at the coast. outside lands today looking at mostly cloudy skies. we will talk about the rest of the bay area and a slight warmup coming your way in a few minutes. cornell. >> lisa, we will see you soon. there's a disturbing scene of chicago police officers shooting and killing an unarmed blackman. the director of the fbi addressed that barrage of bullets last night at the moscone center in san francisco. leslie brinkley has the story. [sirens] [gunshots] >> a dashcam and body cash captured a dramatic police encounter in chicago, showing two officers firing at a suspect in a stolen vehicle. and the third officer firing at him as he ran. officers can be heard saying they shot at us too, right? as they curse at the 18-year-old suspect as he lay on the ground dying.

that graphic encounter and other police shootings were addressed tonight by fbi director james komi. he gave a talk at the moscone center. >> each perceived attack drives them farther apart. this is a big, big problem for a whole lot of reasons and the only answer is we have to get up-close to each other because it's hard to hit up-close. and we have to get up-close to each other and show each other the true heart, law enforcement and the communities we direct. >> how to control it? he suggests starting at the top. >> we have a crisis in the fbi today. 83% of the fbi agents are white. >> he says that makes the fbi dangerously less effective as the culture changes. he wants to change who is recruited and changed as police and suspects clashed on the streets of the our major cities. leslie brinkley, abc7 news. >> police arrested a hayward woman last night after finding a man shot to death at a home

earlier in the day. offices are were responding to a domestic violence call afternoon yesterday when they found the man dead. our media partner of the east bay times reports a woman in her 60s was arrest thed. the man was between 55 and 65 years old. they haven't said if they are married or if they own the home. and the san francisco police officers association is drawing some harsh criticism. it shows dogs wearing signs black labs matter and all labs matter. next to the foe the words maybe it's time we just all sit back and tone down the rhetoric. critics call it insensitive while others don't feel it's a big deal. >> it was dehumorrizing and i was appalled once again at the conduct and actions of the san francisco police officers association. >> it's simply pointing out that there needs to be less polarization between the races and between the communities and law enforcement.

>> san francisco police officers association says it has no comment. some are san jose are becoming proactive in getting better living conditions. the renters say they are tired of bedbugs and poor conditions. >> she lives at 1991 story road in san jose. she's one of nine plaintiffs suing their landlords for what they call substandard conditions , including bedbugs and cockroaches. veronica said the kids have bites all over their bodies and it worries her because the bugs can carry disease. in addition to the bugs and mold, the lawsuit also alleges that the water in the apartments is sometimes discolored and that it smells and in veronica's case that it has been turned off without notice. the lawsuit stems from a fire that broke out in one of the units in june of 2015. two children were badly burned. they said after the fire city

authorities can investigating. >>ed code enforcement team has been working this issue for a long time. >> he talked to the director of communications for san jose. he says inspectors found faulty wiring sparked the fire. he said they have been replacing firing and equipment to make the property safer. but an organizer with the affordable housing network said problems persist. >> some of them were corrected, but others were not corrected and some of them have reappeared. >> sandy perry is helping the tenants take their current complaints to code enforcement to make sure they are heard. day after federal officers arrested him for crimes against children at his youth camp. he says he's innocent. >> everyone there was 18 years old. number two, i never, ever, ever endangered a child, ever. number three, i never provided alcohol to anyone. and i certainly did not secretly record anyone >> a teenage girl told investigators everyone was naked at some point during the poker game. beer and vodka was present and a lot of counselors were also drinking. an internal investigation after a hidden camera was found in the oakland a's weight room. strength and conditioning coach set it up last month ahead of a team road trip. he wanted to monitor players as they worked out and rehabbed injuries. a player discovered it a day later. >> a mistake that somebody made that didn't have any malicious

intent behind it. >> internally we are looking at it right now. i don't feel i'm at liberty to say anything until we actually have the results of it. >> enrique has apologized to the team. the a's hired an independent the law firm to look into the situation. cal fire is hosting a community meeting to provide information and answers about the effected cold fire and how it affects those evacuated. all evacuations were lifted yesterday as firefighters battled the fire in yellow county. it's now 30% contained. yesterday crews spotted a drone, forcing them to stop making air drops. they hope cooler whether this weekend will help them control the flames. in monterey county a center will be open for victims of that fire. they will be at the carmel mission inn starting at 9:00 a.m. they are making block against the 54-acre fire. it's now 40% contained.

it was sparked by an illegal campfire. we learned a san francisco fire paramedic was arrested and charged with setting off an explosive device outside his neighbor's home. it may have been a dispute over parking spaces. we have details. >> 32-year-old fire department paramedic james novello was arrested and charged with detonating the explosive device early wednesday morning. police sources tell abc7 news he set off a bomb in planter box in front of a neighbor's house on the 100 block of madrid street. this neighbor said she heard the explosion just after she came home from work around 2:00 in the morning. elias cabrera lives across the street. [speaking foreign language] >> a police force tells us just after the explosion one resident saw the suspect standing outside his home. a search of his house, police

say, turned up explosive materials. another neighbor, police say, reported that his home had been vandalized that same night. and at least half a dozen cars parked on the street near novello's home had their tires slashed. >> then somebody slashed his tires. >> slashed his tires? >> yeah. >> most of the neighbors we spoke with did not want to go on camera for fear of retaliation. they don't know who slashed the tires and vandergulik layed the home, but they do tell us there's been a longstanding battle with novello over parking spaces on the street. >> if you put your car in front. his house, he -- >> he gets mad? >> yeah, he gets mad. you park down there. >> the fire department says they are aware of the arrest and is currently working with s ( pd to investigate this personnel matter. james novello is currently in a nonworking status. vic lee, abc7 news. >> thank you, vick.

this is abc7 news >> develop news out of france this morning where police have ruled out terrorism as a cause of a fire that killed 13 people and injured 6 more. candles on a birthday cake in the basement of a bar set the ceiling on fire. it created poisonous gas that suffocated the victims. the city has been in the news lately. isis attackers killed a priest there just over a week ago. >> donald trump is planning stops in napa and san francisco the end of the month for two big round razors. the news comes as trump made a big move last night to mend the growing rift within the republican party. >> i support and endorse our speaker of the house, paul ryan. >> during a rally in green bay, wisconsin, trump also endorsed republican senators john mccain and kelly in their primary

races. earlier this week the presidential candidate declined to enforce all three, even as his running mate endorsed ryan. although he said he may disagree with some of ryan's views, he's a good man. the cell phone video captured the moment a railing collapsed at a snoop dogg concert, injuring at least 42 people. it happened in camden, new jersey. snoop and fellow rapper had just taken the stage. they yelled at the crowd to stand up. the railing that separates the lawn from the stage gave way. after getting the crowd settled, promoters promptly cancelled the concert. day two of outside lands concert at golden gate park began begins at noon today. it offers music, food and lots of fun. abc7 news reporter elissa harrington was there. >> i am festival ready, hashtag

we can't afford to get in, so we get as close as we can. >> this year wrist bands replaced tickets. they can also be used as digital wallets hacked up to paypal so people can leave their purses and cash at home. at golden gate park, abc7 news. it's a big day for bay area fastball fans. former 49ers owner eddie debartolo junior will be enshrined into the nfl hall of fame. his daughter presented him with a jacket. during his 23 years as owner, the niners won five super bowls and something for raiders fans, as well. the late kenny stabler will also be enshrined. stabler was a master of their two-minute drill and led the raiders to their first super bowl win in 1997. stabler passed away last summer at age 69. how are you doing and welcome to the aloha sports center.

tomorrow. and a chilly morning out there. we say good morning to lisa argen. >> hi, cornell. you are right. temperatures in the upper 50s, low 60s. but it seems worse because of the fog, the mist and the drizzle. we certainly are below average. we have been and we will continue to be for the next several days. some dense fog anywhere from a couple mile visibility to about four miles in san francisco. we are at 5 a 4 degrees. it's 58 in oakland, 61 mountain view and mid-067's morgan hill and half moon bay. from sfo no delays yet but that certainly could change. 54 santa rosa, napa, petaluma. 55 by the delta, 57 concord and livermore. barely 80 degrees in the inland valleys yesterday. average hays well into the upper 80s this time of year. so just north of hear some very dense fog. we have the spotty drizzle, and below-average temperatures. even though tomorrow will be a tiny bit warmer. looking for a warming trend to begin tomorrow just by a few degrees. and then it looks like monday and tuesday we will see some 90s

arrive. lots of 60s around the bay. tomorrow we will see some mid-and upper 80s inland. and then the warmer day monday and tuesday we will see the summer spread return with 60s at the coast and low 90s inland. so it's looking like the beach in santa cruz will be certainly mild the next few days. closer to home we will be in the 60s. down in santa cruz mid-70s for today, for tomorrow and into monday with afternoon sunshine, morning low clouds and fog. around monterey still smoke from the fires. to give you an indication how cool we will be for the next several days, upper 80s is the average in livermore. 82 today, 893 tomorrow. a couple of warmer days. then we will cool off again into next week. so temperatures in the south bay looking at numbers in the upper 70s here. so on the mild side. 80 in morgan hill. 81 gilroy. closer to bay there. 72 redwood city.

weather. here's meteorologist lisa argen. good morning, lisa. >> good morning, cornell. it's foggy and gray. even mist and drizzle at the coast. here's a live look outside. temperatures with the 2,000-foot marine layer aren't as cold as they should be. chilly san francisco. 61 on the coast. we have about two-mile visibility. this is sfo with no delays yet. looking at upper 50s from concord in livermore. so in santa cruz we will have sunny skies in the mid-70s later on. closer to home we are looking at the low clouds and drizzle all morning long and then becoming sunny and mild. by about 10:00 or 11:00 except by the coast. at the coastline just in the upper 50s. livermore should see a high in the 80s. and hockey land just in the upper -- oakland just in the upper 60s today. cornell. >> thank you. now to the zika virus. the health department has confirmed two new cases. this brings the total to the city to ten. there's no risk to the public at

this point. two california babies were born with zika. their mothers were infected overseas. meanwhile a case has been discovered in menlo park. a look at how the virus is spread and what's being done to keep it from spreading in the bay area. >> this doctor is a specialist in infectious diseases at ucf. they have come up with a device that can see convince the dna of multiple viruses, including zika. >> the goal is to test up to ten people in under six hours. >> even though a mosquito as that's able to carry the virus is in california, there's so far no evidence any of these mosquitoes are infected with zika. >> that's the case in menlo park. >> casey is checking one of the traps put out for the mosquito that is the carrier of the zika virus. he's looking for eggs.

>> we took it back to the lab and put it under a microscope and that's when we noticed we had them in our county. >> san mateo county first discovered the mosquito in the summer of 2013, not far from this menlo park neighborhood, while monitoring another type of mosquito. >> we found it in a cemetery. we are speculating it was brought in in plant material. vases hold water continuously. >> they traced it back to the southeast part of the country, possibly brought here by a nursery. >> time to start taking a look around right away. because mosquitoes can breed in pretty much any type of container. >> the control district immediately reached out to neighbors. now they inspect 700 homes in a 1.5-mile area every four to six weeks. the county has been so proactive, that it has not found any signs of the mosquito in more than a year. leeann melendez, abc7 news. >> us centers for disease control said the aerial sprague

for mosquitoes in florida seems to be working. the insects have been link today 16 cases of zika infection in a 500 square foot area of miami. u.s. officials say they don't expect to see a seek ab epidemic here as in latin america because of better insect controls. it's early in clinical trials to assess its safety in humans, in san jose the concern is about the west nile virus. officials confirm mosquitoes infected with the virus have been found and that means fogging for various areas, as well. fogging begins monday night at 11:00 and should last for a few hours. this video is from vector control. residents in in the affected areas will get notices placed on their doors. west nile can cause fever, headache and even death in some severe cases. >> the sheriff's deputy who shot and killed a teenager two and a half years ago has been

promoted. he has been elevate to deputy sheriff from sergeant. he will get a bump in pay with the new roll. he fatally shot 13-year-old lopez as the teen was holding an air soft rifle. he was cleared of any wrongdoing in the incident we are hearing from a retired san jose firefighter who was among the victims stabbed in a random knife attack in central london on wednesday. martin said he and his wife just dropped off his bags at a hotel when they went publishing in an area of london popular with tourists. the couple walked through the park when he encountered the attacker as he darted past pedestrian, attacking them with knife. he directed his attention to him. >> i reached my hand up on the right side and pulled it back. and it's covered in blood. and i go he -- he stabbed me. >> he said after tending to many

emergencies in his 25-year career as a san jose firefighter, he knew he needed help quickly. he asked the nearby hotel to call police. >> he's stunned. he doesn't even reach for the phone. i said hey, hey, talk to police dispatcher and give him the address of this hotel and the park next to us. >> very scary. eventually help arrive. after being released from the hospital he took this photo of the memorial of the woman killed in the attack, the 54-year-old woman. she and her husband were taking one final walk before returning home to their home in tallahassee, florida. the suspect man is going to be arraigned to. there is flooding along a creek. the creek which has a long history of flooding is just too narrow to handle all the run-off from storms.

$41 million in flood control work is designed to protect thousands of homes and businesses in the east palo alto and menlo park areas. >> these are not levies. these are just piles of dirt with no stability and strength and a lot of weakness that we thought we were going to lose them in 2012. its long in coming. >> it's predicted to be flooded over the next decade. we are at the intersection of the bay and the creek. >> the project is engine need to a 100-year event standard. it should also save some homeowners from paying over $1,000 a year for flood insurance. happening today a local casino holding a job fair. graten resort and casino plans to hire nearly 300 people as it gets ready to open a brand new hotel on november 15th. they are holding the job fair for existing casino and upcoming hotel expansion jobs. opening include a variety of positions. guest services, food and

beverage and gaming. if you are interested or know someone who is, officials say show up and prepare to be interviewed without an appointment. it's located on golf course drive west and rohnert park also happening today a free dental clinic will be held in santa rosa for homeless vets. five volunteer dentists and about 20 support staff will be on hand to help. the clinic starts at 9:00 a.m. this morning and runs until 3:30 at the palms on santa rosa avenue. the palm is a reconditioned motel that now house was 116 formally homeless people, including vets. some of the vets have complained that their teeth hurt too much to eat bay area schools are just about back in session and san francisco's ella hill hutch community center will help kids hit the ground running. today the center will give out more than 1500 free backpacks and school supplies to students from pre-k to college. it will happen during the health fair. these are scenes of the fair
