subject among residents. >> it is sad to see that people can't be safe in their homes in oakland. >> reporter: this morning libby schaaf released a statement, while i know it is a little comfort to those already hurt by crime, we are making progress, last year we reduced home invasion robber is by 55% and this year they are down by another 9%. it is small consolation on sequoia road. >> i think i might get a video camera or two. >> reporter: from oakland, wayne freedman, abc 7 news. happening now, san jose mayor is asking the city council to declare a state of emergency to put more police on the street, declaring an emergency would allow them to override contract with the police officers union and commanders could reassign 47 detectives and officers in special units to street patrol. the mayor calls this a short-term fix. it approves, the new schedules could be in about two weeks. the national weather service
4:03 pm
has just issued a hurricane warning for the big island as the two storms close in. the first one is madeline which is expected to pass close to the big island tomorrow bringing heavy rain and wind. behind it is hurricane lester, a smaller storm and its center isn't expected to make landfall either. and here is a satellite photo of lester. the storm is about 1300 miles east of hilo, about 170,000 on the big island's eastern coast. we are live at san francisco international airport where people are still heading to hawaii. lyanne? >> reporter: well let me just add to that, that madeline began this morning as a category four hurricane with winds up to 130 miles per hour. so people traveling there could expect heavy winds and high surf and a lot of rain. this is the latest. this is the information that we have from sfo.
4:04 pm
now no flights have been canceled because of the weather. we know through one airline that flights to the different islands are basically open. they think because people have canceled their trips. so far none of the airlines have issued a travel advisory. now we found one oakland resident who was traveling tomorrow. he came to drop off a relative, when we told him what he can expect. >> i'm flying in tomorrow, coming back on sunday, so it is kind of scary. i don't know what to expect, kind of worried now. i was happy i was going to hawaii for the first time. >> it is your first time. >> for my honeymoon. >> reporter: and passengers should check with airlines to get updates. now even if madeline passes without doing much damage, as you said, hurricane lester is right behind madeline and that hurricane is expected to arrive either saturday or sunday.
4:05 pm
i'm live at sfo, very windy here, too, lyanne melendez, abc 7 news. >> thank you, lyanne. okay, here is live doppler 7 hd and calm weather here in the bay area and we are using every available image and source to track the two hurricanes. hurricane warning in effect for much of hawaii, including the big island, in effect until friday, actually and these are the two storms. two category three hurricanes, the one closer to the island is madeline and the one farther away is lester and both taken in a track in a general direction of the island. by tomorrow and into thursday we expect hurricane madeline to arrive near the big island as a category two, dealing a glancing blow and moving away on thursday as a category one. it is going to produce up to ten inches of rainfall generally and perhaps even locally. heavier amounts of rainfall which could produce extensive flooding not only on the big island and to maui and beyond
4:06 pm
and that is closely followed by hurricane lester, by the time it arrives close to the islands it will have weakened down to a category one hurricane, by saturday still packing sustained winds up to 75 miles per hour. a rather strong storm expected not to make a direct hit but to move north of the island chain and driver more rain on top of the ten or more inches expected to fall from madeline and that could produce even further flooding. so this is the picture right now. we are tracking both storms closely and will tip continue t update you on their progress. larry. >> and a reminder, you could keep up with developments by downloading the abc 7 news app and make sure that you enable the push alerts to get news just as soon as it happens. and when you have breaking news from southern california where fire crews are responding to a 400 acre brush fire in riverside county near the community of beaumont east of the city of riverside. evacuations have been ordered
