it's covered by most health plans. live from the kgo tv broadcast center, this is "abc7 news." >> good afternoon. i'm dan ashley. >> and i'm cheryl jannings. we begin with developing news. two people are injured after a fire in sunny veil. >> reporter david louie is live where he talked with the young family rescued from the building. david? >> reporter: you can see that this is still an active scene. witnesses tell me that they believe the fire started in an unoccupied unit on the second floor here at the twin pines manor apartment, and the fire spread quickly. sky 7 hd was overhead as smoke rose from the complex.

public safety captain shawn ahern said two residents were transported to the hospital. there were a lot of people home when the fire was reported just before 1:00 p.m. more than 30 people were evacuated. a resident said she smelled smoke that appeared to be burnt food left on the stove. first responders said the fire spread down a hallway, so they were prepared to evacuate residents who were standing outside on the balconies. we talked to a family and mother of tw kids, a 1-year-old daughter and 5-year-old son who climbed down a fire ladder to safety. >> the fire was really going and there was a lot of black smoke coming out of number 42 apartment. right away the manager called the fire department and the fire department came. >> you climbed a ladder once, you climb the ladder any time.

you just do it as quick as possible and make sure the kids were down. they grabbed them first. so it was fine. >> reporter: it's not nobody how many will be displaced by the fire. the red cross is here to help with temporary shelter arrangements as needed. you can see that a lot of residents are just standing out on the sidewalk in front of the twin pines manor apartments, not sure when they can go back in and reclaim some of their possessions. firefighters were able to rescue several pets. david louie, "abc7 news." >> david, thank you very much. we first learned about this fire from a viewer who tweeted this video using #abc7now. remember, if you have video or pictures of breaking news, share it with us the same way so we can find it and use it on air and online. authorities are beginning to assess the damage in japan following another powerful earthquake. this one a magnitude 7 that hit in the middle of the night.

>> this is video from inside an apartment when the quake hit at 1:25 saturday morning in japan. at this point, we know of one fatality. but of course, there could be more. daybreak a short time ago revealed massive landslides and damaged roads and buildings. >> the quake was centered about 8 miles from the epicenter of yesterday's quake. >> today, rescuers pulled an 8-month-old baby from the rubble. more than 800 people were injured. >> drew tuma joins us now with a closer look at the quake. >> cheryl, small increments on the richter scale have huge implications on the affected area. today they had that 7.0 quake, and that one was 32 times stronger than the earlier 6.0 quake they had 24 hours before. so these quakes have huge

we'll look at those numbers coming up in the forecast. sl slgz a beach hazard statement is still in effect until 9:00 tonight. this is video sky 7 hd shot over ocean beach earlier today. beautiful as you can see. the advisory took effect about 3:00 this morning, calling for waves up to 18 feet in some locations. it's been downgraded, but it could be dangerous at some bay area beaches. zachy jordan smith is a high functioning autistic child, last seen heading north on his bike toward the b.a.r.t. station. this afternoon, someone spotted him unharmed two miles east of the glenn park b.a.r.t. station in san francisco and he is being reunited with his family. the little boy taken during a carjacking in soledad yesterday as we reported has been reunited with his family.

2-year-old jacob vargas was released by the hospital yesterday evening. the chp says the boy was first examined by medical staff, then interviewed. police are still looking into who stole the car with the boy inside outside their home. a frustrating warning for commuters. a big rig carrying a load of wine overturned blocking traffic for hours. amy hollyfield has the details. >> reporter: look at this backup. the view from sky 7 hd shows miles of cars at a stand still on interstate 880 in hayward. it started at 3:00 this morning and lasted during the morning commute. an overturned big rig on the south bound side, as it crashed it took out a highway side with it which landed on the north bound side blocking two lanes. there were four vehicles involved in the accident. two of the four drivers involved in the crash were hurt. but they'll be okay. >> there were a couple of

visible injuries, shoulders, back, that sort of thing. >> reporter: officials say it started because of a stalled vehicle in the middle of 880. that set off the chain of crashes. >> i have not seen a scene like this in some time. >> reporter: chp officers say the trailer was hauling about 40,000 pounds of liquids, including bartels and james wine coolers. officials knew they needed to unload them before moving the trailer, but they knew they needed to open the freeway as soon as possible. >> it was either going to be hand off loaded which would have taken three hours or more, or give it a shot and use a giant spatula to slide underneath it. >> reporter: so they tried it and successfully and got the trailer on a flat bed truck. >> we were crossing our fingers. >> reporter: the chp is still looking to talk to the driver of

the staaled vehicle. that driver did not stick around. amy hollyfield, "abc7 news." >> if you have our news app, you received a push notification about that crash this morning. to stay on top of breaking news, download that app for free. one person was hospital used and traffic snarled for about an hour after an accident shut down the west bound lanes on the san mateo bridge this morning. the accident happened about 7:30 just east of the toll plaza. you can see what a mess it was in the sky 7 hd video shot after emergency crews got on the scene to help people. the one driver's injuries were not serious. today, police identified a woman dead in her lafayette home. investigators consider 66-year-old margaret's death suspicious. officers found her yesterday after receiving a call from a concerned relative.

the 2011 uc davis pepper spray incident, remember these pictures? is posing problems against for the university. they are calling for the dismissal of the school's president. the university officials say the school was trying to ensure the incident was fairly portrayed online. a sinkhole blocking traffic for months has finally been repaired. a sewer line was buried in stink ho hole that opened up in october. multiple factors including extensive ground water led to that sinkhole. take a look at this. an elephant seal along the beach is attracting a lot of attention. it's been lying there all day

long near candle stick park. the animal is going through a natural process called molting. it is not in distress and the coat will eventually grow back. experts say people should stay away and try not to push it back into the water. and a mountain lion running on the grounds of a southern california high school right in the middle of lunch break. students and faculty ran inside to classrooms. the animal dashed off campus before they managed to tranquilize it. fire officials in southern california say high winds fanned a big brush fire this morning. the grass fire broke out about 7:00 near highway 5. the dangerous winds up to 25 mea miles stoked the flames before firefighters got out in front of it. no one was injured. still ahead on "abc7 news"

sponsorships for a three-year trial, becoming the first major north american sports league to put patches on the jerseys. the nba expects to make between $120 million to $180 million a year. here's something to save you money. president obama is supporting an effort to give consumers more choice when it comes to the cable boxes that control which television boxes they watch. today, the president backed the call to allow customers the option to guy the boxes intend of renting them. the white house says the average household pays $231 every year to rent these cable boxes. that's despite the fact that the cost of making boxes has gone down. general motors is recalling more than a million pickup trucks. the seat belts on the chevy silverado and gmc sierras may not hold people in a cash. the steel cable that connects the belts can wear and separate

over time. if that happens, the belts could come loose. the recall covers certain models, 1500 pickups from 2014 and 2015 model years. a major change for san francisco uber and lift drivers. the city is demanding drivers need a business license. san francisco estimates that amounts to 37,000 drivers. so business licenses will cost $91 a year. really warm and lovely around the bay area today. and the weekend is upon us. >> drew tuma has the forecast. hi, drew. >> i think we have the best weekend so far this year on the horizon. yes, it will warm up, but most spots are not going to be oppressively hot. we'll call it comfortably warm. let's go to live doppler 7 hd. right now showing you nothing but sunshine, no clouds and rain

breezy out there. what you're noticing is that wind is shifting to more of a land breeze. tomorrow afternoon when that wind is coming off the land instead of the ocean, that will warm us up significantly. highs on saturday, match warmer than today. oakland, a warm 79 degrees. downtown san francisco, 73. and santa rosa, up to 81 degrees. reminder, though, the uv index tomorrow and also on sunday, it is going to be very high. somewhat that means is your skin unprotected can burn in less than 15 minutes. so slap on that sun screen, that sun is strong. on sunday, future tracker temperatures shows you the winds are stronger. that means we're warming up even more some 10 to 20 degrees above average in the mid 80s inland. some spots will go in the upper 80s. 70s around san francisco. and we start the cooldown on the coast monday into the upper 60s,

worth in fact, out of recycled iphones. the company's annual environmental report revealed that it reclaimed 3 million pounds of copper and 6600 pounds of silver. apple has been ramping up the recycling programs in the past few years. san francisco's chinese community has a medical facility designed specifically for their needs. the six-story building makes a lot of improvements. there are dozens of private beds and mri machines and other imaging equipment. patients will have access to some chinese medicines. designers wanted to make members of the chinese community feel comfortable when they look for care. >> the culture is brought through into the desindesign, i the building, the language. >> they first opened its doors in 1925. the new building was built on the same location.

live from the kgo tv broadcast center, this is "abc7 news." >> here are the headlines at 4:30. at least one person is dead after the second major earthquake in two days in japan. the city of kumamoto was struck by a 7.0 earthquake this morning. at least 400 were hurt, more are believed to be trapped under collapsed buildings. there have been several powerful after shocks. a 6.2 earthquake yesterday killed at least nine people and they're bracing for more. vic lee spent the day in japan town in san francisco. coming up at 5:00, he'll tell us how the japanese-american community here in the bay area is responding to this quake. also at 5:00, the latest on an apartment fire in sunny veil. we learned about this from this viewer who tweeted us video

using the #abc7now. we really appreciate that. dozens oh evacuated and at least two people were hurt. hillary clinton is coming to san francisco tonight for a star-filled fund-raiser. sky 7 hd was over the knob hill home on washington street where the cost per couple to attend is more than $300,000. melanie woodrow is live at that home where the protesters are banging pots and pans, to be expected there tonight. melanie? >> reporter: yeah, i just took a walk down the hill and i can see the gate in front of the home is now open. there are a couple of people ready to greet those attending tonight's event. what we're not seeing are the protest protesters, more than a thousand of them. most people will agree that california is pivotal in this election. this is the view for a star studded fund-raiser for hillary clinton is scheduled.

process, "easy to understand for those willing to learn it." this in response to donald trump calling the process rigged. hillary clinton and bernie sanders will join abc's george stephanopoulos sunday. george is bringing in the two democrats together for a round of questioning before tuesday's new york primary. "this week" airs sunday at 8:00. a somber ceremony in boston to mark the 2013 marathon bombings. the governor and mayor joined victims and families to honor the three people killed and 264 injured in the finish line bombings. wreaths were laid at the site of both bombings and crosses put up in honor of the victims. >> being here today represents the city has survived the attacks of three years ago and we're all doing our best to move on. >> it's very emotional. it's been three years all this happening, and we can see all the survivors and victim families.

>> this year's marathon takes place on monday. >> a scary moment for 57 passengers on board a delta airlines flight. take a look at the damage done when a bird hit the wind shield during a flight from new york to nashville. the pilot diverted to charleston, west virginia. nobody was injured. >> birds and aircraft share the same air space, so these things are bound to happen. 99.99 times out of a million they end this way, but any time you see something like that on the aircraft break, it gets your heart beating fast. >> bird strikes are on the rise because of soaring bird populations. last month, an egyptian jet had damage after a flock of birds flew into it. the first case of zika virus has been confirmed to be sexually infected from two men. he returned to the u.s. in january and developed symptoms

a georgia mother is trying to explain why he allowed her 5-year-old son to be paddled at school. >> matt keller has a look at this incident. >> reporter: this video is at the center of a controversy. a 5-year-old was paddled by administrators at school and the mother said she had no choice but to let this happen. little 5-year-old thomas was facing his punishment wednesday at jasper county primary school in georgia for spitting on another student. his mother, shana perez,

recorded the video and posted it on facebook. the county sheriff says perez was recently arrested after her son missed 18 days of school. perez says they were for doctor's appointments. she said she gave permission to administrators for the paddling because she was afraid of going back to jail. >> if he gets suspended, i'm going to be arrested for truancy. she never denied that. she never told me anything otherwise. >> reporter: jasper county schools allow corporal punishment in a parent consents. she now says she shouldn't have. >> i should have said no, you can't paddle him. just take me to jail. >> reporter: corporal punishment is legal in georgia and 18 other states in the south. but this video has led to a big outcry on social media. the school district is investigating the incident and looking into the discipline policies. matt keller, "abc7 news." >> let's move on now, we'll talk about the weekend forecast.

another group is canceling a performance in north carolina in light of the anti-lbgt law. >> circumstance que du soleil h canceled. >> here's stephanie ramos. >> reporter: nba team owners will not be moving the all-star game out of the tarheel state, at least for now. >> the best role for the league to play here is through constructive engagement towards change, not setting deadlines, not making ultimatums. >> reporter: a bipartisan group of senators writing the nba commissioner, urging the commissioner to take a stand

against the bathroom law. he says the law is problematic but has faith north carolina will make changes. >> this is about something much bigger than the nba. >> reporter: north carolina's governor did make some changes to the state law, but those do not extend to protecting gay families. other states are introducing and passing similar bills and facing threats of businesses and entertainers. >> less money is going to come into your state the more hateout put out of it. >> reporter: in mississippi, a law gives business owners a right to deny service to lbgt because of religious beliefs. but rejected bills in minnesota, tennessee and other places have been removed. in south carolina, a public hearing on the bathroom law drew a crowd to the statehouse. >> i just ask for you to look at me and tell me that i belong in a men's restroom. >> reporter: in massachusetts, the republican governor was booed and heckled at an event because he failed to commit to

generally, if you just have social security, you're not going to owe any taxes, so you probably don't have to file. but i want you to fill out the forms any way. you may have some money coming back to you. so check that out to make sure you don't have money you don't know about. so fill out the form. >> "i live up in the oakland hills. who is at fault when a neighbor's tree falls on your property?" >> this is a wild part of homeowner law. if nobody knew the tree was going to fall, out of nowhere, just in a storm, it falls and hits your property, your homeowners will take care of it. but if it's negligent, if everyone was looking at that tree going that's leaning, are you doing anything about that? and they don't do anything about it and you can prove it's negligent, now it goes back to the homeowner where the tree began. >> so even if it's on your property but falls on my property and we didn't know about it, it's my responsibility
