it is saturday, july 30th. good morning and thanks so much for joining us. let's start with a first look at the forecast. here is lisa argen tracking live doppler 7 hd from the rooftop. >> good morning. high heat taking a break, temperatures today five to seven degrees cooler inland. pretty much gray skies across the bay and south bay. a live look outside, and you can see the marine layer here is shallow. it will burn off, and we'll see sunshine around the bay. 56 in morgan hill, hazy there. half moon bay, partly sunny and 52. and from balmer peak, you can see the low clouds. air quality not so great inland,

but we will be looking at that wind shift. that will work to cool everyone off. it's out of the south, but also bringing in some of that smoke layer around the bay. we'll talk in detail about the cooler weekend and august arriving in just a few minutes. >> lisa, thank you. we're tracking developing news out of the east bay. emeryville police are looking for the person who shot at two officers on foot patrol. it happened at around 8:30 last night on watts street and park avenue. no officers were injured. however investigators found a bullet from a 9 millimeter lodged in the wall of a nearby building. police are not confirming that officers with your targeted in this case, only to say that a shot was fired while they were on patrol. one person is dead after a car rolled over in red wood city. it happened last night just before 8:30 on southbound highway 101. the red wood city fire department tweeted out this picture. they say the driver was rejected from the car. the crash closed the freeway for more than three hours.

for word on what caused the car to crash. a bay area family is making a plea for a driver to come forward after a deadly hit and run collision. police say it happened sometime between 2:30 a.m. and just after noon on wednesday on willow pass road north of lynwood drive. 28-year-old frank fernandez had been mitt by a car, but no driver stopped to report it. a lisa harrington talked to his family. >> we want answers. that was someone's baby boy.har family. >> we want answers. that was someone's baby boy. that w that was swofrn someone's brother. >> reporter: he was killed in a hit and run while walking along willow pass road in concord sometime wednesday. his father joe says it appeared he had been driving home to bay point around 2:30 in the morning when for some reason he pulled over and got out to walk. >> somebody knows something.

somebody had to have known that they might have hit something on the side of the road. somebody might have been in a situation where they were fearful of stopping. >> reporter: joe wishes the person responsible would have stopped. maybe frankie would have had a chance. at least he wouldn't have been alone. felicia wants the driver to know it might be hard to come forward, but speak is willing to forgive. >> we just want clarity. and to be able to have the ability to forgive in the way frankie always could. in frankie had a greatheart. >> reporter: he liked golf, skateboarding and playing video games with friends. they say the hardest part is losing someone who touched so many lives. in condition cord, elyssa harrington, abc 7 news. in the south bay, a 15-year-old girl is dead and five people are in the hospital after a truck accident. sky 7 hd was over la fayette street in santa clara as police

tried to figure out what caused the driver to veer off the road and slam into a light pole. officers say there is no indication drugs or alcohol were involved. san francisco police have arrested a man in a quadruple murder in the city's hayes valley neighborhood. bulleted were fired in to their car while they were parked. >> reporter: for more than a year and a half since the murders of four young men in hayes valley, sala chandler has been on a mission to find justice. police called her about the arrest of 27-year-old lee farley. >> i don't know him, but you murdered by child. >> reporter: some of her fellow community organizers praise her tenacity. >> sala tirelessly held marches, continued to press upon the city firnls. >> reporter: her 19-year-old son was in that car when police say a shooter possibly shooters opened fire on him and three other young men killing them at

the scene. today farley is in a san francisco jail charged with all four murders. >> the suspect was already in custody at the federal prison atwater, california and arrested or picked up from the prison in atwater and transported to san francisco. >> reporter: he was in federal prison for illegal possession of a firearm. he was serving a 76 month sentence that start in april. the original criminal complaint was filed nearly two week after the quadruple murder. sala chandler has no sympathy for the 27-year-old now charged with murdering her son. >> so i say at his age, the death penalty. >> reporter: san francisco investigators hope anyone with information will can forward to help their case and poebld find anyone else connected to the crime. this morning we're hearing from the mayor of stockton after finding out a gun stolen from his home was used to kill a teenage boy. mayor anthony silva has had two

guns stolen in his he home in several stints over the past two years. court documents from the d.a.'s office says one of the guns was used in the killing of a 13-year-old. silva reported the gun stolen 28 days after the murder because he says he no longer lived in the house. >> the house was empty and the house was actually burglarized twice. one time i came up on the suspects that were in the middle about of robbing the house. and so each time i reported a burglary and one of those times i reported the stolen gun. >> police recovered the gun in a sto stockton home. san leandro police are trying to go find a man accused in an attempted kidnapping. the man dressed in all black pulled a woman into a car and tried to take her away. this is a close up look at the special after market wheels on his car. the attack happened thursday

morning on washington avenue. abc 7 spoke with a good samaritan who rushed to stop the kidnapping. he saw the suspect person spraying the woman and dragging the woman. >> i ran and into the got them loose and i started going at the it with a guy. started macing me. just a total coward. >> surveillance video from the apartment complex shows him leaving at the exact moment the attack happened. we don't see the attack, but we can see him drive over to stop it. here is a sketch of the suspect. police would like to hear from you if you've seen him. nearly a dozen cats had to be ooeuthanized after they test for or were exposed to a feline de disease. >> reporter: 11 cats and kittens had to be euthanized this week because of feline distemper.

>> it's extremely devastating to all staff and volunteers because we get very attached to the animals. >> reporter: the disease can spread easily through a shelter environment. so for 21 g 1 days, surviving c are under observation. >> an opportunity to thoroughly, you know, clean our shelter, disinfect it from top to bottom. so we're asking that they not bring them in at this time. >> reporter: the veterinarian has this advice for cat owners. >> keep your cats vaccinated, bring them to a veterinarian. new kittens brought into your house should be deemed healthy and separated from your own cat before you bring them together. >> reporter: symptoms of distemper include vomiting, diarrhea and lethargy. kitten are most at risk. humans cannot catch the disease, but they spread it. >> wash their hands, wearing governors, not putting their fingers in cages.

>> reporter: the shelter also had an outbreak in june. they say the facility was clean, but the virus was reintroduced by a new cat. in hayward, katie marzullo, abc 7. firefighters are mopping up after a brush fire that started yesterday afternoon in clear lake oaks right off highway 53. dry and windy conditions spread the flames at least 30 acres burned. people and animals were are forced to evacuate. the fire has destroyed one building, but is now 75% contained. and a fire in monterey county has burned more than 35,000 acres. it started more than a week a aago. the area burned is slightly bigger than the city of san francisco. it is still 15% contained and could take nearly a month to put out. this weekend the spca animal shelter in monterey county is letting adopt ters choose their

it's the first of seven weekend closures. lake tahoe had a record setting year last year, but not in a good way. here is a live look outside. water temperature up, but clarity is down. the take show environmental research center reports the lake's average temperature went up almost half a degree last year. fastest rate ever recorded. precipitation was about average, but only 6.7% fell as slow. it led to a decline in the water clarity. environmentalists say the bad news comes as public funding is disappearing. >> so working with the private industry and forming partnerships to push those improvements is necessary. >> the report also found the air temperature at lake level only dropped below freezing 24 days last year. also setting another record. time is 8:17. for those of you heading up to the sierra this weekend for rehe

oakland. 61 mountain view, clouds in jose. morgan hill, you will see haze because of a wind shift. not only do we have the on shore push respect but we have a southerly component that will bring up the smoke not only into the south bay, of course the central coast into our east bay and look for hazy skies and the delta flow getting going cooling off the friends in the east bay. low to mid-60s. so from mt. tam, looks pretty. mist and drizzle at the coast. cooler day this is weekend, last weekend in july and seasonal pattern as we begin august. so as you look at the beach forecast today if you're brave enough to venture out, you'll notice that we'll have cool temperatures, a little bit of sunshine and some smoke from

santa cruz to monterey. 60s and 70s there. low 60s ocean beach. so when we look at the trends, we're looking at the cooler weather in the north bay with 80 day. if you're head willed up to sonoma national raceway, should be a nice afternoon. and speaking of the trends, today in livermore, about 94. still above average. certainly cooler than it was yesterday. and slowly you will get back down to the low 90s and it will take until the end of the workweek when you see temperatures significantly cooler. today in the south bay, more smoke for you. 93. 57 in pacific came. san francisco 64. come on giants, they have to do it today, 80 in sonoma. near east bay, look for 80 in orinda, 72 richmond. the fog quickly burns back for a hazy afternoon. livermore at 94. the 7 day forecast, temperatures slightly cooler inland each and

left with a lot of sunshine, but hazy afternoon sun from the south bay to the east bay as not only westerly wind, but a southwesterly wind will bring a little bit of smoke into the bay area. no spare the air alert today. we had five of them this week. temperatures coming way down today inland. breaking news out of texas this morning. a hot air balloon carrying 16 people crashed and caught on fire in lockhart south of austin. it happened at around 6:30 this morning our i'm when the hot the air balloon crashed into a pasture. unclear if there are any injuries or deaths. faa is on krscene investigating. now new concerns about the zika virus in the united states. health officials say mosquitos in florida likely infected four people. it is a worrisome new development. eva pilgrim is in miami. >> reporter: this morning for the first time, confirmed cases of zika contracted right here in the u.s.

health officials investigating four cases in florida. >> one of these four cases involves a woman and the other three cases involve men. they're alling a differen ing a. >> reporter: workers going door to door handing out flyers. the infectious disease specialist at fiu has also been getting voluntary urine samples, reminding people to take extra precautions. >> sometimes a disease can be very concerning not because of how it impacts you individually, but how you are getting infected can impact your neighbors. and this is one those diseases. all rig >> reporter: zika is especially dangerous for pregnant women. the disease can cause severe birth defects. prevention kits being handed out by doctors and county health departments, including insect repellant. >> if we can keep low the total number of people who are inspected in our state, we

decrease the chances of pregnant women becoming infected by mosquitos with that our state. >> so far there have been all right 1700 who have gotten the disease while traveling or having sex with someone who has traveled. health officials are confident they can contain the outbreak. about the no to say that if you cape the o contain the outbreak, there won't be another traveling person that inspects another person. >> reporter: the cdc is not recommending limiting your travel to miami, but health officials are telling everyone to exercise caution and wear repellant. eva pilgrim, abc news, miami, florida. and the san francisco health department has announced an eighth person has tested positive for zika. all eight contracted the virus while traveling outside the country. nearly 200 reservoirs throughout the state are contaminated with excessive levels of mercury prompting the state water resources control

board to implement mandatory health advisories over the next two years. officials are urging owners of the reservoirs to voluntarily post warnings about eating fish. several are here in the bay area. this includes the following. lake berryessa, lake chabot, lock lomond, crystal spring and stevens creek. new this morning, vice president joe biden is speaking out about filling the vacancy on the supreme court. in the weekly address, retired federal judge timothy lewis also joined the vp to take talk about the nomination of merrick garland to the supreme court. garland's nomination has been pending for four months longer than any other supreme court nominee. both vice president biden and judge lewis say that the lack of action prevents the court from fulfilling its duty of resolving conflicts. >> the longer the vacancy remains up filled, the more serious the problem, the greater

confusion and uncertainty about safety and security. >> the vice president says senate republicans must do their jobs to confirm judge gar land to the position. 8:35. you're looking at relatively new art that has been on display at the he veterans hospital in palo alto. this video, you can see the hospital undergoing an expansion right now. it's all nice, but some are calling it excessive spending by the v.a. >> reporter: in recent years, a transformation has been under way. but abc news has obtained a new report by a nonprofit group called open the books which found that between 2004 and 2014, the v.a. spent $20 million on artwork nationwide of which $6.3 million was allocated to the palo alto campus. funding had been approved by congress years earlier. in a statement, a v.a. spokesperson says while we must be stewards of taxpayer dollars, we also know that providing

comprehensive health care for patients goes beyond just offering the most advanced medical treatments. critics say the high end art purchases were made as veterans experience long waits for treatment. but this retired master sergeant says the art has a healing effect. >> if you look at a hospital that has art, it's a welcoming environment as opposed to some of these military hospitals that don't have any art, it's cold. >> reporter: one veteran we spoke with off camera says the money should have been reallocate toward staffing and services rather than pricey art. case in point, this giant rock in the mental health courtyard on the palo alto campus cost taxpayers nearly $400,000. also video obtained by abc news shows a colorful lighted morse code it is play for honor blind vets on the side of a parking garage. at a cost of almost $300,000, opponents point out veterans

drizzle closer to the coast. cooler day this is weekend and then the seasonal pattern takes ship for august as that begins on monday. so looking at highs today statewide still very hot. smoky and hazy to the north of us and chance of an isolated thunderstorm in the highest elevations. but warm. 66 and smoky in monterey. cooling off in los angeles as the big toem of high pressure built in from the southwest begins to retreat. gilroy garlic festival, temperatures not bad. it's been hot over the years there, but today 93, hazy and a little more smoke in the air than yesterday. so we'll look at santa rosa as model here when we look at the next 7 days. average high there is 83. today forecasting a high of 84. continued cooling for tomorrow
