voice. the family is very much grieving. they don't know exactly what happened inside that building. 3-year-old died either at the dentist's office or shortly after at the hospital. it was saturday morning when first responders got a call of an unresponsive child at the dental office. >> they were performing cpr. >> she was rushed to the emergency room but she did not survive. she apparently developed complications during a dental procedure. her dad declined to offer any further details. san ramon police say it's not clear if there will be a criminal investigation. in san ramon, katie marzullo, abc 7 news. new at 11:00, fire victims of the east bay who lost everything are victims once again. a huge fire broke out in an apartment building under construction in emeryville earlier this month. the flames spread to nearby homes. the neighbors say they've been

tarkted by looters. reporter alyssa harrington is live in emeryville with that story. alyssa? >> reporter: some of the fire victims had only seconds to evacuate the morning of the fire. so as you can imagine, they had to leave a lot of their things at their home. now they're returning for the first time and say it is clear somebody else has been there. it has been almost two weeks since a six-alarm fire tore through an a apartment and homes on the emeryville oakland border. some units have been yellow or even red tagged meaning they're unsafe to enter. residents say looters are getting in. >> the neighbors who couldn't get their things out right away because the property management company was saying it wasn't safe or saying they couldn't get in there or whatever. now things eligible are pretty much stolen. >> one resident i talked to on the phone filed a police report. he says he found his place ransacked. he's worried about identity

theft. others say there's not enough to protect the damage units and the homes of people who still live there. >> you can see here, there's just a gate that's open that doesn't require a code. there's a chain-link fence here that's not holding anybody back because it's open. the whole back part of the building is unsecure. >> melvin lives across the street. he has noted suspicious activity lately. including guys in hood is entering the property late at night. >> they went in the property, came back in another car. >> i called the property management company. the woman i talked to refused to give any information on the record about how they're handling the situation. oakland police plan to send additional patrols to the area. in oakland, alyssa harrington, abc 7 news. a family is grieving tonight after their son was killed by an off-duty police officer who is now accused of drinking and driving.

he was a star wrestler. he was attending m.i.t. on a full scholarship. new york police officer nicholas bat ka lost control of his suv in brooklyn and crashed running into esco develop and three other people on saturday. gathered to remember a cal student killed in nice, france. people offered prayers and shared stories of 20-year-old nick leslie. he was a junior majoring in environmental science and went to nice for a four-week summer entrepreneurship program along with 85 other cal students. friends told us he was charismatic and happy. >> he was a really amazing person. >> the attacker killed 84 people in nice friday. today, 42,000 people showed up for a memorial. police had to forcibly remove a pile of trash that people heaped on to the spot where the gunman died. it was being guarded by angry

mourners. the final section of the promenade will be open to traffic tomorrow. a teenager with an ax attacked several people on a train in germany. he seriously injured four people traveling southeast of frankfort. 14 others were treated for shock. police say the attacker was an afghan refugee who yelled an arabic phrase, god is great before officers shot and killed him. it's not clear whether it was an act of terrorism. >> a clearer picture is emerging of the man who opened fire on police officers in baton rouge, louisiana. police today released images of gavin long, a former marine sergeant. he discussed the killing of black men by police and advocated a violent response. he called the families of the three killed in the shooting. three others were wounded before a sniper shot and killed long. you can show your support for the officers in baton rouge. go to our facebook page, look for this image and share it. abc 7 news at 11:00

is live in san francisco with the reason why the highway patrol says this is a growing problem. >> kristen and larry this happened on the western span. because of the detailed information provided by witnesses officers were able to make an arrest. >> after weeding through traffic at speeds up to 90 miles an hour. a group of drivers coordinated to bring traffic to a stop. one of them performed doughnuts across all lanes of the upper deck. the doughnuts went on for 20 seconds. the chp got several calls as it was happening. so they waited for them at the end of the bridge. >> the driver tried to claim it wasn't him. we were able to get enough developed an investigation to arrest that party. >> officers say the man performing the doughnuts, they arrested him and impounded his mustang. another man was cited for stopping traffic. as for the others, they got away.

the chp says the side shows on the bay bridge are happening more often. >> they want to do it on the bridge. it's an iconic bridge. people will film it and put it up for viewers. >> but the motoring public isn't happy. people we talked to find stunts infuriatin infuriating. >> it's really bad. >> it's not safe or smart. you can go off the side. >> the chp is hoping the next time it happens, they get the same quick responses from witnesses. in san francisco, lillian kim, abc 7 news. police busted a felon with guns and drugs in his car at a popular shopping center in the north bay. they pulled over a 46-year-old yesterday afternoon. he's on probation, so officers legally searched his car. they found three loaded hand guns, five high capacity magazines and drugs. he's expected in court tomorrow. a legal victory today for the golden state warriors and their efforts to build a new

arena in san francisco. a superior court judge today ruled that the city's environments al review of that proposed arena was adequate, rejecting arguments that the city failed to consider alternative sites. what does it mean? it clears the way for the project at mission bay to move ahead. the warriors are hoping to break ground on the facility next year and have it open in time for the season. quite a commotion in san mateo. an up expected twist now. >> they advised people to stay indoors for an hour. take a look. a neighbor who took the photo thought, that's a mountain lion right there. it's actually a large house cat. >> now, by the way, this is near a high school in san mateo. before the truth was discovered, police with shot guns searched for the cougar last night. >> if that's a house cat, that's a very large house cat. >> a well-fed one. for sure.

>> let's check out the accuweather with sandhya patel. >> get used to the cooler than average conditions. we're going to continue to remain below average for july. here's the reason why. take a look at the marine layer from this afternoon as we look at ocean beach. cooling marine influence with us with a strong breeze off the ocean. that's what kept our temperatures a good 3 to 11 degrees below normal for this time of year. we're going to rerun that pattern again tomorrow on live doppler 7hd showing where the low clouds are. into the north bay, the east bay and it's pretty socked in along the coastline now. you take a look at the temperatures in most areas. they've cooled off nicely. we're in the 50s and the 60s. here's a live look from our sfo camera. if you're flying out for business, could encounter delays due to the low ceilings. we will see spotty drizzle as well with the low clouds and fog. below normal temperature the next few days.

tomorrow morning, we'll start out with the clouds, temperatures will begin in the 50s. some of you may need a jacket or a sweatero keep you warm. it will start out on the cool side and we'll have drizzly spots for the commute, particularly between 7:00 and 8:00 a.m. the green you see is the drizzle along with the low clouds and the fog. reduced visibility and slick roadways may mean that you might need a little more time for the morning commute. by afternoon, though, most of you will be enjoying the sunshine. some lingering low cloud but not very ex tentative. like today, a little bit of clearing. breezy tomorrow afternoon, 63 in san francisco, 62 degrees in half moon bay. our warmest inland spot, ohm in the low 80s. so nice and mild. 79 in concord, livermore. 77 san jose. 68 oakland. 75 napa. 78 santa rosa. keep in mind, that we do have to look at the upside to this. cooler than average conditions does help in terms of the fire danger. obviously, we're still in a drought. the fire danger remains this
