>> there are pockets of flash flooding. isolated storms you get 6, 8 inches very quickly. ocean city, maryland, the picture behind me and that video out of missouri, east of kansas city and now that line has moved to the east. there are warnings this morning, 4 inches plus have fallen west of st. louis. we're watching there. also in the southwest with that monsoon flow, 3 plus inches falls in hours and you got trouble, 90% development for this. 90%. it would be earl if it got through parts of belize and mexico. >> i know you're keeping an eye on it. all right, ginger. that unprecedented warning about the zika virus. the cdc advising pregnant women to avoid a popular neighborhood in miami. so far at least 14 cases have been transmitted by infected mosquitoes in that area. there have been more than 1,600 travel-related cases across the country. and more than 400 pregnant women have been infected. abc's dr. richard besser is in miami and has the latest for us. good morning, dr. besser.

>> good morning, robin. you know, now that there's proof that zika is continuing to spread in this neighborhood, public health has done something they've never done before telling some people to stay away but with all the travel people are doing, they don't believe this will be the last time that happens. here in this florida neighborhood, just one square mile north of downtown miami, 14 cases of zika have been transmitted by local mosquitoes and the cdc has this warning for pregnant women. stay away. apparently the first time it has issued such a travel warning in the continental u.s. ever. >> we believe there's still individuals that are at risk in that one-mile square radius. >> reporter: so health officials are testing thousands of residents here in the wynnewood arts district, one of the busiest neighborhoods in the city, praying for mosquitos, delivering zika prevention kits, bedding nets and treatments for standing water. >> just doing a neighborhood sweep to make sure there's no mosquito breeding.

>> reporter: many of the infected had no symptoms identified from door-to-door testing. health officials are expecting more cases will arise. the virus most dangerous for pregnant women. >> have you taken any steps around your home to cut down on mosquitoes? >> patio furniture, everything inside. because if it rains and you have your chair, you know, sitting up, it can have standing water. >> just making sure none of my plants have water that's just been sitting there. >> one of the big worries here is that the mosquito appears to be resistant to the pesticides they're using and will make control efforts difficult. what's surprised me talking to people here, all the concerns from public health, people seem to be going about their lives and don't seem to be changing behavior. robin. >> all right, dr. besser, thank you. joining us now with more is the director of the cdc, dr. tom frieden. dr. frieden, thank you for your time this morning, and this is so alarming to a lot of people

because it is a fairly small area, the warning, but it is the first travel advisory in the continental u.s. since polio which has raised a lot of eyebrows and people want to know do you feel that you're going to have to increase the area? >> only time will tell, robin. this is really a new phenomenon. we've never seen a mosquito-borne illness that could cause a birth defect and right now there is this very specific area north of downtown miami where zika is spreading in that community so we're advising pregnant women not to go there and pregnant women who have to live or work there to do everything possible to prevent mosquito bites. >> four cases were announced on friday and then ten more on monday and some are saying why wasn't an advisory issued earlier? >> what we realized over the weekend was that the mosquito counts were not coming down as we had liked so we haven't achieved good mosquito control in that area. and we now have our top experts on the ground working with the

top folks in florida to figure out what more can be done to knock down this very difficult to control mosquitoes. >> i know you said that mosquito control there in miami has not worked as you had hoped. why not? >> well, there are three different possibilities. first, it could be that the mosquitoes there are resistant to the insecticides being used. unfortunately, there's no quick test for that. it can take a week or three or four weeks to figure that out for sure. second, it may be there are breeding sites that haven't been eliminated. standing water where mosquitoes continue to be churned out and, third, it is also the case that this is a really tough mosquito to control. this is an unusual neighborhood or an emerging neighborhood. it's mixed use. it has industrial, business and residential and that makes mosquito control very complex. >> dr. frieden, no treatment, no vaccine as of right now, and the consequences could be quite dire so this is something that people really need to take seriously. >> it is and it's not just about

this neighborhood. all over the u.s., wherever the mosquito is present, 30 states, generally in the south of the u.s., women who are pregnant really need to do everything they can to protect themselves from mosquito bites and that's difficult, putting on deet multiple times on exposed skin, wearing long sleeves and long pant, staying indoors, all these things reduce the risk of mosquito bites. >> and we can't hear those recommendations enough. dr. frieden, thank you very much. >> thank you very much. >> you take care. we haven't had a travel advisory in the continental u.s. since polio. >> this is really unprecedented. we move on to the race for the white house. in you polls showing a big convention bounce for hillary clinton as donald trump doubles down in his fight with the muslim parents of a fallen soldier and steps up attacks on hillary clinton. comparing her now to the devil. abc's tom llamas is on the trail with trump in harrisburg, pennsylvania. good morning, tom. >> reporter: george, good morning to you. donald trump calling hillary clinton the devil is a first and

this comes at the same time he's in the middle of a growing fight with fellow republican, billionaires, even the president over a back and forth with the family of a fallen u.s. soldier. overnight, donald trump warning of the possibility of a rigged election. >> and i'm telling you, november 8th we better be careful because that election is going to be rigged and i hope the republicans are watching closely or it's going to be taken away from us. >> reporter: at a campaign event in pennsylvania he took his attacks on hillary clinton to a diabolical level, saying this of senator bernie sanders' endorsement of clinton. >> but he made a deal with the devil. she's the devil. >> reporter: but it's trump's attacks on a gold star family that spoke out at the democratic convention that continue to get him in trouble. >> have you even read the united states constitution? >> reporter: senator john mccain calling out trump saying just because trump is the gop nominee doesn't mean he can, quote, defame those who are the best

among us. and the vfw veterans group saying to ridicule a gold star mother is out of bounds. trump's running mate governor mike pence put on the spot during a town hall by a mother whose son serves in the u.s. air force. >> will there ever be a point in time when you're able to look at trump in the eye and tell him enough is enough? >> reporter: that mother getting booed from others at the town hall for asking her question. >> captain khan is an american hero. [ applause ] and we cherish, we cherish his family. we cherish all of our gold star families. >> reporter: president obama also alluding to the controversy praising all the gold star families. >> that our gold star families have made a sacrifice that most of us cannot even begin to imagine. >> reporter: and fellow billionaire warren buffett who's supporting hillary clinton saying this about trump. >> have you no sense of decency, sir? >> reporter: still trump says he has a right to defend himself. >> horrible things were said about me. i think it was, frankly, very

tough so all i did is respond and i will always respond. >> reporter: as trump fights with that gold star family "the new york times" has a front page investigation looking into the numerous deferments, draft deferments during the vietnam war by donald trump, mostly for education but one of them for bone spurs in his heels. now, this came at a time when trump was a very active athlete and had just picked up the game of golf. trump has said that condition has since healed and he has acknowledged some guilt for not serving. george. >> okay, tom, thanks. let's talk to our political analysts matthew dowd and jon karl. jon, let me begin with you and that "the new york times" account. one of the things trump has said many times in the past that he received deferments and was ultimately kept out of the draft by a high lottery number. "the new york times" calls that account into question. >> it sure does, george. trump has said that he had a phenomenal draft number and that's why ultimately he was kept out of the war. but this "new york times" investigation says he had five

deferments, four for education, that last one for those bone spurs, according to "the times" would have made it virtually impossible for him to get drafted. >> okay and, matt, we now have a series of polls showing hillary clinton's bounce coming out of this convention and a lead in the six to eight-point range. >> yeah, you know, we've saw -- we saw donald trump get a slight bump, but it now looks like hillary clinton got a bigger bump. i think it has less to do with the convention than this controversy that erupted around donald trump. all self-inflicted. he should worry less about the bone spurs and more about shooting himself in the foot over and over and over again. >> put on your political consultant hat. you've worked for both democrats and republicans. if donald trump called you in what would you tell him to do to fix this? >> the first thing i would say is don't be yourself but that would be i think difficult in the course of this. he has to get some level of discipline and quit reacting to people. he has to get on his message and quit reacting to every single

person that he seems to get some level of slight in the course of this. when he's doing that, he's capping himself, george. it's not that he's losing votes he's capping himself at a level he can't win at so in order to win he's got to get disciplined and stay on message. >> jon, we saw him last night talking about the prospect of a rigged election. >> yeah, this is something else. he said this before. after the 2012 election, he had a series of tweets that he said that this was clearly the result of a rigged election, romney's loss, but he's setting up the possibility of if he loses, saying it was because he was cheated. >> okay. jon karl, matthew dowd, thank you very much. >> all right, george, we move on to new questions about the deadliest hot air balloon crash in the u.s. that has killed 16 people. the pilot had been convicted of drunken driving four times. abc's david kerley is in lockhart, texas, with more on this. good morning, david. >> reporter: good morning, robin. a foggy morning here in texas.

you can see the memorial that's been set up, the families were here at the site yesterday. there are no indications that the pilot's past had anything to do with this crash. but it raises broad questions about licensing as investigators try to figure out why this balloon crashed. this morning, the covered remains of the balloon and gondola are in dallas for further examination as we learn more about the past of the pilot at the controls. 49-year-old skip nichols had been arrested four times for drunk driving and served time in prison twice. a former girlfriend said he was a recovering alcoholic. balloon pilots are not required to hold an faa medical certificate to fly. but they are expected to self-report convictions. safety officials say that's not enough. >> should they be held to a different standard than somebody who is flying an airplane for hire on air tour operations or helicopters, so, so we do see this discontinuity. >> reporter: investigators say evidence suggests after flying above the clouds and fog the pilot was trying to land when the gondola hit and then ran

along the top transmission lines bursting into flames and fallen about ten stories to the ground saturday killing all 16 on board. now, investigators had hoped the ground crew, the tracking crew would actually be able to tell them whether or not the conditions were like this when the balloon hit these power lines. unfortunately, they knew the pilot was landing but couldn't find the balloon. they actually drove around for an hour looking for it. >> thank you. amy with the morning's other top stories starting with an fbi employee accused of working for china. >> a long of time fbi technician pleaded guilty to acting as a secret agent for china. kun shan chun worked in the new york office and accused of using top secret clearance to leak the identity of a special agent to the chinese government. he is expected to face two years in prison. the u.s. military expanding its air campaign against isis launching air strikes in northern libya targeting isis vehicles and tanks.

president obama approved that military action at the request of the u.n.-backed government in libya. more air strikes are expected but no u.s. ground troops. in this country, five people have been killed in this charter bus crash north of fresno, california. the bus reportedly swerved before hitting a sign pole came which crashing through the windshield. the bus was heading to sacramento. no word yet on what led up to that crash. a dramatic rescue in michigan after an elderly man ended up driving into a lake. good samaritans were trying to free him when police arrived. they were able to smash the window, cut his seat belt and untangle his legs pulling him out of the car just as it slipped completely under the water there. well, a sign of the times at mcdonald's. the company says it will remove artificial preservatives from chicken mcnuggets and some breakfast items and no longer use high fructose corn syrup in buns saying it is responding to consumer demands.

you don't put your hands on my flight attendant. >> reporter: this morning, new video showing an american airlines pilot taking down an unruly passenger after he allegedly attacked members of the flight crew. >> i said take a seat, sir. >> i don't want to take a seat. >> i don't care what you want to do. you're going to take a seat right now. >> reporter: the passenger, 25-year-old michael curnow facing federal charges for allegedly interfering with a flight crew after his plane landed at charlotte douglas international airport. federal agents say kerr took the short flight from lexington, kentucky, july 21st and became disruptive after drinking three glasses of jack daniels in just over an hour. >> oh, wow. yeah. >> reporter: in this video you can see kerr standing in the aisle, refusing to sit down. kerr briefly sits on the armrest of the seat before following the flight attendant up the aisle. according to an fbi affidavit, kerr threatened to break the flight attendant's jaw. >> move. >> take a seat. >> move. >> take a seat. >> kerr is then seen here telling the pilot to move. moments later he tries to run

morning. we just saw at the end of linzie's piece you say you're not proud of what happened but i was checking out twitter and i think what a lot are waiting to hear is a clear apology. >> yes, and i am very sorry. it's embarrassing. it's something i'm ashamed of and i've grown up from that 15-year-old girl who used that type of language. it's never acceptable and now i know how hurtful it is and it hurts me to know that at one point of my life i used that language. i said that and it's not me. >> do you understand how it happened? >> i do. i mean, at that age i was being a follower. i was trying to fit in with my friends. the word was thrown around and the music i listened to with the friends i hung out with and i had no guidance so it was kind of a careless mistake and when the tweet got brought back up, i was kind of like embarrassed, ashamed and just amazed that i actually at one point in my life thought it was okay to use that word because it's never okay. >> you know now it's not an excuse. >> it's not an excuse. there is no excuse to say that word ever at all.

>> and what do you say we saw that in the piece as well. some people think you shouldn't have been able to keep the crown. >> a lot of people think that but i've grown from then and i've, you know, i blossomed into the person i am today and i think that i can turn this message into a positive message because there are people that use that word and it's not acceptable ever. >> what have you learned from this? >> i've learned that through every obstacle there's something positive that can come out of it and i can use my title to do great things and hopefully people learn from my mistakes because it is a big mistake, it's something i'm embarrassed about, something that will stick with me and has definitely affected me and i'm just going to learn from it and try to move forward. >> take us inside when this was happening. were you prepared to lose the crown? what were those conversations like? >> i was -- like i said, i was trying to stay positive. i've tried to stay positive through this. i've been through a lot of obstacles and this is just another one that i'm going to have to go through. it was an incredibly bad mistake. it's --

what goes on during what goes on during the commercial breaks. time now for our big board. our team of insiders standing by with more on today's top stories. our man t.j. is here at the table. >> yeah. >> we know it's big. >> oh, it's big when i come here. >> yeah, we'll get to your story in a moment. first lawmakers are taking aim at pokemon go. new york governor andrew cuomo trying to keep potential predators away from it announcing he's restricting registered sex offenders on parole from playing after young gamers were found chasing pokemon in the vicinity of known ex-cons. our chief legal analyst dan abrams is here to weigh in on this. this is really some serious stuff here and governor cuomo went on to actually send a letter to the makers of the game asking how they can help keep sex offenders from playing the game legally. from that standpoint, is this effective? >> yeah, well, look, first of all i'm more concerned about the people that aren't registered than the ones who are registered when it comes to something like this. and secondly, you know, there's

been a lot of talk, oh, you know, kids ended up half a block away from a sex offender's home. that to me feels like politic, what is real and is a real concern is in the game the lure aspect of the game, the fact that you can actually pay to get people to come to you and there have already been potential crimes committed by people trying to lure people in the middle of the night to remote places. that's a concern with regard to protecting our children so in that sense, it is legitimate but i would expect as the case with any time there are additional restrictions on sex offenders, that there will be some sort of legal challenge to it. >> is this something, i mean, i know we can try to legislate it but shouldn't the watchdog really be the parents in these cases and at the end of the day? >> it has to be first and foremost the parents but, look, governor cuomo in particular has really taken a lead when it comes to sex offenders online, making sure that they're accountable.

he started a big law in new york which now requires them to sort of register all of their e-mails and any time they're online, et cetera, and so i do think that's a legitimate issue. but in the end, it's going to be the parents. you have to know where your kid is going, where are they playing, et cetera. >> and who's talking to them when they're playing is a big, big scare for all of us parents in this electronic age. dan, thanks so much. we move on to daredevils dangling off skyscrapers all for that photo. oh, my gosh, i'm getting dizzy looking at that. the makers of red bull are launching an eight-part series investigating the mind-set of so-called urban explorers, adventurers who put their life in danger to capture the perfect shot and t.j. holmes joins us. just looking at these photos, this is dangerous. >> this is literally one wrong move, one way or another by a couple of inches and they're going to fall to their death, period. it's that simple. these are urban explorers, urban

exploration or urbex. here's this platform following them around. that's the one you didn't see here but watching these, a trailer, will make you sick to your stomach. but they travel around, they go to these skyscrapers, they go to places that are off-limits and make no mistake these guys are good for what they do, they train at this but also good at trespassi trespassing. these guys are breaking the law getting to a lot of places where they're going. this is their showcase, our new generation of explorers. >> how about red bull? you can put a disclaimer and say, kids don't try this at home but are they in any hot water? >> they haven't gotten in hot water yet. the series just launched so we'll see what happens down the road. they gave us a statement saying, hey, the risks and negative aspects of this lifestyle are documented. we're not just glorifying it but at the same time they put out another statement saying, you know what, the explorers of old were seen as the renegades back then and celebrating these guys

good morning. we have been tracking breaking news. a highway tragedy that killed five passengers aboard a tour bus in merced county. the bus hit a large pole. it was supporting a freeway exit sign around highway 89. you can see the large pole sheared straight through the right side of the bus. medical helicopters rushed six survivors to the hospital. the bus was carrying 30 people at the time to washington state from mexico. let's get an update on your morning commute with alexis smith. >> good morning, natasha. westbound 80 from berkeley into emeryville, a typical crawl there, 27 minutes to get from golden gate fields over to about

just a way to lose -- a way to lose all the habits i had gotten into so it didn't have to be potatoes. they aren't magic. i picked potatoes because it's the funniest word. i could have chosen beans or -- >> just almost anything to give you nutrients but not much more. >> for two weeks you don't need that many nutrients. you can go -- you don't have to get a lot in. i had a lot of fat on me. i was eating all the time. i was just eating fat. >> i was surprised by the idea no exercise. >> well, during that time, i mean i had to really stress that. i exercise now. but when you're losing weight you don't want to be bodybuilding and exercise is bodybuilding. it also makes not eating a lot easier. >> so how has it changed your life? now you're a year in and lost the weight. are you back to normal? >> well, yeah, i eat very, very differently. you know, the thing is i don't respect moderation, so i had to do stuff really intense. what i was most surprised about was i used to consider myself a happy guy, and i look back on it now and i kind of sort of wasn't. i feel so great now. i have two young children.

>> you feel that much different? >> oh, it's night and day. it's night and day. you know, i went in the vomit comet, you know, zero g. and there's this emotional feeling you feel when you're zero g. you're very, very happy. and when they do the other side of the parabola and you get heavy, you do feel depressed. those things are not figures of speech. there's some sort of reality to it. i just feel lighter because i'm happier. >> your kids are happier about it too. >> they're thrilled to pieces except they would rather -- my son says sometimes once in a while, you have to eat like a man and i do. every two weeks we'll have a pizza but i don't crave it at all. once you break that habit, it's wicked easy. >> incredible story. penn jillette, thanks for coming in today. >> thanks a lot. >> the book "presto!" is out this morning. and when we come back, hillary scott will perform live. this morning. and when we come back, hillary scott wi p ♪ there are arms that we can lean into ♪
