home. a 17-year-old boy and his 8-year-old brother were able to owe get out on their own but their sister couldn't escape. neighbors were pushed back by heavy smoke. >> she was trapped inside. hopefully, low enough so not getting too much smoke. it started dying down. >> that girl was unconscious when she was pulled out of the window by firefighters. she was air histed to the hospital. the doctors are checking damage to her lungs. >> crews nearly contained a brush fire that burned five acres near rankin park in martinez. investigators are looking into what sparked the vegetation fire. contra costa county and cal fire joined martinez fire crews to circle the flames quickly. no injuries have been reported. and flames burned through dry

brush at kelly part. abc7 news was there after the fire broke out this morning. crews contained it to two acres in the southern end of kelly park near center road. it took more than an hour to bring the fire under control, the firefighters remained on the scene longer to keep hot spots from flaring back up. there are new details on a crash in eastern contra costa county that killed a teen-aged girl and injured another one, police say the driver of this station wagon was on drugs and driving with out a license yesterday when she slammed into them. new details about what happened in the moments before the crash. >> police arrested that driver, suspecting she was on drugs. they tell me because of how she was acting onned based on their interview with her and with witnesses. this accident has been particularly tragic for two families. not only did one family lose a daughter, but they also told

police that one of the girl's fathers had been planning on picking up the teens from a pool that they wound up walking home from. police say the 15-year-old died when the driver of the station wagon ran her over on east cypress road. police say her friend bounced off the hood. the impact knocked one of the girls out of her shoe. rochel was a student at freedom high school. >> my heart goes out to the family. >> reporter: police took the driver into custody immediately, suspected of being under the influence of drugs. just prior to the fatal accident she caught the attention of an off duty chp officer. >> he noted she was swerving. at one point, he told us she ran a light. and it appeared to him she was under the influence. he was getting ready to give us a call, unfortunately, the girls

were struck prior to the call. >> police say the girls were walking home from the pool. east cypress road has no sidewalks. this resident says it's known for accidents. >> just to hear children were walking on the road, it's heart breaking. when i see anyone walking, it scares me. >> police are not releasing the name of the other victim because she's 16 years old. she's in critical, but stable condition. >> she has some broken bones in her legs, some head trauma. >> reporter: police say the driver has no injuries and she was driving without a license. >> she was kind of in and out as far as what happened. >> reporter: blood tests will take 2 to 3 weeks to come back. a sheriff's helicopter happened to be in the right place at the right time to help an injured hiker, you can see where it fell on the slope of mount diablo near a spot called

boy scott rock. they air lifted imto safety. the sheriff's chopper was headed to a wildfire when the call came in. a helicopter rushed the climber to a trauma center. there is no word on how he's doing. in oakland there is a lawsuit over garbage collection fees. owners claim the fee amounts to gouging. the suit accuses city officials of raising fees for small apartment buildings by 500%. >> the fees charged to property owners exceed the costs of services being delivered. they're in the fees at all. they're attacks. attacks that was not put before voters for approval. >> i don't know where the city gets a sense of reasoning that it's for the people. >> oakland city officials haven't responded to the claims made in the lawsuit. bart riders will soon have to pay more to park.

iconic edwards stadium is crumbling. you can see the cracks on the west side of the track and field stadium that is now in need of serious repairs. >> this is something i didn't know, 12 world track and field records were set here at edwards. it's an old, beautiful stadium that happens to be only a few blocks from the hayward fault. >> i biggest concern is that there is an earthquake. >> their offices are located at

edwards stadium. workers began noticing chunks of concrete from the pillars that hold the bleachers. when he complained, a structural engineer was sent out. >> a man chiselled away the sprawling concrete that you can see. it was, you know, flaking. >> just last year, the university's seismic action plan for facility enhancement gave edwards a poor seismic rating. edwards is used by track and field and soccer teams at cal. >> sometimes, the track has a couple hundred people milling around, buying tee shirts, and hats. they go in and out of the stands. when cheering and jumping it could lose more concrete. >> abc7 saw this expressing concern about the track invitational.

enorganization knew nothing about the crumbling pillars which support the bleachers. >> i know it's an old stadium, beautiful facility and probably needs repairs but man, we would hate to lose that place. >> reporter: in a statement, the university said we have plans underway to address concerns and are finalizing longer term plans. since 1997, the university spent $5 $500 million across campus. at uc berkeley, abc7 news. >> abc7 news is joining forces with more than 70 bay area news agencies for something called san francisco homeless project. it's shining a light on the homeless and pushing for action. as part of the abc7 coverage we're highlighting a center off 8 north, homeless families.

the agency helped find stable housing and job training. >> a lot of young moms with new babies had been living with their family and there is no room. so they were asked to leave. >> it helps about 6,000 people per year, half are children. the compass is most proud of more than 90% of the families that completed the program that remain in stable homes. >> part of our reporting world, we're taking a look at the causes of homelessness in the bay area, statistics show preconceptions may be wrong. >> these are san francisco's homeless. how they got here goes beyond facts and figures but numbers do explain the stories. but the bay aarea three biggest cities, oakland has 251 homeless people per 100,000 residents. san jose, 246, san francisco, by far, the most. 700 in 95.

according to the research, nearly a quarter homeless are on the streets because they lost jobs. >> anybody can fall, god can take it away the other causes alcohol, drug abuse, divorce and losing housing. without homes, people are turning to tents. those tents are getting attention, look at the map. it shows how complaints have risen in five years. >> this is our number one priority. >> calls show how bad things have become, calls about human waste doubled and calls about hyper determinic needers are up 500%.

according to the mayor, the challenges include health issues, mental illness, and housing affordability. and he believes the media project is helping to engage city residents. >> i'm really glad we're educating the public. because then, i'm going to have the public be more of a strong partnership in solutions rather than a finger pointing blame that doesn't help. >> the project is featured what the mayor believes is a success story. the navigation center that has helped 550 people off the streets, out of encampments, and 83% into permanent housing. >> that is to be congratulated. >> he wants everyone to keep talking. >> we need to continue having that conversation in the city. it's complex. it's difficult. >> ed lee says the city is holding the line, which he calls progress in and of itself.

before christmas. a team from san francisco's homeless outreach found her, promised a better life, helped her pack her stuff and brought her here. san francisco navigation center, offering homeless help, from shelter, to financial services, to health care. it is a social experiment that began with a $3 million grant from an ain musts donor. 80% of those who come here stay off the streets. >> the theory is that it costs more to provide shelter and jail, and hospitalization. so the idea is that you get people through the door and housing is the cheapest of the options. >> for cory, moving into her own place would be the graduation party. >> i learned there is more out there than just sitting out on the streets trying to find your way every day. >> no matter who you are, or where you're going moving is usually a chore, today, a joy.

d. alex demonstrates what happens when you puts a load in the washing machine. he gets error message 8e. bottom line, the load goes unwashed. >> just sits there. >> alex told us it's been like this since march when it broke down after just a year of use. he called samsung before remembering he purchased a five-year warranty from lowe's. so he abandoned plan a and turned to plan b. he called lowe's, which sent out a subcontractor to make repairs. the subcontractor determined the washer needed a new sensor, which had to be ordered. the repair man came back with the wrong part. alex would have to wait longer to use his washing machine. >> yes. yes. this is something of a convenience that you take for granted in modern life. >> reporter: alex had to settle for using a local laundromat.
