appearance. linda cochran was struck and killed while walking near delta view golf course tuesday morning. chavez was arrested after he tried to get away. cochran had just retired to devote herself to dedicating her full time to two sons with disabilities. laura anthony is in court and will have all the details coming up on abc 7 news at 6. this man alejandra saro will return to court in two weeks to determine if any other young children are coming forward to accuse him of sexual molestation. concord police arrested the dental assistant after one girl accused him. detectives now say saro abuse at least four girls and videotaped them as well. they say the abuse took place while the victims were sedated. >> it's unfortunate. it doesn't -- obviously, we hope it doesn't happen all that often the but i can tell you that sexual assault is the most underreported crime that we have. >> saro's attorney did not speak

to reporters after this morning's hearing. saro is in jail, his bail at set at more than $8 million. san francisco police will be required to provide regular public reports collection and analysis of rape kits. the police commission palace passed a resolution. sfpd would be required to submit kits to crime labs within five days of collecting evidence and the labs must test the kits in 120 days. the abc 7 news i-team exposed the backlog of unprocessed rape kits at the police department in an extensive investigation. the i-team even found some kits went untested for a decade. abc 7 news was in san francisco's mission district as activists launched a hunger strike outside the police station. the group says that five members will not eat until san francisco police chief greg sur is fired or resigns. members of the black and brown social club are upset about recent police shootings.

they say the department will not be reformed until the chief leaves. 657 hd was there as fire fieshts battled heavy smoke in the mission district. this morning's fire broke out around 8:30 in a building on 17th street. flames quickly spread to the building next door. >> iñi opened up my kitchen doo to the outside and saw smoke billowing above what hook looked like my apartment building. i called 911 and opened my door and screamed to everyone to get out. >> our fire crews have made an amazing, great effort to put this fire out. >> nobody was hurt. the red cross is now working with people who are unable to stay in their homes. arson investigators are looking into what sparked this morning's fire. investigators are looking into three crashes that crippled the morning commute along interstate 80 in crockett. the first crash happened at 1:35 a.m. involving an ambulance. three people were hurt. the second one was two hours later that proved to be deadly. a big rig slammed into a sedan

emission standards. >> the automaker had admitted to rigging some cars to beat the smog tests. here's leslie brinkley on the deal and what those vw owners can now expect. >> reporter: u.s. district court judge charles breyer announced an aggressive plan that's finally been agreed upon to reimburse drivers who own supposedly clean diesel cars fitted with software that had cheated emission tests. breyer says volkswagen will buy back the cars or fix the cars to meet emission standards along with providing, quote, substantial compensation for car owners. those who leased their car will be able to walk away. but there were no specific dollar amtz. >> an agreement in principle has been reached that is satisfactory both to volkswagen and the department of justice and the federal trade commission. >> we're working really hard to try to get this resolved and to try to put this behind the company. >> reporter: the agreement covers 480,000 u.s. vehicles including diesel jettas, pa

the labor department says weekly applications for jobless benefits declined to a seasonally adjusted 247,000. that happens to be the lowest mark since november of 1973. hundreds of people who are looking for work turned out to the abc 7 jorn journal hiefr event at the holiday inn civic center in san francisco. hundreds of jobs were up for grabs including positions right here at abc 7. experts were on hand to help job seekers with their resumes. san francisco has become the first city in the nation to acquire full pay for workers taking parental leave. abc news was at the main library as the law was signed. it requires companies give new parents and mothers up to six weeks of parental leave without reducing their pay. supervisor scott wiener wrote the law. he says many families shorten their family leave because they can't afford it. >> we are forcing families to choose between bonding with a new child and putting food on the table.

>> california's parental leave pays workers 55% of their normal wages. san francisco's new law requires companies to pay the other 45% when parents take time off. the warriors celebrated the life of prince ahead of tonight's playoff game in houston. yeah, you can hear "when doves cry" playing in the background during a shootaround in houston this morning. prince was a friend of the warriors. he attended a game just a little over a month ago, march 3rd, as a guest of the team and met everybody, the owners as well. tonight's playoff game gets under way in a few hours. mike shumen is live with a preview of the game and the latest on steph curry's ankle. >> reporter: well, larry, we've been talking about this it seems like for months, the mysterious ankle injury on the right foot of steph curry. of course, he's questionable up until game time when we'll find out. but let's show you this morning

a new york social-ite and a florida art gallery owner are squaring off in a legal battle over a million-dollar picasso. it's hanging in a gallery of picasso's mistress. the gallery's owner says he bault it three years ago from a private seller who originally listed it with sotheby's. he's now been hit with a lawsuit filed by billionaire wilma tisch. she claims it was stolen from her manhattan home eight years ago. gallery owner kenneth handle isn't buying it. >> how rich is too rich to not know that your picasso has been out of your collection for eight years? >> he says he's displayed the painting in prominent galleries for years without a hint of trouble. he's vowing to do whatever it takes to hold on to the piece. a hip-hop singerants to lend a hand to an '80s icon. the house used in the iconic 1983 film "the outsiders" was bought by hip-hop singer danny boy o'connor.

>> announcer: live from the kgo-tv broadcast center, this is abc 7 news. here are the headlines at 4:30. grammy winner rock 'n' roll hall of famer and musical icon prince has died at the age of 57. sheriff's deputies found him unresponsive this morning in an elevator inside his estate just outside minneapolis. a law enforcement official says his death was not suspicious. prince had been battling the flu for weeks, even had to be rushed to the hospital just a few days ago. we have a live look now over prince's minnesota home and his recording studio. hundreds have gathered there to mourn the singer. world leaders, politicians and celebrities are all mourning him on social media. the reverend jesse jackson twreeted, shocked and heartbroken to hear the news of death of prince.

thank god for his legacy. in other news, many marin county, wayne friedman tweeted this. how firefighters hope to save more people from getting swept away. also the city of san jose making big plans around california's upcoming high-speed rail line. we're live at the deer adone cal tran station where we could see new offices, homes and stores. david? >> reporter: that's right. the state's high-speed rail authority met in san jose today giving a stage for city planners to show off what they plan to do with these 250 acres in nine years' time. they expect it to be a real showplace. opposition having high-speed rail in their neighborhood is slowly giving way to more conciliatory comments. a group of central valley elected officials stood in line to show their appreciation to the rail authority board for keeping the project on track. a revised budget plan is expected to be approved next

week for submission to sacramento lawmakers. the laceout plan is to start passenger service in 2025. what they're calling valley to valley service, linking silicon valley with the san joaquin valley. starting passenger service is critical so fare revenue can be channeled into construction for the rest of the system to l.a. and anaheim with a goal of completion by 2029. >> one of the, if you will, constraints we have is that our system cannot run with a subsidy. we have to be able to break even and operate without any sort of government subsidy. so when we do our modeling and we look at where we want to put the system, we keep that in mind. >> reporter: san jose showed off its earlier plans turning this into a major hub which will transform 250 acres of mostly vacant lantd into a moneymaker. >> there's a huge amount of interest now being located in downtown san jose because we have both b.a.r.t. and high-speed rail converging as downtown san jose becomes the gateway to all of northern california.

commission is now urging the release of 28 pages that have been kept secret. tim romers says the public should be allowed access to the material which reportedly focuses on saudi arabia's role in the attacks. prosecutor in belgium today charged saleh abdeslam with attempted murder. this involves a shootout outside of brussels days before his capture. the french citizen is due to be extradited to france to face charges over the paris attacks that killed 130 people. an elevated bike lane built for the olympic games in rio collapsed. two people died when the cement just gave way and crashed onto the beach below. the olympics will be in rio de janiero in august and the bike lane was among the projects built in preparation for the games. while no olympic events will be held on that path, the collapse will likely add to worries about brazil's actual readiness to host these games. authorities in delaware say a 16-year-old girl is dead after

a fight in a high school restroom. police in wilmington says the attack involved a number of women. investigators are not saying what caused the fight. they've interviewed two girls as well as several witnesses but no arrests have been made. we'll have more details on this bizarre stare coming up on "world news tonight" here on abc 7. shocking attack inside a milwaukee classroom was caught on camera. video shows a teacher's aide knocking a student to the ground. abc 7 news reporter tiffany wilson has the story. >> reporter: it's a shocking and sudden attack caught by a student inside a milwaukee high school. you can see the boy in a red shirt flick out his leg followed by a strong shove from the teacher's aide. watch as the aide slams the 14-year-old in the chest
