san francisco federal court that would see them paying $15 billion to settle a diesel emissions scandal. under the terms of the agreement volkswagen would buy back cars at prescandal prices and compensate owners up to $10,000 a car and pay $2.7 billion in fines to the federal government and the state of california. the scandal surfaced last year when federal investigators found they installed software in the cars that tricked emission tests. >> the city of san francisco has long flown money at the homeless problem through various organizations but now the board of supervises could try to put them under one department. the pardon will discuss legislation creating a department of homelessness and supportive housing and will distribute $241 million in 400 contracts with 76 private organizations to provide services for the homeless with no overriding organization. >> also, at the meeting the board will consider a proposal
