mayor's aid this morning. >> he's had a long career with the oakland police department, 20 years plus. >> reporter: downing is the fourth person to oversee the department in nine days. after the chief resigned in the wake of the growing sex misconduct scandal the mayor appointed the next interim chief who resigned after the mayor said she obtained information that questioned his ability to assume the post and then there was a new acting chief but he too resigned two days later for reasons which are still unclear. on friday the mayor announced the department would be placed under civilian control. she appointed the city admin straighter as head and now downing this after the city was told the appointment of a civilian as department head may violate state laws. but guess what, there may be another change in chiefs soon. >> he's getting to retire in six

months. >> reporter: confusing? yes. just a couple of minutes ago the mayor released a press statement saying that what she's doing is perfectly legal and that the city administer is the real person in charge of the police department. san francisco is beefing up its police presence at the pride celebration. it's in response to the orlando shooting eight days ago. we are live at the civic center plaza with a closer look at how the city plans to protect people attending pride. >> reporter: the new security measures include metal deterktz and one person tweeted me asking how is that going to work, are they going to search everyone and police are letting everyone know to arrive early, there will be long lines. in the meantime businesses will

also beef up security. what happened in orlando will have an impact on the level of security during the pride celebrations in san francisco. for the first time there will be security checkpoints to get into the civic center plaza on saturday and sunday, including metal detectors. >> there will be security screenings at all of the entry points this year and no bags over 18 inches by 18 inches will be permitted. >> reporter: the city officials met at the office of emergency management this morning go over a security plan for this weekend, which includes having a lot more officers. >> we'll probably have about a 20 to 25% increase at all events throughout the city. >> reporter: the health department is reassuring everyone its hospitals will be ready for any emergencies. there will be a large police presence in the castro on saturday night. >> i think that adds another layer of confidence that

everybody should have. >> reporter: this owner says they have made changes. >> we're not going to allow bags and we will be doing pat downs. >> we need to continue to come out and show we're not afraid. >> reporter: the city is asking its residents to sign up to its emergency text messaging number, 888-777-alert sf to keep informed. police officers busted a human trafficking operation that did business out of a home. officers arrested the 54-year-old man. he's accused of recruiting women online for a fake modeling business but instead forced them into prostitution. he ran the ring out of a two story home. the women involved in the bust are being cared for by the county now. a woman died after being hit by a car in pittsburgh.

investigators looked for clues. police say the 79-year-old victim was walking in the crosswalk when she was hit around 10:30 this morning. the driver remained on the scene and is cooperating with investigators. crews are working to stop a wildfire in sacramento. smoke from the fire is significant. it broke a little more than an hour ago along the american river parkway. flames are charred about ten acres. firefighters say they're being challenged by the winds and they're trying to divert the flames away from power lines. cal fire crews put out a car fire here that spread to a highlyside this afternoon. huge flames jumped from the burning car to dry brush around noon. the fire raced up the hill. firefighters were able to

extinguish the fire. no structures were threatened. business owners on a block of san francisco's mission street devastated by fire over the weekend met with the city in hopes of obtaining disaster assistance. a hardware store and a restaurant will both be torn down. today firefighters say they know where the fire started but they're investigating origin. >> it's the hardware with the residential above it. as to the exact spot within that building, that's under investigation. >> some residents evacuated from neighboring buildings were allowed back to retrieve belonginbelon belongings today. temperatures are rising in the bay area. that's actually not the biggest concern. drew is outside to explain. >> we welcomed summer this

afternoon but tomorrow the first day of summer will bring about issues in terms of air quality. today the air was okay but a 31 degree spread in our highs today but you go to the coast and you get relief. what's bringing the heat a big area of high pressure centered over las vegas where it also does it has a protected dome not allowing storms and clouds. that dome acts like a lid keeping stagnant air near the surface. tomorrow air quality will be poor so spare the air has been put into effect. if you can use mass transit. carpool or bike or walk tomorrow to cut down on pollutants. temperatures will be on the rise tomorrow afternoon. we'll look at those numbers in a few minutes. a bay area city is trying to double its allocation of water and until it gets that water plans for housing and a school are on hold.

we have details of a need that's getting plenty of support and so far no complaints. >> reporter: this is one of four parcels that they would like to develop but with water being a scarce commodity they might have to go to neighboring cities to ask for water. inany respects this is the final frontier. it has land and it wants to address the tight housing market but a project is on hold. >> the lack of water has delayed the processing of a housing project on city owned land that would generate perhaps up to 120 affordable housing units. >> reporter: to develop this and three other parcels they need an extra 1.5 million gallons per day. no one knows how long it could

take to acquire that water. >> a year, two years or longer? >> i do not know. i'm sorry. it hasn't been done before so we are sort of a ground breaking endeavor here. >> reporter: other projects on hold is a campus of office buildings and a new community school being funded by mark zuckerberg and his wife. in fact, facebook have written letters in support of the water allocation. the key will be neighboring cities giving up some of their allocations in a show of cooperation to create jobs and housing. >> reporter: >> this is one of the remaining cities in the area that has the will to continue to develop and the interest in it as well the land. we have 70 vacant acres and that's unique. >> reporter: abc 7 news. it's going to be a long hot summer for the warriors. >> it doesn't start next season,

creek. a grand jury report is taking aim at a growing problem in san francisco, auto burglaries. last year there were nearly 25,000 reported car break ins. that's more than triple what it was a year ago. the majority of burglaries are being committed by a small number of career criminals who find easy targets on san francisco's con guested zrz. >> it's easy to go down the street and run out of town and sell the property for whatever you can get for it. >> the grand jury called on the police to go after the car burg letters and asked drivers to remove bags or keep valuables out of the sight. there are new questions about the death of an actor and whether it could have been prevented. this is sad. the death of anton yelchin known
