the commissioner asking that the game be moved and tomorrow the nba will discuss it with team leaders at the board of governor's meeting. >> we have those dates available, so we would love to have the all-star game here. >> reporter: rebecca capland is poised to make her pitch to the nba. >> it's an area with a long history of inclusion and diversity with a large community of lbgt people as well as people who stand up for justice and equality. >> reporter: capland says oakland is the anecdote to north carolina. the state is under fire after passing a law that limits protections for lbgt people. the chair of oakland pride says capland is on point. >> i implore nba representatives and neighbor who wants to know if oakland is a city that's diverse to comb to oakland pride, because they will see beyond a doubt we are the city they should be in. >> reporter: the all-star game would bring big money to oakland. charlotte is estimating $100 million in economic impact. a managing partner at tribune

amber alert. police need your help to catch a robber who targeted a 70-year-old woman. this is surveillance images of a blue ford pickup that they're trying to find. the man grabbed a bag as he drove past her. the victim fell and suffered minor injuries. this happened on monday. el nino is finally fading away, bringing new concerns about the drought. scientists increased the chances that next winter will bring drier than normal la nina conditions. water supply managers are taking that forecast into account. even after a wet winter, they're in favor of keeping drought restrictions in place. >> we don't know what next year will bring. it could be another dry year. >> la ninas can be dry some years and wet in others. experts say it's too early to know which this will be. tonight, b.a.r.t. is taking action to deal with seat hogs on trains. the b.a.r.t. board today approved a plan to fine people who take up more than one seat during certain hours of the day.

alyssa harrington is live in walnut creek with the story. >> reporter: these are some big fines. a repeat offender could get a $500 ticket. this will not go into effect for a few months while b.a.r.t. police try to nail down exactly how they plan to enforce it. sprawling across a row, man spreading or placing your bag in an empty seat could be a pricey thing to do on b.a.r.t. in a split vote, the board of directors approved a move to ticket seat hogs. >> they know it's not kind, it's bad manners. >> reporter: the new rule would only be enforced during commute hoarse, 6:00 a.m. to 10:00 a.m. and from 3:00 to 7:30. passengers who take up more than one seat would first get a warning. the next time a $100 fine. then $200, then $500. >> that's crazy. that's insane.

country. backlash tonight over motor trend's exclusive on a potential apple car. the car magazine posted mysterious pictures oh of what could be the apple car. turns out the renderings and images were a team of designers that motor trend assembled to imagine what a new apple car could look like. apple has not released new information on when an apple car would hit the market. there's word that san francisco's shuttle will shut down tomorrow. it was founded in 2014 and raised $12 million. the shuttle was hoping to expand out by the bay area. international criminals are stealing one of california's largest crops, nuts.
