. live from the kgo tv broadcast center this is abc 7 news. >> let's get a quick look at the weather. >> lovely august day here in san francisco temperatures remain below normal. we are looking at low clouds and fog. this is emeryville. we have 53 in the city. 54 half moon bay. 59 in san jose and my vantage point more clouds in the north bay at 53 degrees. 58 in fairfield and livermore. today will be the coolest day. you can see with the cloud cover it's going to be sunny by noon time. and then we see 70s for most of the early afternoon. by later afternoon we should see low to mid 80s.

69 in oakland today. 64 san francisco. partial clearing but not a golden gate park. >> we will see you soon. we begin with breaking news out of hayward. police found a man shot to death happened at 11:00 near the intersection of jackson street. officers were responding to a shots fired call when they found the victim inside a car. he died at the scene. earlier police arrested a hayward woman after finding a man shot to death at a home earlier in the day. officers were responding to a domestic violence call just after noon yesterday when they found the man dead. our media partner reports a woman in her 60s was arrested. the man was between 55 and 65 years old. police have not said if the victim and suspect were married. >> the director of the fbi says his agency is in crisis.

that statement comes after newly released video out of illinois shows chicago police officer shooting and killing an unarmed black man. james comby addressed the barrage of bullets. >> a dash cam and body camcaptured a dramatic police encounter in south chicago showing two officers firing at a car theft suspect and a third officer firing at him as he ran. responding officers can be heard saying they shot at us, too, as they cursed at the suspect as he lay on the ground dying. that encounter and others were addressed by james comy. he gave the address. >> each incident of real or perceived police misconduct or

attack on police drives them farther apart. this is a big problem. i think the only answer is we have to get up close to each other. it is hard to hit up close. we have to show each other the true heart, law enforcement and of the communities we serve and protect. >> reporter: the growing casm he suggests starting at the talk. >> we have a crisis in the fbi today. 83% of special agents are white. >> reporter: he said that makes the fbi dangerously less effective. he says building a new culture requires changing who is recruited and changed as police and suspects clash on the streets of our major cities. abc 7 news. an ad in the san francisco police officers association journal drawing harsh criticism showing dogs wearing signs that say black labs matter and all labs matter. next to the photo are the words maybe it is time we sit back and tone down the rhetoric.

critics call it insensitive while others don't believe it is that big a deal. >> it was dehumanizing and i was appalled once again at the conduct and the actions of the san francisco police officers association. >> simply pointing out that there needs to be less polarization in this country between the races and between the communities and law enforcement. >> this morning the police officers association said it has no comment. some renters are fed up with bed bugs, mold and no electricity. here is abc 7 news reporter katie marzullo. >> reporter: veronica martin says is one of nine plaintiffs suing their landlords for what they call substandard conditions including cockroaches and bed bugs. veronica says the kids have bites all over their bodies and it worries her because the bugs can carry disease.

the lawsuit alleges that the water in the apartments is sometimes discolored and that it smells and in veronica's case that it has been turned off without notice. the lawsuit stems from a fire that broke out in june of 2015. two children were badly burned. the attorney for the family says after the fire city authorities began investigating. >> code enforcement team has been working this issue for a long time. >> reporter: he says inspectors found faulty wiring. he says they have been replacing wiring to make the properties safer. an organizer told univision 14 problems persist. >> some of them were corrected but others were not corrected and some of them have reappeared. >> reporter: helping tenants take current complaints to code enforcement to make sure they are heard. veronica says they want the

apartments to be perfect so they can live better especially since the rent keeps going up. in san jose, katie marzullo, abc 7 news. the mayor does not deny playing strip poker with a group of teenagers. mayor anthony sylva called a news conference. he says he is innocent. >> everyone there was 18 years old. number two, i never, ever, ever, ever endangered a child, ever. number three, i never provided alcohol to anyone. and i certainly did not secretly record anyone. >> a teenage girl told investigators that everyone was naked at some point during the poker game. beer and vodka was present. now to a sports scandal here in the bay area.

this is an internal investigation after a hidden camera was found in the oakland as weight room. strength and conditioning coach ahead of the team road trip. he wanted to monitor players as they worked out. a player discovered it a day later. >> a mistake that somebody made that didn't have malicious intent behind it. >> we are looking at it right now y. don't feel like i'm at liberty to say anything until we have the results of it. >> he has apologized to the team. as hired independent law firm to look into the situation. cal fire released the latest numbers on the cold fire. overnight it grew to nearly 5,400 acres. firefighters have it 35% contained. cal fire hosting a community meeting to provide information to residents affected by the fire. all evacuations were lifted yesterday. firefighters hope cooler weather will help them control the

flames. in monterey county a center will be open for victims. county and state agencies will be at the mission inn. firefighters are making progress against the over 55,000 acre fire. it is 40% contained. investigators say the fire was sparked by unintended illegal camp fire. san francisco fire department arrested and charged with setting off an explosive device. neighbors say it was a dispute over a parking space which may have come to a boiling point. vic lee broke the story on twitter. he has details. >> 32-year-old fire department paramedic was arrested and charged with designating the explosive device early wednesday morning. police sources tell abc 7 news he set off the bomb in a planter box in front of a neighbor's house. this neighbor says she heard the

explosion just after she came home from work around 2:00 in the morning. this man lives across the street. >> a lot of neighbors around here. >> reporter: a police source tells us one resident saw the suspect standing outside his home. a search of his house, police say, turned up explosive materials. another neighbor, police say, reported that his home had been vandalized that same night and at least half a dozen cars parked on the street had their tires slashed. >> and somebody slashed his tire. >> reporter: most of the neighbors we spoke with did not want to go on camera for fear of retaliation. they don't know who vandalized the home. they do tell us there has been a long standing battle over parking spaces on the street.

developing news out of france where police have ruled out terrorism at the cause of a fire that killed 13 people and injured six more. investigators say candles on a birthday cake set a ceiling on fire. the material created a poisonous gas that suffocated the victims. it happened in the city of

rouen. donald trump is planning stops in napa and san francisco at the end of the month for two big fundraisers according to the washington post. the news comes as trump made a big move to mend the growing rift within the republican party. >> i support and endorse our speaker of the house paul ryan. >> during a rally in green bay trump endorsed john mccain in primary races. the gop presidential candidate declined to endorse all three earlier this week. last night trump said although he may disagree with some of ryan's views he is a good man. new cell phone video captured the moment a railing collapsed at a snoop dogg concert injuring at least 22 people. it happened in new jersey.

average today and tomorrow. 58 oakland. 55 morgan hill. 61 in mountain view. that was a cloudy santa cruz. here is golden gate where the fog is really thick in spots. do be careful. 53 in santa rosa. southwest wind at 20 transporting that cooler air to inland east bay. we are looking at a very mild afternoon here in the sierra nevada. 77 is the high in south lake. dense fog in spots with drizzle. still below average. just very slight. i want to show you the trend with 60s around the bay. upper 70s around napa. here is tomorrow. we are gti a little warmer inland and eventually those will push farther west. we will see 90s inland, mid 70s in hayward and san jose should reach 81 by monday. livermore today 82 degrees.

the internal revenue service is warning taxpayers there is an increase in scam irs telephone calls. >> a new warning from the irs, an increase in scanners leading urgent call back requests. this is not the first time the irs has told us to watch out. >> we have seen the evolution of a phone scam that is quite nasty.

live from the kgo broadcast center this is abc 7 news. good morning. we are starting with a quick look at the weather. here is meteorologist lisa arjun. >> it is chilly out here with low 50s, mist and drizzle. cloudy skies except for inland where concord is get ag little sunshine. another chilly day until later in the afternoon when it turns mild. 58 right now. 59 in san jose. two mile visibility. you can see it is a little foggy. low 50s santa rosa. southwest wind keeping a nice afternoon in store. sfo looking at 33-minute delays. look for about 68 in oakland. 77 san jose.

about 82, 83 in livermore. today the coolest day out of the next seven. a little warmth coming your way. we are not talking hot but pretty comfortable. still cooler than average the next few days. >> we'll see you soon. now to the zika virus. san francisco health department confirmed two new cases bringing the total in the city to ten. officials say there is no risk to the public at this point. we learned two california babies were born with zika. their mothers were infected overseas. the zika carrying mosquito has been detected in park. how the virus spreads and what is being done to keep it from spreading. >> reporter: a specialist in infectious diseases. his lab has come up with a device that can sequence dna of multiple viruses. >> the computer will read out the dna sequences corresponding to the viruses and bacteria. >> reporter: the goal is to test up to ten people for the zika

virus in under six hours. >> even though the mosquito is in california there is so far no evidence that any of these mosquitos are infected with zika. >> reporter: in minlow park. >> this is one of our cups. >> reporter: checking one of the traps put out for the mosquito, the carrier of the zika virus. he is looking for eggs. >> we put it under our microscope and we noticed we had it in our county. >> reporter: san mateo county first discovered it in the summer of 20 not far from this neighborhood. >> we found it in the cemetery. we are speculating it was brought in with plant material. plant material is invasive and holds water continuously. >> reporter: they trace it to the southeast part of the country possibly brought here by a nursery. >> take a look around right away because mosquitos can breed in

pretty much any container. >> reporter: the mosquito district reached out to neighbors. now they inspect 700 homes in a 1 1/2 mile area every four to six weeks. the county has been so proactive that it has not found any signs of the mosquito in more than a year. u.s. centers for disease control says the spraying for mosquitos in florida isn't working. the insects have been linked to 16 cases of zika infection. u.s. officials say they don't expect to see a zika epidemic here similar to those in latin america because of better insect control. potential vaccine for the zika virus is in early clinical trials to assess its safety in humans. in san jose the concern is about west nile virus. mosquitos infected with the virus have been found and that means fogging for various areas.

fogging should last for a few hours. residents will be getting notices placed on doors. west nile can cause fever, headache and death in severe cases. the sonoma county sheriff's deputy has been promoted. the sheriff's office elevated from deputy sheriff to ssergean. the agency says he passed a civil service exam for the promotion and will get a bump in pay. gelhaus fatally shot lopez as the teen was holding an air soft rifle. we are hearing from retired san jose firefighter who was among the victims stabbed in a random knife attack in central london. he and his wife had just dropped off his bag at the hotel when they were pub hopping near

russell square. the couple walked through the park when they encountered the attacker. the attacker directed his attention at honnish. >> reached my hand up and pulled it back. it's covered in blood. i go he stabbed me. >> he says after attending to many emergencies in his 25 year career as san jose firefighter he knew he needed help quickly. he asked to call police. >> he is stunned. he doesn't reach for the phone. i said listen, give them the location and address of this hotel and the park right next to us. >> very scary. help arrived. after being released he took this photo of a memorial to the woman killed in the attack, 64-year-old darlene horton. she and her husband were taking

one final walk before returning home to tallahassee, florida. a 19-year-old man is scheduled to be arraigned today. a local casino is holding a job fair. graton plans to hire 300 people as it gets ready to open a new hotel. it will hold a job fair. openings include a variety of positions. guest services, spa and salon, food and beverage and gaming. if you are interested show up and be interviewed without an appointment. it is located on golf course drive. a free dental clinic held in santa rosa for homeless veterans. five volunteer dentists and 20 support staff will be on hand to help. the clinic runs until 3:30. the palms is a reconditioned motel that houses 116 formally homeless people. some veterans complain that

their teeth hurt so much they can't even eat. bay area schools are about back in session. ela hill community center will help kids. today the center will give out more than 1,500 free backpacks and school supplies. it will happen during the health fair. these are scenes of the fair last year. health care providers will be there to offer vision and hearing screenings and dental check yupz. fair gets underway at 10:00. the samaritan house is changing kids lives. charity will hold the backpack and school supplies give away. some 900 children will receive free backpacks stuffed with pencils, papers and other supplies. the give away begins at 10:00 at the samaritan house. still ahead on the saturday morning news, changed our lives with just three letters. www. the web marks an anniversary.

today marks 25 years since the world wide web became publically available. it drew a response of vague but exciting. asabc 7 news reporter explains this invention changed the internet and our lives forever. >> reporter: that was the sound of connecting your computer to a network. >> aol, prodgy, these were online services there were dozens running over dozen networking standards. it was this futile chaos. >> reporter: that changed when this flowchart was drawn up who brought it to his boss who scribbled vague but exciting. >> that continued for 25 years that we all worked with the idea. >> reporter: the idea was for

different systems to talk to each other. he had a name for it. >> very ambitious name. this tiny system from a laboratory in switzerland to be called the world wide web. most people in the early days learned that language how to write a web page by copying the source code of somebody else's. >> reporter: they gave away the code to build servers and browsers for free exactly 25 years ago. now wn could access anything with one simple address. that was the key invention, the way to name things. >> reporter: the project got funding from al gore. >> people did not see the difference between the web and internet because the only thing you would do on the internet was fire up a browser and be on the web. >> reporter: a road show of historic computers is here including this very unusual apple one. >> unique unicorn in the forest.
