out there, many of them carrying signs that said "hungry for justice" as well as pictures of individuals that have been shot and killed by police. we also saw them, several of them, wearing masks with those same images. we have some ground video to show you as well as the frisco five, hunger strike irs, now in their flaen 13th day of not eating were put into wheelchairs and surrounded by medical professionals so they could make the approximately 1.3-mile journey here to city hall where they intended to meet with mayor ed lee. this was a meeting that was set up. they expected it to happen. they were helped inside city hall into elevators, eventually making their way outside of the mayor's office. but when they got there, they were greeted by a staffer who said the mayor was in the bay view. here is how one of the members of the frisco five reacted to that information. >> we came yesterday at the police station and tried to con the people. he tried to slide in the back

door and act like he cares about us. this is the most despicable mayor. we're putting our life on the line. they're going out of office. they're going out. >> reporter: and the individuals with the frisco five did not seem to have that meeting that they were expecting to have with mayor ed lee today, but they were able to address the board of supervisors. they came outside here and said that they had invited the board of supervisors to join them on the steps of city hall, an invitation that was not accepted. and now they're making their way on this evening possibly to pacific heights. that is where chief suhr as well as the public defender will be having a forum tonight at congregation -- israel. they've been given the marching orders to, quote, shut that expletive down. they'll be there at 6:00, the forum happening at 7:00. reporting from city hall, melanie woodrow, abc 7 niz.

san francisco's racial justice committee is calling on the board of supervisors to take action again the sfpd in light of the text message xandz als and other issues. committee members made their demands today at the hall of justice. they also released a recording they say is gang task force sergeant lynn brobeorroroberg u fellow officers to trump up charges against a member of a hip-hop group. >> charge it as a felony, all right? now charge him up. is there anything else we can get on him? >> the committee admits it doesn't know who the sergeant is referring to in the recording. the department is investigating. meantime, here are the actions the committee wants supervisors to take. first, establish an independent office of citizen complaints that operates outside the police budget. second, they want a separate division of internal affairs to vote into rooting out bigotry. and finally they want supervisors to request to a u.s. justice department civil rights investigation of the department. former 49ers star dana stubblefield is making his first

comments after being arrested on rape charges. he and his attorneys say there's another side to the story. abc 7 news reporter david louie is live in san jose. david? >> reporter: kristen, dana stubblefield hasn't even entered a plea yet. but his attorneys as well as the prosecutor are already engaging in a war of words and accusations with a woman described as developmentally disabled caught in the middle. dana stubblefield joined his attorneys to speak publicly for the first time at his church in san jose. >> i am not a perfect man. however, the allegations against me coming a year after a consensual encounter with another woman are all totally false. >> reporter: the retired 340-pound defensive tackle is charged with five felony counts including rape and rape of a person incapable of giving consent. the district attorney says the unidentified accuser is developmentally disabled. >> one of my primary charities

is special olympics, spg that's true and dear to my heart. this is why these allegations hurt me so badly. >> reporter: the 31-year-old woman had gone to stunlfield's house for an interview to be a babysitter. his attorneys say that's verified by a lie detector test they conducted. they also claim the accuser is after money after he gave her a small amount for car repairs. >> does it make any sense to anybody that the alleged victim would on more than 20 occasions continue to contact the person and ask for money? continually asking for money? >> reporter: stubblefield's legal teach accused attorney rosen to boost his political career. he issued a statement, we will present evidence in a court of law after we expect mr. stubblefield will be held accountable for his crimes. the jury will need to decide -- >> does she have a developmental disability? even if the answer is yes, go and decide, did that disability make her unable to consent?

>> reporter: in san jose, david louie, abc 7 news. to the south bay, san jose police received fewer complaints in 2015, down for the second year in a row. we at city hall as the findsings were released. there were 303 complaints overall down from 340 in 2014. and 357 in 2013. about one in every four complaints last year was about the use of force, also down now. mayor sam liccardo says charges to make the department more transparent are working. >> we've got a good system of accountability in place now. a no choke hold policy, cameras being implemented this year on officers and every patrol officer, more training around crisis intervention. all of these steps are very positive. >> officers with less experience were more likely to receive force complaints than veterans. asiana airlines will pay nearly $3.5 million to san francisco for a deadly crash three years ago. supervisors today approved the

settlement. asian nan flight 214 clipped the seawall at sfo and slammed down on the runway, killing three chinese students in july of 2013. pilot error is blamed. the settlement money will cover the city's legal costs and airport repairs. now to a tall tale about a san francisco tree. just a few hours ago, the board of supervisors granted landmark status to this huge norfolk pine which towers over the laurel heights neighborhood. even though the tree is nearly 100 feet, it is not necessarily rare. still, neighbors didn't want to see it go. they had previously filed a restraining order to keep the property owner from removing it. a big day for san i bass supporters in oakland as a lawsuit is dropped against harborside health center, a move with big repercussions for other dispensaries. leslie brinkley is live for us.

>> reporter: at the council meeting, not only was that lawsuit dropped, but the city council is poised to adopt a new permitting process for mare 1 vendors, many say it's part of a new wave of public opinion an evolution of public opinion when it comes to pot. >> i rub it on my hands. >> reporter: this retired oakland firefighter swears by a special cannabis he buys at harborside health center. he was thrilled to hear the dispensary will no longer face the threat of a federal raid. >> the lawsuit against harborside is being dismissed, and we are beginning to see the beginning of the end of federal prohibition. >> reporter: the feds filed the lawsuit four years ago. the city fired back with a separate suit against the u.s. attorney general. >> the ground has shifted under the department of justice. public opinion has swung very dramatically. >> reporter: no comment from the

u.s. attorney's office. many expect other lawsuits against dispensaries to be dropped in the coming weeks. meanwhile, oakland is ready to regulate hub hundreds of new vendors. >> an expanded permitting and regulatory system to allow the growers, the people who make tinctures, the people who make brownies and other edibles to kwom out of the shadows. >> reporter: oakland city council will vote on that tonight in a move they say will improve public safety and benefit the city. >> harborside health center just won a dispensary, already the second largest retail taxpayer in the city of oakland. >> reporter: next up, a measure to legalize recreational marijuana is like ly to be on te november ballot. one of the latest rent disputes in the bay area is pitting the 49ers against the city of santa clara. the team today says it has filed for arbitration. the niners say they agreed with santa clara stadium authority to a rent reduction at levi's stadium of about $4 million to
