abc7 news starts right now with live breaking news. >>. >> you breaking news is out of the north bay. a shelter in place order in effect right now in calistoga as police searched for a robbery suspect accused of shooting a security guard during a robbery. we're live over the scene. look there. we are told one suspect is in custody but authorities as you see are searching for another man considered armed and dangerous. good afternoon and thank you for joining us. i'm ama daetz. >> i'm larry deal. it all started with a robbery near the safe way. abc7 news reporter wayne freedman has the latest on this breaking story and the manhunt that has ensued. >> reporter: good afternoon, larry. it's an interesting scene at the corner of highway 128 and foothill road, essentially the

police command post. we have agencies, california highway patrol, sonoma county sheriff, napa sheriffs. we have the windsor police. all of them gathered trying to figure out where the second suspect might be. over here is gene donaldson. can you give us the latest? you have one suspect in custody and one suspect you still think is at large? >> yes, we do have one in custody. we have requested that people in calistoga stay locked down in their houses so we can search for the second suspect who fled on foot. >> he fled on foot. was there a shoot-out in calistoga. >> yes, about 2:30 today, we received an alert from sonoma county sheriff's office regarding a robbery that occurred there involving two subjects with ak-47s driving a blue suburban. a police officer picked up the suburban entering calistoga.

there was a short pursuit during which time apparently the suspects fired upon the officer. he was not struck but both vehicles did, were, involved in a collision. >> were threw chased to calistoga or discovered in calistoga later on? >> i don't have that information. preliminarily, i hear it is the calistoga police department. >> the second suspect at large, do you have a description of him? >> he's a hispanic male with long dark hair and wearing black clothing. > are you thinking he is still armed? >> we did recover two rifles from the suspect vehicle but we are going to treat him as an armed suspect. >> ak-47s? >> i don't know if they were ak-47s but they were two rifles. >> so all these agencies are here. you have an area. how big is your grid that you're searching in this area right now? >> it's a very large perimeter we have around the city of calistoga. we have assistance from helicopter support and also from various agencies in napa county

and sonoma county. >> what should citizens do. >> immediately call 911. do not try to kaukt the suspicious person. let us handle it. >> reporter: thank you for that information. so to recap, let's go to video of the arrest earlier today about an hour ago. >> yes. >> and so that was a suspect, one of two on the ground. and he was taken into custody. >> one suspect was taken into custody. >> and he was or he was shot or you don't know? >> he was not shot. >> he was not shot. >> the officer did not fire upon the suspect. >> thank you, sir. all of this began earlier today 1:5, 2:00 in windsor outside a bank. perron the suspects we're told went in. there was a shoot-out there. a security guard was injured. we do not know his condition at this time. assault rifles we're told went into the bank. at least one person wounded. a 535-year-old male being rushed

to santa rosa memorial hospital. he had three gunshots wounds. the helicopter was called out to the search. helicopters are here in calistoga, as well. searching the neighborhoods at low altitude. the assailants described as you heard, they were wearing masks. there were ak-47s involved. we arrived shortly after this went down. all of a sudden, as we're arriving there, four police cars, four different agencies tore out of there at high speed. they went south on highway 101 across springs road, led us to calistoga. that's where manhunt continues as this continues to develop, we'll keep you advised. bottom line, if you see somebody suspicious, you live in this area, don't go out. don't confront them. call the police. this is an active manhunt. live in calistoga in napa county, wayne freedman.

this is abc7 news. the city of san francisco may have to pay $5 million to settle a lawsuit. >> yeah, it's all over this incident when a firefighter on duty and allegedly driving drunk slammed into a motorcyclist and seriously injured him. vic lee has been following the story and joins us with the latest. vick. >> reporter: coincidentally, today there was a court hearing on this felony dui case against the former firefighter who was driving the truck. now, that case was continued for several weeks at the request of defense lawyers. but on another front, if you were at city hall, the lawsuit filed by the victim appears to be close to a resolution. >> if the supervisors approve the settlement, the city would pay almost $5 million to the accident victim, jackson frazier. >> we're hopeful we can put this behind us. >> city attorney spokesman matt

dorsey. >> we think this is a fair resolution that avoids the costs and risks of further litigation. >> reporter: this video shows what happened at fifth and happened. june 2013. the fruk driven by then firefighter michael quinn was rushing to a fire with lights and siren on. 50-year-old jack frazier on his motorcycle at the top of your screen. fire truck blew through a red light hitting frazier propelling him and his motorcycle across howard into a fire hydrant. he suffered massive injuries making his recovery long and difficult. in the chaotic moments after the accident, quinn reportedly entered the chieftan iris pub. sources say its security camera captured him guzzling down pitchers of water to bring down his alcohol level later tested at levels above the legal driving limit. a judge tossed out the results when it was revealed the breathalyzer testing device was improperly calibrated but the d.a. is still pursuing dui

charges. four members of the fire department were disciplined reportedly for improper conduct associated with this case. supervisor john avlio says frazier deserves restitution. >> i am totally ashamed of what happened three years ago. hopefully, things are -- systems are in place so we don't have that kind of deliberate mishandling. > supervisors will refer the proposed settlement to committees which will make its recommendation to the full board. vic lee, abc7 news. >> it is going to be slow going at night on the san mateo bridge for the rest of the week. caltrans is closing two lanes of the span starting tonight and this will be for the next five nights to make permanent repairs on the bridge deck. this is a live picture of the span right now. crews will be repairing a hole that open up on the westbound deck east of the high-rise section last month. the closure of the two westbound lanes on right-hand side in this picture, that starts at 7:00

tonight and continues through 5:00 in the morning. meanwhile, caltrans will be doing work in the mccart your maize, as well. crews plan to be close one lane of westbound interstate 80 leading to the 580 ramp because of a painting project. this is a live picture right now. it's jammed up in the eastbound direction. the closure begins just before midnight tonight and again tomorrow night. and will last till 6:00 in the morning. of the new pokemon go craze could pose a headache for anyone trying to get around san francisco next week. a facebook page says more than 4500 people plan to take part in a hunt through the city next wednesday evening scheduled at 6:00 at fort mason and make their way to dolores park. the exact route is unknown. pokemon go is an ap that allows you to hunt for imaginary creatures uing your smartphone's gps and clock. officials at some memorial sites are having to urge people to

abc7 news starts right now. with live braving news. and here's an update on the breaking news we've been following this afternoon. sky 7 hd above a search in napa county. several law enforcement officers, many, many law enforcement officers are in calistoga looking for an armed robbery suspect. the entire town of calistoga over 5,000 people currently being told to shelter in place. this afternoon's chain of events began with a robbery at a chase bank in windsor over in sonoma county just before 2. . this happened as an armored truck was parked outside the bang and a guard was shot three times. currently hospitalized. a short time later, a police officer chase aid blue suburban that was linked to the robbery. that ended with one suspect being captured and another one escaping. lis believe the suspect may have an ak-47. a military style rifle so armed

a new plan to overhaul the way oakland selects police officers will go before the is it city's public safety committee tonight. plan to dramatically increase the number of recruits from oakland among the proposals. news reporter laura anthony is live at city hall. >> reporter: hi. these proposed changes would not affect the police academy's currently under way here in oakland. there are two of them this year. it would start with the first academy of next year which has been pushed back to may of 2017. the entire nation is grappling with the question of community police relations. >> citing a recent sex abuse scandal and poor relations between the community and police here, the oakland city council is poised to change its police department from the bottom up. >> we're not hiring enough people from oakland. we're underrepresented in people of color. lgbt people and women. and so i've asked that we look at what are we excluding people and what are we not excluding

people for. >> reporter: some locals who have been applied have been reject ford reasons the council wants to eliminate. including prohibiting the past use of marijuana as grounds for rejection, printing student loan debt as grounds. restricting the use of overall debt as grounds for rejection. and insuring at least 50% of new recruits have a significant connection to oakland. >> i think that that is an important factor. >> reporter: but some wonder if the proposed changes to department's recruiting and hiring practices go far enough. >> they're trying to do a little bit of this sweeping under the rug or saying we're going to do this and everything is going to be fine. the problem is only the new cadets, new recruits. i don't think it's that simple. >> reporter: the oakland police department and the police officers association did not respond to our requests for comment. in oakland, laura anthony, abc7 news we're learning information

about the shooting after a bailiff. inmate had his handcuffed in front of him yesterday allowing him to wrestle away a gun from a deputy and open fire. larry darnell gordon they say killed two bailiffs before he was killed by officers. he was facing assault and kidnapping charges. the family of a minnesota man shot and killed by police during a track stop say they plan to sue the officer who fired the shots. an attorney for the family of philando castillo made the announcement today. state officials are still investigating. the decision on possible criminal charges will fall to a local county attorney. >> it's official. bernie sanders has finally endorsed democratic rival hillary clinton. both are hoping to transfer the energy of the sanders movement into the party's general election fight against republican presidential candidate donald trump. here's abc news reporter stephanie ramos. >> two former rivals now all smiles and standing side by

people locked out. police arrested one of two suspects here this is video from sky 7. that suspect on a stretcher. we don't know how he wound up on the stretcher. there were reports there was a shoot-out. no confirmation from police as to whether there were shots fired or not. that resulted in this. a house to house search as they look for awe second suspect who police describe as a hispanic male adult 24 years old, 5'11" with long dark hair wear a black shirt. this drama did not begin in calistoga. that was windsor over the mountain earlier this afternoon when the suspects allegedly robbed a bank and shot a 55-year-old guard at least three times. we have no word here about his condition. police tell us there were at least two ak-47s involved. here in napa now, police are
