and smashed into a shoe shine stand. one is in critical condition. the other, listed as fair, police are also investigating whether the vehicle has had a mechanical problem. some rubble from the accident is still on the scene today. the driver reportedly apl jiezed for the crash. a woman accused of a torture and murder of a homeless man was captured in the town of flagstaff yesterday after the foon. police announced arrest of a 26-year-old michael grasso, the fourth person arrested in the murder on may 24. police say they've busted a gang of throwns, the sweep resulting in two dozen arrests, including a member of the police department. chris nguyen joins us live from san jose with the story. chris?

>> reporter: good evening to you. multiple agencies are involved in this case tonight. that officer is on paid administrative leave and we're told that police are still looking for six additional suspects. police say it's a culmination of a five-month long investigation. 23 members arrested in a bust. however, the arrest of a nine and a half year veteran of the san jose police department is accused of providing confidential law enforcement information to members of the gang. >> his acts were deplorable and no way represent the character ever the members of the department. who, under extraordinary circumstances protect and serve with great honor. >> as soon as discovered the first indication of a police officer who is involved in this crime, just -- did everything it could do to ensure he was taken

off the force. >> 32 search warrants were served as well as in anaheim and in louisiana. the gang is believed to be involved in numerous crimes, including assault, extortion, book making and public corruption. among items seized, handguns, vebs, illegal gambling machines and $200,000 in u.s. currency. also, more than 4,000 ecstasy pills and 600 pounds of marijuana. and an alligator was kept at evidence. the suspects, many are vietnamese decent, range from 19-52. in san jose, chris nguyen, abc7 news. a bill for standardized rape kits in california is now on the governor's desk waiting for his signature. the bill's author says a standard kit will make training and processing easier and

one, built before 1978. it's down to the wire for some property owners required to retro fit their soft-story buildings. those buildings are wood framed, multi story, with 15 units or more. a garage or opening on the ground floor makes them vulnerable during earthquakes. the city says a permit for safety upgrades must be obtained by september 15th, but half of the owners of 562 buildings have not complied. >> the longer you wait, you know, the harder to find an engineer to file a permit contract in the works. >> they would slap a building like this with properties that are in violation. there are two dozen projects its working on. >> there is a lot of activity of people trying to get things
