north of us, northeast of us, and snow in the sierra. this will bring us the potential for some showers that could impact your weekend plans. i'll have the hour-by-hour time line coming up. kristen? >> sandhya, thank you. it may be late may with ski season long over, but the snow is coming down hard tonight in the sierra. you can see the near whiteout conditions at i-80 and castle peak just a few minutes ago. chain restrictions are currently in effect on i-80. be sure to carry emergency supplies if you're headed to the sierra tonight. san francisco's new police chief held his first news conference today, one day after getting the job. he went to chinatown to a housing development where a recent rape has residents understandably worried. vic lee is live in chinatown with the story. vic? >> reporter: well, the new chief answered a lot of questions at his first news conference. he said he had held a meeting with his command staff this morning to discuss expectations, to tell them what to expect going forward. as for the sudden resignation of

his boss, greg suhr, he said in his words, i didn't see it coming. but he said he wanted to continue the reforms that greg suhr started. mayor ed lee asked his new chief to come to chinatown to attend a meeting with community leaders. police have been looking for this man believed to have raped a 74-year-old woman at a housing development last month. but all the questions as expected revolved around toney chaplin. one reporter asked if the veteran cop was qualified. >> 26 years? speaks for itself. >> reporter: chaplin has a distinguished career receiving the distinguished medal of volumor. he became chief of investigations. and the new chief's top priorities? >> reforms, reforms reforms. >> reporter: chaplin was depply cheap in charge of reforming police practices and liaison to the department of justice's investigation into the

department. >> i think that's one of the biggest changes in the san francisco police department in almost 30 years. >> reporter: and he wants body cams for patrol officers. >> so that we have another set of eyes on the officer involved shootings we've been discussing. >> reporter: police commission president suzy loftus thanked the former chief but said the department needed to move on. >> the situation we find ourselves in goes beyond one chief or one individual. >> reporter: chaplin says he'll conduct an immediate assess am of the department and form a strategic plan. vic lee, abc 7 news. >> greg suhr may be out as police chief, but some community leaders are still supporting him, including the president of the local naacp, reverend amos brown. we reached him by foun. >> i feel that he was scapegoated. i feel that in san francisco we ought to be a part of solutions and not just fitting what people

pointing fingers and going around in circles. >> brown is optimistic that the acting chief will help lead a collaborative effort to bring about peace and safety for officers and the community. the coroner has not yet released the name of a 27-year-old african-american woman shot and killed by san francisco police yesterday. a memorial for the woman is growing at the shooting scene in the bay view district. police say the woman was driving a stolen car yesterday on elmira street when the officers first approached. as she tried to get away, she hit a parked truck near the end of the dead end street, then moved the vehicle back and forth. that's when one officer fired a shot and she died at the hospital. the sex scandal involving several oakland police officers cast a big shadow today over the graduation ceremony of new officers. abc 7 news was at oakland's scottish rights center as police chief sean went pinned badges on 44 recruits. the chief challenged the new officers to change the mind dsz set of a department that's had

officers investigated for abuse of power. >> police officers are not warriors fighting a war against crime. they're partners with the community in trying to make the community safer. it is a different approach, and it's the right way to do policing. >> mayor libby schaaf also addressed the scandal. she said misconduct won't be tolerated. oakland is looking to modify its background checks of new recruits to weed out character flaws. the department now has 773 officers. that is the most since 2010. we want to show you a sketch that tonight b.a.r.t. police hope will help them identify the man who killed a passenger on a train in january. a $10,000 reward is now being offered through oakland crime stoppers for information leading to the arrest of the man you see sketched here. police say the suspect got on the train at the pittsburg bay point b.a.r.t. station got off at west oakland. there's no video of the shooting itself because b.a.r.t. cameras that we reported at the time that could have caught it or not working or were decoys.

chp investigators say it's still not clear what caused a fatal accident on the bay bridge this morning. the accident happened in the middle eastbound lanes around 2:15 a.m. the chp says a woman driving a nissan altima rear-ended a motorcyclist. the rider only identified as a man in his 20s was ejected from the motorcycle and killed. the driver stopped at the scene. a santa cruz man faces up to seven years in prison for hash oil explosion that critically purned him in 2013. prosecutors say the man pleaded guilty to felony drug manufacturing. he'll be sentenced in late july. our media partners the santa cruz sentinel reports three other men who were in the house when it exploded pleaded not guilty to drug charges. two of them were injured in the blast. let's take you to southern california where investigators are trying to discover what caused a fire that destroyed an iconic abandoned restaurant. reporter ilene prayer from our sister station in los angeles

has the story rnchtsz fire breaks out before 8:00 a.m. at the end of the seal beach pier. >> it was crazy, a huge wall of flames. >> reporter: witnesses say they first saw smoke coming from a small building next to the old ruby's restaurant which closed in 2013. >> then the smoke got black. then we seen the names just shot up from the end of the pier. then it got bigger and bigger and then we're like, what's going on? >> reporter: alfred suno was surfing with friends next to the pier as they watched flames spread to the vacant restaurant. >> the flames was like enormous. it was eerie. black smoke coming over us. >> reporter: the fire fight a challenge, the 1800-foot pier made of wood. authorities also say a stand pipe similar to this on the pier which would have helped firefighters get water to the blaze failed, forcing firefighters to haul hose from street hydrants. >> anytime we have a failure of stand pipe, then that delays the operation because we have to lay hose lines all the way down.

>> reporter: authorities say fortunately eight fire boats from long beach, l.a. county fire and the orange county sheriff's harbor patrol were already on the scene to help. firefighters say it takes 90 minutes to knock down the fire. so far the cause is under investigation. while the restaurant and the bait shop are destroyed, residents say they're grateful flames didn't completely destroy the popular pier. >> i'm glad to see the pier but still it's very sad. >> reporter: now, authorities say one firefighter suffered a dislocated shoulder fighting the blaze and had to be transported to the hospital. again, the cause of this fire is under investigation engineers are out here checking the pier itself to make sure that it is structurally sound. but at this point, authorities say that the pooefr remains closed indefinitely. in seal beach, ilene prayer, abc 7 news. a fire at the world's largest solar thermal power plant located in the mojave desert was likely caused by miss aligned marors. the mirrors focus sun beams on

the wrong part of the plant's tower igniting some electrical cables. the fire also scorched some theme ducts and water pipes. official s say it's too early t comment on the cause of the fire. the plant is currently running at only a third of its compassesty. an exciting edition to a san jose neighborhood. today folks in the neighborhood came together to celebrate a new housing complement. chris woonguyen explains why it such a big deal. >> reporter: in america's oldest japantown, the grand opening of the japantown senior apartments in san jose. some members of the japanese-american community helped welcome new residents to the neighborhood. >> we are a jewel, and we are proud of japantown. >> reporter: at a cost of more than $27 million, the housing project took nearly eight years to finish, a 75-unit community made possibl possible by the lo

tax credit. >> the rent has been skyrocketing and people i've normally seen, seniors, are now in substandard housing are now homeless. that's the nature of the crisis and that's why this housing is vital. >> reporter: residents say they're honored to live in a neighborhood with so much history. >> when i'm out and about, i can't wait to come home. i think about this nest, you know, as, wow, i get to go here. >> reporter: the new complex is not too far away from two of the area's most iconic buildings, including the japanese-american museum of san jose and the san jose buddhist temple. this year the community is commemorating the 126th anniversary of japantown. >> the history. the culture. tradition. my kids learned it all from coming to japantown. >> reporter: in fact, it's just one of three that remain across the country. >> it's very important that we maintain the quality of this town and for the enjoyment of everybody, regardless of what culture or heritage they come from. >> reporter: preserving the past while looking forward to the

burlingame. campbell. and all the bay area. this is abc 7 news. a new government report says bullying is a serious epidemic in the u.s. researchers say it can lead to depression, anxiety, even intestinal issues and headaches. >> while many schools have a zero tolerance policy for bullies, a report says this policy does not work. rather, schools should help bullies change their behavior through education and positive feedback. a nationally known advocate to stop bullying is in san jose this evening to be awarded for her efforts. ruby bridges was bullied by protesters when she first became the first black student to integrate an all-white school. >> that's right. david louie sat down with her, and he is live at the event where she's going to be honored. david? >> reporter: dan and kristen, na gin being only 6 years old and adults are bullying you because of the color of your skin. 56 years later, ruby bridges decries the fact that bullying is still around. even her son has been a victim.

the year was 1960. the civil rights movement across the south was seeking the right for blacks to vote and the desegregation of schools. ruby bridges was 6 years old and the first black to attend an all-white school in new orleans accompanied by federal marshals. she remembers being taunted and bullied by adult white women, an ordeal described in her book "through my eyes." it's used in schools across the country to address bullying. just two weeks ago she had a conversation with a young boy about what he would do if he saw a child needing help who had bullied him. >> think about if that was you down there and you needed help. would you want that person to help you? and he said, yes, i would. and i said, well, if you give them another chance, then maybe, just maybe you might change the way he's been treating other people, including you. >> reporter: ruby bridges is receiving the legacy award from the children's discovery museum of san jose before an audience of 800. a depiction of the federal marshals who accompanied her to

school was later painted by norman rockwell for the cover of "look" magazine. that painting is hanging in the white house. rockwell's grandson will appear in a video. the museum's executive director believes ruby bridges' anti-bullying efforts are making a difference. >> it's an excellent way for kids to know somebody's true story and to be able to think about how they can do it differently. >> reporter: in san jose, david louie, abc 7 news. well, today is one of those anniversaries that seems to be less important with the passage of time. in 1927, a young pilot nicknamed lucky lundy flew into history. next year's anniversary, the 90th, is one that people are likely to notice. abc 7 news reporter wayne freedman is live in novato to explain exact apply what's goin here. >> reporter: this is not as much of a case of back to the future how about back to the past. over my shoulder a replica of

the lindy's airplane. next year, they are hoping it will be flying east to paris. it's a typical hangar at naus field in novato. inside a man who on this day next year may very well have much of the world watching him. >> i like to think what we'll have a successful flight. >> reporter: in this. if the frame and form look somewhat familiar, consult your history books. robert ragazzino of marin county is building a replica of the spirit of st. louis on the 90th anniversary next year he plans to duplicate charles lindbergh's historic solo flight from new york to paris. >> i get to personally do the most challenging thing a pilot can do. >> reporter: that hasn't been done since. when lindbergh lifted off from new york, he aimed to prove aviation to be safe. when he landed in paris, his life had changed. >> the lindbergh flight was like the beginning. it was the dawn of modern

aviation. lindbergh hung it out there 33 hours alone in a hand-crafted silver machine and he got there and the whole world ignited with enthusiasm. >> reporter: this machine will be what ragazzino describes as a slightly safer version of the plane mounted with cameras and uplinked to satellites to the world can watch. how exactly are you going to get the clearances correct? with builder john la knew, they pulled the old blueprints and set to work. >> the craftsmen of yesteryear were very skilled guys. >> reporter: everything you see here hand maetd, all the metal, all the wood, all the connections. it's not enough to make the parts by hand. sometimes they create the tools to make the parts first and all to duplicate a feat done 90 years before. are they crazy? >> it is a beautiful thing to craft an aircraft like this and actually have the confidence to get in it and cross continents or oceans. >> reporter: most of the journey they say is just getting there.

in novato, wayne freedman, abc 7 news. from old planes now to high-tech gear for cyclists. google is connecting with san francisco's levi's to make a high-tech jacket you'll be able to wear in any type of weather. levi's provided this video of the production of jacquard. it's made with interactive denim. the jacket has sensored that detect hand movement connected to your smartphone. so if you're getting a call while riding your bike, you can wave your hand over the sleeve to either accept or decline the call. so it's like hands-free riding. >> that's pretty cool actually. let's move on to some breaking news now. kind of a strange sight in the third week in may. highway 80 is shut down in both directions right now as you're heading up to the sierra. >> that's right. we're talking about that stretch on interstate 80 between applegate and truckee. so pretty close to tahoe there. we were showing you the snow earlier today. that continues to come down. >> right. and that system that is bringing snow up there may bring us a little bit of rain over the

weekend. meteorologist sandhya patel has the forecast for us. >> dan and kristen, we may see a few showers around here. right now it is dry but definitely windy. let me show you live doppler 7 hd. we'll talk about what is ahead. we're just seeing a few clouds right now, but definitely some thunderstorms near the sacramento valley and heading up to the sierra where they are seeing snow on 80 right now. there is chain controls due to the snow. if you're traveling, maybe make sure you have chains and be prepared for delays. a winter weather advisory in effect until 11:00 p.m. 3 to 6 inches above 6,000 feet with the gusty winds, we'll keep the snow going at least through tonight. and then it will become scattered in nature as we head towards saturday. here is a live look from our lake tahoe camera. you can see a few flames coming down. temperatures 57 in san francisco, oakland mt. view 61, san jose 63 and half moon bay 57 degrees. a look from our san jose camera,

and you can see some of those cumulus clouds there as this system is approaching. low to mid miff 60s from santa rosa to fairfield. rivermore 59 degrees. we dropped another good three to ten degrees believe it or not this afternoon. and we did see some peeks of sun from our golden gate camara. gusty winds will diminish. we're looking at below average conditions tomorrow as far as temperatures into next week. we bring in our storm impact school as you know we've been rating systems from 1 to 5, 1 a light system, 5 severe. we did it through the spring and we've been doing it all winter as well. incoming system is a 1, possible showers late tonight through saturday, most areas will get less than a tenth of an inch. there is a slight chance of thunder as we head into tomorrow. hour by hour time line 10:00 p.m. tonight, you'll see a few showers developing primarily over the hills. we go into tomorrow morning at 7:00, if you have early plans, just make sure you have your rain gear handy. it's basically going to be hit-or-miss showers going into

11:00 a.m. primarily over the hills around noontime and then those showers will continue into the early afternoon before they taper by evening hours. like i said, most areas will get less than a tenth of an inch. upper 40s to the low 50s when you get going tomorrow morning. it is going to be cool tomorrow morning so you will need to bundle um. then for the afternoon, you're looking at the continuation of keerl than normal conditions with a few showers. upper gis to the m 50s to the m. this is not a game hanger. keep your plans but keep your umbrella handy. accuweather seven-day forecast, a chance of showers attorney, sunday definitely dry. temperatures come up a little bit but notice they're really only in the low 70s for the warmette spots right on through the middle of the week before we see those temperatures come up in the mid to upper 70s inland as we head into the latter part of the workweek. tonight you definitely need a parka. kristen, dan? >> thanks, sandhya. rolling around in an orb? it's an activity that's getting
