so 50s in the north bay, upper 50s in the inland east bay, and the fog does clear throughout the midmorning hours. so by about 8:00 it's still gray across the bay. but 10:00 we have sunshine. the fog sits at the shoreline. it will be cool, just in the upper 50s to near 60 at our beaches and some low 80s inland. cornell. >> thank you. seeds. >> newly released video shows there's a disturbing scene of chicago police officers shooting and killing an unarmed black man. seeds james comey, director of the fbi addressed that barrage of bullets last night at the moscone center in san francisco. leslie brinkley has the story. [sirens] [gunshots] >> a dashcam and body cam captured a dramatic police encounter in south chicago, showing two officers firing at a

18-year-old car theft suspect in a stolen vehicle. and the third officer firing at him as he ran. officers can be heard saying, they shot at us too, right? as they curse at the 18-year-old suspect as he lay on the ground dying. that graphic encounter and other recent police shootings were addressed tonight by fbi director james comey. he gave a keynote address at the moscone center. >> each perceived attack drives them farther apart. this is a big, big problem for a whole lot of reasons and the only answer is we have to get up close to each other because it's hard to hit up-close. and we have to get up-close to each other and show each other the true heart, law enforcement and the communities we direct. >> how to control it? he suggests starting at the top. >> we have a crisis in the fbi today. 83% of our special agents are white. >> he says that makes the fbi dangerously less effective as the culture changes. he says changing the culture

requires who is recited and trained as police and suspects clashed on the streets of the our major cities. leslie brinkley, abc7 news. >> police arrested a hayward woman last night after finding a man shot to death at a home earlier in the day. officers were responding to a domestic violence call afternoon yesterday when they found the man dead. our media partner of the east bay times reports a woman in her 60s was arrested. the man was between 55 and 65 years old. they haven't said if they are married or if they own the home. and the san francisco police officers association is drawing some harsh criticism. it shows dogs wearing signs say black labs matter and all labs matter. next to the photo are the words maybe it's time we just all sit back and tone down the rhetoric. critics call it insensitive while others don't feel it's a big deal.

>> it was dehumanizing and i was appalled once again at the conduct and actions of the san francisco police officers association. >> it's simply pointing out that there needs to be less polarization in this country between the races and between the communities and law enforcement. >> san francisco police officers association says it has no comment. renters in san jose are becoming proactive in getting better living conditions. the renters say they are tired of bedbugs and poor conditions. >> she lives at 1991 story road in san jose. she's one of nine plaintiffs suing their landlords for what they call substandard conditions, including bedbugs and cockroaches. [foreign language] veronica said the kids have bites all over their bodies and it worries her because the bugs can carry disease. in addition to the bugs and mold, the lawsuit also alleges that the water in the apartments is sometimes discolored and that it smells and in veronica's case that it has been turned off without notice. the lawsuit stems from a fire that broke out in one of the units in june of 2015.

two children were badly burned. the attorney for the family said after the fire, city authorities began investigating. >> our code enforcement team has been working this for a long time. >> he talked to the director of communications for san jose. he says inspectors found faulty wiring sparked the fire. he said they have been replacing wiring and equipment to make the property safer. but an organizer with the affordable housing network said problems persist. >> some of them were corrected, but others were not corrected and some of them have reappeared. >> sandy perry is helping the tenants take their current complaints to code enforcement to make sure they are heard. [speaking foreign language] >> veronica said they want the apartments to be perfect so they can live better, especially since the rent keeps going up. the landlord has not responded to our request for a comment. in san jose, katie,

abc7 news. the mayor of stockton does not deny playing strip poker with a group of teenagers but insists he didn't do anything criminal. yesterday the mayor anthony silva called a news officer one day after federal officers arrested him for crimes against children at his youth camp. he says he's innocent. >> everyone there was 18 years old. number two, i never, ever, ever endangered a child, ever. number three, i never provided alcohol to anyone. and i certainly did not secretly record anyone >> a teenage girl told investigators everyone was naked at some point during the poker game. beer and vodka was present and a lot of counselors were also drinking. >> now to a sports scandal in the way area. there's an internal investigation after a hidden camera was found in the oakland a's weight room. strength and conditioning coach set it up last month ahead of a team road trip. he wanted to monitor players as they worked out and rehabbed injuries. a player discovered it a day later.

>> a mistake that somebody made that didn't have any malicious intent behind it. >> internally we are looking at it right now. i don't feel i'm at liberty to say anything until we actually have the results of it. >> enrique has apologized to the team. the a's hired an independent law firm to look into the situation. cal fire is hosting a community meeting in winters to provide information and answers about the effected fire and how it affects those evacuated. all evacuations were lifted yesterday as firefighters battled the fire in yellow county. it's now 30% contained. yesterday crews spotted a drone, forcing them to stop making air drops. they hope cooler whether this weekend will help them control the flames. in monterey county a center will be open for victims of that fire. county and state agencies will be at the carmel

mission inn starting at 9:00 a.m. they are making block against the fire. it's now 40% contained. it was sparked by an illegal campfire. we learned a san francisco fire department paramedic was arrested and charged with setting off an explosive device outside his neighbor's home. it may have been a similarmerring baths between parking spaces. vic lee broke the story. we have details. >> 32-year-old fire department paramedic james novello was arrested and charged with detonating the explosive device early wednesday morning. police sources tell abc7 news he set off a bomb in planter box in front of a neighbor's house on the 100 block of madrid street. this neighbor said she heard the explosion just after she came home from work around 2:00 in the morning. elias cabrera lives across the street. here. >> a police force tells us just after the explosion one resident saw the suspect standing outside his home. a search of his house, police say, turned up explosive materials. another neighbor, police say, reported that his home had been vandalized that same night. and at least half a dozen cars parked on the street near novello's home had their tires slashed. >> then somebody slashed his tires. >> slashed his tires? >> yeah. >> most of the neighbors we spoke with did not want to go on camera for fear of retaliation. they don't know who slashed the tires and vandalized the home, but they do tell us there's been a longstanding battle with novello over parking spaces on the street. >> if you put your car in front. his house, he -- >> he gets mad? >> yeah, he gets mad. you park down there. >> the fire department says they are aware of the arrest and is

>> developing news out of france this morning where police have ruled out terrorism as a cause of a fire that killed 13 people and injured 6 more. investigators say candles on a birthday cake in the basement of a bar set the ceiling on fire. it created a poisonous gas that suffocated the victims. the city has been in the news lately. isis attackers killed a priest there just over a week ago. >> donald trump is planning stops in napa and san francisco the end of the month for two big fundraisers. that's according to "the washington post." the news comes as trump made a big move last night to mend the growing rift within the republican party. >> i support and endorse our speaker of the house, paul ryan.

>> during a rally in green bay, wisconsin, trump also endorsed republican senators john mccain and kelly in their primary races. earlier this week the gop presidential candidate declined to enforce all three, even as his running mate endorsed ryan. trump said although he may disagree with some of ryan's views, he's a good man. the cell phone video captured the moment a railing collapsed at a snoop dogg concert, injuring at least 42 people. it happened last night in camden, new jersey. snoop and fellow rapper had just taken the stage. they yelled at the crowd to stand up. the railing that separates the lawn from the stage gave way. after getting the crowd settled, promoters quickly cancelled the concert. day two of outside lands concert at golden gate park begins at noon today. it offers music, food and lots of fun. music, food, and, of course,

60s around the bay. and a mild afternoon with some low 80s arriving today. tomorrow it will be slightly warmer from mid-and upper 80s. then for monday, a few 90s. but eventually getting some low 70s closer towards the bay. it's going to take a few days. if you think its been cool, you are right. anywhere from probably 5 to 7 degrees below average. if you want some warmer weather, it will be mild and sunny in santa cruz with mid-70s in the afternoon. partly cloudy skies. pretty much each and every day partly cloudy skies. back home just 50s with plenty of cloud cover at the shoreline. so looking at the trend gives you an idea where we should be for this time of year. upper 80s in livermore with just 82 today. so 6 degrees shy of average, maybe a degree warmer tomorrow. here comes a couple of warm days, monday and tuesday. then we will drop off again into the mid-80s after that. so in the south bay today the renaissance fair. looking at temperatures in the

64 at the coast. three-mile visibility. we have low 60s for san jose and mountain view, be and sfo lots of cloud cover. temperatures in the mid-50s in the north bay. upper 50s with clouds in concord and livermore this morning. finally, from our south beach camera, lax dense here in spots. as you head over to the east bay. and numbers this morning will head up to the 60s and low 70s by noontime around the bay and inland. justify the mid-80s today around livermore. that's certainly about five degrees cooler than average. cloudy and cool at the coast. we will talk about a couple of warmer days come up in the near future. cornell. >> okay. see you soon. >> now to the zika virus. the san francisco health department has confirmed two new cases. this brings the total in the city to ten. officials say there's no risk to the public at this point. we learned two california babies were born with zika. one in berkeley.

their mothers were infected overseas. meanwhile a case has been discovered in menlo park. a look at how the virus is spread and what's being done to keep it from spreading in the bay area. >> this doctor is a specialist in infectious diseases at ucfs. they have come up with a device that can see convince the dna of multiple viruses, including zika. >> the goal is to test up to ten people in under six hours. >> even though a mosquito as that's able to carry the virus is in california, there's so far no evidence any of these mosquitoes are infected with zika. >> that's the case in menlo park. >> there is one were our had had cups that we have in menlo park. >> casey is checking one of the traps put out for the mosquito that is the carrier of the zika virus. he's looking for eggs. >> we took it back to the lab and put it under a microscope and that's when we noticed we had those mosquitoes in our

county. >> san mateo county first discovered the mosquito in the summer of 2013, not far from this menlo park neighborhood, while monitoring another type of mosquito. >> we found it in a cemetery. we are speculating it was brought in in plant material. plant material in vases, which hold water continuously. >> they traced it back to the southeast part of the country, possibly brought here by a nursery. >> time to start taking a look around right away. because mosquitoes can breed in pretty much any type of container. >> the san mateo county mosquito scroll district immediately reached out to neighbors. now they inspect 700 homes in a 1.5-mile area every four to six weeks. the county has been so proactive, that it has not found any signs of the mosquito in more than a year. leeann melendez, abc7 news. >> the u.s. centers for disease control said the aerial sprague for mosquitoes in florida seems to be working. to 16 cases of zika infection in 16 cases of zika infection in a

500 square foot area of miami. u.s. officials say they don't expect to see a zika epidemic here as in latin america because of better insect controls. it's early in clinical trials to assess its safety in humans, in and in san jose the concern is about west nile virus. officials confirm mosquitoes infected with the virus have been found and that means fogging for various areas, as well. fogging begins monday night at 11:00 and should last for a few hours. this video is from vector control. residents in in the affected areas will get notices placed on their doors. west nile can cause fever, headache and even death in some severe cases. >> the sonoma county sheriffs deputy who shot teenager andy lopez two years ago has been promoted. he was elevated from deputy sheriff to sergeant. he's a 19 year veteran of the force. the agency said he successfully passed the competitive civil service exam for the promotion. he will get a bump in pay with

the new role. he fatally shot the anthony lopez as he was wearing an air rifle. he was cleared of any wrongdoing in the incident we are hearing from a retired san jose firefighter who was among the victims stabbed in a random knife attack in central london on wednesday. martin said he and his wife just dropped off his bags at a hotel when they went pub hopping in an area of london popular with tourists. the couple walked through the park when he encountered the attacker as he darted past pedestrian, attacking them with knife. he directed his attention to him. >> i reached my hand up on the right side and pulled it back. and it's covered in blood. and i go he -- he stabbed me. >> he said after tending to many emergencies in his 25-year career as a san jose firefighter, he knew he needed help quickly. he asked the nearby hotel to call police. >> he's like stunned. he doesn't even reach for the phone.

i said hey, hey, listen, talk to the police dispatcher and give him the address of this hotel and the park next to us. >> very scary. eventually help arrive. after being released from the hospital he took this photo of the memorial to the woman killed in the attack, the 64-year-old woman. she and her husband were taking one final walk before returning home to their home in tallahassee, florida. the suspect is expected to be arraigned to. happening today a local casino holding a job fair. graton resort and casino plans to hire nearly 300 people as it gets ready to open a brand new hotel on november 15th. they are holding the job fair for existing casino and upcoming hotel expansion jobs. opening include a variety of positions. guest services, food and beverage and gaming. if you are interested or know someone who is, officials say show up and be interviewed without an interview. it's located on golf course

drive west in rohnert park. also happening today a free dental clinic will be held in santa rosa for homeless vets. five volunteer dentists and about 20 support staff will be on hand to help. the clinic starts at 9:00 a.m. this morning and runs until 3:30 at the palms on santa rosa avenue. the palms is a reconditioned hotel that now houses 116 formerly homeless people, including vets. some of the vets have complained that their teeth hurt too much to eat. bay area schools are just about back in session and san francisco's ella hill hutch community center will help kids hit the ground running. today the center will give out more than 1500 free backpacks and school supplies to students from pre-k to college. it will happen during the health fair. these are scenes of the fair last year. healthcare providers will also be there to offer vision and hearing screenings and dental checkups. the fair gets underway at 10:00 a.m. also happening today, the samaritan house in san mateo is changing kids' lives

scorching where i lived. now it's cooler, lisa? >> yes. we got into the cooling a couple days ago and it's staying put for the first part of the weekend. you notice all the gray here. sfo, no delays. the cloud deck here is a little taller. 55 fairfield. concord and livermore gray, 57 degrees. from mt. tam, you can see it will be a nice afternoon as this evaporates. we are looking at the dense fog and spotty drizzle in a few areas this morning. closer to the coast and bay. so still below average this weekend. tomorrow, though, we begin a little bit of a warming trend. monday and tuesday should be even warmer than that. it should be a nice afternoon with temperatures really beginning to get to near normal not until after the weekend, though. here are the clouds. you notice that by about 8:00 we are pretty sunny except for parts of the east bay. a few patches of fog. then this is about as sunny as

it's going to get by noontime. we will keep the low clouds and fog stacked up along the shoreline. so a cloudy and cool coast with temperatures just in the 50s there. so if you take a look at the state picture, it's definitely looking more tempered from yosemite ated 2. still warm in fresno. but the baking heat finally eroding in the interior with upper 80 eats in sacramento. 80 los angeles. 75 in san diego. so if you are headed to santa rosa today, below average. 79 degrees. it should be 83. then we will slowly climb tomorrow, but upper 80s should be the warmest day on monday. nothing too dramatic. then we cool back by the end of the work week. so today just 61 with cloudy skies. cool breeze for outside lands. and tomorrow maybe a few more peaks of sun at 63 degrees. so definitely bring the jacket there. if you are headed over to fremont this afternoon for the art and wine festival, 60s to start. low 70 eats for the afternoon. and more sunshine and slightly
