>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, august 21st. let's start with a quick look at the weather with our meteorologist lisa argen. >> good morning to you. here's a look at live doppler 7. we are in between systems. fog this morning, earlier this reached out toward concord and livermore valley. right now getting some sunshine in walnut creek and concord. also napa, you are brightening up. a look at sfo with delays of over 1 hour. very little clearing at the coast will make for a cooler day. 59 santa rosa, it's, it's in

fairfield. it will be warm and nice but it will take for the second half of the afternoon to warm up into the low low 80s today. >> one person is dead as a result of the rollover accident. it happened on international boulevard and 54th street earlier this morning. we are waiting for an update from police for more details on what happened. >> developing news out of san jose. a possible stolen car with five people inside smashed into a parked bmw on mclaughlin avenue and quamy drive. it happened around 1:20 this morning. all five people in the hatchback are believed to be juveniles. the owner was trailing the car and saw the accident. the hatchback was stolen from in front of his house. it is now totaled.

at least one person was hospitalized. no word yet on any arrests or charges. for the community of lower lake, it's an end and a beginning. it's the end of wondering what happened to their homes in the clayton fire, which is now 90% contained. and it's the beginning of starting over. abc7 news reporter leslie brinkley has more. >> reporter: there are families like the ramseys, sifting through the ashes of what was their three-bedroom home, looking for things like fragments of jewelry. >> we are thankful our neighbors are okay. but then we look here. and we just wonder, you know, why my house? >> reporter: then there are survivors like rhonda, who stubbornly refused to evacuate because her cat wouldn't get in a crate and escape. for four and a half agonizing days she hunkered down here with no water, no electricity and no cell service, protecting her

pets and her property. the fire, only 500 yards away. >> i was look for dark smoke and the direction of the wind. it's variable. >> and you didn't have a cell phone, you had no way of knowing except watching? >> watching and using my fingers for wind direction. >> 189 homes burned down here this week, along with 40 businesses. >> this habitat for humanity office was in the process of rebuilding four homes destroyed by last year's valley fire and now their offices reduced to ashes. >> we are going to move into a new office this monday. it will be easy for us to move in because all we have to do is unlock the door. >> nothing to bring with you. >> nothing to bring with us. >> there's a neighborliness evident everywhere. this is one of the poorest counties in california. families who can't afford to lose anything, let alone everything. this man and his dog, wheeler, cruised through town, offering to help anyone who needed it.

>> what is needed are walmart gift cards now. we've been giving out clothing from our church and all that. water. water has been just like gold up here. >> everyone is upset that an arsonist is likely to blame for all of this destruction. now they are trying to mine the gold out of what was lost to rebuild new lives. in lower lake, i'm leslie brinkley, abc7 news. flames from the chimney fire are threatening a historic landmark. at least one strike team of firefighters has been assigned to protect hearst castle. tours were cancelled there. they may not resume until tuesday. abc7 news reporter sebastian it dean, sent us these pictures showing the smoke surrounding the castle. the fire has scorched more than 30 square miles. the fire broke out a week ago and it's 35% contained. officials issued an evacuation order for two communities near

those flames. the blue cut fire in southern california is now 73% -- or 83% contained. the fire in san bernardino county destroyed the landmark summit inn restaurant along route 66. the owners plan to rebuild. some mandatory evacuation orders have been lifted. firefighters are holding the fire size at just under 60 square miles. the newborn premature son of a woman who died in a car crash is improving. the baby's family gave this video to our media partners. you see the baby boy moving his fingers inside his incubator at valley medical center. dulce capetillo was 8 months pregnant when she died in a car crash in san jose four days ago. her baby, named christopher, has been upgraded from critical to serious. early wednesday morning, her brother hit a parked car on the

shoulder of highway 101 near tully road. police arrested the driver of the parked car on suspicion of being drunk. a gofundme page has now raised $12,000 so far to cover funeral expenses for dulce capetillo. surveillance video captured a violent collision in oakland last night. you can see a car turning just as two motorcycles approach the same intersection. bystanders rushed to help. one motorcyclist suffered very severe injuries in the crash. it was at 125th and per ealta streets. the other motorcyclist and the car's driver were also hurt. oakland police are now trying to figure out who was at fault. richmond police are offering a $10,000 reward to help solve the deadly shooting of a teenage girl earlier this month. police identified the victim of the shooting. a 19-year-old oakley resident corey maddy. investigators say the girl was

riding a bicycle to a friend's house when someone shot at her. police have not determined the motive for that shooting. abc7 news was in san francisco's richmond district when highway patrol officers arrested a man they believe drove away after hitting a tollbooth on the golden gate bridge. his truck lost a tire after the crash. officers believe he was drunk. the bridge officials tell us there was only minimal damage to the tollbooth. >> american swimmer ryan lochte is still trying to explain away his claim that he and other olympic swimmers were robbed in brazil at gunpoint. now the other swimmers, plus surveillance tape, are putting ryan lochte's story squarely in the cross fires of the investigation. >> i'm sorry. >> overnight ryan lockty telling

what he says is a real truth. he offers a long list of apologize. >> brazil doesn't deserve that. it's my fault. >> he's now taking full responsibility to the events that led to the confrontation seen in this infamous gas station video. you can see him pulling down the poster. the police immediately suspected efforts lying. but back in the country they hauled in the other swimmers for questioning. he told nbc last sunday morning -- >> and now admitsing he was still drunk during that interview. >> it was still hours after the incident happened on -- i was still intoxicated. i was still under that influence. i overexaggerate that part. the gun was drawn, but not at my forehead. it wasn't cocked at my forehead.

it was toward my general direction. as you can see in the surveillance, that's when my hands went up. >> after days of silent solidarity and the release of that video, his teammates, gun that are and jack, issuing other apologize. they cricketed his first tale. he said we fully relieved ourselves on the back side of the building behind some bushes. and ryan lockty removed a postedder behind the wall which immediately caught the attention of the employees. they put the blame squarely on ryan lochte. he said ryan stood up and began to yell at the guards. after jack and i both tugged at him in an attempt to get him to sit back down. >> and despite eyewitness testimony and surveillance video, he said he was also somewhat extorted. although he is somewhat to be prosecuted here, he acknowledged he could lose endorsement and face a possible suspension by

cutting at burlingame's hoover elementary school. hoover is burlingame's first new school in 50 years. it cost $17 million to buy and renovate the campus. >> we have 21st century technology. we have chromebooks for students, we have large-screen tvs, document cameras, and we have wi-fi, powerful wi-fi that will allow us to use all of those simultaneously. hoover's opening will ease overcrowding at schools all over burlingame. classes begin on wednesday. snow are heading into there under cool conditions. >> that's right. august has been lower than average. we have a weak disturb bangs to the west of us and also to the east of us. it is allowing for a little bit deeper marine layer today. we are getting sunshine up in up in so and also into the east bay. the deck of low clouds evaporating here. it's brightening up. the sea breeze this afternoon will allow for cooler conditions

east of the caldecott tunnel. as you look from this vantage point you notice still hazy out there. better air quality as the winds ramp up from the west today. right now 58 in san francisco, 59 morning hill. half moon bay at 57. from mt. tam its going to be really cool here with temperatures just in the 70s today, throughout much of northern marin county and even into sonoma. 63 concord, 61 livermore. but all in all pretty nice august afternoon on tap. here's emeryville. it's gray. yesterday didn't make it outs of the 60s. today it should get to around 70. becoming partly cloudy today but then we will have not only improving air quality but with a stronger on shore push, the comeback of the low clouds and fog could be a little bit earlier today. tomorrow looks like the temperatures bottom out near monday afternoon into the low to mid-80s. 60s in oakland. 70s around the bay.

the changes come tuesday and wednesday. just slight changes where we are going to come up into the 80s in the inland east bay and the oranges want to make their way a little bit further west, and they will on wednesday. a warmer afternoon. but really nothing too extreme. we wish we could send some of the weather elsewhere across the state where it remains very, very dry. usually we are well into 80s in liver more. just into the low 80s tomorrow. just enough to warm you up this afternoon. it should be a pretty nice day throughout tomorrow. that will be the coolest day. then numbers up about five degrees as high pressure builds back in come tuesday and wednesday. but we will be looking at the low cloud deck, the marine layer just at the coast each and every day. here's a look at the wind profile. notice around 10 to 20 miles per hour winds today. throughout the afternoon it will continue to ramp up a bit, right on through the delta. then by 4:00, 5:00, looks like we will see a few more clouds enter the picture. it will be a cool and somewhat

breezy evening out there. highs today in the south bay ranging from the mid-70s. peninsula low to mid-70s with 74 palo alto, 73 menlo park and san francisco low 60s for you, clouds, daly city, the sunset. and the north bay in the 70s. cooling off from sonoma to petaluma. near east bay looking at upper 60s only land. then sunshine low to mid-80s from livermore today. 83 for you today. it was 82 in pleasant ton. the accuweather seven-day forecast still partly sunny today. a little below average tomorrow. numbers come up midweek. pretty nice for the summer spread. looks cooler by the end of the week. carolyn. >> i like it, lisa. thank you.

>> welcome back, everyone. we are starting this half-hour with a look at the weather with our meteorologist lisa argen. >> carolyn, good morning to you. clouds beginning to clear parts of the north bay and the east bay. but here's a cloudy look at the bay bridge. 58 san francisco. morgan hill 59. low 06's from mountain view to san jose. it's a little gray out there. we are getting the into partly cloudy skies. we have the evening giants game today. 63 with some sunshine in concord. livermore you are at 61 degrees. we will look for the fog and low clouds to continue to clear. by later on in the afternoon the sea breeze kicks up and we will begin to see the temperatures come down maybe three, four degrees in our inland valleys. 80s there. just about 890 in san jose and some 60s across the bay. we look at the coolest day of

the week arriving and the rest of the week ahead which includes some fall-like weather in a few minutes. carolyn. >> lisa, thank you. developing news out of turkey where a possible suicide bomber has killed at least 54 people and wounded many others. they have say the bomber was between 12 and 14 years old. they are blaming the attack on isis, although that group has not claimed responsibility. turkey has been racked by attacks in recent months. in july 44 people were killed at istanbul's airport just days before a failed military coup. two mexican sources are reporting the son of jailed

el chapo guzman was kidnapped and then released. he was kidnapped from from a restaurant monday. he is thought to be involved in a drug cartel. officials will only say a criminal group was responsible for the abduction. alfredo guzman is wanted by the u.s. in a warrants issued back in back in 2009. in louisiana at least 113 people have died from flooding. people who are grateful to have survived are now returning to their homes to find major damage. one house sat next to a river that hasn't flooded in all the years it was built in 1943. that all changed last weekend. the family who lives there was trapped because the water was too high. they floated on a mattress for two hours until it couldn't float anymore. >> it was coming up, but we didn't know it was coming up that bad. then it got up a little higher and a little higher, and finally we couldn't walk around anymore. >> that family took refuge in a small cubbyhole above the water and breaking a window to get to a boat that came to rescue them.

a flood line now marks the height of the water inside that house at least 20 feet high now to your voice, your vote. and there's an unexpected leader for a donald trump campaign office that opened in colorado. it's twelve-year-old weston imeyer. it's in a key county west of denver. he's overseeing the volunteers who will be gathered to get out the vote. on paper it's his mother who is official field coordinator, but she's giving him all the responsibility. he hopes to inspire other kids to get informed and get involved. and he dreams of running for president himself one day. definitely. 2040, watch for me. 2040. ime r&b aron trump, if you are watching. in 2040 i will take you as my running mate.

>> as you might know, baron trump is donald trump's ten-year-old son. he said he will continue in his role until school starts next month. donald trump's campaign had a major retooling next week. his new campaign manager, as well as republican national chair ryan priebes will appear on "this week" with george stephanopoulos. >> the artist explains what efforts trying to accomplish with it, and with other trump statues that popped up all over the country. >> the anatomy in the male region had to be extremely lacking. they wanted it to be pretty life-like, with some characteristics that were again caricature style, almost cartoonish. san francisco police considered the trump statue to be evidence. city officials say it cost about $4,000 to remove that statue and repair the damage it did to the sidewalk.

we saw former a's cespedes rough up the giants, while former giant cabrera doing the same here. the rbi double in the third and rbi single in the fourth. four innings, allowing 6 runs and the white sox go on to win it 6-2. that's the way the ball bounces. i'm mike shumann. see you again tonight at 5:00. have a great day. >> lisa, let's talk about weather. below normal temperatures, correct? >> yeahs are the next couple 6 days. august has not been a hot month. you look at doppler 7, a little green on the screen. a weak disturbance off the coast. not doing much except to influence the cloud cover. there's another disturbance over the sierra nevada. we've had thunderstorms in the mountains and that will continue. we are in between the two and it makes for a comfortable day. we will have to wait until we see full sunshine here. it's been kind of cloudy. oakland at 61. 61 in morgan hill. clouds half moon bay, 57. from our east bay hills camera,

looking pretty nice here. but still a little bit of haze there in the atmosphere. that will improve as that onshore flow, or we call it the delta breeze gets going throughout the afternoon into fairfield, where temperatures are coming out of the 90s into the 80s today. 63 in concord. 61 livermore. petaluma still at 57. and good morning oakland. temperatures will be comfortable today. it's going to take a while, though, to reach that upper 60s to near 70. so becoming partly cloudy, improving air quality. but then the west winds really get going. as that occurs we could see an early return to the low clouds and fog. that could bring a few more clouds in the outlook for the afternoon. and that brings the cool down. tomorrow looks to be the coolest day of the week. then a slow recovery. three to six degrees cooler right now than we were compared to yesterday. i'm showing you this because it pretty much represents the afternoon highs, which will be about that much cooler in our inland east bay. talk about perhaps some thunderstorm activity in the sierra nevada. 80 there.

we have high surf advisory in southern california. and still around here looking at hazy conditions. and high fire danger there. so in our own little bubble we are kind of cool, below average. and even sacramento 87. as we look at san jose, we are below average. 79. it should be 83. tomorrow you will drop off into the mid-70s. and a bit of recovery for tuesday and wednesday. numbers just in the lower 80s. so pretty nice if you have to head back to school. nothing too extreme in terms of heat. we will pull back the cloud cover from santa cruz and monterey. but with the smoke and partly cloudy skies here, you will have some sunshine. a little less and definitely cool ocean beach to half moon bay. even stinson just in the low 60s today. oakland look for 76. napa, 74. and you will notice a few more clouds throughout the afternoon. fremont 73.

moratorium on removing those so-called ghost bikes and for new policies. >> reporter: if you never heard of a ghost bike, they look like this. spraypainted white and chained to a spot where a bicyclist was hit and killed. julie mitchell and her family made one for her 21-year-old son dylan, who died three years ago on the streets of san francisco after colliding with a garbage truck. >> people would stop and pay their respects, they would read it. people would slow down to see it. >> then one day it was gone. >> very disrespectful. like throwing my son in the garbage. >> devon warner organizes a ride of silence each year, making stops where bicyclists have died. all over san francisco she's noticed ghost bike tributes are disappearing and as a member of the city's bicycle advisory committee, she's introducing a resolution on monday calling on the public works department to hold up for a year on dismantling the memorials. >> i would like to work something out with the city that they would permit the putting up of the ghost bikes. of course, provided that no ghost bike is posing a public hazard.

>> the head of public works said the currents policy is a two-week stay for all makeshift memorials, but he's open to change. >> if it's a piece of art or if it's something that doesn't involve a lot of maintenance, then maybe there is something we can look at and see what is reasonable. >> julie mitchell said the city should stop removing the ghost bikes or erect a permanent memorial to fallen cyclists like her son. >> the bicycle advisory committee meets tomorrow night at 6:30 at san francisco's city hall. coming up next, another fun-filled day in san francisco for sunday streets. we will tell you where you can enjoy one of the last summer weekends in the city.
