those are just some of the top stories on this tuesday, august 16th. >> from abc news, this is "world news now." we're going to get to the top story. a raging wildfire in northern california. authorities say a 40-year-old man has been charged with 17 counts of arson in lake county including the most recent fire. officials estimate that the blaze in the town of lower lake has caused more than $10 million in damage. >> what's worse, dozens of families are without homes because of the blaze. firefighters are struggling to contain it. mary bruce is there. >> reporter: an all-out battle to tame the flames. winds and bone-dry conditions fueling a blaze that barrelled through lower lake. more than 4,000 acre charred. 175 homes and businesses burned to the ground. >> this is where we all grew up.

>> this is all we know our whole life. >> and our neighbors, look what they have to come home too. >> reporter: thousands of residents scrambling to escape as firefighters struggle in 100 degree heat. this man and his son jumping in their pool as the flames closed in around them. >> it got intense. sparks just blowing far while. >> reporter: fearing his home would burn he moved his most precious possessions to his workshop. >> i was hoping i could salvage something. that's wishful thinking. >> reporter: a lifetime of memories gone in seconds. with the extreme conditions and the devastation already as far as the eye can see, this community is now bracing for more of this. mary bruce, abc news, california. and rescuers have pulled a seventh body from the floodwaters around baton rouge. police say the victim was a 50-year-old man. and while the rain stopped, the water is rising in some areas. our houston station has more.

>> reporter: unfortunately this is what many neighborhoods around baton rouge look like. you can see there are several feet of water. it's impossible to get in and out of these homes. we are actually unable to even see the mailboxes lining this street. this vehicle was just left here. a lot of people have evacuated over the past couple of days, and some of them have been coming back home trying to salvage what they can. what did you come to get? >> important papers. got to file the claims. something to wear to work. and my sleep pillow. need my rest. >> reporter: and the big focus out here right now is will it continue to rain? right now as you can see, it's not raining, and those who live here are hoping it will stay that way. severe weather damaged home -- homes and brought down trees in central indiana. a twister touched down in brownsburg, not far from

indianapolis. most of the damage was confined to the northwest corner of the town, and no one was hurt. in milwaukee it appears calm returned to a city and one neighborhood in particular that was shaken by two nights of violent unrest. at a late-night news conference, the police chief said there had been six arrests and two nights of demonstrations. they were touched off by the deadly shooting of a black man during a traffic stop. police say the video shows the man was armed. that video has still not been released. a man has been charged in the fatal shootings of a new york imam and his assistant over the weekend. he was initially held for a hit and run. police say they discovered a weapon inside a wall after serging the suspect's home. authorities have not revealed the motive for the shootings. now to the campaign trail where donald trump is vowing to put all incoming immigrants to the test. an ideological test. as part of his vision to destroy isis and protect the homeland. president obama is trying to make sure trump never makes it to the white house. he attended a fundraiser for

hillary clinton and urged supporters to campaign aggressively saying clinton could still lose. and clinton was also joined by a heavy hitter at her latest rally. you see it there. it's "your voice, your vote." >> reporter: hillary clinton arms out, welcoming that v.p. help on the campaign trail in pennsylvania. clinton and the vice president biden's scranton roots on full display. clinton's father and biden were born in this blue-collar community. >> the story of the rodhams and bidens isn't unique. what's unique is the country where those stories were written. >> reporter: clinton and biden teaming up to take on donald trump. >> he tries to tell us he cares about the middle class. give me a break, and that's a bunch of malarkey. >> reporter: the gop nominee in ohio delivered what he called foreign policy realism.

a speech focussed on destroying isis. trump dropped another controversial proposal. an ideological test for immigrants to figure out their stances on issues like religious freedom, gender equality and gay rights. >> those who do not believe in our constitution or support bigotry and hatred will not be admitted for immigration into our country. >> reporter: the republican who received bipartisan criticism for his proposed ban on muslims outlined his new immigration policy. no visas for those coming from terror hot spots and can't be fully vetted. >> i call it extreme, extreme vetting. our country has enough problems. we don't need more. >> reporter: as president, trump would face legal challenges for targeting a religion, but constitutional lawyers say he could have some leeway in barring people from certain regions. >> thank you. the governor of north carolina is asking the supreme court to restore the voter i.d. law on

time for the voter election. the law requiring voters to bring a photo i.d. was struck down by an appeals court that found it was racially discriminatory. the governor argues that changing the law so close to the election would create confusion among voters and poll workers. in tennessee officials at vanderbilt university won a battle to change the name of a residence hall. confederate memorial hall will be renamed because of the associations with the civil war and slavery. the united daughters of the confederacy tried to block the change since it originally donated money for the building. a court said vanderbilt could change the name as long as it repays the money. now to the olympics where they were singing in the rain for part of the night in rio. >> a downpour brought action on the track and field competition to a halt for about 25 minutes. some of the events were pushed back, but it did not dampen the excitement. a dive at the finish line allowed shaunae miller to win.

isis to thrive. trump said he's willing to partner with russia or any country that wants to help defeat the islamic state. isis. >> reporter: trump providing no evidence to back up that claim as he tries to reset and show he can be a statesman after weeks of fights, distractions and sinking poll numbers. >> you'd better elect me, folks. i'll never speak to you again. can you imagine -- can you imagine how badly i'll feel if i spent all of that money, all of this energy, all of this time and lost? >> reporter: tom llamas, abc news, ohio. clinton started slamming donald trump even before he delivered his speech saying he's all over the place on isis. she followed up with tweets blasting trump for lack of knowledge on foreign policy. clinton appeared at a pennsylvania rally with vice president joe biden. we'll have more on that ahead in this half hour. severe weather hammering parts of the midwest.

in central indiana, a tornado. the city of brownsburg west of indianapolis appears to have gotten the worst of it. despite the damage, no one was hurt. in southern louisiana, more than 10,000 residents are spending another night in a shelter because their homes are damaged by flood waters. at least seven people have died in the flood. the national guard said it rescued nearly 8,000 people and 1,200 pets. the rain has finally stopped, but the flooding continues as rivers crest downstream. breaking overnight, a suspect has been arrested for allegedly starting a wildfire in northern california. the fast-moving blaze in the lower lake area has destroyed nearly 175 homes and businesses and forced thousands from their homes. the man is being held on 17 counts of arson. officials estimate the fire has caused at least $10 million in damages. the governor has declared a state of emergency. police officers are out in full force in milwaukee after two nights of violent unrest.

police put up bright orange snow fencing around a city park that's closed from 6:00 a.m. to 6:00 p.m. that's where protests started over the weekend after the shooting of a black man. the city imposed a 10 p.m. curfew for young people. there have been about a half a dozen arrests overnight amid relative calm. let's get to the olympics. mother nature had her say. >> oh, yeah. a downpour stopped monday's track and field events. the main entertainment was a d.j. playing tunes like "singing in the rain," or on the flip side, "i can't stand the rain." >> missy? ♪ i can't stand the rain >> if you love or hate the rain, there were songs for you. >> people were wearing the glad bags. >> big ponchos. >> exactly. so the u.s. raised the total of medals to 75. that's 29 ahead of china. the americans' gold medal count held at 26 thanks to some

upsets. >> reporter: an amazing finish in the women's 400-meter finals. shaunae miller upset allyson felix who was trying to become the only woman to win five gold medals in track and field. miller diving across the finish line, hitting the ground and hitting gold. felix was second. in the finals of the men's 800 meters, kenya defended the olympic title. clayton murphy won the bronze on his first trip of the olympics. simone biles didn't hit her usual gold standard on monday. in the finals, she grabbed the balance beam costing her what could have been her fourth gold medal at the games. she had to settle for a bronze. her teammate laurie hernandez won silver. netherlands took the gold. biles does have another chance at gold today in the floor exercise finals. in the men's pole vault finals, american

sam kendricks soared to the bronze. the first team usa medal in the event in 12 years. no medal for the u.s. men's beach volleyball team after the american duo was eliminated by the brazilians. raibing -- reigning champions. an american driver advancing with a third place finish. and in the women's 300 meter steeple chase, taking home the bronze medal beating her own best time, a u.s. record, and becoming the first american woman to win a medal in the competition since the event debuted in 2008. >> a few upsets but not a bad day for the u.s. and michael phelps and katie ledecky decided to go back in time. >> do you remember this photo? that's a 9-year-old ledecky getting an autograph from phelps ten years ago. >> how cool is that? >> that's great. look how excited she is. that's back when phelps had only

that's been filling up your feeds is now being done by celebrities. being done by celebrities. we'll tell you what it's all about. that's on "the skinny" on this tuesday, august 16th. from abc news, this is "world news now." good morning. i'm diane macedo. >> i'm kendis gibson. let's get to our top story right now. of course, the rising toll in louisiana floods. a seventh body recovered from the water in baton rouge. the victim a 50-year-old man. >> the view from above shows the immense scope of the flooding. the forecasters say a rainfall like this happens only once in a thousand years. the national guard says it's rescued nearly 8,000 people. most of those rescued are in shelters. >> this is one of the thousands of rescues. a family and baby taken from their home as the waters rise. even though the worst of the rain has stopped, the flooding continues in rivers, streams, and bayous.

abc's rob marciano in the flood zone. >> reporter: the danger remains ohio. at least six dead, swept from homes and vehicles. in baton rouge, a race to save a woman. >> get out. >> i'm trying. i can't. >> give me a knife. >> i'm drowning. >> we're coming. we're coming. >> i'm going to break this window. >> we're breaking the window. >> reporter: david fung tries breaking the window, and then ripping apart the convertible's roof, he's able to pull the woman out. >> first instinct was to get ahold of her and pull her out, and couldn't do it from the boat. so i just jumped in. >> reporter: but it's not over. >> get my dog. >> reporter: the woman begging him to save her dog. >> i can't get the dog. maybe she's gone. >> no, she'd better not be. >> i got your dog. >> oh! >> reporter: more than 20,000 rescued. some plucked by a coast guard chopper. east baton rouge sheriff keeping

that baby warm, helping save this family from rising water. some spots getting more than 30 inches of rain since the storms began. >> crested at record levels, but back water flooding a huge problem. that's going to continue. you see it everywhere. >> reporter: 3,400 louisiana national guard troops rescuing people around the clock. and hundreds more saved by fishermen and anyone with a boat. what's being called the volunteer cajun navy. phillip mena in one of the hardest hit areas of baton rouge. >> reporter: the water receded quite a bit, but it's too dangerous for the family to go inside. >> reporter: this family salvaging what's left. >> devastated. i've cried all day. my whole life savings, everything is in that home. >> reporter: they're the lucky ones. three quarters of property owners here don't have flood insurance. most rivers in this area still at major flood levels, and many

neighborhoods like this, dozens of them still inundated with water. around the rest of the country the moisture is flooding northward. we have flash flood watches into southeast texas, into illinois and indiana. could see another five plus inches there. in louisiana likely only a half inch or so over the next two days. anything more than that will cause problems. abc news, baton rouge, louisiana. a suspect is behind bars for allegedly starting a wildfire that decimated a california community. the wildfire has destroyed nearly 200 home and businesses in rural lake. the suspect was charged in several other fires over the past year. firefighters are struggling to contain the latest one which is being fueled by dry conditions and leaving very little in its wake. >> everything you can see is devastation on the whole block, and my house is up there standing, clean, like nothing ever happened. >> officials estimate the fire caused more than $10 million in damage.

last year wildfires in the same area destroyed nearly 1300 homes. to milwaukee. efforts to curb violent protest appear to be working at least for now. the streets were calm overnight after two nights of demonstrations. a popular park was closed and teens were told to be off the streets by 10:00 p.m. speaking at a late night news conference, the mayor said the signs have been very encouraging. protests broke out after the deadly police shooting of a black man during a traffic stop. >> in new york a man has been charged with gunning down an imam and his assistant on saturday. oscar morrell was taken into custody after he was linked to a hit and run near the slayings. police searched his home and found what they say is the murder weapon. they say they found clothes that matched what the suspect was wearing during the shootings. turning to politics now, donald trump has outlined his game plan to stop isis and keep america safe. he told supporters in ohio he would have an ideological test for immigrants saying only

people who "share our values should be admit to the country." it's part of what he calls extreme vetting. designed to keep out anyone who sympathizes with extremist groups. >> we must also screen out any who have hostile attitudes toward our country or its principles, or who believe that sharia law should supplant american law. codes. clinton also took aim at donald trump's foreign policy ideas and plans for the economy. >> trump laid out his plan last week. i'll admit even before he did, i didn't think it was going to be good for working americans. [ laughter ] but it turned out to be worse than i ever imagined. >> biden said clinton was the most qualified person to lead the country. he praised her foreign policy experience and credited her with having a passion for improving lives. and this note from pennsylvania as well. the attorney general of that state is now a convicted criminal. a jury found kathleen cane guilty of perjury and obstruction. she was accused of leaking information a 2009 grand jury investigation to embarrass a rival prosecutor, then trying to cover it up. two of her top aids testified against her. she's the first woman and democrat to be the pennsylvania attorney general. she's facing up to seven years behind bars but could remain in office while she appeals.

a texas resident who traveled to miami has been diagnosed with the zika virus. the first time it's spread from one u.s. state to another. an area of miami currently has 30 cases of zika spread from local mosquitoes, but so far they have not been any confirmed cases of local zika virus transmission among texas mosquitos. so you know how we love our animal stories here on "world news now," but this video really got our attention. a monkey gets into a confrontation with a walmart employee in ohio. that's when the owner rushes over to break it up. >> the monkey escaped from a camper parked nearby. the employee luckily wasn't hurt. officials are trying to make sure the animal has all the proper papers. that is scary because they can get vicious. >> what's with the diapers? >> well, lots of pet monkeys have diapers. >> do they? >> yes. >> huh. >> people who put them in their homes put them in diapers so
