needed rest in san francisco after completing half of their around the world journey. they describe some grueling conditions on their three-day flight from hawaii. we'll have more on that and the rest of our top stories on this monday, april 25th. >> reporter: from abc news, this is "world news now." >> we begin this half hour with a major development. more u.s. personnel are heading to syria to fight isis. >> president obama is expected to announce the increase later this morning in germany, battling isis has been a main focus as the president wraps up a week-long trip overseas. we have been traveling with the president. she joins us from germany. good morning arlete. >> reporter: good morning, ryan and diane. president obama is ramping up the pressure on isis in syria. obama will announce he's sending up to 250 additional military

personnel to syria to help local forces combat isis. the new development brings the total of u.s. forces in the country to 300. announcement comes as the u.s. is also increasing its presence in neighboring iraq. just last week the pentagon said it's sending 217 more troops to serve as advisers. raising the number of authorized military forces to over 4,000. in an interview with the bbc, president obama admitted isis may not be defeated before he leaves office. >> prosecuting the campaign against isil is critical. and although i don't anticipate that in the next nine months it will be finished, we can slowly shrink the environment in which they operate and take on strongholds like mosul cha is the beating heart of their movement. >> reporter: the president's decision coincides with a security focussed meeting with the leaders of france, germany, italy and the uk. obama will encourage those leaders to increase intelligence

sharing in the wakes of the brussels and paris attacks. the meeting will be welcomed by angela merkel. >> the time to complete is now and i'm here to say the united states is prepared to make every effort to reach an ambitious, comprehensive and high standard agreement this year. >> reporter: obama calls merkel one of his closest and most trusted partners. that comradery was on display when he defended her controversial decision to take in hundreds of thousands of syrian refugees. >> she is on the right side of history on this. she is giving voice to the kinds of principles that bring people together rather than divide them. >> reporter: the president's decision comes in syria as europe is dealing with an influx of syrian refugees. another issue expected to come up in his security meeting with european lead thers afternoon.

diane and ryan? >> thank you. the world may soon get a glimpse of a secret chapter from the september 11th investigation. the white house could release in part 28 pages of documents from a congressional inquiry into the 9/11 attacks. it may shed led on saudi support. there are new details this morning about the execution style killings in rural ohio. authorities say that there were marijuana growing operations at three of the four locations where the victims were found. eight members of the same family were shot in the head while they slept. one victim was found lying next to her 4 day old infant who was not harmed. officials say the killings were carefully planned. also under investigation, a deadly shooting outside a prom in wisconsin. one person died, but police say it could have been much worse. here is abc's marci gonzalez. >> reporter: wisconsin community reeling, a gunman opening fire

outside of a high school program, injuring students. >> we have another shooter. we have open door at the school and the school needs to be cleared. >> reporter: the dance just about to end saturday night when bullets started flying. police say 18-year-old jacob wagner armed with a high-powered rifle and large ammunition clip took aim, shooting a couple as they left the dance. a young man was hit in the leg. his date grazed by a bullet. students still inside forced to take cover, including thomas blink -- >> i was standing there for about an hour. i was just in disbelief at the whole thing. >> reporter: police say officers patrolling the dance heard the shots and rushed over. shooting the suspect, stopping him before anyone else was hurt. school officials praising those quick-thinking officers who they say prevented a disaster of unimaginable proportions. >> just kind of doling with the situation we got right now and i think it's a lot of shock. >> reporter: wagner died in the hospital. officials looking for clues that could point to a motive.

school officials told us wagner graduated last year from the high school and still volunteered in art classes at the school. wagner's grandfather telling abc news his grandson was bullied for years, saying, quote, we feel for the other families wz we mourn our own loss. and police haven't said whether wagner targeted the couple. the student shot in the leg is now recovering after surgery and his date is home from the hospital. marci gonzalez, abc news, new york. mental health professionals are seeking the repeal of north carolina so-called bathroom law. a group of psychiatrists, social workers and counselors have signed a letter to the governor over the law that bans tran gender people of using the bathroom with the people they identify with. lbgt students who experience harassment and discrimination have higher level of depression and suicide attempts. turning to politics, surprising collaboration, ted cruz and john kasich are teaming up to stop donald trump. cruz announced plans to pour his time and resources into indiana.

in turn, clearing the way for kasich to focus on oregon and new mexico. it's a move trump has labeled as desperate. earlier campaign trail, cruz revived old chatter about trump's hands. >> donald seems obsessed with telling us what big hands he has. well, maybe he can demonstrate those hands by coming and showing up at a debate. >> against the communist -- >> trump says he doesn't think his rivals can stop him but he told supporters in maryland if he loses, i don't think you'll ever see me again. as for the democrats, hillary clinton is looking ahead to the general election ahead. they are so confident they quietly started searching for a running mate. publicly he said it's too early to discuss that process. and bernie sanders agrees with that last part. he continues to hanler clinton to release the transcripts of her wall street speeches, showing no signs of backing

down. >> and we intend to take the fight all the way to california so people throughout this country have a right to determine who they want as president and what kind of an agenda they want for the democratic party. >> clinton and trump are dominating the polls in pennsylvania. the largest of five states holding primaries tomorrow. and after grinding away from behind kyle busch for 30 laps, carl edwards did what he had to do to pass busch. he bumped him on the last lap of the nascar race in richmond, virginia. won his second-consecutive sprint cup series race. nascar says it's the first last lap pass for a victory in the history of the series. you might call the win a bump and grind. >> gave him a tap there, little love tap. >> love tap. >> not so much love. >> i'm not so sure busch appreciated that. he took it in stride in truth. >> i'm sure there will be a rematch. meanwhile, there was a very different kind of race in florida and it was not on wheels, but actually on heels.

well, let me tell you something, when you are, a legal tug of war can happen like this one playing out over a valuable picasso portrait over one of the artist's early mistresses. >> a miami judge ordered a miami art dealer to return the painting to the fifth avenue to the home of an elderly billionaire widow from whom it was allegedly stole. >> reporter: a billionaire socialite and a miami art dealer are in an all-out war over this painting by pablo picasso, worth nearly $1 million. >> i can't believe i'm in the middle of this. >> the gallery owner putting the portrait of one of picasso's mistresses up for sale even though wilma tisch claims the rare masterpiece is hers. the piece allegedly stolen from her home sometime between 2009 and when she says she noticed it missing in 2013. >> when are you too rich to notice that you're missing a picasso? >> reporter: tisch is demanding back the pricey painting which

hendel claims he legally bought three years ago from a private seller who he believes rightfully owned it. >> he's trying to argue that hey, i'm the victim here myself. i paid fair value for this and didn't get it. the problem with that is that a thief can't pass good title. >> reporter: tisch filing a lawsuit tuesday claiming she is the rightful owner of the masterpiece and handel has wrongful possession after he improperly removed the painting from a storage facility where it was being held during the dispute over ownership. >> what am i going to say, you can have it just because you think it was stolen. show me, please. >> reporter: tisch's lawyer says a judge ordered hendel to return the work to new york. we found that disputed masterpiece right here. back on hendel's wall in miami. >> how am i supposed to believe a letter that says we think it's stolen. so therefore, stop your life. >> reporter: jordan smith, abc news, new york. huh. very interesting. if that was in fact stolen, i don't know that hendel has a
