woodrow joins us live with the details. melan melanie? >> reporter: ama, investigators pulled down the crime scene tape that had been surrounding a large perimeter of this park in front of the lake where this man haes body was found. they pulled down that crime scene tape late this afternoon but not before doing something else first. they drained the lake soifrping for evidence. san francisco homicide investigators along with the medical examiner's office spent morning investigating a suspicious death. a city gardner found a man's body facedown in the lake. >> that the point, all that homicide can say is that it does appear there may have been a strug elf. >> reporter: investigators drained the lake searching for clues. at least 12 evidence markers line the path outside the lake. at one point officers expanded their perimeter. >> it looks like there may have been more evidence. >> reporter: though investigators would not say what. >> i find it pretty odd it was in the front of the park. >> reporter: people who walk through the park to get to worker were surprised to see an

active crime scene. betsy ricks says the investigators asked if she recognized the victim. >> they showed me a picture of an older gentleman, said he was the person who had been found this morning, asked if i had seen him or if we had any camera that's might have picked something up. and i hadn't seen him. it's just eye very sad situation all around. >> reporter: several nearby restaurant employees said officers had been by their businesses as well. in san francisco, melanie woodrow, abc 7 news. santa rosa police say the shooting of a 15-year-old boy last night appears to be an attempted suicide by cop. officers responded to a coffee park around 11:30 last night after receiving a report of a man with a gun. now police say an officer shot the boy in the foot when he pointed a handgun at him. investigators say the weapon the boy had was actually an air soft pellet gun. they believe the boy removed the orange tip so officers would shoot him. they also say the boy was the one who actually phoned in the report of a man about a gun. that boy is now undergoing a

psychiatric evaluation. police are asking for help finding this man. they've now been looking for him for more than 24 hours. 53-year-old shoe make is accused of setting fire to his vallejo house sunday morning. his son 5-year-old died in that fire. police say shoemake set the home on fire while his family slept reportedly after an argument with his wife. she made it out but suffered severe burns. her 13-year-old son also survived. anyone with information should call the vallejo police department. right now san francisco police are searching for two men who followed a family home and then robbed them. this happened last night inside a home at twechth avenue and nor reaugh area street. they took a wallet and took off in an suv. one victim had a minor injury. animal act visits are trying to get a state bill designed to protect pets. it would allow people to smash animals to save animals from lot

burlingame. campbell and all the bay area. this is abc 7 news. abc 7 news was at the bay bridge, the old bay bridge, as caltrans began to lower and dismantle another truss. crews made an unexpected discovery just before the demolition today. they found four -- the international bird rescue group is incubating those eggs. caltrans is trying to discourage the birds from nesting in the old bridge but some tenacious ones got through. now, today crews began removing the third out of five truss that's need to come down. we've got a live look for you as the work continues on the demolition of that bridge and work ask expected to wrap up on this section tomorrow. working moms are getting a boost today from the city of san francisco. >> legislation has been introduced to help them continue breast-feeding after they return to work. abc 7 news anchor kristen sze is here with the details. >> larry and ama, for now the effort only involves for moms who work for the city. it does not apply to other homes. the legislation introduced today

make it's easier for moms to keep breast-feeding ave they return to work. it would allow employees to use normal paid breaks to pump. employees could also request additional unpaid break time. the legislation also calls for more rooms like this one. it's a converted bathroom at city hall that provides a comfortable lactation space. it includes a sink, refrigerator and hospital-grade pumps. the room even has inspiration posters for new moms a far cry from using bathroom stalls. >> if you're stressed or there's noise orring in going on, it's difficult for the milk to come out. when you're relaxed an you feel comfortable, then the milk flows a lot more easily. >> women account for 40% of the city's full-time workforce and 66% of its part-time workforce. according to a c dr c report from 2013, only 16% of women exclusively breest feed six months after giving birth. city health officials hope to boost that figure. the legislation will likely be

>> we're here because we want to seek the truth. we're here to serve justice. >> reporter: a pennsylvania judge siding with prosecutors and ruling there is enough evidence to proceed with a criminal case. cosby stands accused of drugging and sexually assaulting the former temple university employee in his pennsylvania home in 2004. the judge reaching her decision after hearing from three officers involved with that initial investigation. including the detective who interviewed constand. that detective testified that constand told police cosby gave her three blue pills an wine. she couldn't talk, had blurred vision and was paralyzing. >> it was intoxicating to her athat she was unable to consent. that's the crime. >> reporter: cosby's defense team has maintained the comedian is completely innocent of the charges and that the encounter was consensual. they tried to argue that were inconsistencies in constand's statements to no avail.

constand is one of more than dozens of women accusing cosby of sexual assault and misconduct, but this is the only criminal case filed against him. attorney gloria dd allred who represents several other women in civil utes reacted after the ruling. >> i think that was the right decision based on the law and based on the facts. >> reporter: and after the hearing, cosby's defense team said in a statement they have no doubt this case will be resolved in their favorite. elizabeth hur. an egyptian official is dismissing claim it's was an explosion that brought down egypt aerate 04. earlier today a forensics official suggested that burn marks and the small size of retrieved human remains suggest an explosion brought down the plane with 66 passengers aboard. the plane's black boxes have yet to be found. a s.w.a.t. team boarded a plane after a threat was made against american eagle to

well, check out this mess that was left behind after what apparently was a wild weekend at shasta lakes slaughter house island just north of redding. park ranger as rived yesterday and they found dozens of techbts, full coolersable much much more. these photos were shared on a facebook page and they implicate university of oregon fraternities. school officials called the mess disgraceful and promised they would punish those involved. san francisco city officials

have had a change of heart about a park policy that outraged thousands of users. this all began with a plan to take reservations at dolores park. carolyn tyler joins us live from the park with the story. >> reporter: well, larry, rec and park believes there is confusion about what it calls a longstanding policy but because of the uproar they will step back and try to gather more public input. dolores park in san francisco's mission neighborhood is one of the most popular in the city, especially after a multimillion-dollar makeover. that's why when word went out that rec rec and pac was taking paid reservations not just for picnic areas but for the lawn itself, this has been the typical reaction. >> i think that's really ridiculous. >> reporter: in fact, just since monday, a change.org petition against reservations has gathered more than 13,000 signatures and counting.

supervisor jane kim introduced a resolution today demanding rec and park back off. >> reserving your own patch of glass for a 30 to $250 just seems like we're nickel-and-diming our city. >> reporter: rec and park believes there's been a misunderstanding. officials say the policy is only for large groups, that it's decades old, and applies to several parks besides dolores. >> groups less than 25, please come and enjoy your parks for a picnic, whatever. we're just trying to be able to be mindful of larger groups that want to use parks also. >> reporter: but because of the backlash an intervention by supervisor scott wiener, the reservation system has been suspended for fan favorite dolores park. >> sometimes you can barely even see the grass and so it doesn't really make sense to reserve lawn space in dolores park. >> reporter: the change takes place immediately. in san francisco, carolyn tyler, abc 7 news. >> thanks for joining us for abc

avenue around 1:30 this afternoon. david louie is live at the scene with the latest. david? >> reporter: kristen and dan, investigators and police and train crews have just now cleared the track here in san leandro. no one knows exactly how fast the a.m. trok was traveling at the time of the accident, though we're toldly amtrak that the maximum speed is 79 miles an hour. last year, 244 people were killed at crossings. amtrak train 532 was going north from san jose to sacramento when it struck the dark suv at a crossing in san leandro. the impact pushed the suv about a quarter mile down the track before the engine could come to a stop. >> it appear that's the vehicle that was stuck today was trapped in traffic, was stuck there prior to the railroad arms going down and was unable to get off the tracks safely before it was impacted at a high rate of speed by the amtrak train. >> >> reporter: inside the train

were a woman and a child described by about 3 years old. rescue victims were able to extract one victim but not the other. traffic is often heavy in the area. police say drivers occasionally find themselves caught on the tracks when distracted and don't wait for trachk to clear before trasing. the bells lights and arms appeared to be functioning after the collision. nochbt 39 paechkz and crew members on the train were injured. they were transferred on to buses to continue their journey. this accident was especially difficult for responding police officers and firefighters. it was the second fatal amtrak accident in two days. a passenger was struck and killed at davis street in san low and droe yesterday. >> what i get from a lot of them is a blank stare. i get that because of the fact they are fathers. i get that because of the fact people in that vehicle are the age of their family members. >> reporter: first responders will have access to koujsors to deal with the tragedy. in san leandro, david louie, abc 7 news. on the
