algae is sin full bloom. environmental officials are advising everyone to avoid getting in the water there. exposure could cause anything from skin irritation to much more serious gastrointestinal problems. a lake had to be closed in june for the same toxic algae bloom. it remains closed to the public. >> happening now in san francisco, a man who fell 10 to 15 feet onboard a navy ship is safe and on his way to the hospital. the fire department poised this video on twitter showing that rescue. crews used a rope system to raise him up and pull him out. firefighters took him off the ship and to a waiting ambulance. sky 7 hd was overhead the naval ship, which is dry docked at a private facility. the victim is a dock worker and not a naval employee. firefighters say he was conscious and breathing during the entire rescue. >> state health officials say two babies with zika related birth defects have been born in california. they're if first reported cases

of babies born with microcephaly in the state. both mothers were infected overseas. both babies did survive. president obama requested nearly $2 billion to fund the fight against zika back in february, but congress has yet to act, and today, the president warned the existing funds are rapidly running out. >> meanwhile, congress is on a summer recess. a lot of folks talk about protecting americans from threats. well, zika is a serious threat to americans. especially babies. right now. so once again, i want to urge the american people to call their members of congress and tell them to do their job. >> the cdc reports more than 1800 cases of zika. that includes nearly 500 pregnant women. >> stockton's mayor is facing multiple charges including alleged crimes against children. fbi agents arrested anthony silva this morning at a city-run youth camp. multiple reports cite officials who say the charges resolve around a strip poker game and providing kids with alcohol.

silva is also accused of felony eved dropping or recording confidential conversations. the charges come days after the news that his missing gun was used in the murder of a 13-year-old boy last year. we'll have a full report on abc7 news at 60s:00. >> a team of federal crash investigators inspected the bus involved in tuesday's crash in merced county. the ntsb team spent the day looking at the wreckage and the site of the brash. it was near livingston. the accident left four people dead when the charter bus hit a freeway sign post. so far, no clear answers have emerged about what caused the bus to crash on its way from mexico to washington state. >> we are digging into the mechanical condition of the bus and driver's qualifications. and whether or not he was medically fit or not. >> federal investigators drew comparisons to a march 2011 charter bus crash in new york city. 13 people died when a charter bus flipped onto its side and

skidded into the support post for a highway sign. in that accident, the sign sliced the bus in half. >> a warning tonight for pet owners in one south bay neighborhood. coyotes are killing cats in the baker west neighborhood. most recently, one killed a cat in elkgrove court. we're joined live from the neighborhood. david, this isn't the only cat in that area killed in the last week. david. >> that is correct. you know, baker west is in west san jose, adjacent to saratoga. and the residents are very disturbed after two pet cats have been killed in the past week. now, as the culprits were caught on home surveillance video, it was a pair of coyotes. now, it was 1:00 in the morning last thursday when the video shows the coyotes stalking prey in pursuit of a cat they saw roaming the neighborhood. they quickly cornered the cat along a fence line just out of view of the security camera. then the cat could not jump over

the fence to safety. an over a period of 15 minutes, the coyotes eviscerated the cat and left its remains on a neighbor's front lawn. the cat is named luna, a black and white mixed breed, a loving member of a family for the past couple years. no one was aware coyotes had moved eastward into this residential area from the mountains in search of food and water. there has been another cat killed this week. >> so it's pretty devastating, too, because we just heard of another neighbor who found their cat killed by a coyote just a couple days ago. so obviously, the problem is not going away. it's naught just a random incident. >> we talked to san jose animal care center. they urge pet owners tocopy their pets indoors or build what's called a catio, an enclosed pen with fencing and gopher wire. it costs less than $75 in materials. the city says it does not

respond to trapped coyotes. we also spoke with a state department of fish and wildlife. they say they do not intervene unless a human has been bitten. so this problem is very much in the hands of this neighborhood and the residents. we're live in san jose, david lou louie, abc7 news. >> thank you. >> in sonoma county, officials are offering a $5,000 reward to find out who shot a cat with a hunting arrow. this is the 2-year-old named steph. he's expected to survive. his owner found the arrow in him in the east section of roanoke park. if you have any information, you're asked to contact the park department of public safety immediately. >> now to the latest on two wildfires burning in california. the so-called cold fire at the napa and yolo county line has grown to 4700 acres. it's only 15% contained. erratic winds are the concern tonight to firefighters. today, some evacuees were allowed back home. officials evacuated canyon creek

resort on tuesday evening. the huge wildfire in monterey county grew again overnight. the fire has jumped to 51,000 acres which is nearly 80 square miles. broke out two weeks ago and it's only 27% contained. smoke from the fire has led to the cancellation of the salinas valley half marathon that was supposed to happen saturday. race officials are donating water, food, and other supplies to firefighters. >> a $7 billion project to modernize san francisco's sewer system will create thousands of jobs for city residents. we were in the southeast community center as mayor ed lee signed a historic labor agreement with the building and construction trades council. it guarantees jobs and training for residents from underserved communities. the bulk of the work is to upgrade the water treatment plant in the bay view which treats 80% of san francisco's waste water. >> we'll have cleaner water, better fish for our folks to catch. we'll have better water in which for people to bathe and to swim. >> sewer infrastructure work

started several years ago. so far, 37% of workers have been san francisco residents. >> it's an alarming statistic, only 5% of women who are sexually assaulted on campuses end up reporting it to law enforcement. with only a few weeks before the start of the new school year, san francisco's district attorney's office has partnered with local colleges to raise awareness. leah is in the stor newsroom wie story. >> these colleges are raising awareness around what is known as the red zone. it's when school starts through about thanksgiving, then students have never been on their own and they're let loose, and that's when we see the most cases of sexual assault. now, nationwide, 1 in 4 college students will be sexually assaulted. the red zone is a term used on college campuses to describe the first six weeks of school when freshmen and sophomores are most at risk of being sexually assaulted. many students have never heard of it. >> the red zone, do you know what that is?

>> i actually don't. >> led by the district attorney's office, today, presentatives from colleges and universities in san francisco discussed ways to raise awareness around it. >> a lot of excitement, a lot of young people out on their own for the first time, living on their own, making their own decisions. in charge of their own safety, and unfortunately, that puts them at a little bit of risk. >> victims of sexual assault don't always report the incident to police shortly after it happens. >> there are a lot of women who did not report because they think they're not going to be taken seriously. i think that they often will not report because they think they're going to be ridiculed. like how did you let that happen to you. >> many college students worry about the consequences of coming forward. >> people feel scared to do it. it's something that's hard to admit sometimes, that it happened or they feel like they should have done more to help themselves. >> a year ago, the district attorney's office and police announced they would team up with all colleges in san francisco to help them follow the same protocol when dealing with this type of crime. today, there is a coordinated

effort when reporting the assault as well as services for the victim. >> we still have our victim services unit. we can facilitate medical assistance, psychological assistance. gr these colleges and universities have adopted t the #noconsentnoexcuse. in san francisco, abc7 news. >> the chp says a motorcycle rider was lane splitting when he was hit and killed by another vehicle on highway 101 this morning. the accident took place around 9:15 just south of oregon expressway in palo alto. the wreck closed all northbound lanes of traffic for about two and a half hours. you can see from sky 7 hd the traffic mess that resulted. the motorcyclist's name has not yet been released. >> meantime, a new bill addressing lane splitting passed the state legislator. it offers a basic definition of lane splitting but really not much else. it originally prohibited lane

splitting at speeds above 50 miles per hour, and any over 15 miles per hour over the speed limit was also prohibited. the new last drafted bill calls on the highway patrol to establish guidelines for the lane splitting. it goes to governor brown for his signature. >> it's the chp to the rescue in the high sierra. this is high wei patrol video of a helicopter croopulling a sick man to safety. he became ill while hiking near edison lake 8500 feet up in the sierra. an ambulance transported him to the hospital. >> check this out, a chp officer successfully rescued an injured pelican wandering near 80 and truckee earlier this week. the tired bird sat on the officer's back seattle for about an hour before heading to an animal shelter. not clear when it will be released into the wild again. >> okay, still ahead here on abc7 news at 5:00, clinton versus trump. new polls show the effect of a rocky week for the republican

to the race for the white house tonight. a rocky week for republican nominee donald trump is having an effect at the polls. a national mcclatchy marist poll out today has clinton leading trump by a 15 percentage point margin now, and new polls released tonight in swing states also have hillary clinton up by substantial margins. in new hampshire, she's leading trump by 17 percentage points. pennsylvania, clinton is up 11 points. in florida, 11. michigan, 9.
