breaking news in san francisco where police with guns drawn have surrounded a man who is face down on a tenderloin district sidewalk. they say he might have a weapon. good afternoon and thank you for joining us, i'm ama daetz. >> and i'm eric thomas. larry beil has the day off. carolyn tyler is live near the scene of the standoff at jones and mcalister streets in the tenderloin. >> it is a very tense situation here at mcalister and jones street. we don't know exactly how this whole situation began. police have not told us exactly what led them to this man here near the old hibernia bank. the situation started around

2:15 and right now they are parked their tactical truck there so we can no longer see where officers were there with their guns drawn on this man. sky 7 hd was up ahead to show up this man face down on the ground with his arms under his body. several officers with their guns pointed directly at him. we have heard and the police spokesperson told us that they believe the man had a gun. an angry crowd has gathered including a man who said he is a cousin of the man involved and that man is 36-year-old pierre dyson, his friend said he was recently released from the reno county jail and his cousin said in his words that the man had mental issues. we have been told by the police department that they have special hostage negotiators trying to deal with people in, quote, an altered state. and they are saying those people

talking with him. they say that they will stay here as long as necessary. that they are trying to safely diffuse the situation. once again, we are here at mcalister and jones and all of the streets right around here throughout this main thoroughfare of market street have been closed. as we wait to see what will happen with this situation here. a stand-off between one man laying face down, armed underneath his body and his police officers who saying he will not comply and take his arms out from under his body and they are worried that he has a gun. live in san francisco, carolyn tyler, abc 7 news. >> carolyn, thank you for the update. this is causing major closured in downtown san francisco. market street is closed between sixth and seventh streets. jones is closed from market to turk streets and mcalister between leavenworth and market street is closed. there are major delays driving in that area. >> could you get breaking news

updates -- you could get breaking news updates with the abc 7 news app. download the app now and enable push alerts. developing news in the east bay. sky 7 hd over the hayward hills northeast of cal state east bay this afternoon. police have been searching for a suspect who ditched his car at the end of the chase. they say the man is wanted in connection with multiple crimes. authorities aren't releasing any more information at this time. a car crash into a house left one person dead in san francisco sea cliff neighborhood this afternoon. firefighters say the driver plowed into a home on the corner of california and 32nd avenue before 1:30 this afternoon. the crash sparked a fire that destroyed the porshe suv and burned part of a home. the driver was an adult and the only casualty in the crash and fire. >> it is pretty loud and frightening. >> fire is coming right here and it is burning my face. there were terrifying moments as a six-alarm fire destroyed a building under

construction and several townhomes. >> it happens just before 3:00 this morning on san pablo and adeline street along the emeryville-oakland border near the home depot. >> leslie brinkley is live with the details for us. >> reporter: this fire is still smoldering. you could still see the smoke rising behind me as fire crews work on it. it is not yet extinguished. think expect to -- they expect to be out here they say until midnight. witnesses told me off camera they woke up this morning after hearing two loud booms or explosions and then this massive fire. >> evacuees called it the scariest thing they've ever seen. at 2:50 a.m., flames torching a five-story apartment building under construction. the inferno visible from nearby freeways and neighborhoods. six adjacent townhomes were destroyed in the six-alarm blaze and others heavily damaged with

smoke damage as the fire alarms went off in neighboring buildings. these are cell phone photos nearby residents shared with abc 7 news. >> we looked out of the window and saw the flames coming from the other side of the building. that is when we grabbed both of our daughters and just ran out of the building as quickly as we could. >> the crane was leaning. and everybody is concerned that the crane was going to fall on the wires and there were going to be live wires. >> reporter: 25 units from multiple east bay fire departments responded as east bay mud increased the water pressure because the engines were using up to 1,000 gallons of water a minute. >> the fire taking place on the oakland emeryville border rendered a greater amount of resources in a very short amount of time. >> baseball side embers like these drifted blocks away and landing on cars and front lawns and an auto shop was destroyed and all 12 cars on the lot,

others torched in the street. lori tanner read from posts on a neighborhood facebook page that many heard illegal fireworks going off last night. >> fireworks may have landed on the top of the building which is supposedly where the fire started. >> reporter: the fire department is investigating that possibility along with atf and an arson unit on the scene. i'm leslie brinkley, abc 7 news. check this out. imagine looking out of your living room window and seeing the raging fire right across the street. melvin burns took this cell phone video of the fire until he realized that he needed to get out. >> at one point it got so hot that i had to evacuate because the windows started to crack and break. so it was that close. >> coming up on abc 7 news at 5:00, vic lee spoke with people who were evacuated today. and a look at what this means for the already tight housing market. social media played a big part in keeping people updated

on the fire this morning. >> and jessica castro shows us how people were kept up to date online. >> reporter: the alameda took to video every step of the fire fight. they show what was a five-alarm fire around 4:00 a.m. and the next tweet showed how dangerous things were getting. the fire upgraded to a six-alarm at the building under construction. social media gave us a play-by-play as crews increased water pressure and then later in the morning got even busier, a smaller fire in union city would tie up resources. but probably the most in-depth, behind the scenes look came from the drone they launched. this tweet shows the hot spots the unmanned aircraft can detect. and take a look. sky 7 captured the drone in action. notice how it can get into tight spaces, helping to keep firefighters safe, especially when crews are on the roof of a burning building. the drone went up just as the fire spread to nearby townhomes.

in mission bay. that section of the m-bay 360 project was 80% complete when it caught fire. the flames did $40 million in damage and it was determined to be an accident. most likely caused by welding or grinding on the top floor. this is how the building looks today. it opened last november. a representative tells abc 7 news that the 172-unit building is now 97% occupied. turning to our weather, it is time to take a look from our east bay hills camera. can't see much of anything out there. >> no. we can't prove this is east bay hill camera. but trust it. spencer christian is here with an update. >> it is hard to see anything with the clouds we have today, eric and ama. even by san francisco standards, this day has not looked or felt like a summer day. here is live doppler 7 hd and we have a lot of low clouds not only at the coast and over the bay and some inland spots as well and it is windy right now. we have gusts up to 30 miles per hour at sfo.

26 at livermore. 29 miles per hour at fairfield. 25 at hayward. 24 at san carlos. all around the bay area is quite windy and we have a lot of cloud cover as could you see here from the live true of. . 58 in san francisco. 64 across the bay in oakland. mountain view and san jose at 71. 76 at morgan hill and 55 at half moon bay. the low clouds at the golden gate. 67 at napa, 61 at novato and 79 in fairfield and the expected movement of the low clouds and fog starting at 7:00 this evening. notice we'll have drizzle along the coast. by midnight we expect some little patches of drizzle near the coast and bay. about 5:00 tomorrow morning as the morning rush begins, the low clouds and fog will still be with us. and there is still the chance of spotty drizzle at that hour. it is probably going to slow down the morning commute quite a bit. i'll shoate you the rest of the -- i'll show you the rest of the forecast later. >> thank you, spencer. now although drought conditions have improved, a new

there is shocking video today out of san bernardino county in southern california. a mother was waiting in line in a victorville cell phone store holding her baby while her 4-year-old stood nearby. all of a sudden, a man reached through the door, grabbed the child and took off. the mom and another customer as

you see there ran out and they were able to free the child. >> she was just screaming, crying and she couldn't believe it. >> she was crying. she wasn't screaming, she was really terrified. >> witnesses say the man identified as a 24-year-old terry ransom sat in traffic before he was tackled and held by witnesses until police arrived. he is now being held on $250,000 bail. the judge who sentenced former stanford swimmer bock turner to six months in jail for sexual assault is receiving support from retired local justices. this as calls continue for his removal from the bench. in an open letter 18 judges say the record shows that the judge followed the probation officer's renls and considered the -- recommendation and considered the evidence and added it is clear to us that judge perske removing would be a serious threat to judicial independence.

time lapse video from cal trans shows work in action. dem ole is crews are lowering a 504 foot truss for dismantling at the port of oakland. when crews lowered the third truss in made they made a discovery of eggs and today they were looking for nests that is being demolished. and a live look at the old bay bridge. could you see the truss right there off to the side. the california transportation commission is testing a new pay by the mile method of replacing the state gas tax. al although -- although no money is exchanged, they want to find a solution to dwindling gas tax revenues. 5,000 drivers will test a new program that will track mileage and levy taxes based on that. gas tax revenues have been falling as more drivers switch to hybrid and electric cars. you could soon be paying more in sales tax in san francisco. next wednesday supervisors on the budget and finance committee

maybe they will return some day soon. here is a look a live doppler 7 hd. if you travel inland, you could find some blue skies despite the rather extensive low cloud cover. the view from the rooftop looking across the embarcadero and over the bay and the forecast features. fog, no surprise there. and spotty drizzle during the overnight hours and into early tomorrow morning. below average temperatures will remain the pattern for the next three days but a warmer pattern begins on sunday and we'll have more seasonal temperatures developing by early next week. overnight, look for extensive low clouds and fog pushing well across the bay and inland. low temperatures will be mainly in the mid-50s. we'll see a few low 50s in the north bay valleys and along the coast. and here is our forecast animation beginning at 6:00 this evening. notice even then we may have a couple of drizzle spots along the peninsula coastline. and then as we stop the animation at midnight, you see there will be more patches of spotty drizzle at this hour and

continue into the early-morning hours, by the beginning of the morning commute, reduced visibility and damp spots on the roadway and then the fog will pull back to the coastline giving us mainly sunny skies inland and partly cloudy over the bay. a look at our temperature trend. tomorrow highs below average once again. upper 50s in the coast. and 0i6rs and low -- 60s and low 70s around the bay. and upper 70s to about 80 inland. it is a little bit warmer inland on friday. up to mid-80s in the warmest locations. but then temperatures drop again on saturday. so more specifically tomorrow we expect a range of highs at 59 half moon bay, 67 in oakland, 82 in antioch, 77 at san jose. and this is our accuweather seven-day forecast. notice saturday will be the coolest day in the forecast period with most inland highs below 80 degrees. around the bay we'll see 60s and

it a section of the fault that runs under the street. >> it was a landmark and people would come here and kind of measure how much the plate is moving. >> and it was cool. >> the city tore it out and upgraded the intersection to make it wheelchair accessible. science writer andrew alden took pictures during many visits and called it an icon for geologist, a text book example of a earthquake creek. one neighbor said college students would take field trips here. she is surprised the city would remove such an important educational tool. >> yes, you have to fix the streets and potholes, but that was there to measure the fault line. the city should have known that. >> reporter: assistant city manager said they didn't know. >> unfortunately, we weren't aware of the site prior to doing the work. there is a lot of sites within the city that people are monitoring either informally or

investigators are trying to determine what sparked a massive fire that burned down an apartment building under construction in emeryville this morning. flames quickly spread to an auto shop and adjacent townhouses. no one was hurt. but dozens of residents had to clear out before 3:00 this morning. some of the residents won't be able to go back and are left looking for new housing in an already tight market. abc 7 news reporter vic lee has that part of the story coming up at 5:00. there is a new abuse scandal this afternoon. more than 2400 u.s. doctors have been sanctioned for sexually abusing patients. hear about the culture of secrecy detailed in a new report coming up at 5:30 on world news. officials in louisiana are calling for calm today in baton rouge as people prepare to gather for a vigil to remember a father of five shot and killed by police. the deadly confrontation was caught on camera and a federal investigation is now underway. elizabeth hur has the story. >> he is 15 years old.

>> reporter: over come with emotion. the 15-year-old cameron sterling broke down in front of the cameras. >> as a mother, i have now been forced to raise a son who is going to remember what happened to his father. >> reporter: his father, alton sterling, shot and killed by police. >> get on the ground! >> reporter: the take-down caught on cell phone video posted online showing officers now identified appearing to wrestle with sterling. and then open fire. [ gunfire ] >> they shot him? oh, my god. >> reporter: police say the officers were responding to a disturbance call. >> the call came from someone who stated that a black male selling cds and wearing a red sweatshirt threatened them with a gun. >> reporter: according to a witness, sterling did have a gun

but did not reach for it. prompting hundreds to protest and the naacp to demand police release all video. >> there is body camera footage, that footage may not be as good as we hoped for. >> reporter: even calling for the mayor and the police chief to resign. >> i'm not retiring. i'm not resigning. >> reporter: not going anywhere and promising a thorough investigation, the chief went on to say video from the store and the body cameras have been turned over to the justice department and the two officers placed on administrative leave. elizabeth hur, abc news, new york. a san diego county medical examiner today ruled the death of a navy s.e.a.l. trainee a homicide. an autopsy ruled the cause of death for the 21-year-old seaman james love lace drowning with a heart problem. a instructor repeatedly dunked him in a pool. the homicide doesn't mean a crime has occurred and the navy

has yet to decide if the instructor will be charged. president obama is slowing the draw-down of u.s. troops in afghanistan. today the president announced he is leaving 8400 troops there through the end of his presidency. originally he planned to drop the number to 5500. new total reflects a compromise between the original plan and what many military commanders have recommended. >> i strongly believe that it is in our national security interest, especially after all of the blood and treasure we've invested in afghanistan over the years, that we give our afghan partners the very best opportunity to succeed. >> the military argued to keep around 9800 troops in afghanistan to help assist the afghans and guard against the taliban resurgence. hillary clinton won't be charged in the fbi e-mail server investigation. but that doesn't mean congressional republicans are ready to let this issue go. abc news reporter karen traverse has the latest on the political

fallout and the race for the white house. >> reporter: the criminal case against hillary clinton is effectively over. >> our judgment is that no reasonable prosecutor would bring such a case. >> reporter: but the political fallout is not dying down. house republicans announcing they've called fbi director james comey to testify before lawmakers on thursday on the bureau's investigation. >> there are a lot of questions that have to be answered. and so we're going to be asking those questions. >> speaker ryan thinks the director of national intelligence should deny her access to classified information during the course of the campaign. clinton did not address the issue at her campaign stop with president obama yesterday. surveyors are taking to the air to see what drought and disease has done to california trees. uc davis the u.s. forest service flights are now taking off and

flying over monterey county today. they have found an estimated 66 million dead trees in the southern sierra and the foothills above the central valley. many killed by prolonged drought and beatle infestation. >> so over the six-year time frame the overcrowded forests in places in california have suffered a large scale mortality event. >> 150 survey flights are planned for the summer. abc 7 news reporter john bloom takes a closer look at their mission coming up at 6:00. feast your eyes on a mesmerizing sight in alaska. a bear cam is back on, giving people worldwide amazing views of coastal brown bears in their natural habitat. this camera is located at brooks falls, a popular spot for bears to fish for sock eye salmon. and a live look at the camera and, look, there is a bear, hanging out trying to get some dinner, lunch, depending on what time it is out there. that is fantastic. there is somebody monitoring the

abc has the details. >> if you own a hoverboard, please stop using it immediately. >> reporter: so popular, it has been the hot item, literally. under fire by government regulators for catching fire. videos of the malfunctioning hoverboard which cost as much as $900 went viral online. now a massive recall of half a million boards made by ten companies. >> all of the models that are recalled were made with fundamental design flaws that put people at real risk. >> reporter: the consumer product safety commission said that flaw is battery packs that overheat or explode or catch fire causing dozens of house fires and injuries. >> this is indicative of improper designs, improper manufacturing. >> reporter: the recall impacts hoverboard made in china and sold online from june 2015 through may of this year.

many airlines and college campuses have already banned them with the safety concerns now there is a scramble for repairs or even refunds. own retail overstock said they stopped selling them in december and offered full refunds to customers. the company hit the hardest by the recall, swag wave indiana hasn't commented. >> there is still a serious concern that all of the hoverboard out on the market that do not comply with the underwriters laboratory standard present a real fire risk. >> reporter: for now those who want to keep cruising around are urged to check the recall list on cps cdot gov. abc news, los angeles. coming up at 5, michael finney will tell you what to do if you own one of those hoverboard. before you before we get to that, it is time for ask finney. michael finney here to answer questions sent to him feea facebook -- via facebook and twitter. >> one asked how can a prepaid

credit card help your credit. >> bad news here, it can't. people think it will. because it works so similar to a credit card. but they don't help at all. if it is time to build credit, apply for a credit card. they won't give you one, then it is best to get a secured credit card. that is where you put some money down, let's say $500 and a credit card account and it could be as little as $100 or $200 into a savings account and then you use your credit card up to that limit. that way they always know they will get their money back. after six months of you paying on time you say i want a real credit card and most companies will give you one then. that is how you build your credit, not a debit card. >> lilly asks via e-mail, we live in an age where identity theft is rampant. how do we protect ourselves when we are expected to give our social security number for almost everything we do. >> you nailed it. that is a major issue. and yet there is no laws against this. here in the state of california, anyone doing business with you is allowed to ask for that number. and if you say no, they are allowed to then not do business

with you. so you pretty much have to give out the number. how they are not allowed to put it on a badge or post it publicly or anything. but they are an identifier and they are out there and we're beginning to get some laws in place, but not nearly enough. you are right. there is very little we could do. >> and another question from san francisco wanted to know what is the best way to refi my current mortgage rate. bank or a third party lending company. >> all three or none of the above. the deal is where the deal is. that is what you need to know about money. because you are buying money. so it is just like shopping for a pair of pants. it doesn't matter where you get them but what matters is you get the pants and it is exactly the same with getting the money. so look at a mortgage broker, someone with a good reputation or someone you have turned on to and talk to your current bank and say i'm going to refi and what will you charge and the third place is to go online and look around and see what kind of deal can you get. the deal is where it is. and don't try to put it into one of those categories.

pressure. and the disease control and pretension tie their findings directly to subsidies. and something found on college campuses, referring to the tendency of college students to indulge in risky behavior on campus while drinking alcohol. the study was done at the university of houston and 80% of students did something to risk their health after drinking like skipping food and consuming laxatives and inducing vomiting. and a way to get kids to eat veggies, it is all in the marketing. this study focused on schools in the northeast and showed that tv segments featuring vegetable characters tripled the likelihood that they would opt for a vegetable at lunch. from the nasdaq, i'm jane king, here's to your health. just in time for the summer travel, travel and leisure have released the rudest cities in america and one of them is in california. coming in at number five, the

mcalister streets in the tenderloin and going on since just after 2:00 p.m. >> carolyn tyler is live at the scene with the latest. >> reporter: well, this scene is getting a lot more chaotic. right now we can show you just a few seconds ago, loud blasts and grenades made the birds scatter and the crowd get rifled up. it is to distract this man. this incident began around 2:12 this afternoon. san francisco police saying they are trying to peacefully de-escalate this standoff. it began when they responded to a man they believe is possibly armed and in what they call an altered state. you are looking at video from sky 7 hd that shows the man laying face down on the sidewalk outside of the old hibernia bank body building and police have asked him to take his hands out and he has not complied. a man on the scene told me this is his cousin, pierre dyson.

>> he is 36 years old and he just got released. he has mental health issues. >> what are my thoughts right now? they are going to kill my cousin. that is the thoughts going through my head right now. >> one of the tools that we have is the less lethal bean bag round and it is an orange shotgun round and these are bean bags that was deplayed in this case -- deployed in this case but there has not been a use of firearms at this time. >> reporter: and police spokesperson said they have trained crisis negotiators and a s.w.a.t. team trying to negotiate with the man. it is unclear if he actually has a weapon but officers will remain here. we keep seeing more and more of them come up here to this area at mcalister street. they say they are trying to create what they call time and space to try to resolve this standoff peacefully. we'll be back to you if we have any additional information. but again, in the last f
