a billion dollars. it's been four months since there was a winner. those are some of the top stories we're following tonight. we begin this half hour with new developments to a yearlong investigation into hillary clinton's use of a private e-mail server. >> the fbi director minced no words. blasting clinton, saying she should have known better. in a scathing announcement he questioned her judgment and contradicted her claim that no classified information was sent or received. more now. >> reporter: in the press conference fbi director james comey walked out alone, the stakes incredibly high.

the news so sensitive comey says even the white house was kept in the dark. what came next, an extraordinary rebuke of hillary clinton's house of her private e-mail server to conduct government business. from the very beginning clinton has insisted she never sent or received information that was classified at the time. but comey says his investigators uncovered many unclassified e-mails including some marked. >> 110 e-mails in 52 e-mail chains have been determined by the owning agency to contain classified information at the time they were sent or received. only a very small number of the e-mails here containing classified information bore markings that indicated the presence of classified information.

>> reporter: his conclusion, blistery. >> although we did not find clear evidence that she intended to violate laws governing the hailing of classified information, there is evidence they were extremely careless in their handling of very sensitive information. any reasonable person in secretary clinton's position should have known it was no place for that conversation. >> reporter: there was no evidence the e-mails were hacked. comey does not give her a pass. >> she used her personal e-mail extensively while outside the united states including sending and receiving work related e-mails in the territory of adversaries. we assess it is possible hostile actors gained access to her personal e-mail account. >> reporter: he insists the decision to charge her comes down to one question, did she

intentionally violate laws governing classified information. >> our judgment is no reasonable prosecutor would bring such a case. >> reporter: he's recommending no charges. no one is expecting them to disagree. the notion of a criminal case is effectively over. pier thomas, abc news. >> this is far from over. paul ryan says the decision defies explanation. ryan told fox news he expects the house to hold hearings to investigate the decision and he wants investigators to release all their findings. the house judiciary chair said he's sent a letter to james comey with followup questions on the probe. and president obama made his

first campaign stop with hillary clinton a few hours after the fbi announcement. there was no mention of the e-mail scandal as they spoke in north carolina in charlotte. the president gave clinton an endorsement saying there's never been any man or woman more qualified to be president and they took several swipes at donald trump. >> this is a choice between whether we are going to cling to some imaginary past or whether we're going to reach for the future. >> the president also vouched for clinton's judgment, commitment and character and said he's ready to pass her the baton. >> donald trump slammed the joint rally. he said the president should be in washington dealing with problems facing the nation instead of out campaigning. and he warned that putting clinton in the white house will be a big setback for the country. >> we need a president that's going to turn our country around and obama cannot do it, and hillary clinton will be even worse. believe me. she will be even worse. >> trump criticized the president for what he described as having a lot of fun. he said the campaign stop was like a carnival act. >> the governor of kansas is wanting to keep his state pro life. the judge said kansas cannot cut off medicaid funding for two panned parenthood affiliates. >> the cleanup is underway in minnesota after a blast of strong storms. the storms knocked out to power to more than 130,000 people in the twin cities. rains and winds damaged and

escape brutal gang violence. this morning we're on the migrant trail with matt gutman. >> reporter: we meet edwin and jose. they come from el salvador. this is their second attempt to meet the u.s. he says the situation is very bad. violence, poverty. there's nothing there. like most central americans fleeing their homeland, they will cross into mexico illegally. jose shows us the nickel-sized scars from a shotgun blast. he says thank god the gangs didn't kill me because they tried. when migrants are smuggled across the river they enter what human rights advocates call a death trap. mexican authorities are sweeping up migrants in record numbers before they even reach the u.s.

most are deported, but mexico enforcing its own immigration laws more than ever has created another crisis. with bandits and human traffickers preying on migrants looking for ways to get north. edwin and jose disappear over the river bank and we rush through the legal crossing on the bridge to try to catch up with them. traveling north through immigration check point after check point. eventually reaching a nearby shelter, a church-run safe haven for road weary migrants like carlos and his three children. we drive and spot this trio walking a trail. his name is louise and he's 19 years old from el salvador. he leads us to a shelter. migrants have three days in most shelters but even here beyond

the reach of immigration authorities and most gangs, not everyone feels safe. according to the mexican government, three quarters of those who pass through this area will be assaulted. we continue looking for edwin and jose. that's the pair we lost at the boarder. after two days they finally responded to our texts. they tell us they're hiding near the train tracks and our driver thinks he knows where they might be. okay. haven't found anything. and now our guys are nowhere in sight. after nearly an hour -- we got a
