bringing l.a.x. to a stand-still. >> all of a sudden there was a flood of people running into the bathroom, saying there is a shooter. everybody was in a huge panic. >> reporter: sending passengers running for cover and some out on to the ctarmac. >> and we immediately started running and went through an emergency exit close to a gate and ran on to the runway. >> a false alarm that started with 911 calls about this man. dressed in a zorro costume, believed to be armed with a sword. which police later determined was plastic. >> they let me go. they didn't arrest me or anything like that. me explained me that crazy stuff that happens in the airports. >> reporter: the man wishes to remain anonymous and the scare is nothing more than loud noises. but this comes weeks after chaos erupted at new york airport. it was prompted by loud noises from olympic celebrations.

now one lawmaker is calling for a federal investigation into airport emergency responses. >> in a sense this was a blessing, because without anyone being hurt, we got to see the weaknesses in our response to a would-be taserrorist incident, t we have to learn from it. >> elizabeth hur, staabc 7 news two people were injured and 280 flights were delayed as a result, and coming up, a one airport's plan for a similar situation. an inmate trying to escape a correctional facility in milpitas. >> he was seen on surveillance trying to climb a fence at the jail. >> we are live at the facility with the story and a look at that surveillance video. alyssa. >> reporter: well the inmate tried to hop a fence just like this one which is 25 feet tall. he fell instead and ended up getting caught and getting hurt.

deputies at the elmwood correctional facility in milpitas saw this escape attempt as it was happening. this is a screen shot from a security camera facing the perimeter. and you could see the inmate shimmying across the netting. he first climbed one fence and walk add long wire netting and hung on to power lines to try to escape. his jail issued sandals got stuck and are still hanging there. santa clara county sheriff laura smith is for more security at jails and this camera was recently installed as part of the jail reforms. >> we pushed really hard for cameras and earlier this year we got new cameras, much better resolution and i think the cameras are what prevented the escape. >> this is the inmate, christopher biscocci and arrested for petty theft this

past friday so he only waited two days before trying to escape. he was scheduled to released in one week but he could have been sent home as early as today. not any more. he was instead arraigned for that tempted a -- attempted escape and will face more time in here. live in milpitas, abc 7 news. >> thank you. there is a plea for help for morgan hill police in the search for two armed robbers. police reed the -- released the suspect sketches they wanted. they got money from the cash register and got away from a red sedan, possibly a camry with tinted windows. a fatal crash in losali alt and it set off a small fire. firefighters put that out quickly. it shut down the expressway between st. joseph and loyola

drive for several hours. investigators are still trying to figure out what started a fire in a vacant building in the south market district. it happens around 5:00 this morning. several floors of the four-story building caught fire. crews quickly contained it and no one was injured. a woman high on drugs sparked a wildfire in calaveras county. the willow fire has burned 450 acres and mandatory evacuations have now been ordered. it is 30% contained. no buildings have burned. police arrested the driver and her car was torched by the flames. and here is how things are looking right now. the sky over the bay area is partly cloudy as you could see here on live doppler 7 hd. mostly cloudy in some parts of the north bay and it is breezy out there in the bigger picture and i'll animate the satellite image and you could see a little bit of moisture out there over the ocean and those clouds, we are not expecting rain in the bay area but a spritz or a sprinkle scattered and isolated

is possible but the big factor is winds. it is gusty in some spots. up to 22 miles per hour in fairfield and 17 in novato and at sfo and the winds are ushering in the clouds out at sea but at sutro tower, it is 67 degrees in the city. 71 in oakland. mild right now. 73 in mountain view. 75 in san jose. and 79 in morgan ville and 64 at half moon bay. this is a view of a partly cloudy and beautiful sky over the bay looking westward from emeryville. other temperatures right now. 80 at livermore, i'll have the full forecast in a few minutes. >> thank you, so much, spencer. a congressional hearing was held in san francisco today about the over-budget and over-promised high-speed rail project. it is slated to run from san francisco to san jose to fresno and bakersfield before reaching los angeles. but now there are concerns about money and speed.

abc 7 news reporter amy hollyfield has the details. >> federal lawmakers went into the hearing with questions about cost. the high-speed rail that could cost $33 billion is now proje projected to be $118 billion. >> they expanded the cost well beyond what they promised voters and that is what we're talking about going from $33 billion to over $100 billion and cutting off san diego and sacramento has a lot of people concerned. >> they also want to know about the route through the central valley and if the trip will now take longer if it slows down in the urban areas of the peninsula. >> i sold the voters for a two and i half hour trip from l.a. to san francisco so if you are slowing down and not running at ultimate speed, that will affect ridership and the travel time which were two things promised to voters. >> the chairman of the board of the high-speed rail authority assured the panel the trip time has not changed. >> right now, our engineers are telling us that the current

design would get you from los angeles to san francisco with service in about two hours and 33 minutes or about 7 minutes ahead. so that is never a concern that we've had. >> reporter: high-speed rail officials insist the project is financially sound and that connecting the central valley to silicon valley will generate ridership value. and after this hearing, they are watching the project. >> today we are looking for answers and after that we hold them accountable. >> the plan is to offer high-speed rail by the year 2025. amy hollyfield, abc 7 news. san francisco mayor ed lee was in sacramento today to take a look at the next generation of muni light rail vehicles and tweeted this picture of himself aboard the new cars being built at the manufacturing plant in sacramento.

the city bought 215 cars. that is one of the largest orders for sigh mens and they will hit the streets next year. today actor gene wild ser being remember ford his wit and performances that fans say are incredible. the film thatt henn deared him was willy wonka. he died this month in connecticut from complications of alzheimer's disease. he was 83. he appeared in movies for more than 30 years including four films with richard pryor and his break through roll came through in the mel brooks comedy the producers. mel brooks tweeted today, gene wilder, one of the true talents of our time and he blessed every film with our magic and blessed me with his friendship. so many great movies over the years. >> absolutely.

presidential candidate trump is making a silicon valley stop this afternoon, not for campaigning but for fundraising. >> details are hard to come by and david louie has been chasing this story all day long and live now from woodside with what he has. >> reporter: the trump campaign has very tight-lipped about this evening's event at woodside saying it is only a small gathering, however neighbors just tipped us off that security is now being set up. by their nature, private candidate fundraisers are low key and this one in a secret location in woodside is no different and part of the reason is difficulty in finding donors who are unsure of trump's campaign style. past republican state chair believes his poll numbers in california could be a criteria for contributions. >> people are looking what he could do nationally so there are people that will step up and support him because they want to make sure that hillary clinton is not elected.

county. >> reporter: in woodside, david louie, abc 7 news. >> later in week trump is promising a major speech on immigration. in the past week he backed off some of the harsh measures he once proposed and then reversed course. he is expected to lay out plans now on wednesday in arizona. new numbers show hillary clinton's lead with voters nationwide is shrinking. apoll out today shows clinton with 46% of the vote. donald trump has 39%. clinton was leading by 13 points at the beginning of the month. politico thinks it is a sign of her post convention bounce. and a majority of voters still express a distrust of both candidates believing trump is keeping tax returns private because there is something he doesn't want the public to know and that clinton gave special treatment to big donors to her foundation. well more reaction is pouring in from 49ers past and present about quarterback colin kaepernick's sitting through the national anthem in protest.

explain what this new era means. >> reporter: well, ama, this is a game-changer for sure. right now there are 20,000 registered commercial drones in the u.s. the faa expected that number to multiply by 30 times in a matter of months because of the new rules that lower the entry. the biggest change, companies no longer need a traditional pilot license or a government waiver. a process that takes months. and all they need now is to pass a certification test and they must keep drones in line of sight, fly during day time hours and avoid flying over people not participating in an operation. operators can apply to bypass the restrictions if they could prove the plan is safe. >> over the next ten years, commercial unmanned aircraft systems could generate more than $82 billion for the u.s. economy and by 2025, could be supporting as many as 100,000 new jobs.

>> goldilocks. let's take a look at live doppler 7 hd and you could see that we have a few clouds in the sky just enough to make for some interesting views and interesting pictures and a little spot of moisture showing up in the clouds off shore. there have been some concern about the possibility of dry lightning strikes from this system moving through, especially in the northernmost part of the viewing area, but so far that is not the case. mainly blue skies from the rooftop camera southward over the bay and the forecast features, partly cloudy and breezy and milder tomorrow than from today and below average temperatures through the remainder of the weekend into september, which starts later this week. this is our forecast animation showing clouds and wind gusts, starting at 7:00 this evening. it will remain gusty, mainly along the coastline overnight. we'll see the arrival of more high clouds as well as the usual low clouds that will push up against the coastline as well overnight, so 5:00 tomorrow morning we call it partly cloudy and the high clouds evident in the early morning sky but by

in mexico, and around the world, mourners are remember legendary mexican song writer and singer juan gabriel. he died yesterday at his home in southern california. today fans showed up outside of his home in mexico to pay respects. the last time he performed in the bay area was at the sap center in san jose for his farewell tour. his ballads and mariachi tunes were hymns in latin america and he was a huge star with spanish speakers in the u.s. he was 66 years old. the president released this statement. for over 40 years juan gabriel brought his beloved mexican to music, transcending boards and generations. facebook founder and the pope had a face-to-face meeting. mark zuckerberg and his wife visited with pope francis at the vatican. it appeared to be informal with the chat taking place at the

and here is what is making headlines at 4:30. investigators at l.a.x. are focusing on what prompted the first of several 911 calls falsely reporting gunshots and sent people on to the streets and on to the tarmacs. false alarm caused nearly 300 delays. and colin kaepernick is facing backlash and support after sitting during the national anthem. abc 7 news reporter carolyn tyler tweeted sf police officers announced his foolish statements and she'll have more at 5:00. and laura anthony said oakland mayor launching new search for police chief with glossy flyers and community forums. at 5:00, laura will say where the police union said it is a process that is taking too long. and in san francisco tonight, residents will be able to attend a community meeting in a search for their new police

chief. among those interested, interimt taking heat for information not considered all that personal. we are live from st. mary's where tonight's meeting will be held. >> reporter: the meeting begins at 5:30 and this is the last of five meetings offered to the public or open to the public. now, in regard to chaplin, we reached out to him but he did not make himself available to us. san francisco's interim police chief said he has a bachelors degree but he has refused to reveal the where, when and what. it is known that a degree is highly desirable, but not needed when applying for the job. yet every other department head in the city requires a bachelor's degree. >> we have the 18th largest police department in the country. we pay the highest salary of any city in the country to our police chief. so we need somebody that has

some serious credentials. >> reporter: and whether chaplin is worthy or not isn't the issue but what troubles some is the failure to say where he earned his degree. they are advising him to come clean. >> a chief who is going to be open and provide as much information as possible, what you see is what you get and in that sense, it is not encouraging. >> that raises a huge red flag. >> the police officer association supports an insider and is backing chaplin despite the lack of transparency. joe marshall is one of the police commissioners. >> speculation is not important to me. i'll tell you that. hearsay is not important to me. what is really important to me is being able to go through the process with facts in front of me so that we could then vet properly. >> reporter: the seven police commissioners will review the applications before ending up with three candidates. the mayor will then make the

override the police union contract to reassign officers on special assignments to street patrol. japan is bracing for a powerful typhoon. it is moving toward eastern japan with the strength equivalent to a strong category two hurricane. the eye of the storm is expected to cross over japan by tomorrow evening bringing high waves and thunderstorms. both japan airlines and other airways have warned of possible flight disruptions. fema, the federal emergency management agency, is being criticized for its response allowing those two -- to those catastrophic floods in louisiana. the u.s. representative john mica said fema's response is slow and pitiful in setting up mobile homes to give residents a place to stay while they repair their houses. the florida republican chaired a sub-committee with jurisdiction over fema and so far only one manufactured housing unit has been set up. fema said the agency is working to speed up aid to flood

victims. new orleans is remembering the devastation caused by hurricane katrina today. 11 years to the day when that storm came racing across louisiana. the city officials took part in a prayer service and laid wreaths at the hurricane katrina memorial. the category 3 hurricane and subsequent levee breaches killed more than 1800 people. in italy, the focus is shifting on finding housing for the nearly 2700 people left homeless. there is little hope for finding survivors following last tuesday's powerful earthquake now blamed for 290 deaths. but grueling work continues for italy search crews still pulling bodies from the rubble. entire communities have been shattered by the loss of life and infrastructure. >> the day when that earthquake came, i called my friends and -- and she -- she [ inaudible ]. >> the prime minister has vowed

successfully executed the first fly by of the planet, it was the first time the spacecraft had all of the science instruments activated and looking at jupiter as it zoomed past and this is the close test will get during the prime mission. recapping weather conditions here in the bay area, looking at live doppler 7 hd and massive clouds to the north and some off shore moving in our direction so cloudier overnight but tomorrow afternoon weather is mostly sunny with a few lingering clouds around. highs will range from low to mid-60s near the coast to mainly low and mid-70s around the bay. our inland areas in the inland east bay and the north bay will see high temperatures in the mid-80s in the warmest spots. let's take -- speaking of warm spots. let's take a look at the tropical pacific. we have two powerful hurricanes both moving in the direction of hawaii. we'll start with hurricane madeline, a powerful category three storm and maximum

sustained winds at 115 miles per hour moving in the general direction of hawaii and expected to weaken as it does so but could deal a glancing blow by wednesday to the big island as a category one hurricane and could producing flooding rainfall. that is followed by hurricane lester which is a category four and even more powerful hurricane, also moving in that direction. and over the next several days, as it approaches hawaii, it, too, will weaken, expected to move north of the island chain as a category one by saturday and producing flooding rain for hawaii. back to the bay, oakland high temperature trend over the next several days temperatures will remain a little bit below average through thursday. but will bounce back up a few degrees by the end of the week. that is what the entire bay area could expect but we probably won't see warm summer-like weather until next monday which is labor day as we go into september. >> thanks, spencer. still ahead on abc 7 news,

could now buy airline tickets and make monthly payments. cheap air.com is teaming up with a finance company to offer purchase plans to cover airfare. it is aimed at travels without a credit card or can't manage the cost all at once. buying a ticket does involve a credit check which determines the interest rate you will receive. the website also lets you buy tickets with bit-coin and western union. time now for ask finney. michael finney is here answering questions sent to him by facebook and twitter and e-mail and the first comes from sam p. from santa rosa who e-mailed i pay my water bill through the rent and i just found out we're being charged more to make up for the vacant apartments. is that legal? >> they are allowed to spread it out. now with electric and gas, it is very specific rules. but with water, things are a little bit more murky. now first of all, it shouldn't go up that much. if there is six apartments, if one of them goes away, then your bill should drop, too. unless there are huge alarms.
