>> reporter: this is the plause and and there is always much to say and there was much to say about a 19-year-old young woman with great passion and a purpose who died too young. dozens gathered at the plaza to remember 19-year-old tarrish yu jane, a young student at uc berkeley trying to make her mark in the world before killed in the attack. >> she is someone that everyone inspires to be. she kaz kind and -- was kind and funny and ambitious. the world is so much emptier without her. >> reporter: she had spent part of her life in bangladesh before attending cal and she was doing an internship in dhaka. she wanted to major in economics but she'll be most remembered for volunteer work as she wanted to improve the lives of those who wanted to succeed. >> i'm not sure what she did

here in the few months she was here. >> reporter: she was one of 24 hostages killed in a cafe in it dhaka. most were hacked to death for not being able to recite the koran. isis and al qaeda claims responsibility but the government continues to deny their involvement. >> what made it worse for me is not just knowing that my friend is gone, but the way that she was killed -- it is almost like -- i can't even describe how it feels. >> reporter: her friends describe her as mature beyond her years and kind and generous beyond what is expected of most. >> even though we are all so sad at this moment, i think the fact that we all feel this hard about her is a testament about who she is. >> reporter: abc 7 news. >> amtrak has confirmed to abc 7 news that a trespasser was hit and killed by the train when the actram train was five miles south of san jose.

the victim hasn't been identified. no one on the train was injured. a dispondent man was shot and killed by officers yesterday evening in san jose. today the police chief said they tried to negotiate with the man who was armed and tried to shoot himself. but officers were unable to get the man to drop his weapon. the chief said his officers fired when the man aimed that weapon at police. >> i think our officers used great judgment and were trying to de-escalate the situation and in dealing with an individual who was -- it was obvious had some -- some mental issues. >> the officers involved in the shooting with currently on administrative leave. the man's family doesn't entirely agree with the chief's account. abc 7 reporter david louie will have their reaction at 5:00 and 6:00 tonight. the mother of a special-needs child is suing the west contra costa school district for the second time alleging the school failed to keep his son safe even after

paying him $1.5 million and agreeing to supervise him better. during the settlement the family discovered their son had again been sexually abused at the high school more than two years after the initial complaint of inappropriate touching. nearly 5400 californians have signed a petition saying they were refuse to serve as a juror in judge perske's courtroom. he sentenced brock turner for six months in jail for sexual assault, a sentence many thought was too lenient. ultraviolet started the effort and calling for the judge to but removed from the bench. it is time to turn our attention to the weather and take a live look outside from the mt. tam camera. look at that. that little layer coming on in. >> kind of like cool whip. >> yeah. >> we have an accuweather update. not trying to make you hungry. >> you did indeed and amuse me as well. here is a live look at live 7

doppler hd. a few clouds near the coast and just a few broken low clouds over the bay right now. check out the 24-hour temperature change. i mentioned yesterday this would be a cooler week than average. it is even cooler today at this hour than at this time yesterday. two degrees cooler in san francisco. coolner hoif-half moon bay. and the view from the rooftop camera. blue sky over the bay. 60 degrees in san francisco. 66 in oakland. 74 in san jose. 57 in half moon bay. 72 in santa rosa. 70 degrees in fairfield concord and livermore. and the overnight showers showing the low clouds and fog moving across the bay and inland. maybe spotty drizzle in the early-morning and overnight showers but tomorrow a pattern much like today with sunny skies inland and fog lingering at the coast. i'll give you a look at how cool it will get later in the week and when it will warm up later.

eric and aligna. >> thank you, spenner. you are looking at one of the 14 major wildfires burning across california. the forecast calls for cooler weather in many parts the state and that could slow fire growth. and 5200 firefighters are battling statewide. crews from the bay area have traveled to work on the front lines. a surprising motive in the recent attacks on google campuses. a man arrested last week is connected to three separate incidents to starting fires to a shooting. >> jessica castro has the details. >> reporter: law enforcement now putting together a criminal case against a 0-year-old raul mario diaz. they think he is behind several attacks on the google campus in mountain view. in an affidavit obtained by abc 7 news, he waived his right to a lawyer and told police, quote, he felt google was watching him and that made him upset. he also reportedly told cops, quote, he kept journals of the times that he felt google had

been watching him. three separate incidents at three separate google buildings are being investigated by the bureau of alcohol, tobacco and firearms. first on may 19th when there was a fire near a google street vehicle where an employ claims to have seen a man throw molotov cocktails at the car and a small fire started nearby but didn't torch the vehicle. june 4th, shots fired in a google building. broken glass and projectiles were found in the windows. june 10th, a self-driving car was found on fire. the vehicle was destroyed. fast forward to last week on june 30th when diaz spoke to police. that is when he gave them the statements about his fear of google watching him. but also reportedly admitted to the three attacks and also said he had planned to shoot into another google building but was stopped by police. diaz is currently being held at the santa clara county jail without bond. i did speak to the atf and they say they cannot comment on a

promising of more enforcement and more fines didn't appear to work. at least not in san francisco chinatown any way. >> sebastian dean sent us this video of the illegal show going off near portsmouth square. many said last night's illegal fireworks seemed worse than ever and once again the consequences for some families devastating. amy hollyfield has the story from vallejo. >> reporter: look closely at the debris in this burned out vallejo garage. it didn't take investigators long to figure out what started this fire. >> we had a fire investigator on scene that reports the cause of the fire illegal fireworks started on the side of the house that breached the wall and made it into the garage.

>> oh, my god. it was shaking the windows. it was really bad. >> reporter: neighbors say the fireworks coming from this home were very loud and were fired late into the night. the firefighters got the call the house was on fire at 1:15 this morning. no one was hurt but the family of three has been displaced and the garage, some of their appliances and other belongings are ruined. >> it is sad. because you could tell the furniture -- this stuff is not old and it is brand-new. and now look at it. >> reporter: vallejo wasn't the only city dealing with illegal fireworks last night. they lit up the night in oakland, keeping residents awake into the early-morning hours. >> very loud. we got home pretty late ourselves and had the idea that we were going to go to bed and the neighborhood had other ideas. >> reporter: oakland police had promised a crackdown on illegal fireworks use, saying extra officers would be out patrolling the streets. but this morning, there is plenty of evidence that people were not deterred by the planned

enforcement. >> no police that i saw. no crackdown that i was aware of. >> reporter: oakland police had put out a press release last week saying they would be cracking down on illegal fireworks use and promising people could face fines up to $1,000. in oakland, amy hollyfield, abc 7 news. >> and it is not just the noise that is a concern today. lots of left-overs litter the streets following the fourth of july. abc 7 news was on harrison street in san francisco mission district this morning and found remnants of the celebration. you could see there is a lot of trash, including from illegal fireworks. according to the san francisco police department, there were four felony arrests last night and 15 citations for sales without permits. pbs is apologizing about a fireworks flap on the fourth of july special capital fourth. despite overcast skies, viewers at home had a view of clear skies. because of the bad weather, pbs included video from past year's fireworks shows but it never

told the audience that not all of the footage was live. a capital fourth treated an apology and said including video of previous year's fireworks was the patriotic thing to do. a new lane configuration goes into effect on the golden gate bridge. it is aimed at easing your commute. the northbound lane will only be in effect for 30 minutes from 4:00 to 4:30 p.m. instead of a full hour. adding the extra northbound lane has caused long back-ups for southbound drivers because they lose a lane. bridge officials say they'll continue to make adjustments as they are needed. and you might be one of the thousands of commuters would rely -- who relies on 280 between san jose and san francisco. the highway has a new name. it is called a death trap for wildli wildlife. you could see the highway is next to hilly, open space areas. 280 has the highest rate of crashes involving vehicles and animals and many of the wrecks

and find out if there is a winner. >> see if we hit the jackpot weather wise with those numbers. spencer is here with the accuweather forecast. it depends on your idea of weather. this is jackpot weather for me. low clouds near the coast and locally over the bay and sunny skies inland. a cooler than average day but quite pleasant. it is a bit breezy today. in fact, gusty at napa where winds gusting to 25 miles per hour. notice 18 mile-per-hour winds at sfo and mountain view. 23 at fairfield. and once again, breezy but not destructive winds. here is a look at golden gate bridge where we have some low clouds lingering above. and these are the forecast features. coastal fog and spotty drizzle overnight. cloudy mornings and cool afternoons are the rule for this week going on into saturday. but a warmer pattern will develop on sunday and that will bring high temperatures back up to the average range. overnight look for low temperatures mainly in the low to mid-50s and a lot of fog at the coast with patches of fog

moving inland during the overnight hours. tomorrow, mainly sunny in the south bay with highs in the mid to upper 70s. up to about 80 at morgan hill but 77 at san jose. on the peninsula, look for highs of 68 in san mateo. and foggy on the coast and breezy and cool with highs in the mid to upper 50s. downtown san francisco with a high of 62. up in the north bay, mostly sunny as well. especially lay way from the coast, in the inland portions of north bay, with highs of 79 at sonoma, 80 at napa. and in the east bay look for highs of 66 at berkeley and 72 union city and 73 at fremont. and the inland east bay will see highs from upper 70s at walnut creek and pleasant ton to low 80s at pittsburgh and antioch. and high temperatures will remain below average in virtually all bay area locations. we're using livermore as the indicator here. notice through saturday, live more highs from about 6 to 9

cell phone and wallet were missing. his credit card company said $1,500 was charged to his credit card and he arrived to study abroad and his family said he was a stellar student and a proud cancer survivor. we're learning more about the egypt airplane crash back in may. audio from the cockpit joyce recorder showed the pilots tried to put out on-board fire. it is consistent with the wreckage showing heat and fire and smoke around the bathroom and the aviation area. it crashed into the mediterranean killing all 66 people on board. an investigation has found serious intelligence failures that kept authorities from thwarting the attacks in paris last november. >> the six-month investigation found that the only surviving terrorist should not have been able to escape and hiding in belgium. the commission said the man thought to have played a top role in the attacks was a known radical who slipped across european borders. 147 people were killed in those

attacks. now to the unprecedented invasion of toxic green algae in florida. the situation isn't just messy. it is dangerous. prompting the governor to declare a state of emergency as thousands of residents demand answers. abc news reporter elizabeth hur has the latest. >> reporter: this green, slimy mess that looks disgusting and smells even worse -- >> it smells like death. dead, rotten fish. >> reporter: it is toxic algae closing several beaches over the holiday weekend, turning swimmers into spectator as long the florida treasure coast. >> i have a car full of snorkeling gear and can't get in the water. it is terrible. >> reporter: so far a state of emergency has been declared in four counties and with thousands of tourists canceling plans, officials are scrambling for answers and now investigating reports of serious infections. >> we're asking that our health care providers work with the health department to know how many cases we do have. >> reporter: the bloom can contain dangerous back earia.

♪ ♪ if you have flown in or out of sfo you probably faced a delay or two thanks to fog. and now another three-letter word, gps, might save you time in the future. we were there at san francisco city hall when airport commissioners learned about a new program next month when airlines will test gps and slight to help land on foggy da days at sfo. >> we believe in ten years time we can recover about 80% to 90% of our arrival rate that we see during good weather even when it is cloudy and foggy. so that is a game-changer. >> a gap of only 750 feet separates only the two runways used for landings and that is what makes it delay-prone. foggy conditions could force the airport to cut the number of

arrival every hour in half from 60 to 30. >> an effort is underway to speed up your trip through airport security check points. part of that will involve using ct scanners to screen your carry on luggage. the tsa relied on the scanner to check baggage for items. they hope the scanners and other changes will cut the time you spend in line by 30%. the tsa will start testing scanners in phoenix by the end of the year. >> that could make you hot under the collar. i don't think the temperatures out there will do that. >> spencer christian has our accuweather update. we are not going to be hot under the collar any time soon. here is a look at live doppler 7 hd on cooler than average summer day with low fog at the coast and mostly sunny skies and that the the pattern into the weekend. tomorrow statewide look for sunny conditions in interior sections of the state. it is mild to warm. but not hot anywhere else palm springs with a high of 106.

>> you could have money coming back. starbucks was forced to announce the price increase after it discovered a computer glitch implemented the increase earlier than wanted. the coffee chain said some customers may have paid 30 cents too much last week. the higher price wasn't set to go into effect for two more weeks. if you think you might have been overcharged you could call customer service and ask for an adjustment. no word from starbucks yet on how many prices will actually end up being. the nation's largest wireless carrier is set to unveil new plans that will be more expensive, but will offer more data. verizon said existing customers won't be forced into the plans and could stick with their old ones. the more data plans will cost anywhere from $5 to $35 more month. verizon said customers are demanding more data to meet the streaming needs. no word yet on when the new plans will be available or exactly what you will get. this is no secret to anyone who lives here that it is

9:00 uncle buck takes over and at 10:00 it is to tell the truth and join us for abc 7 news at 11:00 after that. in lafayette, police are looking for two teenage girls responsible for what might be described as an unusual case of shoplifting. abc 7 news reporter wayne freedman tweeted by the two cats now returned and living at a foster home. he joins us live from the pet foot express where the cats were taken. wayne? >> reporter: well, we could call it shoplifting or a cat-lifting or a pet-lifting, maybe even a cat-burglary. it all happened last sunday here in this pet foot express store. the cats were up for adoption. and two teenage girls came and liked the cats and liked them so much, they came with them and left them. if cats have nine lives, we're not sure how to tally the status of these two young kittens named

allen ginsburg and walt whitman. >> wondering why they are riding around in cars. >> it began in lafayette where a volunteer rescue group named community concerned for cats put a litter up for adoption. two teen age girls were interested. danielle blake working in the store said it was weird when the girls grab the kitties and ran. >> we just saw them run out and i saw one of them had a cat and a assume the other one had a cat. >> reporter: mary milton was fostering the litter. >> i felt like a dummy and my heart went down to my guts. >> reporter: she had no idea where the girls would have taken them. >> do you ever think you would see them again? >> i didn't think the people who took them meant evil. >> reporter: the girls who took the cats looked above in the store they would have noticed security cameras which posted the heist. it appears they learned the store might release that video when danielle posted a missing kittens report on her facebook page. it received more than 150

unfortunately what you are looking at is all illegal, despite what was supposed to be a big police crackdown. i'm eric thomas in for dan ashley. >> and i'm kristen sze. there was promises of higher fines over illegal fireworks and many people are saying it seemed worst than ever, especially in oakland. less by brinkley is live at police headquarters with a closer look at the enforcement attempts. leslie? >> reporter: in the last hour the mayor's office issued a statement saying they were successful in stopping violent crime in oakland last night but not successful in stopping illegal fireworks. and we're not talking about fire crackers and sparklers here. this is what the neighborhood fireworks looked like in east oakland last night. >> and some of the fireworks in oakland looked more elaborate than pier 39 and those were all illegal. it is crazy last night. >> reporter: the city had

sternly warned of strict enforcement and thousand dollar fines. in the end the police department issued 57 citations and made 14 arrests and seized fireworks at 26 locations. >> it would require the national guard to be out here to be able to stop what i heard last night because it was pretty active throughout neighborhoods in east oakland. >> well all of the fireworks. >> this councilman tip -- took these fourth of july left-overs out of crash backs on east 17th avenue. he said the explosion rattled his windows until 2:00 a.m. he believes educating kids about the dangers isn't working when adults are buying them and setting them off. >> and at the same time, that money could be better used to buy your kids tennis shoes or a book to learn. but to be able to come out and shoot off fireworks and try to justify that as -- it is wrong and not acceptable. >> reporter: but neighbors say it keeps happening and getting worse in oakland every fourth of july. i'm leslie
