good morning. i'm diane macedo. >> and i'm kendis gibson. here are some of the top headlines we're following on "world news now." a chilling new video shows a closeup view of police officers in baton rouge, louisiana, tackling a man moments before they shot and killed him. the man's family called it an execution. the justice department is now involved. we're going to have more in a moment. and another video is triggering widespread anger online. the images appear to show a man in falcon heights, minnesota, inside a car covered in blood after reportedly being shot by police. that man died but a woman and child also inside the car were not injured. a scathing new report blames former prime minister tony blair for missteps leading up to the war in iraq.

responding to the criticism, blair says the world is a better place without saddam hussein. and taiwan is on high alert because a super typhoon is expected to hit within hours. it's packing winds of 160 miles per hour, heavy rainfall and flash floods are also threats. those are some of the top stories on this thursday, july 7th. from abc news, this is "world news now." good morning, everyone. let's start in louisiana with that scuffle in baton rouge. that ended with police shooting alton sterling to death. the justice department has now opened a civil rights investigation. >> family and friends gather for a vigil last night outside the store where sterling was shot. they're angry and frustrated over sterling's death saying it was an execution by police. >> the protests are spreading including this one outside of baton rouge, i should point out, in philadelphia where demonstrators blocked a freeway off ramp. police did arrest some people but overall, the protest was peaceful.

we get more now from abc's elizabeth hurr who has the latest. >> reporter: a community outraged, standing in solidarity. >> they murdered him senselessly. >> reporter: in the name of justice. >> this is the beginning of what is to come. >> reporter: gathering wednesday night where 37-year-old alton sterling was shot and killed by police. the store owner who captured this graphic video of the shooting on his cell phone still in disbelief. >> i didn't know what was going on. i didn't know why they were out here. neither did he. he was confused. he was lost. >> reporter: it was just after midnight tuesday, police say they got a call about a man selling cds outside the triple s food mart, brandishing a gun. the responding officers telling investigators they first tried to use a stun gun and then opened fire fearing for their lives. >> we want to get to the

answers, the bottom of of the answers and the truth. >> reporter: louisiana's governor turning the investigation to the fbi. but sterling's son inconsolable with his family vowing to fight for answers. >> i will not rest or not allow him to be swept in the dirt. >> reporter: and with protesters gathering not just here in louisiana but all accents the country, the family is urging the public to remain peaceful. diane and kendis. >> thank you. there's been so much reaction to that shooting, including from some more famous folks. drake really had an interesting take on this. he posted on his instagram, look at this. this really lengthy response. he goes no one begins their life as a hash tag yet the trend of being reduced to one continues. >> katy perry posted about the

behind clinton. sources tell abc news their campaigns are in talks and an endorsement could come as soon as early next week, possibly at an event in new hampshire. sanders is applauding clinton for her new college affordability plan that embraces his ideas. it is a compromise that would make public colleges tuition free for most middle income families. donald trump says he's now considering ten people as possible running mates. newt gingrich is on the list. trump heaped praise on the former house speaker as they appeared together at a rally last night. senator bob corker has taken himself out of the running opting to stick to his current position of senate foreign relations committee. and senator joni ernst of iowa says the best way for to help president trump is from the senate. and we're learning stunning new details about the death of a navy s.e.a.l. trainee. a medical examiner says it's a

homicide and finds faults with the acts of his instructors. abc's martha raddatz has the details. >> reporter: it is the most rigorous training in the u.s. military. but according to the medical examiner, this time it went too far. surveillance video from the combat swimming exercise reportedly shows 21-year-old james derek lovelace, who was wearing camouflage uniform and boots, struggling in the pool. witnesses say his face was purpose -- purple, his lips blue, when, against regulations, an instructor dunks him not once but at least twice. lovelace's head disappearing under the water multiple times before the instructor pulls him out still breathing but moments later unresponsive. the death ruled a homicide. but that doesn't necessarily mean a crime has been committed. just that lovelace's death was, quote, at the hands of another. the instructor has been placed on administrative duty. s.e.a.l. training is so

important, but what makes this case different is that dunking is prohibited in this particular kind of swim training. so we are told charges are possible. martha raddatz, abc news, washington. in california some parents are suing over a new law requiring mandatory vaccines for school children. the lawsuit claims the law violates the children's right to an education. they want the law suspended until the lawsuit plays out. last year governor jerry brown signed that law despite fierce opposition. parents who refuse vaccination for their kids may seek a medical exemption or opt for home schooling. a heart-stopping experience for a championship hang glider in norway. he's in the air as his hang glider snaps in two. a stunned crowd watches as he plunging toward the crowd. despite the malfunction, he's able to pull his emergency chute and land in the lake. he was rescued by boaters and he suffered minor injuries. he blames speed for the mishap.

black listed in connection with the rights abuses. the abuses include murder, torture and forced labor. let's turn to a trial that will be playing out in massachusetts. >> the state's highest court ruled a teenage girl can stand trial for manslaughter, for goating a friend into committing suicide by taunting him with text messages. here's abc's lindsay janice. >> reporter: michelle carter, the massachusetts teenager accused of urging her boyfriend to commit suicide by a text message is now facing up to 20 years in prison. the state's highest court ordering her to stand trial. deciding friday to uphold carter's grand jury indictment on a manslaughter charge for the 2014 death of 18-year-old conrad roy. roy died of carbon monoxide poisoning after locking himself inside his truck in this kmart parking lot. at the time prosecutors say he was on the phone with carter for 47 minutes. his girlfriend allegedly convincing him to stay in the

truck after he had second thoughts. >> he was scared. she told him to get back in the car. >> reporter: in a series of text messages leading up to roy's death, prosecutors say carter was essentially bullying him into suicide. texting, you need to stop thinking about this and just do it. and, there is no way you can fail. tonight is the night. it's now or never. >> when are you going to do it? stop ignoring the question. >> reporter: carter's lawyers argued the then 17-year-old's texts were protected by the first amendment and didn't cause roy to kill himself. saying roy was the one who convinced carter he should commit suicide. >> he has, in fact, brainwashed her to the point where she's now accepting his idea of this is my only option. >> reporter: but massachusetts supreme judicial court disagreed saying carter engaged in a systematic campaign of coercion

that targeted roy's insecurities and that her instruction to get back in his truck was a direct link to his death. lindsey janice, abc news, new york. >> the legal issue of whether or not this is cyber bullying actually matters a lot. the laws apply differently. there are laws against encouraging someone to kill themselves in 39 states but massachusetts is not one of them. >> there are cyber bullying federal laws as well. this is just a horrible story. if you get a chance to read the transcript of text messages, it's insane. no matter whose side you believe in this, it's absolutely heartwrenching. >> a disturbing case all the way around. i cannot imagine the parents of that boy. >> this boy's mom says every day it hurts her. coming up, 500,000 hover boards are being recalled. >> the self-balancing scooters are being called a fire danger. what you need to know

meet the hero canine who helped take out the trash on this thursday, july 7th. from abc news, this is "world news now." >> we do say good morning to everyone on this thursday. i'm kendis gibson. >> and i'm diane macedo. we begin with the growing outrage over the deadly shooting of a black man by two white police officers in baton rouge now under investigation by the justice department. >> family and friends of alton sterling gathered for a vigil in front of the store where he was shot. they are mourning the loss of man they loved and nicknamed big boy. saying he was always upbeat and never angry or violent. they're also pleading with protesters to demonstrate peacefully. a new video emerged showing the officers pinning sterling to the ground just before opening fire. the police chief says sterling was armed but he admits there are still questions about how events unfolded. abc's alex perez has the latest. >> reporter: new chilling images

of that deadly shooting captured on cell phone outside a baton rouge convenience store. >> get on the ground! >> reporter: one officer pinning alton sterling to the ground while another kneels on his arm. you can see one officer drawing his weapon. >> you move, i swear to god. >> reporter: within seconds gunfire, sterling dying there at the scene with gunshot wounds to his chest and back. an officer then pulls something from sterling's pocket. protesters taking to the streets calling it an execution after this video of the shooting was shared by millions on social media. >> [ bleep ]. [ bleep ]. >> reporter: it was just after midnight tuesday morning when police got a call about a man selling cds outside the triple s food mart brandishing a gun.

>> they told him he couldn't be around there. >> reporter: police say he was armed when the officers approached him and their body cameras dislodged during the altercation. >> shots fired. both officers okay. suspect down. >> reporter: the man who recorded the video said sterling seemed confused about why police approached him. >> he was asking them, while they were throwing him on top of the car, asking them what did i do wrong. >> reporter: sterling was a friend who sold cds for two years outside his store. >> he's never violent or somebody to threaten anybody. >> reporter: sterling's family demanding answers. his 15-year-old son cameron bursting into tears. >> the individual involved in his murder took away a man with children who depended upon their daddy on a daily basis. >> reporter: the officers involved are now on paid administrative leave, telling

detectives they used deadly force because they feared for their lives. >> we want to get to the answers, to the bottom of the answers and the truth. >> reporter: louisiana's governor turning the investigation over to the fbi. >> this incident will be investigated impartially, professionally and thoroughly. >> reporter: alex perez, abc news, baton rouge, louisiana. and another shooting right right now is prompting outrage on social media right now. a man in the st. paul suburb shot by an officer last night while inside of a vehicle with a woman and his child. a graphic video live streamed on facebook seemed to show the aftermath. the man covered in blood while an officer continued to point his weapon at castile who later died. at a news conference moments ago, police say they recovered a gun at the scene. we'll continue to stay on top of this story developing in minnesota. president obama scrapping plans to cut u.s. forces in afghanistan by half before leaving office.

the president has ordered 8,400 troops to remain in the country because of what he calls the precarious security situation. the taliban in afghanistan says the president's decision to leave more troops will only prolong the fighting there. and a scathing new report says former prime minister tony blair overstated the threat posed by saddam hussein and took military action too early. the report also says blair had an exaggerated sense of the uk's ability to influence the u.s. blair is defending his actions saying the world is a better place without saddam hussein. the death of a navy s.e.a.l. trainee has been ruled a homicide. james lovelace died during a water exercise in may. witnesses say the 21-year-old was clearly struggling, his face turning purple and lips blue. the instructor allegedly violating regulations, dunking him at least twice. the medical examiner says those

actions were exsifs and contributed to lovelace's death. that instructor has been placed on administrative leave and could face criminal charges. the former army analyst charges with leaking information was hospitalized. chelsea manning is reportedly back at a military prison at ft. leavenworth, kansas. her legal team says the army is refusing to share information with them. an army spokesman says manning is being monitored. she is serving a 35-year sentence. fbi director james comey has been summoned to capitol hill after recommending no criminal charges against hillary clinton. he'll testify before the house oversight committee into the investigation into clinton's use of a private e-mail server. the case is officially closed after attorney general loretta lynch accepted comey's recommendation. house speaker paul ryan is suggesting that clinton received preferential treatment. it's "your voice, your vote." we have the latest in the battle for the white house is heating up. >> reporter: donald trump campaigning in the key battleground state of ohio. >> we really have a movement going. this is a movement like people have never seen before.

trump's list of potential running mates. tennessee senator bob corker tells abc news he's taking his name out of the running. with just 11 days until the republican convention, few details are known about it. but diane and kendis, donald trump promises today he'll unveil a list of speakers. >> thank you. and former trump rival and marco rubio is the latest republican to announce he will not go to the gop convention. rubio had planned to attend before he decided to seek re-election. his spokesperson says he'll focus on campaigning in florida instead of gathering with his party in ohio. on capitol hill, tense moments on the senate floor. protesters tossed cash from the senate gallery over a bill regarding the labeling of genetically engineered ingredients. they yelled at lawmakers receiving money from special interest groups. four people were arrested. the bill blocks states from issuing mandatory labeling laws. despite the protests, the bill cleared a major hurdle on a

thousands are still without power in the minneapolis st. paul area after that severe weather that took place earlier this week. miles of transmission lines are still down. some residents said it was the worst storm they've lived through. 55 million americans are facing intense heat in the day ahead from new mexico to connecticut. now to a bomb shell investigation into doctors all across the country accused of sexually abusing their patients. >> more than 2,400 doctors have been sanctioned so far but many have escaped criminal punishment. and thanks to physician dominated state medical boards, were even allowed to keep their licenses. we get more from abc's brian ross. >> reporter: it happened in a hospital room as she regained consciousness and her doctor leaned over. >> i remember him kissing me on

the lips, and then manipulating, physically manipulating my hand to basically rub him. >> reporter: erin vance of oregon is now speaking out about what has happened to thousands of women in this country, sexually abused by their doctors. >> he said, it's okay, this is how we wake you up. >> reporter: her doctor, the anesthesiologist was sentenced to 23 years in prison for assaults on at least 12 women. according to a first of its kind 50 state survey out today from an investigative team at "the atlanta journal constitution," more than 2,400 american doctors have been disciplined for sexually abusing their patients in the last 16 years. and quietly, more than half of them were allowed to keep their medical licenses. >> some of these doctors are the most prolific sex offenders in the country. >> reporter: often those doctors escape serious punishment.

dr. david maatta, a family practitioner, once praised in congress as a great humanitarian pleaded guilty in 2011 to six felony counts with sexual acts with female patients but received only probation, no prison. when we went to see dr. maatta at his california home, he refused to show his face but maintained his innocence. you're hiding behind a door but i want to ask you, did you violate your oath? did you violate those patients? >> i am going to make no comment on that. >> reporter: dr. maatta's medical license was initially revoked but he is now eligible to re-apply for it. brian ross, abc news, emmitt, california. >> apparently in many of those cases the doctors admitted to wrongdoing, doing what they were accused of, or investigators after the fact said they did believe the accusations. >> the medical boards try to give them a second chance which is why so many of these doctors have been able to keep their licenses despite this. the prosecutors will often dismiss or reduce a charge as well.

cincinnati. >> for the second straight day, donald trump paraded a potential running mate before thousands of supporters. newt gingrich joined donald trump at a rally in ohio. trump called him smart and tough and praised his debate skills. he said gingrich would have a role in the government in one form or another. after campaigning with trump the night before, tennessee senator bob corker is taking himself out of the running as a possible vp pick. corker said he cherished his position as chairman of the senate foreign relations committee and said there are better ways for him to serve. a newly released video is shedding more light on that deadly shooting of a black man by two white police officers in baton rouge, louisiana. it shows the officers pinning alton sterling to the ground, moments before the gunfire erupted. police were responding to a call about an armed man threatening someone outside the store where sterling sold cds. police say sterling was armed but there are questions about how the confrontation unfolded.

the outrage over the shooting is growing with family members calling it an execution. they gathered for a vigil to mourn sterling. he was a father of five. they say he loved his children and was never violent. they're demanding answers from investigators and they're asking that protesters keep their demonstrations peaceful. >> but i'm angry, and i'm mad, because they took something from me that i'll never get back. y'all pray for me. we have to have peace and unity here. >> the justice department is investigating this. they've opened a civil rights investigation into sterling's shooting. unfortunately for those investigators, the body cameras worn by the officers fell off during the struggle. the two officers involved are now on administrative leave. and another shooting by police is prompting overnight outrage across social media right now.

a man from a suburb of st. paul, minnesota of falcon heights was shot in a vehicle during a traffic stop. he was inside the car with a woman and a child. the man is coveredn blood while an officer continued to point his weapon at him. in a news conference, police say they recovered a gun at the scene. we'll continue to stay on top of this developing story from minnesota. and thousands are still without power in minnesota following severe storms there. powerful winds took down miles of transmission lines. trees were knocked down. even roofs ripped from houses. more severe weather is also in the forecast for later today. and this tornado was spotted in nebraska near the border with south dakota. incredibly, it's almost parallel to the clouds. and here in the northeast, we're in the middle of the first heat wave of the summer. the heat index will be close to 100 for the next few days. 14 states are under heat warnings or advisories from new mexico to connecticut. >> those states include folks in
