police are investigating and the investigators tell us the driver ran a red light and killed the bicyclist. the driver took off on foot, but was arrested a short time later. traffic is being affected near seventh and howard. >> and two hours earlier a woman on a bicycle was hit and killed in golden gate park. the driver took off after leaving the car. it happened just before 6:30 on jfk at 30th avenue. katie is live for us. katie? >> dan, the seen is clear, but they were here for house investigating. it is not the only scene. the car was found nearby. paramedics work frantically to save a woman's life as she laid in the road and her twisted bicycle nearby. >> i look and i can see the woman cyclist who just passed us on the road fly up and i saw her bike fly the opposite way. >> police say the driver abandoned the car. it was a white honda fit with dealer plates a quarter mile

away. a witness saw two men in the car. he says they were going 50 or 60 miles an hour and passing other cars. >> they clearly went to the opposite direction of traffic and went far enough to run right into that lady head on. police continue to search for the driver and the passenger. they say the car was not reported stolen. live in san francisco, abc7 news. >> thank you, katie. now to the scandal rocking the oakland police department. tonight the residents of oakland are getting an apology. >> on behalf of the oakland police department we are sorry. this has caused embarrassment not only for our department, but for the city of oakland. >> those word from oakland police as the department is rocked by multiple scandals. just within the past two weeks, chief sean went abruptly resigned. they reported two interim chiefs. one was removed in a week and the other stepped down days after that.

the department has been hit with a growing sex scandal involving an underage girl. on top of that, some officerses are under investigation for sending racist texts. and a sergeant is accused of letting his mistress write up some of the police reports. some are calling for the mayor to resign over the mismanagement. they say the federal monitor needs to be held accountable. >> this doesn't start overnight. my question is what did he know and how did he find out about it, and why didn't he fix it? >> oakland police are committed to the community. >> this radio direct the officer to someone who needs help and someone who needs service. we are still here to do that job every day. we will remain doing that job very focused. >> oakland has delayed the police academy to give the city time to revamp the hiring and the recruiting practices in the wake of the scandal. just minutes ago san francisco's police commission

approved a new use of rules for officers. one had more community input and the other supported by the police officers sews -- association. it was introduced today and it will require de escalation techniques and ban the chokehold called the corodid restraint. today they filed lawsuits after a teacher was accused of soliciting nude photos. high school science teacher douglas lay posed as a girl on-line and asked hundreds of boys for explicit photos and sent often graphic texts. they arrested him in april on suspicion of child endangerment. today gloria allred said the school district first found out about his text in october of 2014, but allowed him to continue teaching. >> but for the negligence and

bruce fans are looking for bruce bochy. he connected with two on and it was 6-1 pirates. buster posey's flyball bounceses into the stand for a ground rule r.b.i double. the giants added three runs in the 6th. he slices it and it goes off his glove for a two-run double. 245 gave san francisco a 7-6 lead. in the 9th, the pirates had the tieing run and a strike em out, throw em out double play ends the game. 7-6 what is -- 7-6 was the final. the a's were trying to make it two straight over the brewers. in the fourth oakland took a 1-0 lead. cocoa crisp with a little pop in his bat. the a's rookie struck out nine beaters in six innings.
