good morning. i'm diane macedo. >> i'm kendis gibson. here are some of the top headlines this morning on "world news now." a woman has been killed by a police officer in south florida during what was supposed to be a role play with simulated deadly force. but somehow the victim was hit with live fire. details ahead. the justice department set to release a report today on the baltimore police department. among the findings, a pattern of routine discrimination by police including illegal stops, searches and arrests of african-americans. a magnitude 5.1 earthquake has rattled a rural area of northern california. no reports of damage or injuries from the quake which was centered about 100 miles east of sacramento. two aftershocks followed. the kansas city, kansas, water park where a boy died will

reopen today but not the giant water slide he was riding. that's closed for the rest of the season over mounting concerns over its safety. those are just some of the top stories on this wednesday, august 10th. from abc news, this is "world news now." good morning. we're going to start with a developing story that is taking place from south florida where there has been an unusual and strange deadly police shooting. >> officials in punta gorda said it happened in a role-playing scenario. it was supposed to instruct the class about making decisions using simulated lethal force, but something went very wrong. >> during the first scenario in a horrible accident, a participant was mistakenly shot by a live round. she was transferred to the hospital and pronounced deceased. >> she had just moved to the area from minnesota. the officer involved has been

placed on leave as an investigation is launched from investigation is launched into there horrible shooting there. donald trump is refusing to back down after sparking another controversy. this time accused of inciting violence against hillary clinton. >> he said clinton will take away their guns if she gets to appoint justices to the supreme court. and many people say he was suggesting then after that that gun owners could take matters into their own hands. listen. >> if she gets to pick her judges, nothing you can do, folks. although the second majority people maybe there is. i don't know. well, trump raised the issue again at his campaign stop late last night but he did not repeat that remark. >> the clinton campaign called the words dangerous and they said a person running for president should not be suggesting violence. gun control advocates and others slammed trump's comments. he insists he was not encouraging violence. >> i'm not sure.

i haven't heard this question, but i think you're talking about the power of people that are in favor of the second amendment. they have tremendous political power, and i think they really is strong. they are united. >> senator elizabeth warren said trump makes death threats because he's a pathetic coward who can't handle he's losing to a girl. moving on, pacific gas and electric has been found guilty of obstructing an investigation into a deadly explosion six years ago. eight people were killed when a pipeline exploded in a san bruno neighborhood. the utility also found guilty of violating pipeline safety regulations. a judge could fine pg&e as much as $1 million when the company is sentenced. the nicu at a washington, d.c., hospital will be thoroughly scrubbed today after three babies tested positive for a bacteria. >> all of the infants have since been moved to another hospital as a precaution.

good morning. the bacteria that spurred the move isn't dangerous to most healthy people, but it's different for those with weak immune systems like these infants. the babies are being transferred out of the neonatal intensive care unit or nicu in cheverly, maryland, a washington, d.c., suburb. three of the infants tested positive for a bacteria which can be found in tap water. >> it's a type of bacteria that is commonly encounters in the health care setting. >> reporter: two earlier infant deaths were in the nicu, but hospital officials said an ongoing investigation hasn't connected the deaths with the bacteria. >> there have been no clear deaths associated with these infections. as you know, patients in our nicu are critically ill patients. these are small, preemies often. so they often have a multitude of conditions that put them at risk for dying. >> reporter: joan hebden, an

infection prevention specialist, said the bacteria was detected during routine swabs of the infant's -- infants' noses. >> it was routine screening. that was how we detected that was a cluster of this organism in three babies in that june unit. that was cause for concern. >> reporter: all the infants were transferred to a nearby hospital in washington, d.c. the prince george's nicu is closed pending the results of an investigation. the hospital is analyzing samples of the water that was entering the nicu. it's not clear whether there were additional filters on faucets which can reduce the risk of infection. >> all right. lots of nervous parents this morning, no doubted. thank you. moving onto a california wildfire in the mountains of san bernardino. more than 7700 acres wide, the pilot fire as it's called. about 60 miles east of los angeles, threatening thousands of homes and forcing schools to close down. mandatory and voluntary

evacuations underway. more than 1,400 firefighters are battling the flames there on the front lines. the fire started sunday afternoon, but so far no structures have been damaged. a large dust storm blew through the phoenix area on tuesday just hours after moisture from tropical depression javier flooded roadways in tucson. more than 5,000 homes lost power during the storm. drivers are urged to take caution because of poor visibility that's possible. at the olympics, swimmer michael phelps picked up two more gold medals last night because he needs those, of course. first he won the 200-meter butterfly, raising his arms to pump up the crowd. >> less than an hour later, he anchored the men's 4 by 200 free style relay. phelps now has won three golds at rio. 21 in his lifetime, and three more attempts to go. >> he was so exhausted getting out of the pool after that second race he could barely get

his campaign blamed the controversy on the dishonest media. trump insists he was talking talking about the power of the voters. he said there can be no other interpretation. >> what i think you're talking about is the power of people that are in favor of the second amendment. and they have tremendous political power. and i think they really are strong. they are united. >> and trump tweeted overnight, by the way, saying that the media is desperate to distract from clinton's anti-second amendment stance. trump was more careful with his words at a late night rally in north carolina. >> he did revisit the second amendment issue and criticized hillary clinton. it's your voice, your vote. let's get more from tom llamas. >> reporter: donald trump accused of crossing the line in a dangerous way. >> hillary wants to essentially abolish the second amendment. although the second amendment people, maybe there is. i don't know. >> reporter: just look at how one trump supporter reacted after trump said that. hillary clinton tweeting this statement from her campaign. "a person seeking to be the president of the united states should not suggest violence in any way." the trump campaign says trump wasn't talking about violence. that he was trying to rally support releasing this statement -- "it's called the power of unification. second amendment people have amazing spirit and are tremendously unified which gives them great political power." and about his comments that clinton will pick the next supreme court justice, the nra tweeting, "donald trump is right. if hillary clinton gets to pick her anti-second amendment supreme court judges, there's nothing we can do." clinton supporters not buying it. senator chris murphy from connecticut where the newtown shooting still resonates tweeting, "don't treat this as a political misstep. it's an assassination threat.

seriously upping the possibility of a national tragedy and crisis." it's not just democrats. many have had enough of trump. 50 leading gop national security experts writing the letter saying trump would be, quote, the most reckless president in american history. trump saying nothing is wrong with his campaign style. >> i've always had a good temperament. it's gotten me here. you can't and you don't want to -- i don't think it's appropriate to start changing all of a sudden when you've been winning. >> reporter: and dismissing gop leaders abandoning him. >> the politicians, they don't understand me. >> reporter: we reached out to the secret service. they said they're aware of what donald trump said but no comment on whether this will be investigated. >> reporter: abc news, fayetteville, north carolina. house speaker paul ryan is celebrating a resounding victory

his home state of wisconsin. he won with more than 80% of the vote. ryan was first elected in 1998 and is well liked in his congressional district. but the race gained some attention when trump praised the opponent and delayed his endorsement of ryan. now to the other major story we're following this morning. a deadly police shooting in south florida. a 73-year-old woman was shot and killed during a community event with the police. the victim and an officer were supposed to be role-playing a scenario involving simulated lethal force. somehow she was struck with a live round and pronounced dead later at the hospital. the officer involved has been placed on leave. we'll have more details when they become available. the justice department says it's uncovered a pattern of racial discrimination by the baltimore police. they routinely make stops, searches and arrests of african americans. the investigation was prompted by the death of freddie gray. he was fatally injured while

riding in pay police van. the report caused the relationship between the community and the police broken. a day full of gun violence in chicago. 19 people were shot on monday including a 10-year-old boy. the boy survived but nine of the victims were killed making it the deadliest day in the city in 13 years. according to "the chicago tribune", at least 426 homicides this year. many of the victims have been children. now to the growing humanitarian crisis in syria. the u.n. says children in the city to have aleppo are at grave risk of disease now that the water supply has been shut off for more than four days. some two million people are without vital supplies according to the u.n. now adding to the misery, temperatures have been above 100 degrees in the city all week long. and a high-profile meeting between turkey's president and russia's president, vladimir putin. the visit intended to send a message to turkey's leaders that allies in the west and whom he blames for what he considers a lack of support after a failed coup. the president has pressed the u.s. to extradite the man he

claims was behind the plot. he's sought more funds and visa-free travel from the european union. let's go to to olympics. a big day for team usa. big victories in swimming and gymnastics. >> the americans have won nine gold medals. one more than china. eight silvers. the most of any country. japan has one more bronze than the u.s. overall, we're far ahead in the overall medal count with 26. >> with more on day four's victories and defeats, here's jim ryan. >> reporter: meet the new golden girls. the u.s. gymnastics team. simone biles led with powerful performances in every event, sealing the deal with her floor routine. her teammates quickly rushed in to celebrate. now biles and the team captain get ready to compete against each other in the all-around competition. michael phelps electrifies the world, reclaiming glory in his

signature event, the 200-meter butterfly. touching the wall first and earning his 20th gold medal. after flashing a number one sign and waving his hands as if to say bring it on. an hour later, he joined the 4 by 200-meter replay include -- relay including teammate ryan lochte. phelp's swim cap broke. the team helped him to score his 21st lifetime gold medal. keeping hopes of a gold medal sweep alive, katie ledecky took on a stacked field in the 200-meter freestyle and came through finishing first. more good news. the u.s. women's soccer team advances to the quarterfinals. the team came out with a 2-2 draw against colombia. it was enough to put them at the top of the group. a huge upset on the tennis court. serena williams stunned in the

there's a flight attendant visiting, and she happened upon a stray dog. she gave him dog food. the dog starts following her around. this went on for days. she said she started changing her way to the hotel, waiting and trying to change her routine. the dog kept following her. she arranges him to be re-homed in argentina. the dog runs away, and she finds him again waiting outside the hotel. in january or february, she's since finally capitulated. though she lives in germany, she filled out the paperwork, and the dog lives with her in germany. >> that dog was on a mission, and smart. you imagine how tough it is to try to find a job. this one woman who works in health care and has been trying to find a job for seven months. when she got a job, she decided to bridge the engagement photo craze and make the announcement to her friends. she grabbed the job offer and took engagement photos with it. this one saying i said yes. this is a job offer in bed with her.

orlando nightclub shooter after he turned up at a rally in florida. he was spotted in the crowd. the clinton campaign said the rally was open to the public and they were unaware of the attendance until after the event. clinton said she disavows his support. now to a developing story from south florida involving a deadly police shooting. police in punta gorda say a 73-year-old woman was killed during what was supposed to be a simulated lethal force scenario. instead she was hit by live gunfire and died at the hospital. the officer who fired the shot has been placed on leave. and breaking overnight, gunfire interrupting a peaceful protest. [ gunfire ] listen to that. this is in ferguson, missouri, marking the second anniversary of the shooting of michael brown. a car struck a young man so hard he flew into the air. as the car drove away shots were fired. no injuries were reported from the gunfire. brown, an unarmed black teen, was fatally shot by a white police officer. his death sparked protests and a national debate about race and the law.

a man charged with murder after allegedly shooting a young man outside his home. chad cameron copley fired a shotgun from inside his garage hitting the victim. thomas was on his way to his car after leaving a party. moment before the shooting, someone called police complaining about "hoodlums." authorities have released the call. >> we have a bunch of hoodlums out here racing. i am locked and loaded. i'm going outside the neighborhood. you need to send p.d. as quickly as possible. >> his mother says thomas has never been in any trouble. so the travel nightmare continues for delta after the computer outage. the airline reports some computer systems are still working slowly. more than 1600 flights were cancelled an another 2000 delayed. delta spent millions over the years trying to update the aging technology to prevent a massive system failure just like they

had on monday. the nicu at a washington d.c., hospital is being disinfected later today after a bacteria was discovered. all the babies were transferred last night as a precaution. two infants died in the unit last week. officials say they haven't discovered a link to the bacteria. fertility rates have reached the lowest rates ever recorded. a report from the cdc finds the lowest number of newborns compared to the number of american women aged 15 to 44. the numbers don't indicate that women are infertile but notes lower birth rates. there's also fewer babies born to teens. this is shocking to us. a brand-new baby girl in southern california is going to be quite the birth story to tell one day. >> tessa's parents were at the hospital expecting her arrival. as the labor progressed, mom decided she needed to use the restroom, and then a surprise. >> i wasn't intending on pushing or anything.

freestyle, normally her weakest event. >> she says she prefers the longer races. you might remember she crushed the world record in the 400 on sunday. and it was also a good day for team usa out of the pool with the gymnastics team getting a second gold medal. led by simone biles, the world's best gymnasts many are saying, they finished more than eight points ahead of the competition. >> some are saying that this women's gymnastics team could be the best ever. they were a perfect 12-12 on their routines. >> that was not the case for the u.s. women's soccer team. the squad threw away a lead in the 90th minute to get to a tie against colombia. >> hope made a mistake and allowed an embarrassing goal. usa plays sweden on friday in the quarterfinals. american tennis superstar serena williams is done for these games. she lost in the third round capping a disappointing olympics for the williams sisters. >> she and her sister were eliminated early from the

doubles competition. their first olympic loss ever. >> we're not used to saying that either of the williams sisters lost. >> we'll have to see them at the open. one gold medalist from the usa has always known the gold medal was in his future. >> he wrote it in a book when he just 8 years old. >> reporter: this 21-year-old phenom, ryan murphy, winning his first gold medal and setting a new record for the 100-meter backstroke at his first summer games. it's something he's been dreaming of since he was a boy. at 8, writing this book called "my swimming life," dedicating it to his mom, drawing her on the left. a little drawing of himself at the bottom there and the gold medal he one day dreamed of winning. he wrote, "when i grow up, i hope i'll break the world records. i want to be the best swimmer in the world." his mother telling us she

remembers all those home movies, long hours of practice, and years of grueling competitions. right there by his side through it all as she remembered something else. that look of determination and focus in ryan's eyes then and now. he will be going for his second gold on thursday night. his mom will be right there cheering him on from the stands. abc news, rio de janeiro. >> such a cutie. great story. and here's one more story about swimming in the olympics. >> the water in the pool went from blue to green and no one is sure why. apparently there's a buildup of algae of some sort. it had been a normal light blue the day before, and the water in the neighboring pool used for water polo also blue. >> olympic officials say the water was tested and there is no risk to the divers. would you have gone in? >> speculation is that the pool wasn't properly treated overnight and the algae started to form. >> that looks gross. once again, for us who are counting, at this early morning hour, this just in, belize has still not won a medal.
