investigation by the district attorney's office. >> we are conducting an investigation into mr. winchester and conduct that he engaged in while a police officer. >> reporter: d.a. wagstaff would not go into detail when we asked about the focus of the probe. >> it's misconduct while on duty in manner in which he dealt with women. >> reporter: abc 7 news has learned independently that the investigation centers around allegations of rape and sexual assault. in the fall of last year, a young woman told burlingame police that she had been sexually assaulted in her car by a san mateo officer here at coyote point recreational area. investigators later identified him as winchester. burlingame reported the attack to the san mateo police department which then referred it to the d.a.'s office. that investigation led to two other women who claim they, too, had been sexually assaulted by winchester. d.a. investigators then began looking for possible victims when winchester was a campus cop in sacramento.

they found two women twwho said they were assaulted. the chief sent abc 7 news a statement which says in part she's horrified at the nature of these criminal allegations and that the department took full decisive and swift action. winchester was immediately suspended while the investigation was launched. abc 7 news learned that he has since quit the department. vic lee, abc 7 news. a high school student faces accusations tonight of attacking a teacher in concord. some of the stunning violent encounter is captured on video. >> [ bleep ]! >> despite blood dripping from his face, you can see a teacher trying to restrain the 15-year-old inside a locker room at mt. diablo high school. police have arrested the teen and the school has suspended him. abc 7 news anchor eric thomas will share more details about this attack live on abc 7 news at 6. jurors in oakland found a

man guilty today of murdering two teenage best friends after a lover's kwaefrmt deonte powell shot the two teens just after thanksgiving back in 2012. the two girls were in relationships with powell and another man. they were all with powell when he got a call from another girlfriend and asked them to leave. when they refused, he shot gurs tell in the head, then shot sar tain as she tried to run away pleading for her life. powell is facing life in prison without the possibility of parole. gurs tell's father said he is overwhemd but happy with the verdict and glad the case is over. the state assembly unanim s unanimously approved a bill today requiring police departments to report the number of rape kits they collect and give a reason why any kit goes untested. san francisco democrat david chu authored the bill saying there is a significant backlog of rape kits in california but a shortage of data and explanation. this is an issue. the abc 7 news i-team has been

reporting on this for years. five previous bills attempting to decrease the logjam failed after police testified they didn't have enough resources to test everything. the bill now goes on to the state senate. pet owners in san francisco are feeling nervous after another coyote attack. this week, a coyote pounced on a cat killing it on a patio at the park merced apartments. last fall two dogs were attacked while their owners walked them around stern grove. one died. the two locations you can see are about a mile and a half apart. abc 7 news reporter wayne freedman is live near the scene of the latest attack. wayne? >> reporter: good evening, kristen. we are just near san francisco state university, seemingly the heart of the city. the last place a lot of people would expect to see a coyote, but they're seeing a lot of them around here. this attack, they tell us, was particularly brazen. >> this is a section of san francisco suburb area you also known as park merced where people walk dogs and feel safe or used to anyway because it's

also coyote country. >> keep your animals in. >> reporter: or lose them, just as randy buckland lost his dear cat named hunk to a coyote two nights ago. that wild animal came right up to his back doorstep. >> i saw the coyote and the cat right out here in the middle. the cat was fighting him. >> reporter: hunk was 6 years old, had a reputation as the nicest cat in the neighborhood. randy shared hunk with his good friend mark ward who was barely consolable even today as he described chasing the coyote with the cat still in its jaws. >> so i ran after him. i ran after the coyote even though i could see her at the same time, too. i just wanted my animal back. >> reporter: their story is the latest in the story that's become the latest urban narrative about coyotes, more than 70 sightings this year alone, the most on record. so many that the board of supervisors held a hearing while looking for solutions to the problem. >> what's it going to take, two,

three, four years? how many are they breeding a year? >> reporter: and also a very real threat to san francisco pet owners, who may say they're aware of what's happening but seeing and losing is believing. >> you have kids here in this community. hello? figure something out. yes, i do think it's a problem. >> reporter: as told ended, randy and mark went looking through a pet cemetery for a place to memorialize hunk. in san francisco, wayne freedman, abc 7 news. everyone walked away unharmed after a small plane plunged into a central valley farm today. you can see that plane resting upside down in a field in the small town of acalm poe north of lodi in san joaquin county. the faa said the pilot reported engine trouble around 2:00 p.m. 17 people were on board from a skydiving trip. the plane landed in the field after clipping a car trying to land at a nearby airport. another sinkhole has opened up in a san francisco street, this one measuring about 4 feet in diameter. it's located at post and polk

streets. the san francisco water department says the pavement sunk in an area where the miep pipes were changed in the 1990s but oermd infrastructure was left in place. work could start meantime tomorrow morning to fix an even larger sinkhole in downtown san francisco. the 12 by 5'9" hole opened up at mission and new montgomery streets tuesday night, nearly swallowing on uber car. a replacement sewer pipe is expected to arrive from arizona early in the morning. san francisco's elections director says he will reject a petition to place a sugary drink tax on the november ballot. he says the campaign missed the deadline to submit signatures by one daye. supporters say they submitted nearly double the required signatures. berkeley became the first city in the country to approve a soda tax in 2014. oakland officials have placed a sugary sweetened drink tax on the november ballot. in oak land tonight, city leaders are hoping an adopt-a-block program will help

consult back on graffiti in chinatown. we were on chinatown as city leaders discussed ways to caught back on graffiti. one method that's been working, painting over it as soon as possible to discourage taggers. chinatown is also pulling in volunteers. they're really pushing an adopt-a-block program to get more people to help stay on top of graffiti. >> the adopt-a-block initiative encourages residents and businesses to get together to take care of a specific block or building to help beautify the city. folks in castro valley are angry tonight because a union representing grocery workers is blocking a store they would love to have in the community. laura anthony is live with the story tonight. laura? >> reporter: hi, dan. residents here see this half empty building behind me as a blight on their community so now they are circulating petitions, collecting hundreds of signatures trying to stop a local union from blocking a project they see as a major

upgrade. >> these kind of tactics, in my opinion, do not show any integrity. >> reporter: sheryl says she and others in castro valley will not be deterred by what they believe are bullying tactics by the local grocery workers union to keep a non-union store from moving into their town. >> castro valley deserves it. we shouldn't be collateral damage in some kind of a union fight with a store. >> reporter: the would-be tenant is a sprouts store, a small grocer who features produce and bulk itemses, an arizona-based chain that hires non-union workers. after years of planning and approval, an 11th hour appeal was filed with alameda county, alleging the new store and the renovation of the rite aid on the existing footprint violates the california environmental equality act. the appeal was filed by cassandra hunter, a castro valley resident who also happens to be on the executive board of the united food and commercial workers local 5.

calling us with whale sightings in san francisco bay so we sent sky7 hd up into the air to see what we could find. sky 7 was near the golden gate bridge when these humpback whales kept breaking the surface this afternoon. great shot from sky7 hd. this is the second year in a row that whales are diverting into the bay as ne migrate northward from mexico. we got some great shots today. we appreciate the calls to tell us about it. marine biologists believe the whales are attracted by increased numbers of anchovies in the bay. three little owls rescued in marin county are back in their nests tonight. the owl eats had most likely fallen out of the nest during high winds. they were brought to wild care in san rafael. the baby birds were given a full checkup and returned to their parents. a new firefighter tonight in southern california is slowly but surely eating down the chance of a next big wildfire. ventura county set hundreds of goats free in simi valley hill sides this week in hopes the

group will eat up acres of dry brush, potential fuel for wildfires. the goats will roam the hillsides for up to six weeks. fire departments here in the bay area have also used goats. >> they work. goat rtz hungry all the time. if you don't have a goat, a weed whacker is a good way to cut dry grass. >> 7 on your side's michael fin ji here to talk about that option. >> nice segue. >> we worked hard on that. >> you do a good job.
