>> first, we'll hear from lyanne on the scene. >> reporter: good news is that the fire has been contained and what they're doing now, according to the alameda county fire department is that they're monitoring air quality because there was a lot of smoke out here. the shelter in place requirement is in effect for newark and fremont. this was a lot of fire, a huge plume. you can see fit san jose south and we're further north this afternoon. we can see it and don't know how it started. the building is owned by western pacific but they were leasing it and you can tell no homes were in danger and other businesses were not affected so that is

reports of injury. >> here is a look at the current scene different from earlier. >> yes. it's changed significantly. and abc7 news weather anchor is here with a check on conditions out there. spencer? >> it's great. they're get being this under control now. winds are beginning to pick up just a little bit. current conditions are these, 69 degrees, not very warm. humidity 71%. it's good and pretty high. steady winds at five miles per hour, light winds, but gusts now are reaching 15 miles per hour and not strong enough, i think to complicate efforts now. but strong enough to move the smoke away from populated areas. we had video taken earlier.

>> the chie says he will help facilitate the first amendment rights this evening. >> we're going to stand out there and help them. >> from here, protestors will march to city hall. in san francisco, abc7 news. oakland police arrested just five people out of a crowd of 2000. protestors gathered outside oakland city hall around 7:00. they marched to police headquarters and by 8:30 they were up on interstate 880 stopping traffic in both directions. it took 30 seconds total to block all lanes and i want to show you the video now. you can see people walking to the freeway.

the screen grab and taken at midnight that shows traffic at a stand still. protestors left behind graffiti on the lanes and sides of the freeway. in downtown oakland, demonstrators broke windows and sprayed graffiti. the door to the police administration building were shattered and vandalized with red paint as you can see there. another rally is scheduled to start in less than an hour. >> that is right. another protest is supposed to get underway. it's very quiet down here now. we'll see what develops this evening. last night's protest was mostly peaceful, there were about 2000 people marching. as you've said there were freeway closures and some vandalism here in downtown oakland. chp and police tell me they're

deaths of five police officers. >> a critical freeway connector usually packed with drivers now is still closed because of a big rig fire. let's give you a look at the northbound 880 ramp that connects to eastbound 80. a crew is working to clean up materials. the fire started at 1:00 this afternoon near the on ramp and drivers passed slowly but chp shut down the on ramp. there is good news, it's expected to reopen within the hour. >> abc7 news was in emeryville as agents began investigating that huge building fire. atf experts did an exterior survey, planning to figure out what caused this >> the 20 person team includes

explosi explosives and engineers. it's been seven years since jaycee dugard was rescued from that now she's out with a new book. a lot of things have changed since then. >> reporter: we did go back to the neighborhood. it looks a lot different without the live trucks and and reporters and police. we went to the parole system that failed jaycee dugard miserably. neighbors call it the house. this is how it looked then. this is the house today. >> just stucco. it's not cinder block.

they had security bars on the windows. >> the new owners tore down the fences that hid the horrors of the makeshift compound of sheds, tents, and out buildings. the squallid backyard. she was only 11 when kidnapped by the convicted sex offender and his wife, dugard was 29 when the garridos were arrested. garrido was on parole, but able to elude parole agents. after a two month investigation, the inspector general recommended a series of reforms, reduce case loads, better trainings and new policies. the corrections department tells us they have made the reforms. >> if they have, i'm not clear on what those reforms are.

and what has been changed. >> senator ted gains represents el dorado county. he introduced a bill that would have made it tougher for prisoners to be paroled out. it failed. while that goes on, things have changed for the state inspector general, offices are in this building in sacramento. the agency lost much of the power and can no longer launch probes into this unless triggered by the governor or the legislature. tonight we'll tell you about a program headed by the district attorney to make sure sex offenders on parole are tracked and monitored. >> thank you. and join us at
