wind. concord and livermore in the upper 50s. from san jose it's nice and clear out there. temperatures are ranging from about 51 to 59 this morning. looking at upper 70s through the noon hour and then we climb into the 80s. the wind will pick up again keeping it gusty at the shoreline. carolyn. >> lisa, thank you. this morning demonstrations continue across the into the night and early morning protesting the recent killings of black men. and dallas is dealing with a mass shooting that took the lives of five police officers. abc news reporter kenneth is in dallas with the overnight developments. good morning, kenneth. >> good morning, carolyn. tense moments in dallas. police gave the all-clear after responding to a potential threat at the department. it happened at the memorial that so many people are paying their respects to the fallen officers.

>> this morning a nation in tur -- in turmoil n minnesota protests turn violent as protesters clash with police. officers in riot gear moved in with smoke bombs. some were injured by rocks and firecrackers. police across the country work to keep the peace after the recent police killings of philando castile in st. paul and alton sterling in baton rouge, where you hundreds of protesters gathered at the police department >> too many african-american males, their lives are being taken away from them, and this has to stop? >> dallas police surrounded their own headquarters after reports of a suspicious person in their garage. s.w.a.t. teams and sharpshooters were on the scene, but a sweep turned up nothing. the scare briefly took away from this incredible scene outside the department. two barely-visible patrol cars serve as a grim reminder of the five dallas police officers killed when investigator say

louisiana of alton sterling on tuesday and philando castile in minnesota on wednesday. one goal of the group was to get on to bay bridge to shut it down burks they were met at reach ramp with a line of police and highway patrol officers. >> we rushed the freeway because that's the only way to get them to listen. >> there's lots of people who are caught up in traffic in this whole thing. what do you tell them? >> i tell them i apologize for the inconvenience but the only people to get -- the only way to get people to listen. >> the sniper shootings in dallas where five police officers were killed did affect protesters. >> i wouldn't wish death upon anyone because i have lost a loved one this senseless violence. >> after five hours the group disbursed without an arrests. abc7 news. the blue ribbon panel appointed to look into the inner workings of the san francisco police department is expected to release their final report tomorrow.

san francisco police commissioner, joe marshall, said the shootings in louisiana and minnesota are less likely to happen here. that's because of the recent reforms of the police department and the blue ribbon panel. back in may that panel found the department lax transparency and accountability. marshall said the culture of policing has to change. >> unless you make the changes, incidents like this, what happened in st. paul and baton rouge, are liable to happen again. it will take change. the goal has to be to make the change. >> he credits the new interim chief for the changes within the department. the panel will release their final report tomorrow morning. today the university ame's church in palo alto is set ag be -- setting aside some time

for people to come together to talk, pray and support each other. the church creates a safe place to vent and express feelings about the recent shootings. it starts at 1:30 this afternoon. in the north bay a fundraiser to help future police officers expanded because of the tragedy in dallas. yesterday abc7 news was in american canyon for the california cadet academy's public safety fare. this event raises money for teenagers who are preparing for future careers in law enforcement. this year the volunteers also collected money for the families of the dallas officers who were killed. they said last week's event has only strengthened interest in emergency service careers and support for them in napa county. >> it takes a certain type of person. there's a lot of risk and you definately have to put the needs of the community before yourself at all times. they are to serve and protect us and to have that happen it's kind of scary for anybody. >> yesterday's fair included a bicycle rodeo, a car seat safety

check, vehicle inspections and a distracted driving stimulator >> people in the bay area are showing their appreciation this weekend for the men and women helping to keep their community safe. the mountain view police department tweeted this photo yesterday with the caption nothing makes a saturday better than some great tasting lemonade. thanks for letting us stop by and the california highway patrol tweeted this picture with the caption, no matter the task at hand there is always time to make a positive relationship with the people we serve. a san jose woman is asking for help to find a burglar that broke into her car and made off a trunk that belonged to her boyfriend. it happened on thursday at 2:30 in the morning on bush street in san jose. a man wearing a red hoodie smashes the window and takes the trunk, along with other belongings.

watching us this sunday morning. this is a live look from our sutro tower camera. if you are tired of the cool weather, well, this week is for you. a warming trend on the way. lisa knows it all and she will have your accuweather forecast in just a few. >> a vallejo woman is missing this morning after being kidnapped for ransom. the fbi has been called in to help find 57-year-old elvira babb. she was kidnapped june 30th. abc7 news reporter lisa amin gulezian has the story. >> she was too nice of a person for something to happen to her >> elvira or elvie babb lived alone in this one-bedroom apartment. crime scene detectives have covered every inch of the place in hopes of find being the 57-year-old. they arrested these four, who they say kidnapped babb.

her son got the ransom message. >> they got the message they would hurt her if they contacted the police and didn't deliver the amount of cash specified. >> this man was the ringleader and may have been her neighbor several years ago. here's an excerpt from a facebook quote she wrote. i'm about to have to turn myself in and i need you all to pray for me right now. he was arrested in sacramento. police believe the only motif -- motive was money. >> i can't believe it. she didn't have money. she was just barely making ends meet. >> she didn't have a car and relied on friends to drive her places. she was last seen at this seafood city store on june 29th and on the 30th her son rushed to her home after receiving the ransom demand, only to find her apartment empty and her dog dead. the more time that passes the more police worry. >> the victim has been gone for over a week so it causes us deep concern obviously.

we are hopeful we will be able to locate her alive. >> none of the suspects are cooperating with police. abc7 news. another kidnapping case in vallejo made national headlines. you remember this. vallejo police originally thought the kidnapping of denise huskins back in 2015 was a hoax. further investigation led to the arrest of matthew muller. prosecutors say muller drugged and bound her before abducting her and eventually letting her go. his kidnapping trial is set to begin in january. in los angeles firefighters are battling a brush fire that burned more than 800 acres. it started yesterday afternoon in the stevenson ranch area. officials evacuated at least 700

he found out when citibank called asking if he had been running up charges during the night. >> i'm like unless i'm doing something in my sleep, that was not me. he checked his wallet, his debit card was missing and it was no trick. his debit card has chip technology. his atm requires him to insert it and leave it there for transactions. he forgot to take the card back. >> i walked away unfortunately with the card inside. >> he believes someone watched him type his pin and snatched the card. the person drained his account then deposited this phony check and kept buying. citibank investigated, but to his shock denied his fraud claim, saying he could have made those transactions. he had the account 14 years. never made purchases like this but says citibank refused to review surveillance video to find out who did. >> at this point i was at my wits end. >> he contacted us. citibank reviewed the case and reversed their decision, returning his money.

are marched onto the freeway, blocking traffic in both directions for four hours yesterday. the protest started peacefully, but then demonstrators started throwing objects at police officers. the police say 21 officers were injured. st. paul police say the preliminary number of arrests is about 100. and in baton rouge about 100 people were arrested outside police headquarters as tensions reached a boiling point between protesters and police. that was after the shooting death of a black man. officers were in full riot gear with shields, helmets, rifles and vests. protesters were seen throwing water on police, causing things to quickly escalate. >> last week's event sparked a national conversation. abc news "nightline" anchor byron pitts has more on the talk

right now there are more new condos available to buy in san francisco than older previously-owned condos. and prices are starting to decline in some neighborhoods. the real estate marketing firm polaris pacific reported there are now more than 1,000 new condos on the market. that's compared to about 830 previously lived in. right now another 2500 are under construction and nearly 5700 more are being planned. while condo prices increased nearly 3% last year.

getting quite gusty along the shoreline. you look at the visible picture where the fog is. you notice from the montara area and the san mateo coast and livermore and hayward is waking up to patchy fog, as well as oakland. a live look outside looks good. you see the windmill and beach where we have sunny conditions at ocean beach. 57 mountain view. san jose 56. morgan hill at 50 and half moon bay 55 degrees. the sunny start for you in san jose. a warmer afternoon. a little bit of a breeze kicking up. santa rosa 50. napa 48. 52 novato. mid-350's fairfield, concord and livermore. with the more typical, cooler start we will finish out warmer. but we also have winds to factor into the equation today. look at mountain view and san jose. it's definitely a cooler start. check out this view from our roof camera.

isn't this nice? look how clear it is. a limited fog footprint this morning. windy this afternoon and a warming trend arrives for much of the work week ahead. if you want to head to the coast, it will be gusty. winds anywhere from 25 to 35 miles an hour here and temperatures just in the upper 50s from bodega bay to ocean beach. the ocean temperature just at 5. so looking at the wind profile, if you notice the color here offshore, this is where it gets quite gusty from point reyes to half moon bay. and inside the bay it will be breezy. about 15 to 20 miles an hour throughout the afternoon. that will stay the case right through 5:00. the giants game with winds up to 20 miles an hour. santa rosa, though, topping out just around 80 today. just shy of the 84 average. and mid-80s tomorrow. upper 80s tuesday. the warmest day should be thursday with about 90 degrees. 80 santa clara, 79 sunnyvale

today. still pleasant here on the peninsula, but pretty breezy in redwood city at 76. plenty of sunshine in the north bay. look for 81 in sonoma, 82 napa. more mid-70s in oakland and caster valley. you head inland more of the mid-80s arriving from pittsburgh to fairfield today. 81 pleasanton. we will look for the accuweather seven-day forecast to trend warmer each and every day. starting with today. we will lose some of the wind tomorrow but still locally breezy. each day numbers in the mid-to upper 90s midland the middle of the week and a little bit of fog coastside. carolyn. >> thank you very much, lisa. after five years of drought, 66 million dead trees have been reported by the forest service in the southern sierra. and those doing that survey are now flying over northern california forests. abc7 news reporter jonathan bloom caught up with the u.s.

forest service as they figure out where california's trees are dying and why. >> clear! >> early in the morning the u.s. forest service takes to the sky, soaring just above the tree tops. >> we are out there trying to identify trees that have died fairly recently. >> from 1,000 feet up you can see them. >> as it dries out the foliage will change from the green color to yellow, red or brown. that's what we are looking for. >> last year they found record numbers. this year they expect even more after six years of severe drought. , the trees are fighting for with water and now the beetles are able to take advantage of that situation. >> the bark beetle thrives on dry wood. a healthy tree grows new bark to keep the beetles out but a weakened tree is bug food. they can attack otherwise healthy trees and kill them. the foresters have to find out where it's happening. >> we are trying hard to assess the high priority hazard trees, ones that are near buildings or

powerlines or buildings or road. >> once in the sky they use an electronic shorthand to mark down where the dead trees are, how many and without throwing about -- or slowing down and without counting anything twice. >> i draw a polygon and then in shorthand, 88, ponderosa pine, recent mortality. everything about this is meant for speed. >> among the agencies getting that data, cal fire. >> we saw a significant increase in our number of incidents the past several days. the past week we responded to nearly 360 new wildfires. >> spring rains, then summer heat left dry grass on the ground right under the dead trees. >> the fire situation is really severe right now. it will get more so throughout the summer. >> in davis, abc news. up next, a block party in san francisco's tenderloin. the fun activities planned for sunday streets.
