investigators said there is a partial license plate 4 ayy. the last four numbers are unknown. >> the man seen on video seen being struck by police is back in court. he and his girlfriend pled not guilty to federal gun, an drug trafficking charges. authorities found guns and meth in the couple's room. his lawyer claims he's being targeted because of this video. it has sparked an investigation into actions. search and rescue efforts are under way in ecuador tonight. the government says the death toll stands at 413 including an american. abc7 news reporter sergio quintana is live at sfo tonight. sergio?

>> reporter: some are delayed. we had a conversation with a copa airlines crew saying everyone supposed to be arriving today will be unfortunately arriving tomorrow. the airports in ecuador are functioning but probably overwhelmed with people trying to get out and crews trying to get in. the concrete buildings have been reduced to rubble. workers continue to search for survivors. this researcher says it's similar to one that hit nepal last year. south san francisco resident genna bradley is trying to get information on one of his friends. >> he's a american living in ecuador and not marked as safe. he's in one of the red zones. 80% of the city is destroyed.

in the fight between the police union and sfpd. vic lee is live with the story. vic? >> reporter: this is the first of a series of videotaped interviews. the union wants to respond to the da's investigation by this blue ribbon panel. they want their voices heard before that panel wraps up findings. the interviews will be sent to the blue ribbon panel, formed in may to look into potential racial bias in the department after the racist text message scandal. they decided to release them on you cube. why? >> they ignored our request. >> we have the most diverse police department in the united states. >> this is the former head of the police officers association is being interviewed by the

group's loier. he talks about his relationship with gascone, saying they were close and he never heard gascone say anything about systemic racism in the department and recounts a conversation with then-chief gascone in a dinner. he said gascone made racial remarks. >> there were things said that were surprising. >> the current president wants them to appear in person. the panel says it did invite to testify in person and a spokesman says he was invited to testify and

the spokesman says it is an effort to distract the public from a department fired in scandal rather than do the difficult task of working with members in the community to reform the sfpd. the panel's spokesperson says the union is obstructing the process but dissuading officers interest testifying. halloran says the officers who want to testify on the unions are black, hispanic, and lgbt members. vic, thank you. thousands are expected to converge on golden gate park for wednesday's 4-20 celebration. you're looking at marijuana smoke rising, wafting are from the area near sharon meadow last year, april 20th. several agencies are going to keep up to keep the giant smoke out peaceful.
