mountain view 70, 74 san jose 79 morgan hill 55 half moon bay. there's your fog at the golden gate. 69 in napa 73 novato 82 at fairfield 81 livermore concord at 77. here's our first forecast as we look out over the bay this evening and into tomorrow north, we'll see areas of bog fogg and clouds. sun breaking through tomorrow morning. tomorrow afternoon highs from mid-60s at the coast and mid-80 rz inland. it will get warmer perhaps on thursday. forecast later. six months after alameda county sheriff's deputies were caught on camera repeatedly hitting a man in a san francisco alley, the district attorney is filing felony charges against the two deputies. >> abc 7 news report herb melanie woodrow is live outside the alameda county sheriff's office with today's developments. melanie? >> reporter: dan and ama, the sheriff here says that alameda county sheriff's deputies have not been charged with excessive force since 1969.

now two deputies are facing three felony counts each in connection with excessive force. they have until the close of business tomorrow to self-surrender and in the meantime they remain on paid administrative leave here as the internal afairses investigation that's been good going on for months goes on that could result in termination. it was this surveillance video of twor sal immediate da county sheriff's video -- that opened an excessive force investigation. in november, petrov led deputy onz a high-speed chase that ended in an rally. six months later, depp tease luiz ant maria and paul weber are facing felony counts chblt assault, battery with serious bodily injury and assault with a deadly weapon. >> this is a case about police officers acting beyond the authority of the law. >> have i seen other cases where they've charged attempted murder in these kinds of situations? certainly.

>> reporter: the alameda county shiver's office turned over body cam video from deputy weaver's camera. it has not been released publicly. petrov suffered head lacerations and fractures in both hands. he spoke exclusively to abc 7 news in march. >> i'm a mechanic by trade so now i can't use my hands. i can't even text on the cell phones flnchts an e-mail, the man's attorney says, we are pleased mr. cass gascon has decided to charge the deputies criminally. are still investigating allegations that a third deputy deputy sean osborne gave petrov's gold chain to a couple who witnessed the beating to silence them. >> this goes very deep in our organization. >> reporter: the alameda county sheriff's office now has a mandatory body camera policy. >> every use of force now gets reviewed up to every rank, including an assistant sheriff. >> reporter: petrov is now in

federal custody on gun charges. deputies in marin county will also be wearing body cameras soon. supervisors today -- it's a five-year contract with taser international of arizona that will cost taxpayers more than a million dollars. san francisco sheriff vicki hennessey is opening an investigation into allegations that her deputies roughed up four reporters during a frisco five hunger strike demonstration at city hall. a city college student said she had bruises on her head and arm. officials say they're also considering developing an official press credential for all working media. we are now hearing from the woman who recorded and posted this video of her confrontation with a muni operator over a parking space. the confrontation involved rural slurs. the employee was off duty but wearing a muni shirt. it may get him fired, in fact.

here's amy 0 hollyfield. >> reporter: here's the video. a man in a muni uniform angry at a woman over a parking spot. >> i'm a what? >> [ bleep ]. >> i'm not even black. >> it doesn't matter. >> okay. >> reporter: mira saw the car pass the parking spot so she grabbed it. well, she saw the car then back up. she could tell the man inside was yelling so she pulled out her cell phone to record it in case he turned violent. >> i was shocked. i'm like -- i couldn't believe he was so openly racist like that. especially like me videotaping him. he just didn't care. >> reporter: and she said it continued after she put the phone away. >> when i was walking away he was calling me low class, gangster, you know, gangbanger. he didn't apologize, no. he said something about make sure my car is there when i get back. >> reporter: she showed the video to her boyfriend who posted it to facebook and encouraged her to do the same. >> i knew something had to be done, which is why i started to

what's called the mode shift, how people are changing behavior as a result of these new services. >> uc berkeley's transportation sustainability research center in partnership with the national resources defense council are launching a massive study this summer with uber and lyft who have both agreed to survey thousands of their drivers and riders. >> one of the key questions is, are uber and lyft competitive? or are they complementary? >> people use it for the last mile. you know, they'll use b.a.r.t. all the way to the last station and then take an uber or lyft the last couple of miles which is way easier than finding parking in the morning for b.a.r.t. >> if i get off at the caltrain and need to get here for work, i'll definitely take an uber over something like muni just for speed and convenience. >> reporter: so are uber and lyft adding to congestion on city streets, or are people selling their cars because they

it. thanks. well, let's move on to a story about alamo square. this is actually going to be closing for the next nine months. the entire park will be fenced and shut down so that its air gaigs system, restrooms and landscaping can be upgraded. the landscaping is expected to save $3.2 million gallons of water a year. let's show you this map where starting tomorrow part of oakland's embark care row will be closed for two years. everyone can follow a detour across the seventh street bridge a few blocks to the north. a new wider bridge will have dedicated lanes for cyclists and a pedestrian walk way. it is due to open in 2018. a historic rescue boat recently made famous by hollywood is in san francisco today. the ship is "motor life boat 36542" the first standard motor propelled self righting life boat adopted by the coast guard for life saving possibilities.

pattern on friday carrying us through the weekend into early next week. here's our fog forecast animation, starting 7:00 p.m. notice the surge of low clouds and fog again tonight across the bay and out locally inland. by 5:00 a.m. tomorrow as the morning commute begins, there will be reduced visibility in many areas once again. notice how it all burns back to the coastline, begins burning back, during the early morning hours an then by late afternoon we'll see mainly sunny skies over the bay and inland though some fog will linger at the coastline tomorrow. let's take a look at overnight slows as that fog is xpandzing through the bay area in the early morning hours, low temperatures mainly in the low to mid-50s and mainly upper forts in the valleys napa and santa rosa our cool spots. highs tomorrow afternoon in the south bay ranging from upper 70s to low 80s, about 79 at santa cla clara, 79 at sunny vale, 80 at los gaut toes, on the peninsula, highs of 77 in redwood city, 79 it at los at taus.

downtown san francisco a high of 69 tomorrow, 70 in south san francisco in the north bay 80 at santa rosa, 77 at na vaught co-76 at va lail lay hoe, castro valley and inland east bay will see low to mid miff hi 8 tz. san hoe saturdays as our high temperature warmest days tomorrow and thursday, temperatures will drop off rather sharm sharply on friday and remain if a constant pattern through the weekend. that's indicative of what most of the bay area can expect over the next seven daze. here is the accuweather seven-day forecast. cooling down, that pattern continues into early next week. temperatures will bounce up a couple of on monday but not much change friday to tuesday. still no rain in sight but the weather will be lovely. i can assure you of that, dan and ama. >> thanks very much.

let's go back ond finish kristen sze's report. >> yes. about a new plan to improve road safety in oakland. >> i think you'll find this story worthwhile. yes, these are the first protected bike lanes on the east bay on telegraph avenue. the bicyclist reads between the sidewalk and parked cars and the cars protect the cyclist from moving cars. the concept is now reality on telegraph avenue in oakland after a project that began three years ago. mayor libby scaaf and bike odd sorrow cats cut the ribbon this morning. the new striping extends from 20th to 29th street. it's a big adjustment for cyclists and drivers.

>> we recognize that drivers will have to retrain themselves and there will be an adjustment period while people learn to parkway from the curb. >> the experience is completely different, i feel like i can relax on my ride. i feel safe. >> there were 66 car and bike collisions along this stretch of telegraph in the past few years. oakland just got nearly $5 million in state funds to create more of these bike lanes which also come with better markings for crosswalks and raised medians for pedestrians. city planners took away a traffic lane in each direction to do this, but they say they look valencia street in san francisco which debuted something similar a few years ago and two-thirds of merchants say business improved after that. oakland is hoping for the same. ama s ama? >> thank you so much. another step was made today in the ins stlaipflaigs of what wi the tallest july the tur in san francisco. it's called venus. venus will stand in the

surprise visit to his campaign office in oakland today. lyanne melendez was there and posted this video on twitter. lie yawn says this won't be his only stop. she'll have a live report at 5. san francisco' mayor wants big bucks to make big changes within the police department. mayor ed lee wants to spend more than $15 million to address the call for police reform after suspect shootings involving officers. abc 7 news reporter vic lee has new details live from the police academy. vic? >> reporter: well, there are more than 200 recruits here at the academy, and they are receiving the kind of training that all of the officers on the force will soon receive. the mayor and the police department have been extremely vocal about this kind of training which they hope will reduce officer-involved shootings. but today is the first time we've actually heard detail s about the money, the funding. >> drop the knife! >> reporter: training has

already started here at the police academy. training with simulators on how to deescalate tense situations. and there will be more specialized programs to educate officers on racism and bias. >> the department will spend $1.4 million over the next two years on direct training for staff with regard to implicit bias. >> reporter: mayor ed lee told rotors he is committed to police reform. >> our budget for the next two years reflects some $17.5 million dedicated to police reform and violence prevention. >> reporter: the bulk of that money will go towards city-funded and community programs that help prevent violence. community groups told the mayor violence prevention programs were essential in rebuilding trust. >> san francisco is showing that it is a city that knows how to deal with a flawed situation. >> reporter: police commission president suzy loftus.

>> we cannot rest until ifrn in this city -- >> reporter: the budget will buy more beanbag projectiles, stun guns and something called a net gun. >> it's essentially a widespread net that comes out of a projectile type device that will actually envelope the suspect and again allow us time to subdue that person. >> reporter: the key to the new training, mayor lee says, is that the sanctity of life should be the center of every decision a cop makes on the streets. vic lee, abc 7 news. a tornado watch is in effect in the mississippi and ohio river valleys after deadly twisters ripped through oklahoma last night. maybe you saw these pictures. as many as 20 tornado tore through the south central part of the state killing at least two people. it left debris everywhere, one resident watched in horror as a tornado slammed into his neighbor's home, just missing his. >> i thought everybody r everything was gone.

it did all kinds of damage over there. that can get replaced. i guess we are lucky is all i can say. >> scary. crews are trying to restore power and cleanup is under way. the american red cross is on the scene assisting those who were displaced. cooler weather is helping fire crews get a handle on that devastating wildfire burning near ft. mcmurray, alberta, canada. this comes as officials announce -- including the downtown district. the fire destroyed 2400 structures, but its hospital, municipal building and all schools that were currently in session were saved. well, quite a morning for a couple of men working on a new york city high-rise. crews had to pull the men to safety after they got stuck on scaffolding in lower man hatten. rescue took place about 16 almost 17 stories up. the workers, while a bit scared, were not injured. the summer travel season is just around the corner, and for the millions of americans preparing to fly experts say

brace yourself for longer lines at the airport. that warning is prompting some officials to consider joining airports like sfo and going with private security. abc news reporter e-liz budge hur has the details. >> reporter: flying this summer could really test your patience. that's according do travel experts warning these lines already long at airport security checks are only getting longer. >> because more people will be flying this summer, it isn't even peak travel season and the flights are you humongous. >> we missed our flight. nothing they can do. >> reporter: airlines are angry, too, creating the hash tag i hate the wait. now some of the country's busiest airports are threatening to replace tsa agents with private contractors. the three critical airports in new york now joining atlanta in a letter to tsa, the port authority writing, because of angry complaints of passengers and airlines with wait times at jfk up 82%, new york can no

longer tolerate the continuing inadequacy of tsa passenger screening. >> we had to get better at what we did. we've done that. that said, we have very high travel volumes, higher than some had predicted. >> reporter: but tsa is now turning to congress, which has not approved the hiring of more officers, but the agency is hoping for more funding tore more overtime to keep these lines moving. right now, there are less than two dozen smaller airports already using private contractors, and the tsa is claiming there's no noticeable difference in wait times between private and government screeners. elizabeth hur, abc news. the mayor of hiroshima is praising president obama's plan to visit his city when he attends the g-7 summit in japan later this month. mr. obama will become the first sitting u.s. president to visit hiroshima. the united states, of course, dropped the first atopic bomb there. the city's mayor describes the visit as a, quote, bold decision based on conscience and rationality. the white house says the president will honor the victims of the bombing but will not

the numbers continue to roll in regarding the economic impact of february's super bowl 50. the city of santa clara is releasing its numbers at a council meeting this evening while santa clara made a bit less than the $2 million that san francisco claims it made, abc 7 news reporter david louie says officials are satisfied, considering some unusual circumstances. he is live at santa clara city hall. hi, david. >> reporter: ama, the city council is going to start its meeting in an hour and they're going to have reason to smile. they had an unusual way of getting reimbursed for their expenses an they made a profit.

super bowl sunday put santa clara in the global spotlight but it also took over a year of planning crowd control, traffic management and security. the city had budgeted $3.5 million to cover its costs. >> the direction to staff was to charge all the time distend, not look at the budget. it just so happens that we were right on with the budget. >> reporter: the numbers are in and santa clara made $744,000 after coming in $3,000 below its projected $3.5 million budget. santa clara has received $3.4 million in reimbursement from the san francisco super bowl host committee, along with smaller amounts from the nfl and from increased hotel and sales tax revenue from fans staying and eating and shopping in town for a total of 4.2 million. roger noel professor at stanford and expert in sports economics says santa clara was in an unusual situation hosting the game at levi's stadium while san francisco hosted most of the events leading up to the san francisco so it lost out on tax
