with live breaking news. >> and that breaking news is out of the east bay. a deadly freeway shooting in pittsburgh. good evening. i'm larry beil in for dan ashley. >> i'm uh may dates. it happened on westbound highway 4 near railroad avenue in pittsburgh. the victim's car crashed through a fence on to california avenue. it runs parallel to the freeway. >> and that's where we find cornell bernard. cornell? >> larry and ama they closed down the road as they investigate this deadly shooting. the victim's car remains here on scene where it came to a stop on california avenue. now police say it likely happened about 8:15, 8:20 when shots were fired at the car. that car was not discovered

until a police officer found it. here is what pits ford police had to say. >> he walked up to the vehicle and noticed the subject was shot once. he is deceased and as far as we can tell he came off the freeway and collided with a fence. >> the possible shots came from a passing car? >> yes. >> and police say it is very likely that the shots came from a passing car. police cannot say where the shots came from. but as far as police know this marks the 18th shooting in the east basins november and the third on highway 4. an identification on the victim has not been determined, but the call is going out tonight for any witnesses who may have seen this shooting. if you have information call the california highway patrol. live in pittsford.

new details on a woman who was killed by a speeding driver. linda cochran was out for a walk this morning along westerly land road when a car struck and killed her. the 65-year-old just retired so she could take care of her two disabled sons full time. she would walk every morning near the golf course. sky 7hd shows us where she ended up unfortunately in the path of a camero police just backed off from chasing because of safety concerns. they say he ran away after crashing through a fence. they caught him and he is in jail charged with murder. the victim's husband has a message. >> i'll see him. i'll be in court. >> the suspect has a suspended license and a prior drunk driving arrest. happening now, the bay area's largest city is considering new rent control measure. it started around 3:00 this afternoon and eight hours later the debate continues. lisa amin gulezian is live at

san jose city hall. >> public comment is still going on at this hour. there are roughly 4400 apartments under rent control and more than 300 people showed up to voice their opinions. >> it isn't hard to figure out which side of the represent con -- rent control debate. these signs say it all. they showed up to spark and stop change. >> we are asking them to lower the allowable rate increase so it matches that of inflation which is a consumer price. >> right now rent control applies to uh par ments built before 1979. and the represent -- rent increases are capped at 8%. they suggest the rate instead match inflation and fluctuate between 2 and 8%. >> go and ask the mom and pop shops to solve the affordable housing issue. we are too few to solve it. >> these rent control laws is

look at the video. tonight there is a new effort to make the beach a safer place. new at 11:00, katie is live at ocean beach with the story. >> this is what greets beachgoers at the top of every staircase down to the water. it is a warning sign and it reads people have drowned here. he says this is not enough. >> a surfer pulled to safety at ocean beach. the fire department says he lost his board and was swept out by a rip current. san francisco's supervisor already reeling from two deaths over the weekend is taking action. >> i think we need to do better education. it can't be after a tragedy. it has to be year-round as well. >> roses mark the spot where two vallejo high school students were pull out to sea on saturday. they were with three other friends standing in waist deep water when it happened. the supervisor said the warning signs aren't good enough. >> i can see the signs, but you can't understand them. they are multi-lingual, but they need to be done better.

tomorrow morning's commute. we will have the high, thin, whys pea clouds and -- whispy clouds. we will be looking at more of that and even fog forming near the coastline. as we head toward thursday, the marine layer will thicken up. we will have a slight chance of drizzle and maybe a light shower later in the day. and that leads us to the storm impact scale. we have been ranking our storms. one is light and five severe. the one coming in for friday is a one. scattered light showers expected. most areas will get to a 10th to a quarter inch of rain. here is a look at the time line as to when you can expect the rain to begin. it will start early friday morning. showers will spread as we head toward the latter part of friday morning around 10:00 a.m. and then they lift out of here in the afternoon hours. rainfall totals will be on the light side. how about the sierra. the snow levels will be high with this system and then eventually drop. we will be looking at rain at the lake level.

temperatures first thing in the morning not as mild as it has been. low 40s to the low 50s in the region. we will have the high clouds around. the air is just too dry for fog to form tomorrow morning. tomorrow afternoon that will be changing. we will not only see low clouds and fog along the coast, but high clouds overhead as well. 73 degrees in santa rosa and napa and 72 san rafael and richmond. 69 in san francisco and 66 half moon bay. low 70s for san mateo and oakland and 80 degrees in antioch. 78 in livermore and san jose. so still a really nice, mild day. just not as warm as it has been. if you are going to the giants game tomorrow they take on the d-backs at at&t park. 63 degrees at 7:15. the sunsets at 7:five 1. at 7:51. for the latter part of the game you may just need a sweatshirt. the accu-weather seven-day forecast, you will notice the cooling trend with the temperature cooling to the mid70s inland and mid60s on thursday. the slight chance of a shower or two. friday is a better opportunity
