>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, july 31st. let's start with a quick look at the weather with our about meteorologist lisa argen. conditions today are similar to yesterday in terms of the air quality. smoky in the south bay and air quality moderate in the inland east bay. we have a deeper marine layer but we will look at temperatures in the morning on the cool side. numbers still very cool in the 50s, 60s fairfield. clear concord, livermore and up

in the north bay. napa looking at clear conditions. so as we go through the next several hours, you will notice we still have the 50s here but we are looking as temperatures slowly climbing to more comfortable readings. . >> authorities are trying to find out how a man fell to his death off a cliff. percentage joaquin takenna was the first journalist on the scene and this is a story you will see only on abc7 news. >> this was a swift and sizable effort to save a life. rescuers on surf about words, firefighters on jet skis and the coast guard with a fast boat all swarmed the area, but it was a rescue that didn't end well. >> we retrieved the victim from the water and he was transported to marin wishes is the base for

the coast guard. unfortunately the adult male was diseased. >> he was driven away in a black van and officers with the police and ranger service inspected a few pieces of evidence. they have not released any information about how the man fell off the cliff or who he is. san francisco firefighters say the area he fell in was not easy to get to. >> trails are marked for the safety of the people walking by. it's a beautiful area but you have to be careful and stay away from the edge. >> it's crazy. like if you are from the area you know you don't get too close to the cliff to go look at anything. >> she watched the rescue effort. the san francisco fire department made a special mention of the heroic effort made by the park service beach patrol. they went into the water without wet suits. this had been a tough year in this area. in april five young men were swept into the water at ocean beach. two did not survive. abc7 news. we have breaking news out of

austin, texas this morning. a woman is dead, three others hospitalized after a shooting. police say the violence happened in the city's entertainment district around 2:00 a.m. local time when a suspect started shooting into a crowd. right now police say the suspect could very well be one of the people hospitalized. also in texas this morning, a full team of federal investigators is expected to arrive at the scene of the worst hot-air balloon crash in u.s. history. it happened yesterday near lockart texas, which is about 3. 16 people were killed when the balloon hit a power line, caught fire and fell to the ground. powerlines are an occupational hazard. >> you are trying to land the basket near a road, oftentimes it will require you to skip over or land next to high

transmission powerlines. >> close friends tell us that the experienced pilot was among those killed. >> hayward police arrested a man in a hit-and-run crash around 8:00 last night. police say the driver of a blue pickup truck was racing another car when the truck slammed into a mercedes, seriously injuring the driver. three people in the truck ran away. witnesses saw the crash. he said he could not believe it when he saw the driver run away. >> you just damaged somebody's life. you caused harm to them and you just don't want to help out? and you don't want to take responsibility for what you have done? >> police later found the driver of the truck hiding inside of the other car he was racing service is back to normal this morning after a fire on the

track closed down the walnut creek bart station. it happened just before 3:00 yesterday afternoon. the fire ran about 50 feet along a fiberglass cover on the third rail. smoke could be seen for miles. firefighters took about 30 minutes to put it out. they think a power pickup paddle is to blame. those paddles move along the third rail and send power to the train. if one of those paddles was stuck in an up position or flipped into an up position and made contact with something other than the third rail, theres a lot of energy there, which is definitely enough to set something on fire >> by 4:30 trains were being single-tracked through the station. full-service resumed at 7:00 last night. this morning bart officials are also looking into an arrest made by an officer in san francisco. cell phone video of the incident at the embarcadero station has gone about viral and some witnesses say the officers used

excessive force. abc7 news reporter cornell barnard has the details. >> this was the scene pamela martinez captured on her cell phone friday. a man being arrested inside the bart station. >> it was a brutal scene. my legs were shaking. >> bart police were arresting a 22-year-old robbery suspect. inside dozens watched. some way the police went too far. >> one officer had his knee on the kid's with back and looked like he was going to break it and one guy yelled please let your leg up, you are going to break it. >> the police thought he was armed but a gun was not found. the handcuffed man resisted arrest, they say, and may have kicked and spit at officers. moments later the video shows this one punching the suspect. they believe the man was racially forward. >> everything coming forward about people of color being profiled and treated unfairly by

police, that bart police thought it was okay to behave that way. >> we showed the video to joseph marshall, who has no jurisdiction over bart police. >> the young man looks like he was hit on the ground and subdued and handcuffed. i don't see any reason for that. that looked to be very unnecessary, very improper. >> bart said in a statement the suspect was uncooperative with officers and physically resisted the detention. the man was arrested for resisting arrest and battery on a police officer. an investigation is now underway. in san francisco, cornell barnard, abc7 news. >> a fire in monterey county continues to expand, growing by another three square miles yesterday. that fire has burned more than 35,000 acres. 57 homes have been destroyed. the fire is just 15% contained. it started nine days ago. the cause is still not known. an animal shelter is trying

to make room for pets forced out of their homes due to that fire. this weekend the shelter is letting people choose their adoption fee on any of the 94 pets it has up for adoption. that's to make room for pets like that donkey. the spca from monterey county provided abc7 news with these pictures of some of the evacuated pets. the skies above san jose have been a little smoky because of a 124-acre brush fire. this burning near allen rock park. no homes are threatened right now. they aren't sure how it started. the flames are now 75% contained. happening now, 26,000 runners are limbering up for some morning's san francisco marathon. abc7 news was along the embarcadero last night as crews put up barricades for the big crowd expected. the marathon starts in about 30 minutes at 5:30 in the morning.

>> knew this morning, pope francis told hundreds. thousands of young people in poland to believe in a new humanity. one that doesn't use borders and barriers. the pope, wrapping up his five-day journey to eastern europe, one who included a visit to the auschwitz death camp. they heard him speak in a vast meadow. many were there as part of world youth day. now to the race to the white house. one of the first policy since the democratic convention is out and if it's any indication, hillary clinton may be in line

for a big post convention bump. clinton has opened up a significant 56-31 lead over donald trump. lib tear are want gary johnson captured 7% and green party candidate jill stein sits at 2%. clinton was at 39% and trump at 34 before. both candidates are back on the road this weekend. yesterday hillary clinton and her running mate tim kaine hit critical battleground states. trump campaigned in colorado and answered an emotional charge from the father of a fallen soldier. abc news reporter mary bruce has the story. >> hillary clinton and tim kaine not letting up on day two of their bus tour. >> so donald trump says he wants to make america great again. he can start again by actually making things in america again. >> you want your hired president

theory, saying she was two nerve us and emotional to speak. and hackers accessed some campaign data in the attack on the dnc, but clinton officials insist the campaign's computers were not attacked. they may have found no evidence that the internal systems have been compromised. abc news, washington >> you can hear more from donald trump this morning on "this week." george stephanopoulos goes one-on-one with the gop presidential nominee in his first interview since the democratic convention. "this week" airs on abc at 8:00 this morning followed by the abc7 news at 9:00. a nine year gap between books has not lessened the interest of harry potter fans. abc7 news was at book passage at cord ma dare row for the midnight release of harry potter and the current child. it's not a new novel but the script of a play.

potter fans don't seem to mind. >> i'm excited because i read the books multiple times and i've been waiting. this is really exciting for me. >> it's kind of a little bit nostalgic. i read all the books present of times and, i don't know, they stand true to the test of time. the harry potter series sold more than 450 million copies globally. the story begins 19 years after the last book "the deadly hallows" with harry potter now an employee. if you are looking for a new career you might want to check out the airline industry. boeing is predicting the airline industry will need an average of 31,000 pilots every year. the biggest surge will be in asia where 41% of news hires will be needed. north america counts for about 17% of the new pilots. there's a similar demand a k

demand for maintenance technician and crewmembers. skydiving history was made last night in southern california. [cheers and applause] >> the he's in! >> an experienced skydiver jumped from a plane without a parachute. luke aikens landed safely in a net less than half the side after football field. the whole thing was broadcast live on tv. the 42-year-old has made more than 18,000 jumps but all of those were with a shoot. he now holds a world record for the highest free fall jump. well, someone in new hampshire hit the $478 million powerball jackpot. the eighth largest in u.s. history. three people in california matched five of the six powerball numbers, good for more than $785,000. now two of those were here in

northern california. someone who bought a ticket at the liquor and food mart in sunnyvale, and the quality market in the jackpot resets to $40 million. lisa, were you in sunnyvale? >> i wish. boy, do i wish. a pretty town, sunnyvale. and nice weather today. although it's going to get a little smoky there once again due to the southerly flow. winds are bringing up the fog and the moisture and the haze. we will be looking at that moving to the north. then it's going to shift by about monday and tuesday. the wind flow will. here's the low clouds, the fog this morning. three-mile visibility half moon bay, five miles petaluma. not everyone is cloudy and be, in fact, we will look not only for the clearing to take place today but most of you will enjoy a sunny afternoon.

some spotty drizzle at the coast. hazy from santa clara to points south. then things will switch around in the east bay and it will get poorer air call by i think by tuesday. live look outside from the roof camera where it's 56 degrees. half moon bay and morgan hill 55. 61 in mountain view. from our exploratorium camera, a deck of low clouds growing a little bit taller, about 1800 feet this morning. we will see a slightly slower burn off. temperatures all 150s from santa rosa, napa, petaluma. fairfield you are clear, as well as concord and livermore. temperatures getting back to normal for this time of year. and sfo right now all the cloud cover. so looking at mist and drizzle at the coast this morning. hazy skies today in the south bay. looking at no intense heat on the horizon. a bump up tuesday and wednesday. that's when we get the wind shifts. as we look at the next couple of

days. today the 60s and 70s around the bay. here are the 80s. look what happens on monday. fairly similar. then tuesday looking at maybe a couple degrees of warming. so we will be looking at temperatures today in san francisco for the marathon not bad. but, boy, it's going to be a little damp out there to start out. there's mist and drizzle and fog. and the light west wind. don't expect any sunshine. in fact, you will be hard-pressed to see it for much. the day in the city. if you are headed to gilroy, you had smoky conditions yesterday, winds out of the south drifting the smoke to the north and east. temperatures, though, much more comfortable. how about 87 degrees? low 80s to get things going. and it will still be hazy by about 7:00 in the afternoon. so we've got the wind flow out of the south today. it switches on monday and tuesday. more so out of the west. and that's going to drift the smoke over to the east bay. but today look for hazy conditions. 82 santa clara. 78 palo alto.

>> welcome back, everyone. we are starting this half-hour with a look at the weather with our meteorologist lisa argen. >> hey, carolyn, good morning. we are cloudy in the north bay, the south bay. except for san jose right now. the airport is clear in the east bay. 56 in san francisco. 55 here on the coast. three-mile visibility. low 60s on the peninsula and down through los gatos. it's definitely cool out there. we will have plenty of sunshine today. air quality will be good in the north bay. but medium in the east bay. santa clara valley medium as well. we will see smoke from the fire down around monterey drift mainly into the santa clara valley once again today. we look for temperatures today with a deeper marine layer, slightly cooler, climbing to the 60s and 70s with inland east bay numbers in the low 90s. just in the 50s and pretty cloudy at the coast. carolyn. >> thank you. federal investigators in texas will be back on the scene this morning of that worst hot-air

balloon disaster in u.s. history. 16 people died when the balloon they were riding in burst into flames and crashed. we have the details live in texas. good morning, elizabeth. >> yeah, good morning to you. just minutes ago we heard from ntsb officials who confirm there are already a small group of investigators on the team. the full team will be arriving later today, first for a walk-through of the crash site and then to map out a game plan to get the answers. >> this morning the hunt for answers intensifying at the site of what is now the country's worst hot-air balloon crash of. >> you see them, and it's like like the last people in there. >> joe and others stunned.

the balloon flying low over a form land. minutes later, disaster, leaving 16 people dead. >> first i heard a whoosh, and then just a big ball of fire up. >> all you could tell is it was a fire. a big ball of flames. >> according to authorities, the balloon burst into flames saturday morning after possibly hitting powerlines and plunging to the ground in lockhart, texas. the balloon at the time operated by heart of texas heart air balloon drive. and it had an experienced pilot. this was a large balloon, 85 cubic meters, meaning it could carry 16 people. so what went wrong? investigators say it's too soon for answers. but it was two years ago safety investigators raised concerns, calling for more regulation of course the balloon tour industry

but the regulations were not increased by the faa. and officials will now look to see if the regulations were followed in this case, as well as check on weather conditions and the pilot's experience. we are live in lockhart, texas for abc7 news. back to you. >> thank you. a san diego police officer is alert this morning after a shooting that killed his partner during a traffic stop thursday night. nine-year department veteran wane irwin is awake, but investigators have yet to interview him. the city is mourning his partner's, johnathan, a 16-year-old veteran. the force. >> we had the opportunity earlier this morning to meet with the officer's family, his wife and two children and told them directly how proud all of us are, our city, our state, our nation for jd.

>> the suspect, 52 year he would jesse gomez, was shot and taken into custody. investigators are reviewing police body camera video. at this point they aren't calling the shooting an ambush. now to north carolina and the story of a boy with autism who was turned away from a local restaurant. six-year-old e. j. patterson was eating his favorite food, mcdonald's french fries, at a restaurant with his mom. they were asked to leave because the food came from outside of the restaurant. but when another man heard about it, he stepped in and offered him an unlimited supply of french fries for a year. >> your heart bleeds, you know. she said the gift will be a big help. she usually spends about $200 a month at mcdonald's. one woman celebrated her

80th birthday by doing something some people half her age are afraid to do. she went skydiving for the first time in the sacramento area. this is how she wanted to celebrate her eight decades on earth. she was nervous on first. who wouldn't be? but said the butterflies went away once she stepped out of the plane. it's cold and then all of a sudden it was so peaceful. beautiful. i loved it. i had such a good time! >> her great granddaughter and grandson jumped before her so she did not have to go first. and she said she wants to skydive again for her 90th birthday as a debate over climate change heats up in california, a poll shows people are willing to pay more for electricity if it comes from renewable sources. the governor's climate change policies focus on developing renewable energy and shifting

away from fossil fuels. critics say clean energy generated by solar or wind power is simply too expensive. but a report from the nonpartisan public policy institute suggests californians are willing to step up to the plate. >> we looked at many income groups, and a majority of all the groups said they would be willing to pay more for electricity to help fight climate change. >> more than 50% of the policy said the events the of climate change are happening now. but among republicans about a quarter say that will never happen. polls also show californians are in favor of legalizing marijuana, but an initiative to do so could bring smoking ads back to tv. prop position 64 is on the ballot. it would allow people 21 and older to process and use marijuana. however, the initiative also has a condition for sellers to have

baffled over why so many smelly corpse flowers are blooming at the same time across the country. they can grow up to ten feet tall but typically take a decade to have their first bloom. blooms last month bloomed across the country. the only explanation for the simultaneous blooms is a coincidence. lisa, have you ever smelled that? it's like rotting flesh. they have one at the conservatory of flowers in san francisco. >> i know that, and i haven't had the pleasure carolyn, no. but you know what? we definitely have seen this site over and over again, the summertime low cloud deck. it's deeper this morning, almost 2,000 feet. cooler in the north bay and drizzle on the coast but the runners are out there and enjoying the cool weather w he will have the forecast next.
