads 55% of their wages for up to six months if they have paid into their state visibility. san francisco decided it wasn't enough. today, san francisco's board of supervisors voted to force businesses with 20 or more employees to pay the remainder, 45%. >> we need to stop forcing parents to make the terrible decision about whether to bond with the child or whether to put food on the table. >> reporter: patricia is the owner of hayes street grill. >> i think it's a long-time coming that we get mandated paid maternity leave. but on the other hand, is this

one more responsibility of the small business person? >> reporter: the golden gate restaurant association says it's one more cost small business also be saddled with. >> in a restaurant environment, you'll have to pay 45% of someone's salary while they're gone and hire someone else and train them to work in that person's job. >> reporter: restaurants may have to pass on this new cost to customers. a law could go into effect next year. in san francisco, lyanne melendez, "abc7 news." twitter is becoming the latest tech company to adopt a gender neutral approach. next month, new fathers working at twitter will get the same 20 weeks of paid leave offered to new mothers. other companies include google, facebook and netflix with similar policies. a judge worked against a gro group, voters approved measure b in 2012, which reigns in public employee pensions.

might see records in just a moment. larry and krissen? >> thank you, spencer. authorities in thousand oaks are investigating an incident involving a propane model rocket that kid one teenager and injured another. this happened last night and fire officials say it may have exploded while one of the teenagers was holding it. classes at the school war canceled today while the investigation continues. sky 7 hd was over the scene where a motorcyclist died and both lanes of i-680 was shut down. a car and motorcyclist collided in the north bound lanes. the motorcycle driver was launched into the south bound side. the accident happened just before 1:00 this afternoon. a vta train hit an audi sedan that turned left on the tracks along north 1st street in san jose this morning. sky 7 hd was over the scene.

that accident disrupted lrv service on two vta lanes. one person went to the hospital with minor injuries. a controversial expansion is the subject of a big vote in less than an hour and a half in san francisco. it involves a local company's attempt to move into the music industry in the mission district. >> we have a whole bunch of drunkies acting crazy. >> reporter: that's what some neighbors say they're already witnessing. they have hosted concerts in the past, which it can do at the armory with one night event permits. the entertainment commission received dozens of complaints. >> i think the neighbors are having a hard time trusting the owners. >> reporter: one woman wrote that she witnessed urination and sex in building entryways. others said things got too loud. >> i don't want to deal with people throwing up down the street. it's just a little much,

especially when you have a child and you're trying to live and have a home. there's no way i would be happy with that. >> reporter: increasing traffic and decreasing parking also have some worried. the planning commission and police department have signed off on the permit. the entertainment commission is expected to vote tonight. there is more than one note to this story. an expanded venue with late night music is appealing to one neighbor we spoke with. >> you need something around here. the neighborhood is changing so much. it might be good. >> reporter: the director of the commission says they're unlikely to outright deny the permit but could restrict the hours. police say these two men have been arrested in connection with a burglary at the san francisco offices of the make a wish foundation. 37-year-old judd jengy and 26-year-old nicholas tore was arrested. a third suspect is still being sought. a scooter that was donated by

pay pal is canceling a planned expansion in north carolina over a controversial new law targeting transgender people. the san jose based company says it won't open a new operation center in charlotte because of the law. the ordinance requires transgender people use public bathrooms and locker rooms corresponding to the gender on their birth certificates.

north carolina's governor defended his position today. >> i expect pay pal will still accept our consumer money in north carolina as they also do in nations throughout the world that frankly have disagreements with some of the policies that they're disagreeing with in north carolina. >> the pay pal facility would have added 400 new jobs in north carolina. now, mississippi's republican governor signed a law today that allows public and private businesses to refuse service to gay couples based on the business owner's personal beliefs. governor phil bryant signed the bill. supporters say the law protects those who believe marriage should be between one man and one woman and sexual relations should only take place inside such marriages. the aclu says the law flies in the face of basic american principles of fairness, justice and equality.

>> a bill was approved today in california authored by san francisco assembly man phil tang. if made law, it would take away gender specific labels defined for one person at a time. an east bay high school won't back down from its new mascot. >> in february, john sweat high school went from the indians to the warriors. but not everybody is happy with the change. >> alyssa harrington joins us live with the story. >> reporter: one group i talked to see this as a slap in the face. they want the school to change the mascot again. but the district defends the warrior spirit and points to the success of the golden state warriors. they dropped the indian mascot last year, but the name and image offen arrow still cover the floor, a reminder of what

many native americans consider offensive. some say the school's new name is no better. >> when they replaced wit the warriors mascot, we were really disappointed. >> reporter: the group says warriors just replaces one offensive name with another. >> the way that warriors are used in sports and mascots is to depict indigenous resistance to colonialism. >> i know that some of our board members see it as an opportunity to represent the spirit, the spirit of the warrior. >> reporter: he says the district also passed a resolution against violent imagery, so told not include weapons or insensitive caricatures. >> it won't include a personification of the warrior. it will need to be more symbolic. >> reporter: the call to drop native american mascots has stretched nationwide, from the washington red skins to the vallejo apaches, no longer used by the high school.

before they were golden state, the nba warriors used these logos between the '40s and '60s. the john sweat school district might revisit the mascot issue again. but the superintendent tells me for now they are focusing on education. alyssa harrington, "abc7 news." san francisco's museum of modern hart hung one of its center piece works today as it gets ready for next month's reopening. "abc7 news" was in the main museum lobby as work e. it had to be placed at the right height to be viewed from different parts of the museum. it was made by alexander calder in 1953. his work was revolutionary because it treated sculpture as something movable. >> the elements are constantly shifting. there's no set position. as the air currents change, it

bridge. here's a sampling of the record highs for tomorrow, april 6. notice the ones with the asterisks. oakland will tie its existing hi for tomorrow's date. livermore will break the existing high for tomorrow's date. tonight is going to be a mild one. low temperatures mainly in the 50s, lower in the north bay valleys. tomorrow's highs in the south bay, low 90s. we'll see a sprinkling of low 90s on the peninsula, as well. 83 degrees downtown san francisco. 86 in oakland would see the existing high. and expect lots of low 90s, 92 in livermore would be a new record. thursday, clouds increase and temperatures drop significantly. so cooling clouds arrive.

thursday, showers coming in on friday, with even cooler conditions and showers will continue on saturday. now, let's take a look at the system that's bringing that rainfall. it's one on a storm impact scale, 1 out of 5 expected to produce light rainfall. starting at 7:00 a.m. friday, continuing overnight, friday night into saturday morning and then through the day on saturday we'll see periods of showers as well. so by late saturday night, we expect rainfall totals to range from around 0.2 of an inch in most locations to perhaps a quarter. but no more than that. here's our accuweather seven-day forecast. warm tomorrow. warm to hot. chance of record highs. temperatures tumble thursday as they continue dropping off on friday and saturday. and then we get a period of relatively cool and partly cloudy weather with another chance of showers next tuesday. so after this big spike in temperatures tomorrow, we're going to have a period of

if you can't get to a tv to watch football next fall, you can check twitter. twitter is paying $10 million for if rights to stream ten games this fall. brandi hitt has all the details. >> reporter: twitter is teaming up with the nfl with commissioner roger goodell sending out his first tweet since 2014. this fall thursday night football will be streamed live at twitter so fans will see more of this. the ten games will be free to all 800 million twiter users worldwide, through mobile devices, tablets, pcs and connected tvs.

>> it allows people to have one screen to be on twitter and should they use, they can watch the game. they have to figure out how it' going to be easy for the user to see both at the same time. >> reporter: it's a chance for the nfl to reach younger fans, who rely on the internet more than television. twitter has also seen a recent slowing in new user growth. >> it's an extremely big deal. probably more so to twitter than the nfl. 50% of all conversations on twitter are about sports. >> reporter: last october, the nfl experimented with this live streaming game between the bills and jaguars in london on yahoo. fans in 185 countries watching. the question now, will those eyes tune in to twitter thursday night this fall? both companies have not revealed how much twitter paid for the dej tall streaming rights. the same thursday night football games will be broad cast on network television.

wisconsin? it's been a rough week and it seems like the tide is turning. >> he has had a terrible, horrible week. campaign manager charged with battery. he flip-flopped again on abortion. but at this point, look, go into this, ted cruz had a ten-point lead. we're going to see if wisconsin is sort of a line in the sand. are the wheels coming off the trump bus? they haven't yet, but this may be the place where it happens. >> two things. huge turnout at the polls in wisconsin and open primary there. what does that mean? >> reporter: on either side, you can vote for whatever candidate you want. that helps somebody like a bernie sanders. it helps donald trump. a huge turnout because the drama is huge. look, wisconsin is a perfect state for bernie sanders. it is a state where progressives have had a long history of wins. on the republican side, wisconsin is the capital of the dump trump movement. all of the major talk show hosts, the governor scott walker

have all come out. we're going to see what happens here and how this affects the race going forward. but there's real drama in wisconsin. >> if cruz wins big as expected, does this get us closer to a brokered republican convention? >> absolutely. and california gets closer to california having a real role here. cruz is hoping to keep donald trump from that magic 1237 number he leads to go into the convention. if he can do that, you have the brokered convention. and john kasich, he's very big in silicon valley. he could be a surprise factor tonight. he's done well in illinois and michigan. so let's see how he does tonight in wisconsin. >> also super important for sanders with new york coming up, that's hillary clinton's home turf. >> and she's on a fund-raising kick around the country. new york is important to her. she needs funds to keep it going. he raised $44 million in march compared to $29 million for her.

so we'll be seeing her a lot. the money is a very big factor in this contest. if you have $350,000, that is what it will cost to host that event. >> thanks. president obama is praising the treasury department's move to curb tax inversions. and is calling on congress to adopt them. he says the practice is unfair. currently, u.s. companies can acquire a smaller foreign competitor and move its tax address there to get a lower tax rate. the president says he's been trying to close these loopholes for years now. >> a lot of it is legal, but that's exactly the problem. it's not that they're breaking the laws, the laws are so poorly designed they allow people that have enough lawyers and accountants to wiggle out of responsibility that ordinary citizens have to abide by.

locating hunter pence's scooter is great news for the make a wish foundation. cops helped locate and arrest these two guys. melanie woodrow is live outside at&t park where pence famously rode that scooter to and from games. >> reporter: right now the team is in milwaukee but news travels fast. with hunter pence retweeting this tweet just moments after we reported the good news. >> the police have recovered the scooter. >> reporter: just moments after san francisco mayor ed lee announced he was replacing ipads stolen from the make a wish foundation, news that the san francisco police had recovered this stolen scooter donated by hunter pence. >> thank hunter and his donation. >> officers worked closely with

make a wish foundation which had surveillance video. >> we were able to identify them with the video. >> reporter: it was the tender loin foot patrol officers who recognized and arrested 37-year-old judd jenky and 26-year-old nicholas tiller. a search warrant turned up the scooter and other stolen property. >> we're really excited we are able to get the scooter back and it's able to go to a function for the make a wish foundation. >> reporter: the scooter, which was auctioned for $40,000, is signed by pence, with the message to michelle, much love. in a statement the san francisco giants said we are delighted that it has been found and will be returned to its rightful owner. while hunter pence tweeted the news, having earlier tweeted it was scooter gate all over again. melanie woodrow, "abc7 news."
